City ready for Covid resurgence T

he Western Cape health department has confirmed that the Cape metropole is experiencing a resurgence in Covid-19 cases. According to a statement released by the City of Cape Town, based on the experiences of other countries around the world, the confirmation should sound a warning to us all that the growing complacency in recent months needs to be cast aside with urgency. “It is imperative that Cape Town pulls together to ensure that the resurgence in caseload and related hospitalisations are curbed, and quickly too. “The City’s health department remains equipped to assist with Covid-19 screening,

testing and referrals, but also contact tracing in conjunction with other health agencies. “The majority of our 34 overflow facilities, opened earlier this year to increase capacity at clinics in light of the pandemic, remain active, as are the mobile testing booths that were set up at a number of clinics,” the statement reads. As indicated, there is growing community transmission across the metropole, with certain suburbs showing higher active caseloads, based on the available data. These suburbs include Bellville, Claremont, Delft, Dunoon, Grassy Park, Gugulethu, Hanover Park, Kuils River, Lentegeur, Lotus River, Macassar, Milnerton,

Nyanga, Ottery, Parklands, Parow, Pinelands, Rocklands, Rondebosch, Sea Point, Somerset West, Strand, Tafelsig and Wynberg. However, the City says the public should continue adhering to the Covid-19 health and safety protocols that were so diligently observed during the peak of the pandemic earlier this year. “Unlike the peak, when the country was still in a hard lockdown, there is far more mobility under the current alert level, which means the risk of transmission is greater, and not limited to the suburbs that are experiencing a surge in caseload,” the City says. Apart from regular hand washing and sa-

Teddy extravaganza: On Wednesday 25 November, past president and honorary member of the Rotary Club of Bellville Joan Neusch visited the Cheré Botha School in Oakglen, Bellville, to hand over more than 50 beautifully knitted Teddy Bears. The preschooler/foundation phase learners were extremely excited to receive these beautiful, colourful teddies and to see the delight on their faces was priceless. Over the years Joan has knitted hundreds of teddies, bringing an abundance of joy to many children. In the photo Joan Neusch (left) hands over the teddy bears to Marianne du Plessis from the school.

nitising, residents are advised to keep wearing their masks when in public and to wear them properly – covering both their mouth and nose. “Gatherings are best avoided, and if you must attend a gathering, we advise that you keep it short, and ensure that the room or area is well ventilated.” The City’s environmental health service will continue to monitor shopping malls and retailers to ensure compliance, in the interest of public safety. The public is also advised to report any non-compliance to the City’s public emergency communication centre on 021 480 7700 from a cellphone or 107 from a landline.

Man seriously injured by taxi A man was left seriously injured last Thursday morning when he was struck by a taxi at the Charl Malan and Kerk Street intersection in Bellville. “ER24 paramedics arrived on the scene at 09:05 to find the taxi on the side of the road. The male pedestrian was found lying next to the taxi on the sidewalk,” said Russel Meiring, spokesperson for ER24. “It is understood that members of the public had pulled the man from beneath the vehicle. Medics assessed the man and found that he had sustained several injuries and was in a serious condition.” The man was transported to Tygerberg Hospital.

Homelessness costs society a fortune ESMÉ ERASMUS

T

he enormous cost of homelessness in Cape Town – in excess of R744 million yearly – came under the spotlight at a virtual media conference by the Coalition to End Homelessness last Tuesday. The seminal study “The Cost of Homelessness in Cape Town” was launched at the media conference. The Coalition to End Homelessness consists of three founding organisations – U-turn, Mould Empower Serve (Mes) and Khulisa Streetscapes. The Coalition is calling for more effective investment into the sector and by society at large, with an urgent need to shift spending from reactive solutions to long term developmental solutions to reduce homelessness and reduce the total cost, both financial and social. This is in line with the urge by Mes Durbanville for kindhearted residents not to give handouts, but to give responsibly. Franita Knudsen, a fundraiser and marketer for Mes Durbanville at its new office, called the D4J Centre of Hope, in the old Lions Club building in Queen Street in Durbanville, says by giving handouts, people are maintaining homelessness. “Homelessness cost Cape Town over R744 million last year. From this enormous amount only 16% was spent on development or long term solutions,” she says (“Tackling homeless in D’ville”, TygerBurger 25/11). The study was initiated by U-turn Homeless Ministries in Kenilworth, and supported by the coalition members Khulisa Streetscapes and Mes. “It estimates that there are over 14 000 people currently living and sleeping on the streets of Cape Town and found that we

