eputy mayor and Mayco member for finance Ian Neilson last week admitted that the City was slappped on the wrist by the Auditor General (AG), for noncompliance with accounting principles where it relates to revenue for water bills it does not intend to recover.

In our article “Is the City profiting from water?” (TygerBurger, 26 June), the issue of a R1bn over-recovery of revenue in the water department in December 2018 was raised, as indicated by the City’s own Financial Monitoring Report.

In addition to this, TygerBurger discovered, (in the minutes of a meeting of the City’s finance portfolio), a recommendation by the AG that the City should not declare revenue for items they expect not to get revenue for.

As a result the City wrote off 239 899 water accounts of indigent households.

This announcement was however never made public in an official press release by the City.

The City requested an extra week to answer questions posed to TygerBurger. This week, Neilson responded to some of TygerBurger’s (TB) questions.

Below are the questions, with Neilson’s responses, additional comment as well as responses by civic action group Stop COCT. TB: Did the City, in fact, write-off or re-bill 239 899 water accounts on recommendation of the AG and why?

Die publiek moet onthou dat hulle nooit ’n wenner in dié spel sal word nie.

Die swendelaars laat jou glo dat jy wen, maar intussen swendel hulle jou uit jou geld uit.

“Die ander gewilde slenter is wanneer

die misdadigers jou oortuig dat jy jou ou selfoon aan hulle moet oorhandig om met ’n nuwe een te spog. Jy vind eers later uit dat jy ingeloop is, wanneer jou selfoon en die ‘selfoonhandelaar’ weg is.

“Wanneer jy uitkom, sonder om iets te koop, omdat die klere dalk nie in jou smaak of maak is nie, is die vennoot en jou sakke ook weg,” het hy gesê.

Holiday fun at church AVRIL FILLIES

ore than 50 children attended the holiday programme of the Bellville South Methodist Church and had a ball doing aerobics, knitting and beadwork.

The organisers of the holiday programme were Doreen Solomons and Marlene Idas, the Sunday school superintendent.

The introduction of knitting to boys was a highlight.

“We invited the children from ages

five to 15 to our annual winter holiday club. Our theme of ‘Never Alone’ was presented and well received by the children,” said Solomons.

The programme included and started every morning with breakfast followed by praise and worship and devotions. A lunchtime meal was also prepared by senior ladies and other activities included arts and crafts, knitting, aerobics, dancing, science games, soccer, cricket and movies.

“A team of about 20 people took on the task the first week of the school holidays, including Reverend Zukisa Fumba.

“Besides Marlene the catechumens, coaches and several church members helped to make the event enjoyable for the youth,” she said.

This is the second year that the programme was presented and the children thoroughly enjoyed the programme.

The aerobics classes were hosted by Hilda Flowers, a gymnastics coach, and Sherna Smith of Rhenish Girls High assisted with dance sequences.

The kitchen staff prepared meals for the group.

Beadwork was explained

by Claudene Haupt and the children strung the beads together.

Merle Clark taught the boys and girls how to knit squares and they eagerly continued with this skill during their tea breaks.

Alleged habitual fraudster in court

No mercy for criminals in Bellville

A

rno Quintus du Plooy (56) appeared in the Bellville Magistrate’s Court on Wednesday 26 June facing numerous charges of fraud, money laundering, forgery and uttering.

Du Plooy who has thus far been linked to three fraud cases allegedly submitted fraudulent value-added tax (VAT) documents to Sars over the period between March 2011 and January 2015.

Residents in greater Bellville are warned to be vigilant when they walk in the streets after the police arrested two suspects who followed women walking in Voortrekker Road.

“The two suspects were arrested by Captain Gerrie de Villiers, sector leader of Sector 5 and Warrant Officer Gawie Hawkins on Thursday 20 June,” said Captain Jonathan Blanckenberg, spokesperson of Bellville police “The two officers spotted the suspects and stopped to asked the ladies whether these men were known to them. They weren’t. The two suspects were then searched and a firearm and ammunition were found in their possession.

