‘High pitch noise’ irks RICHARD ROBERTS @richardjohn_rj A resident in Oostersee, Parow, says every so often an unexplainable “high pitch frequency” sound is audible in the atmosphere above the leafy suburb.

This strange occurrence has led the resident to dig a bit deeper in an attempt to find out just where the sound originates from and to determine what causes it.

Neil Wunsch, the resident, told TygerBurger that for a year now he has been noticing a high pitch frequency transmitted from Tygerberg Hills.

“I hear if from a radius covering Parow, Tyger Valley, Plattekloof, down to Elsies River and if I am at Tygerberg Hospital.

“I have posted a message on Facebook on a group where people have responded to the same issue of hearing a noise in the atmosphere,” Wunsch says.

He says he has already been in touch with the Independent Communications Authority of South Africa (Icasa) about the matter.

“They have come out to do tests but with no results delivered.

“One need to apply a bit more pressure, and people have to come forward about this matter so that it can be exposed and dealt with.

“Something has been transmitted out of normal specifications and one does not know how harmful this could be.

“I know this noise sometimes wakes a person up at night.

“Once you are in a quiet environment and you concentrate, you will be able to detect it,” Wunsch explains.

The Tygerberg Hills area is located on the borders of ward 1 and 2.

Leonore van der Walt, councillor for ward 2, says she has no information about this matter.

Cheryl Visser, councillor for ward 1, also indicated that she had not much details as she has not yet received such a complaint.

Zahid Badroodien, the City’s Mayco member for community service and health responded, stating that the City’s environmental health department is indeed aware of the complaint.

“A ‘mystery noise’ complaint was referred to this department by Icasa with the contact details of the complainant. An investigation was carried out on 30 March 2020,” Badroodien says.

He says measurements were performed from the complainant’s residence, in a park one kilometre from the complainant’s residence towards Tygeberg, and from the Tygerberg Nature Reserve’s entrance.

“The readings obtained in all of the above locations were below the allocated rating level for the respective noise districts. It was noted that the 63Hz frequency was prominent during the measurements in the Oostersee area.

“The prominent frequency of 63Hz also did not fit the description of the sound, as 63Hz is towards the lower frequency range.

“A tone of 63Hz could most likely not be described as ‘high pitched’, when audible,” Badroodien explains.

“One neighbour said he could not hear the noise, the other also had not heard any noise fitting the description.

“The environmental health department would still need to investigate further and would appreciate any additional information from any other complainants,” Badroodien says.

The department has not yet been able to identify a noise source.

“Further investigation is required. Thus, should any member of the public have further information about the noise, please make contact with the City’s mechanical engineering department’s noise control unit,” Badroodien adds.

The newspaper is also still waiting on a response from Icasa.

Shop local, it’s ‘lekker’ DESIRÉE RORKE @dezzierorke

C

onnecting the dots between local shoppers and hundreds of emerging entrepreneurs is one solution to fixing a crippled local economy.

Stern in this belief, Lize Testa from Brackenfell, at the height of the national lockdown in May, started an e-mall to encourage people to buy from local entrepreneurs.

The aim of Pixiedots e-mall is to connect entrepreneurs and small businesses in the northern suburbs of Cape Town with the public to encourage local trade.

“Thousands lost their incomes and had to be inventive to survive, whether it be making and selling masks and homemade meals, or distributing a variety of products from home. It was an eye-opener for many,” says Lize.

Lize believes that the effects of the lockdown have in many respects changed consumer patterns to shape a new local economy.

“Within weeks you could find almost any product for sale somewhere on Facebook.

Instead of going to the grocery shop or mall, I found I could simply drive down the street to buy a cup of hearty homemade soup from an elderly lady, or a batch of fresh biltong at the small corner shop. Neighbours started supporting each other in a bid to survive,” she says.

Lize herself lost her income when the training company she works for had to close

their doors for the foreseeable future.

“Local trade suddenly became as local as you can get, and it could stay this way for years to come. People realised they must buy local, to restore the economy.

Pixiedots offers a networking platform to assist new entrepreneurs and existing small businesses. It makes it easier for people to trade locally.

“After Covid-19 hit our country it became clear that the divide between rich and poor, small business and corporate, just became that much bigger. The focus of this e-commerce site is to connect small and micro business in South Africa to the local community,” she explains.