spend in excess of R744 million yearly responding to homelessness,” says Rowen Ravera-Bauer, strategic partnership development manager of U-turn Kenilworth. This equates to more than R50 000 per street person per year. A total of 45% of this cost is reactive or punitive, in other words measures that do not change or improve the situation, she says. The study is the first of its kind in South Africa, with similar studies having been conducted in many countries in Europe and North America, as well as Australia. “The conclusions from these international studies support the findings from the Cape Town study: the cost of homelessness to society and the individuals on the street is far more than we realise,” Ravera-Bauer says. “Our current spending on homelessness in Cape Town is on ‘cheaper’ relief responses that supports the status quo, allowing the problem to grow and ultimately exacting a high price from us all, both financially and socially. The study unpacks the total cost of street homeless within Cape Town. It includes data from shelter and service providers, the City of Cape Town, Western Cape Department of Social Development, city improvement districts and a Human Sciences Research Council (HSRC) supported survey conducted with people living on the streets,” she says. The study includes developmental costs such as shelters, food and social support, and humanitarian costs from residents who support people on the street out of concern and compassion. It highlights the realities experienced on the streets of Cape Town – both by those who are homeless and those who are attempting to address the issue.

‘Green’ award for GTP T

he Greater Tygerberg Partnership (GTP) is the winner in the Mail & Guardian’s Greening the Future Awards, earning it national recognition for its Zero Waste Schools project, in the Clean Air and the Quality of Life category. The project introduces a designed system for schools to be able to reduce the amount of waste sent to landfill, and to entrench a recycling and waste-reduction mindset into the school curriculum. The project was a collaboration between waste education consultancy Waste-Ed, sustainability education consultancy Plant the Seed, and Hoërskool D.F. Malan, with support from the GTP’s primary funder, the City of Cape Town. The school managed to reduce the amount of waste sent to landfill by over 60% within the first three months of the pilot project, which launched in July 2019. It also saved around R36 000 per annum in waste removal fees and is earning the school a rebate of around R1 500 per month in recycling buyback. GTP CEO, Warren Hewitt, said: “I’m im-

mensely proud of the whole team who have spent many months working closely with the learners and educators at the school to entrench a system that will begin to change mindsets about recycling and waste reduction. “Landfills in our city are reaching capacity and urgent behavioural change is needed to reduce the amount of waste generated in our schools, but also in our communities in general. Education is the starting point to achieve this systemic change.” The GTP is seeking to expand the project to other schools – particularly those in lowerincome areas. Schools are guided throughout the process from start to finish. The GTP has developed a toolkit to help with system implementation, which also helps educators to entrench the core recycling mindset and practices into the academic curriculum. The GTP is also inviting the Bellville community to sponsor toolkits to expand the project to other schools across the region. For more information, contact the project manager, Monique Muller, at Monique.muller@gtp.org.za.

Gallery exhibition extended Local artists – all from Durbanville, Bellville and Brackenfell – are presenting an exhibition to raise muchneeded funds for Rust-enVrede Gallery and Clay Museum. “The Covid-19 pandemic has greatly impacted the art and museum industry, including Rust-en-Vrede. All proceeds of this exhibition will go directly towards running the cultural facility,” says Donavan Mynhardt of Rust-en-Vrede. The Rust-en-Vrede Rescue Fundraising Exhibition, currently running until 15 December, has been extended to 3 February 2021. The art gallery was established 37 years ago and since then, many well-established artists had their first solo exhibitions there. “Literally thousands of artists have come through the gallery and museum doors – either with solo exhibitions, group shows or competitions,” he says. The building is home to the Durbanville Cultural Society (trading as Rust-en-Vrede Gallery and

Artworks, charitably donated by various artists who have exhibited, supported or participated in competitions at the gallery and in the clay museum during its 37 years of existence, are being exhibited and sold to raise funds. “The gallery thanks all of the participating artists for their generous contributions, as well as the many art lovers, members and collectors who have supported the gallery through the years and especially this year,” Mynhardt says.