“They were arrested and charged for being in possession of an illegal firearm and ammunition.

The suspects already appeared in court and the case has been postponed for further investigation. . A 27-year-old resident from Uitsig near Ravensmead was arrested on a charge of possession of stolen goods on Thursday 6 June. At 08:20 three officers attended to a complaint of attempted housebreak in Deodar Street in Loevenstein.

“Upon arrival, the owner of the house informed the members that an unknown man tried to force open his back window that is situated at the back of his house but he got disturbed by the maid and ran away,” said Blanckenberg.

A description was given of the suspect and the members patrolled the area looking for him. At about 08:45 another complaint about a burglary came through on the radio, in the same street and the same description of the suspect was given.

“The suspect ran towards the N1 and Sergeant Trevor Doubell, Constables Mario Mcbride and Etienne Ackerman were busy patrolling the N1 when they spotted the suspect.

When the suspect saw them approaching, he started running,” said Blanckenberg.

“The members chased him but he went into a stormwater drain that leads underneath the N1. Members then crossed the N1 and caught the suspect on the other side of the N1.

The suspect had two bags with him that contained brass metal and copper pipes that were later pointed out by the complaint as his property. The suspect was also identified. He had a pair of kids Addidas shoes with him which he allegedly took from another house in the street,” he said.

Inwoners gevra om by buurtwagte aan te sluit AVRIL FILLIES

Stienie vier 100ste verjaardag: Christina Hester Bester, ook bekend as Stienie, ’n inwoner van Chrismar Vilas het Vrydag 21 Junie haar 100ste verjaardag gevier. Sy het eers in ’n woonstel gebly, maar is nou vir ’n geruime tyd in die versorgingseenheid. Sy kan nog lekker gesels en loop nog self rond. Sy kleur gereeld haar hare ’n rooi skakering en die rede vir die rooikleur is sodat haar oorlede man haar eendag in die hemel sal herken. Sy was nog altyd gesteld op haar voorkoms en word die versorgingseenheid se “beauty queen” genoem. Sy was ’n nooi Truter en is op die plaas Eenboom in die Piketberg-distrik gebore. Hulle was ’n groot en jolige familie wat byeenkomste op die plaas gehou het. Sy was getroud met Atti Bester, die stadsklerk van Goodwood tot en met sy afsterwe, en twee kinders, Louise en Derek, is uit die huwelik gebore. Sy is die tweede inwoner van Chrismar Villas wat hul eeu vier, nadat Suzy von Mollendorff verlede jaar ’n eeu gevier het. Chrismar Villas is trots op hulle en sal hulle met die nodige respek, deernis en liefde versorg.

“Ons het twee padblokkades in Ou Paarlweg en in Frans Conradie-rylaan gehou en sowat 150 pamflette oor hoe om jou huis te beveilig uitgedeel. Altesame 21 buurtwaglede en lede van Bassett-sekerheidsfirma was deel van die operasie,” het kapt. Jonathan Blanckenberg, woordvoerder van die Bellville-polisie, gesê.

Volgens hom was daar die afgelope twee maande huisbrake in die woongebiede en was die gesamentlike operasie ook om wenke aan inwoners te gee.

“Geen boetes is uitgeskryf nie, want ons wou wys dat die polisie met die buurtwagte kan saamwerk en om ook in woonbuurte sigbaar te wees. Ons het ook die inwoners bewus gemaak van die buurtwagte en watter werk hulle doen. Ons doen dus ’n beroep op inwoners om by hul buurtwagte aan te sluit, want saam kan alle inwoners help om

hul woongebied veiliger te maak,” het Blanckenberg gesê.

Jacques Lightfoot, voorsitter van die Oak Glen-buurtwag, het gesê die gesamentlike optrede is deur almal verwelkom.

“Die afgelope paar maande het ons baie diefstal uit motorvoertuie gehad. Die meeste motors word voor die huise in die straat in Oak Glen geparkeer en dis ’n uitnodiging vir die misdadigers om ’n vinnige slag te slaan,” het hy gesê.

