GOODWOOD: FOUR PROBLEM PROPERTIES DISCUSSED AT GRRA MEETING

ertain street addresses mentioned with some regularity at meetings of various forums happening in Goodwood clearly have many residents’ blood boiling. Clinton Overmeyer from Law Enforcement (LE), who is in charge of the City’s Problem Buildings Unit, spoke on four of these properties at the Goodwood Ratepayers’ and Residents’ Association (GRRA) meeting last Thursday, 19 April. The first is 10 Spencer Street, which belongs to the City. Overmeyer said that even
though LE cleaned and sealed the property, vagrants are apparently still utilising it. “We will look into that matter. We thought we had cleaned it up and that would alleviate the problem, but apparently not.” He said they would check to see if there are any signs of vagrants. The lock on the gate had been replaced, but he was not sure if it was still there. They will give a full report once it has been checked, he said. With regard to another property further down in Spencer Street, Overmeyer said they have exhausted all avenues of dealing with the owner. The matter will now go to
the municipal court and it will probably go to the City’s legal department within the next week. The only thing for which they can take the owner to the municipal court is for non-compliance with notices served. This is actually a waste of time as the municipal court cannot give any instructions, but before they can approach a higher court they first need to exhaust all avenues, explained Overmeyer. “And bear in mind, if we take every case to the higher court it is exorbitantly expensive and getting a spot on the higher court role will take another two to three years.”

Overmeyer said another privately owned property in Rhodes Street had been cleaned up before and the resident taken to court. “The court instructed us (the City) to assist this man, and we did,” said Overmeyer. The resident was actually clinically diagnosed as a hoarder. They tried to give him assistance, which he refused, and they spoke to his sister. They have basically exhausted every avenue, but to no avail. Overmeyer said a lot of money was spent on the property and now it is back to the state it was in before. V To page 2.