Cops launch 16-days programme Officers at Bellville police station launched their 16 Days of Activism campaign near Middestad Mall on Thursday. Police officers and CPF members launched the official start of the 16 Days of Activism for no Violence against Women and Children at Bellville South police station on Thursday by handing out pamphlets. wo Bellville South detectives took this very important initiative on the road while out on investigation to the Eastern Cape. “Detective Sgt Mervin Rooi and Const Faizel Hercules embarked on the journey to spread awareness regarding the violence against women and children of our beautiful country,” a spokesperson of the police station says. Along the road, these two detectives spoke to children and raised awareness as to the importance of combatting this crime. “At the village of Mvezo, the birthplace of the late president Nelson Mandela, they told schoolboys of the roles of men in protecting our women and children and that children should not be scared to speak out if any form of violence happens to them or a friend,” the spokesperson says. At the village of Qunu, the place where Nelson Mandela grew up, the two detectives spoke to school girls and raised awareness among them. In Port Elizabeth, a young lady approached them after reading the message on their t-shirts and shared with them her encounter with gender-based violence. She shared a part of her pain and trauma and afterwards felt that she was going to help spread the word against crimes against women and children. “The detectives gave her one of the t-shirts and said she felt inspired and motivated towards the future and the efforts of the police in combatting violence.”

Street children fall through the cracks DESIRÉE RORKE @dezzierorke

W

ith impossibly high caseloads and a shortage of social workers, the holistic well-being and development of street children are being hindered. Thus, hundreds of vulnerable children fall through the cracks, never getting the help they so desperately need. To this end the Western Cape Street Children’s Forum (WCSCF) in collaboration with the Western Cape Child Protection Collaborative (CPC) – in response to the Draft Amendment Bill of the Children’s Act – put forward a submission to parliament last week to have discussions about critical systemic issues. The Collaborative requested to

appear before the parliamentary committee in person. It was formed in 2017 is made up of several entities, which has a wide network in the northern suburbs of Cape Town. “It is a civil society child protection movement made up of practitioners and professionals with the aim to lobby government agencies for efficacy in child protection,” explains Janice King, director of WCSCF. “We want more clarity on the term, ‘wellbeing and development’, used in the Bill. We feel it should read holistic development, otherwise it could be interpreted as just one aspect of development,” she says. “And, with reference to funding of facilities, do we have transparency on how funds are prioritised and allocated? If so, where do we access this, how and when? When do

these discussions and processes take place? And how can the community or those working in the sector be consulted? “Also, municipal processes pertaining to early childhood development centres are not clear enough. There are many unregistered, unmonitored community-based organisations that provide care and protection services to children. They often do not know that they must apply for registration or even that norms and standards exist. When these organisations are brought to the attention of the provincial social development department, they only want to register the organisations if they are able to fund them. This means that many organisations remain unregistered and unmonitored.” Moreover, there are an inadequate num-

ber of funded posts for social workers in the childcare and protection system, hence the backlog and caseloads. “The Children’s Act says that a designated social worker should have a maximum of 60 clients, but most that we come across in the city have 200-300 cases, not taking siblings into account. With excessively high caseloads, social workers are expected to do a job that is actually impossible and therefore terribly unpleasant. “It results in a high turnover of social workers as they are themselves abused by ‘the system’, and vulnerable children not receiving the service they desperately need.” The closing date for public comments was Friday 29 November, after which parliamentary processes begin.