Hy het ook genoem dat die polisie en die buurtwaglede mekaar met sulke operasies beter leer ken.

“Die teenwoordigheid van die polisie in enige woonbuurt is ’n goeie ding, want dit wys hulle stel belang in wat in die omgewing aangaan, wat betref misdaad,” het Lightfoot gesê.

Susan Coomber, bestuurslid van die Blommendal-buurtwag het gesê die feit dat hulle net drie ingange in Blommendal het, vergemaklik die beheer van toegang. “Ons buurtwag is ook bevoorreg om heelwat lede te hê en ook heelwat patrolleerders per week. Ons verhouding met die Bellville-polisie is uitstekend en die gesamentlik operasie was ook net sodat hulle meer sigbaar in die woonbuurt is.”

Weens die min ingange kan daar beter beheer uitgeoefen word oor motors wat die woonbuurt binnekom of verlaat.

Die entrepreneursprys het gegaan aan die Laerskool Karel Theron van die OosKaap en Tarina Nel het namens die skool die prys ontvang.

Westcliff-Vaardigheidskool het die prys vir die meeste deelnemers gekry.

Taxi’s deel van die ekonomie Die laaste paar weke het die gesprek oor taxi’s weer opgevlam ná ’n sanger sy misnoë op Facebook daaroor uitgespreek het. Nou as jy in Suid-Afrika woon dan het jy ’n mening oor taxi’s. Dit hang net af aan watter kant van die argument jy staan.

Terwyl ek langs die pad staan en wag het, het ’n taxi kom stilhou en die glydeur-operateur, op die vlakte as guardjie bekend, met deur en al uitgeklim. Jip, hy het die deur afgehaak, dit op die sypaadjie neergesit en my beveel om in te klim. Daarna het hy dit weer ingehaak en die taxi het vertrek, dood normaal.

Wanneer jy ’n ryding het vergeet jy baie keer dat daar miljoene mense is wat nie die voorreg het nie.

Jy kan voor jou deur in die motor spring, ry waar wil jy wil wees en weer terugkeer wanneer jy wil. Vir miljoene mense in Suid-Afrika is dit nie die geval nie. Nie net kan hulle nie hul eie motors bekostig nie, maar in meeste gevalle sukkel hulle om taxi-geld te kan betaal.

My gedwonge taxi-reis het my weer aan die dink gesit. Die taxibedryf het só ’n swak naam dat daar gewens word hulle kan net die van die paaie af verdwyn.

Maar as mens dieper kyk sal jy besef dat sou die taxi’s van die paaie afgehaal word, die ekonomie ’n groot knou kan kry of selfs in duie stort.

Ek lees in Suid-Afrika is daar tans meer as 250 000 taxi’s op die paaie, wat daagliks nagenoeg 15 miljoen mense vervoer.

Taxi’s vorm die grootste deel van Suid-Afrika se vervoerstelsel met ’n 60% sny van die koek. Een taxi kan tot R450 000 per jaar vir die eienaar in. Die Suid-Afrikaanse Nasionale Taxi-raad het verlede jaar bekend gemaak dat die bedryf R90 miljard per jaar genereer.

Hierdie is verstommende syfers, veral gegewe dat taxi’s nog tot 1987 onwettig was. Taxi-eienaars is oorwegend swart, dus moet die bedryf gesien word as ’n rigtingwyser vir hoe swartmense self volhoubare ekonomië kan vestig en welvaart skep.

Mens moet erken daar is baie uitdagings in die bedryf. Onpadwaardige voertuie, bestuurders wat geen of min agting het vir verkeersreëls en gevegte oor roetes.

Taxi’s is glo verantwoordelik vir tot 70 000 ongelukke per jaar. ’n Ander kwelpunt is dat taxi’s meestal op ’n kontantbasis bedryf word en dit dus moeilik is om akkurate inkomste en belasbaarheid te bepaal.

Eerder as om taxi’s van ons paaie af weg te wens, moet ons die regering druk om strenger regulering op die bedryf toe te pas en dalk swaarder boetes oplê. Ek het nie die antwoorde nie, maar ek is seker iemand het en sal daarmee vorendag kom.

