Park opgeknap Die Stad Kaapstad het onlangs De Jongh-park in Oakdale gemoderniseer nadat ’n inwoner die plaaslike raadslid genader het. ’n Inwoner, Natasha Groenewald, sê sy’t gevoel dit is onregverdig dat misdaad seëvier op ’n plek wat aan inwoners behoort. Sy het sowat twee jaar gelede vir Brendan van der Merwe, raadslid, genader oor idees oor hoe om die park meer inwonersvriendelik te maak. Hy het dit in sy begroting ingewerk en die parkie spog nou met onder meer ’n buite-gimnasium. “Wees die verskil wat jy wil sien. As jy nie probeer nie, gaan niks verander nie,” sê Groenewald. esidents living in a quiet street in Oakdale have been left frustrated by the seemingly illegal conversion of a house into a block of flats. A group of 28 residents in De Villiers Road have signed a petition against the housing development in their road. In it, they say many of them have been staying in what they call the “quiet neighbourhood” for years. They describe how the house at number 24 was sold and owners started building at the beginning of 2020. “Within three months there were about eight units built on the premises and the main house also converted to flats, these being rented out.” Around 30 people are occupying the premises, the petition says.

“Suddenly the noise level has risen dramatically, the vehicles visiting the property besides residing there is causing concern, as they park in front of our driveways causing obstructions and when they are approached they become aggressive.” Some of the residents and their visitors shout, play loud music and “rev” their vehicles. Added to this, there are only three bins used by residents at the premises and once full, the overflow is either dumped into other neighbours’ bins or left on the ground where it is scattered. The neighbours say new double-storey flats are being built and as before, they weren’t consulted in any way. The petition, which was signed in May, asks the City’s officials where new residents of the double-storey flat will park as they already don’t have parking for the existing tenants. They raise concerns around adequate

sewerage, electricity, water and waste disposal. “As law-abiding ratepayers and concerned neighbours we hereby wish to petition the building of flats without our consultation, permission and consent. Our livelihood and tranquil living is now directly affected.” Marian Nieuwoudt, the City’s Mayco member for spatial planning and environment, says a building plan application for alterations and additions was submitted and was found to be zoning compliant and approved in July 2019. Things didn’t go according to plan. “The building inspector inspected the property on 6 November 2019 and found portions of the construction work to deviate from the approved plan as well as extensive unauthorised structures being constructed on the property. A notice in terms of the National Building Regulations was served on the owner on 12 November 2019, instructing

the owner to demolish the unauthorised buildings or to obtain written approval within 60 days for the unauthorised building work/structures. A follow-up inspection conducted on 29 January 2020 revealed that the state of the property remained unchanged and our records indicated that no building plan approval was applied for in respect to the unauthorised building work/structures erected.” The matter was handed over to the magistrate’s court for prosecution on 11 February 2020 and Nieuwoudt says they’re awaiting a court date. “Once the matter has been heard by the court, the court will determine the appropriate penalty and hand down its order.” Capt Jonathan Blankenberg, a spokesperson at Bellville police station, says they inspected the premises recently and found no illegal activity. The owner of the house didn’t respond to requests for comment by time of print.