Garden established to support these health workers A Staff Wellness and Support (Swells) Committee has recently been established at Tygerberg Hospital with the objective to facilitate enhancement of the hospital’s internal and external physical environment – especially during the peak of the Covid-19 pandemic. The committee’s founding members are dr Roshni Mistry (chairperson), dr Granville Marinus (treasurer), prof Rafique Moosa, dr Suretha Kannenberg (secretary) and professional nurse, Nora Windvogel. A wellness park was established recently at the hospital thanks to the committee and with the help of Cape Nature.

“The vision of the wellness park at Tygerberg Hospital is to benefit staff and patients – a vision which was shared with Cape Nature in 2018. “The project was given momentum with the Swells committee, when planning meetings began in August 2020,” says Laticia Pienaar, hospital spokesperson. B’ville refugees left in the lurch NIELEN DE KLERK @nielendk

A

s politicians argue over whose responsibility they are, the refugees at Bellville’s Paint City say they aren’t going anywhere. “God is keeping us here,” says Unice Akellow, originally from Kenya, who is one of the leaders or “representatives” of the group. “We just pray and pray.” The group of refugees are one of two groups who were moved earlier this year as Covid-19’s emergency measures were put into place across the country. The other group of refugees was moved to Wingfield in Goodwood.

Background Before then they were housed in the Central Methodist church in Cape Town’s CBD and on Greenmarket Square; and before that they staged a sit-in at the offices of the United Nations High Commissioner for Refugees (UNHCR). The two groups became violent with one another during their sit-in in the CBD. The refugees want what they’ve always wanted – repatriation to a safe country, one which isn’t the country they’ve come from or South Africa, which they have found to be xenophobic. At the moment 638 people from 12 countries are living at the Paint City site. Among them are 238 children. No-one has a job and they rarely leave their home, for fears of the coronavirus and losing their home. They live on donations, which they say has decreased because donors are allegedly being intimidated by unknown officials.

They rarely welcome visitors on the site itself, and these are mostly journalists or officials from the UN Human Rights Commission who are monitoring their safety.

Detained, sanitation removed Last week the City’s health department issued a warning letter to the national public works department (DPW) for contravention of the environmental health by-law. This comes after the DPW withdrew sanitation facilities at the site, forcing the refugees to construct makeshift toilets, with sewerage being put into bags or flowing onto adjoining properties. Earlier this month 56 refugees from the site were detained by the Department of Home Affairs because they apparently refused to sign deportation papers. A total of 19 were released. The refugees currently at the site say they haven’t heard from them since. This is particularly distressing for their wives or partners and their children. ‘Bickering’ The DPW, which is run by minister (and former Mayor of Cape Town) Patricia de Lille, has been at odds with the City surrounding the issue, drawing parliament to comment on the matter in October. The Paint City site is owned by the City of Cape Town and Wingfield is owned by the DPW. According to a report by the Cape Argus the chair of parliament’s portfolio committee on home affairs Bongani Bongo said in October: “It is unacceptable that to this day, when we should be looking at concluding the matter and finding solutions, there are no collective decisions but bickering and finger-pointing, and continuing disputes about the mandate of the different spheres

of government.” The Department of Home Affairs then reportedly told the committee that it was formulating an exit strategy, but that the state of disaster was having a “significant impact on plans”.

Objections Richard Bosman, the City’s safety and security director, says they objected to the Paint City site being used in the first place. “The City views the DPW’s actions (to remove and try and evict refugees) as a forceful and devious attempt to strong arm the City into providing a function outside of its mandate,” he says. He says the national DPW is threatening to evict all the refugees at the site without a court order. “(This) do(es) not constitute a solution. The City remains open to negotiating a more appropriate solution on the matter through the available intergovernmental relations mechanisms,” he says. At the Wingfield site, where the City says it agreed to “limited participation” it is paying for marquee tents and amenities. This was done with the understanding that the Department of Home Affairs would, after lockdown, repatriate the refugees to their country’s of origin or they would voluntarily integrate with communities they were residing in before October 2019 when they took up occupation of the UNHCR offices. “To date, neither the DPW nor National Treasury have identified any legal mandate whatsoever to justify why the City should cover costs as a result of home affairs’ ongoing failure to conclude their legal duties on repatriation,” Bosman says. “The law is clear that refugees are managed in terms of