Maar intussen moet jy vanoggend die taxibedryf bedank as jou personeel, hetsy ’n huis-of tuinwerker, by die werk opgedaag het. – Brenden Ruiter

Die munisipaliteit het onlangs skoongemaak in die woonbuurt, maar geen ag word geslaan op die asdromme wat aangebring is nie.

Confusion and frustration caused For some time now I have been writing that the City does not understand proper accounting concepts and budgetary presentation which seems to have been echoed by the Auditor General (“Is the City profiting from water?”, TygerBurger, 26 June).

The page with article (“Sewage infrastructure under increasing stress”, TygerBurger, 26 June) is a must read for every Capetonian!

And in the first paragraph we already find out about this council’s priorities: “... the current budget constraints ... made it impossible to replace infrastructure quick enough ...”

But we see it fit to spend R20m on the Wood Bridge at Woodbridge Island, it’s taking priority over sewage infrastructure.

Lets pump it raw into the sea, nobody will notice.

I’ve heard similar stories before about Eskom – you know the one that has no money to maintain its power stations that were built to supply our electricity, but has lots of debt.

Mense glo skelms te maklik Die liggelowigheid van mense wanneer dit enigsins blyk dat hulle geld in die visier van skelms is, is ’n openbaring.

Ek word male sonder tal met dieselfde skelmstreke van sogenaamde bankamptenare van die bedrogafdeling genader. Soms speel ek saam – verstrek verkeerde banknommers en lag dan heerlik daaroor. search on social media for a coach who specialises in throwing events led to the meeting of Tanvi Singh from India and Edwill van der Westhuizen from the Bellville Athletics Club.

“Tanvi and her father Narender Malik from the Haryana State in India arrived in Cape Town on Thursday 27 June and will be here for the next two months until Friday 20 September. I’ll be helping her strictly with discus coaching,” said Van der Westhuizen, a shotput, discus and javelin coach at the club.

He is from Elsies River and also the current Masters Throw Pentathlon and fourth in the world. He is the coach at the Throws Academy at the Bellville Athletics Club and assists students and athletes from the Cape and now from India.

“According to Tanvi, she viewed the club information on Facebook and searched for the details of the coach. She and her father contacted the club and asked if I am willing to coach her in discus. I have never personally seen her throwing the discus. Her father sent me some videos and asked if I would assist with coaching and I agreed,” said Van der Westhuizen.

Her two month stay in South Africa is not

part of preparation of any championship in the near future, but simply to receive training from a coach who is with a well-established club.

“I am currently a state level champion in the State Haryana in India, this is equivalent to a Western Province champion. I only started throwing discus at school and want to pursue my sporting career. When I am not throwing discus I help my mother with household chores,” Singh said.

When asked who she admires in her sporting code, she said Sandra Perkovic (29) from Croatia.

“I watched her performance in the discus at the 2016 Olympics in Rio de Janeiro and she inspired me to also try to be an Olympian one day. After that, I started watching videos of her throwing discus on YouTube.

I knew a lot of hard work should be done and that is when my father and I started searching for a coach to help me become the best discus thrower,” she said.

Singh wants to take part in the World Championships and her dream is to be an Olympic athlete so that she can take part in 2028 in Los Angeles, California.

“With that as my goal my father and I decided to come abroad for better training and to improve my throwing to be ready for 2028,” Singh said.

“The closing date for the objections was on Monday 13 May 2019,” Van der Merwe said.

He said that objections, comments or representation form part of public documents and are forwarded to the applicant for a response.

By lodging an objection, comment or representation, the person doing so acknowledges that information may be made available to the public and the applicant, and this was not the case.

When no comments or objections or representations were received by the mentioned date, it was assumed that there were no objections or comments on the rezoning.

or anyone involved in a property purchase there are obvious service providers you will require, like an estate agent, a lawyer, a bond provider and a removal company.

But, Gumtree’s Estelle Nagel says, there’s a long list of other “hidden” services that you should budget for and source in advance. “The process is complicated and full of pitfalls if you don’t prepare properly and get competitive quotes. You can end up in limbo, without a place to move into, or there can be big occupational rent costs for delays, or you can take financial strain from unexpected expenses,” says Nagel She says all parts of the equation – the property you’re leaving, the moving process, and the property you’re moving into – require proper consideration and research.

One strong piece of advice is to tackle all the major issues on your new property before you move in: “Structure the time in advance and, while the house is empty, efficiently deal with all the major disruptive activities,” says Nagel.

A list of the “hidden” services you need to keep in mind and budget for, includes: . selling your unwanted stuff: you can do it yourself on Gumtree, have a garage sale or use a one-stop solution who will clear out everything in a single stroke for a commission;

. deed of sale certification: these include an electrician, gas specialist and fumigator . damp specialists: you may need to get rising damp seen to before you leave or before you move in; . roofs and gutters: don’t wait for the belting rains to show you where the problems are in your new home; . a handyman: you can take the do-ityourself approach but it’s usually more effective to get a small builder or a versatile handyman; . storage: this is now a very competitive business and don’t just accept your removal company’s quote if you need storage; . steam cleaning: important for curtains and furniture; . technicians: to sort wi-fi and DStv installations; . flooring specialists; if you think the wooden floors need treating, then do it before you move in; . alarm specialists: to test or upgrade security systems; . garden services: before you move in, get trees and bushes trimmed; . pool fencing: if you have a toddler, it’s absolutely essential to put a child-proof fence around the pool or any ponds before you take occupation; . pet-proofing: if you have a pet, the new property might need more secure fencing.

We are recruiting participants for a study on Obsessive-Compulsive Disorder (OCD) and brain structure / function.

This study investigates how the brains of people with OCD work in comparison to the brains of healthy individuals. It also looks at response to medication in a subset of people with OCD.

n Eerste River athlete aims to inspire his community through his achievements and positive attitude.

Rowhaldo Ratz (21) from Eerste River is competing in the World Student Games in Italy from today (Wednesday 3 July) to Wednesday 17 July.

Ratz says his coach of 10 years, Johannes Kamfer, believed in him. “The objective of my coach is not for us to just achieve our personal goals, but also to spread a positive message in our community.”

Ratz says their achievements don’t mean anything if it doesn’t touch the lives of people in their communities. “We try to make a difference and we want the youth to see that there are better things to life than what’s happening around us.”

The long-distance athlete, who will compete in the 5 000m on Thursday 11 and Saturday 13 July, says he has always wanted to be part of the team. “It has been my goal to represent South Africa at the games and I see this competition as a stepping stone to the Olympics. The qualifying time for the 5 000m was 14 minutes, but he completed the race in 13 minutes 56 seconds which was a personal best for him.

Ratz, who suffered an ITB injury (sprained quad) last year, says he worked hard to be where he is today so his inclusion in the team is a blessing. “This is like the mini-

himself. “I had to sleep earlier at night, I didn’t have a social life. I had to make sacrifices to get to this point.”

“Sometimes I have class, then a break, then I have to train during the break and then attend class again.

“My studies and training are equally important to me. You have to get that balance perfect.”

He says his parents are proud of him especially after the difficult year he had. “My parents always supported me and believed in me. They knew I had the potential and capability and I appreciate that a lot.”

Ratz says he is thankful for his friends and family who are his support system and contributed to where he is today. “I had to pick myself up and work towards this goal that I set for myself.”

Ratz made the World Cross Country team in 2015 and competed in China. In 2016 he was selected for the African Cross Country team and competed in the championships in Cameroon and last year he competed in the World Student Cross Country Championship in Switzerland. He says he was very proud because the team won gold and he was placed 37th. “This year I’m aiming for a position between third and fifth and hoping for the best.” He says the last week of training is crucial and he will focus on building up speed, intense speed and endurance.

“My coach and I want to try and make a difference in the community. Not just through our sport but through education too.”