the Refugees Act, which falls within the mandate of the minister of home affairs.” De Lille says the City is irresponsible and is spreading false news by saying the DPWI wants to evict the refugees from land owned by the City. “The City of Cape Town has clearly lost the plot to incorrectly assign the mandate of providing sanitation facilities to refugees to the Department of Public Works and Infrastructure. Which country do they live in? The City must stop their crèche politics and grow up. I’m wondering who the real leader in the crèche is so that I can buy him some nappies. Nowhere in the country is DPWI responsible for providing sanitation facilities to communities. This is always the responsibility of a municipality.” It is the City’s responsibility to look after the refugees, she says. “The City has refused to carry out its mandate to provide shelter and sanitation services to refugees at Paint City which is owned by the City.”

Rats As departments argue, the situation at Paint City is run smoothly with a set of rules governed by the refugees themselves. Different groups have taken responsibility for safety, cooking, teaching and cleaning. Whether this will remain a safe haven for long is becoming a more pertinent question. Rats have started crawling among the residents and the open sewage is a health concern. “The rats don’t bother us at day,” says Akellow. “It’s at night when we can’t see them.” The Department of Home Affairs and De Lille’s spokesperson didn’t respond to questions by time of print.

The inside of the women’s tent. A total of 638 people from 12 countries live at Paint City in Bellville. No-one has a fixed income. A few weeks ago 56 people were taken away for questioning because they didn’t have the right immigration documents; 19 men returned. The refugees say they haven’t heard from the missing men since they were taken away, some leaving behind their wives and small children.

LEWENSKIEKIE

Die klub sê: “we consume cannabis for the same reasons people wear glasses – to improve your view of the world”. In San Francisco, Amerika, is ’n daggastoppie net ’n oproep ver. Destyds, toe ons op skool was, sou mense omtrent ’n oorval kry as hulle gehoor het so en so gebruik dagga. En dit alles beteken net een ding: Never say never. Wat vandag onwettig is, is dalk môre wettig. – Werner van Tonder

Respect for lost lives: Flags across the country flew at half mast as a tribute to lives lost as a result of Covid-19 and victims of genderbased violence in line with President Cyril Ramaphosa’s directive that the country observe a few days of mourning between Thursday 26 and Sunday 29 November. “Many South Africans have experienced the terrible loss of a loved one to one of these two pandemics and we send our condolences to all of those grieving at this time,” says Alan Winde, Western Cape premier.

Die lewe druk soms terug My kantoorfoon lui. Haar sagte stem klink onseker. Dis vreemd. My departement vereis baie aandag en baie tyd. Ek is so jammer.” HARDWERKENDE GESINSMAN E-pos

Too easy to step on a racial toe I have no connection at all with the Brackenfell High School, any of its pupils or their parents, neither do I write on their behalf. That having been said, I do consider a reply to EV Rapiti’s letter (“Brackenfell violence, an issue for serious deliberation”)in TygerBurger of 25 November is necessary. The Constitution guarantees the right to protest, but, this right is to be exercised in a peaceful manner. Unfortunately that proviso appears to be forgotten by all the “protesters” and, as was the case when they “protested” at the Clicks shops, the EFF came to Brackenfell not to protest but to riot. The reason for their “protest” was a case of perceived racism, based on an unproved allegation, which was subsequently denied, which denial stands unchallenged and was accepted by the local MEC for education. Your correspondent, Rapiti, appears to agree with the EFF that the private party was a “racial gathering” because it was attended by white pupils only. The parents are criticised, as well as the teachers who attended and the MEC is suspected of possibly “pandering to the salivating appetite of her racist followers”. The Constitution also guarantees freedom of association. This means that I may invite to my private party whomever I wish. That is my right. The number of guests is irrelevant and when somebody is not invited he, she or it, has no cause for complaint. The fact that those not invited were classmates with the invited pupils, or were in the same rugby or hockey teams gives them no right to an invitation. When a host invites some people and chooses not to

invite others, there is no duty to provide reasons to the uninvited for their being not on the list of guests. Whether the parents did invite some pupils of colour to the party or not is equally irrelevant, except that, if they did, it proves that the party was not exclusively for white pupils only. If the person invited chooses not to come, for whatever reason, that cannot reflect negatively on the one extending the invitation. There could be many reasons, other than racial preference, why the party was attended by white pupils only or why only those white pupils were invited. It is irresponsible to jump to conclusions and shout “racist” on the mere fact that only white pupils attended a private party. I fear that on those grounds I, too, would be accused of racism because I did not, and never have, invited a single person of colour to my birthday party. I have also never accused the people of colour whom I have met and worked with, of being racist for failing to invite me to their weddings or birthday gatherings. Unfortunately race has become such a touchy subject that one can hardly move without stepping on a racial toe. Perhaps it is time that the hysteria stops and all people simply carry on with their lives and earn a living, which is hard enough in this time of Covid. WILLEM DE HAAN Welgemoed

Fisantekraal not neglected As local ward councillor of Fisantekraal, I would like to respond to certain claims by Mr Timothy Wildschut in last week’s TygerBurger (“Fisantekraal neglected”, 25 November).

He is absolutely right in stating that residents have a right to services such as streetlights, and water and sanitation. What he fails to state, is that residents do not have the right to break down infrastructure as soon as it is fixed. There is not an area in the whole of Durbanville that receives more attention, capital and operational city budget, than Fisantekraal. We have a responsibility to ratepayers to spend their money well. If you spend massive amounts of money on the same things over and over again, it is considered fruitless and wasteful expenditure, not maintenance. I know Mr Wildschut only wants the best for Fisantekraal, but one must be conscious about your message in achieving this. The focus should be on behavioural changes within the community, not falsely letting the community believe they are being treated unfairly. If you are serious in bringing about change, statements should be based on facts and root causes addressed. RUAN BENEKE Ward councillor: Ward 105

Munisipaliteit in D’ville is vyfster Ek het op 27 November my motorlisensie by die Durbanville-munisipaliteit hernu en was baie beïndruk met die higiëniese hantering van publiek by dié kantore. Coenie en Deon doen Karoo Suite D The Lady Day Big Band Roster 2020.

Videos available for schools The coronavirus pandemic has forced many artists to be innovative. One creative force that chose to move their project into the digital space is The Lady Day Big Band (LDBB). This month they are launching the Schools’ Outreach Project, a programme of video tutorials and live performances, aimed at encouraging and inspiring women and girls to step into a musical domain usually seen as the male preserve. By exploring their talents playing the trombone, saxophone and trumpet, to name a few, the project hopes to inspire them to consider a career as instrumentalists. Funded by the National Arts Council, the LDBB founders, Lana Crowster, Kelly Bell and

Amanda Tiffin, designed the Schools’ Outreach Project to roll out to a number of schools in the Western Cape in March. When the pandemic hit, they decided to go digital. They developed a series of video tutorials and live performances which will be available to any school or music teacher. “I have always dreamed of starting a big band that would provide a platform for professional women musicians to showcase their talents in a safe space. This project is also about inspiring girls and young women who may have a passion for music. I want them to see us doing what we love, doing it well and in professional spaces, and see our successes as aspirational,” says Lana Crowster, founder of the LDBB.

The Lady Day Big Band is a 20 piece, professional all women big band. The band features a revolving roster of women musicians who are passionate about music and music education. The tutorial videos feature Kelly Bell (trombone), Amanda Tiffin (conducting), Claire Rontsch (Saxophone), Tracey Johannes and Annemie Nel (drums and electric bass), Hayley Joorst and Christin Rohl (trumpet) and Lana Crowster (vocals and band leading). The videos will be made available for all schools who are interested during December. V Any interested music teachers can contact Lana Crowster to receive free access to the videos at contact@crowsnestproductions.info or visit www.crowsnestproductions.info for more information.

Parow singer releases music An established Parow-based music artist is set to release brand new songs early next year. The singer, André Huysamen who was born and raised in Cape Town but lived in Pretoria for 10 years where he made his mark in the local music industry, took some time off during his music career, but has started to focus more on his passion lately, a spokesperson says. With three albums under his belt, an award nomination for New Artist of the Year at the 2014 Bokkie Music Awards and performances across the country, André took some time off to focus on his studies. Just like many South Africans he faced his own challenges during lockdown, but managed to complete his studies during this pandemic. He recently moved back to Cape Town to open a wellness business with his partner. “André will also be releasing new music in 2021 for the first time in seven years. “The music will be very positive and uplifting, which he would like to use and combine with motivational speaking and life-coaching next year. “Music will always be his first love but his main focus and priority is to push all his creative energy and passion into his own business,” the spokesperson says.

Other accomplishments include performances at the Union Building in Pretoria, at the FNB Stadium (Soccer City) in Soweto during the MTN Semi 8 Finals between Kaizer Chiefs and Orlando Pirates and receiving an award from the ATKV for his contribution to the Afrikaans arts and culture.

Wins and losses against HIV/Aids NETTALIE VILJOEN

A

s South Africa and the rest of the globe mark World Aids Day on Tuesday 1 December, it is only natural to take stock of how far the country has come and how far it still needs to go to eradicate HIV/ Aids. With “Ending the HIV/Aids Epidemic: Resilience and Impact” as the theme of this year’s observance, leading HIV researcher Professor Linda-Gail Bekker says there is no doubt that the Aids response will need resilience. Bekker, who is the COO of the Desmond Tutu HIV Foundation as well as the director of the Desmond Tutu HIV Centre at the University of Cape Town (UCT), says we are in this for the long haul. “The HIV epidemic won’t be going anywhere for a long time. We do need to start to hold ourselves accountable for the impact. Turning off the incidence taps will be key to eventually being able to overcome,” she says. The first case of HIV/Aids in SA was reported in 1982. In 2018, the number of people living with HIV in the country stood at 7.7 million. According to this information sourced from Avert’s website (an international HIV and Aids charity based in the United Kingdom (UK), that makes SA the country with the biggest HIV epidemic in the world. UNAids Data (2020) states 20.4% of people (one in five) in SA are living with HIV with prevalence varying markedly between regions, ranging from 12.6% in Western Cape to 27% in KwaZulu-Natal. Bekker says the reason for this is because the epidemic in South Africa was left unchecked for a long time as the force of infection increased. “We haven’t been able to get the incidence down in all populations although we have seen a significant reduction in deaths and ALLE HERSTELWERK, dienste aan alle voertuie in alle areas. 16 Days of Activism As the country also observes the 16 Days of Activism for No Violence against Women and Children campaign, it is concerning to note that, according to Avert’s website, women are disproportionately affected by HIV in SA. In 2017, 26% of women were estimated to be living with HIV, compared to around 15% of men. In 2018, 140 000 women and 86 000 men became HIV positive. In the same year, 4.7 million women were living with HIV compared to 2.8 million men. The website cites poverty, the low status of women and gender-based violence as reasons for this disparity in HIV prevalence in the country. Bekker adds that, although she does not agree that these are the only reasons for the disparity, she does think they are contributing factors. “Less stigma and discrimination, less violence and more recognition of women and women’s rights will also help to reduce the impact of HIV,” she concludes.

However, the analysis found that the increase in risk was modest and although HIV prevalence in South Africa was high, the relative youth of the population living with HIV meant that the absolute number of deaths due to HIV remained small. On whether the outbreak of the Covid-19 pandemic affected treatment programmes offered locally, Bekker says when health facilities closed or limited their services only to Covid-19, many people seeking care or already in care may have felt put off to attend, may have been anxious to attend or worried about their well being. “This may have reduced the amount of testing, the number of treatment initiations and ongoing pick up of medications. Once an individual had a break in their ART, they may feel less inclined to reconnect with health facilities. This will lead to a relapse of HIV viral load and possible viral resistance,” she adds.

Die eerste volgrootte sintetiese rugbyveld in Suid-Afrika is verlede Dinsdag by dié skool ingewy. – Sarel Burger