On her website, Lize refers to a survey by the South African SME Finance Association (Sasfa), that indicated that 75% of small and micro businesses would have closed down had level 4 of lockdown remained in place beyond 30 June.

“With fewer people going to malls for fear of being exposed to the virus, this platform also reduces the risk of many small companies closing,” she says.

“It makes it easy to purchase via a secure e-commerce website and a network of courier services from which they can all benefit.”

“Everyone benefits from each other by shared advertising. For example, if you are looking for an item from one seller and you find something else from another seller, that you did not know about, you now can

buy both at the same time. If you are happy with the product you can also leave a review.”

The e-mall has a variety of categories that at this stage include groceries, foodstuff, arts and crafts, kitchenware and stationery.

Products currently available are handmade jewellery, health and skincare products.

Lize says they have pledged to donate 10% of their profits to benefit animals affected by the lockdown in Bloekombos.

“On a trip a while back to Bloekombos we came across quite a few hungry and stray dogs in the area.

“The field worker in the area told us people were really struggling and were asking her for donations of food to feed their animals.

“We have pledged to donate a portion of our profits until at least the end of June but possibly longer towards raising funds to buy dog food which will then be delivered to Lindie Rossouw of Aniwell South Africa, to be distributed to these animals.”

Lize is excited about future prospects and being a small part of the restoration of the local economy.

“We hope through this platform and our Facebook group that we encourage people to shop locally and keep small businesses alive while connecting to others.”

At last: relief for personal care CARINA ROUX There was a huge sigh of relief from hairdressers and others in the personal care industry last week when Pres Cyril Ramaphosa announced they would be allowed to reopen under strict conditions with the revised level 3 lockdown regulations.

For businesses “that have not earned any revenue and individuals who have not had any income for over 80 days’’ it’s long overdue.

The directive for ‘‘measures to prevent the spread of Covid-19” for the personal care industry was published in the Government Gazette on Friday 19 June and hence those who are able may reopen.

Most could face the initial 21-day lockdown, but with the extension it became very difficult even for well established businesses to survive.

The owner of Salon A1, hairdresser Evert van Urk from Kuils River, says he rented the premises for his salon in Brackenfell for 27 years. “It’s a very good business and my only source of income.”

He has one shampooist that’s been working for him for 11 years and says it beca-

ford my rent or any other expenses.”

Du Plessis is a sole proprietor and does not have any staff. “I couldn’t benefit from any of the potential government funds or UIF, which just caused devastation in all spheres of my life.” He says the lack of income was the most challenging, but he also feared for his own and his family’s health “as there is no money for medications and other necessities”.

“The only solution was to sell vouchers at discounted prices to get some form of income to just provide the basics.”

Du Plessis says his clients are a force of goodwill who have kept him sane and calm. “They were amazing during this time and supported all my raffles and vouchers.”

He was very happy to hear Ramaphosa’s announcement. “I’m excited at the prospect of going back to work, but I have a lot of reservations as it pertains to the regulations.”

On Thursday before the publication of the directive Du Plessis was still uncertain about how the “new normal” for his business will look. ‘‘I really don’t know.

A lazy afternoon of (illegal) fishing at the Vygeboom Dam for these people has become an irritation for residents. They claim they are pestered by these fishermen who allegedly park in front of their driveways, urinate against trees and dispose of their litter in the area.

Illegal fishing at dams enrage residents ESMÉ ERASMUS @erasmusesme What seems to be an enjoyable day out fishing (illegally) in the sun at Vygeboom dam for some, is an enormous irritation for the residents living in the upmarket neighbourhood around the dam in Durbanville.

People, mostly from elsewhere, use the dam, as well as Sonstraal and other dams, illegally for fishing on sunny days, over weekends and on public holidays.

Last Tuesday on Youth Day the Vygeboom dam was jampacked with about 15 or more illegal fishermen – most not even bothering to wear masks as is required by Covid-19 regulations.

Residents complain mostly about the antisocial behaviour of these fishermen.

“They park their cars – mostly CY and CF registrations – in front of our driveways so that we cannot get out of our driveways,” says one resident, who wanted to stay anonymous.

Someone has also pulled out the sign which prohibits fishing at the dam. It was found laying in the reeds next to the dam.

It is unsure when this happened.

“Their children urinate against trees as there are no toilet facilities,” he says. After the perpetrators leave, toilet paper, empty cigarette packets and other litter are laying everywhere. They spoil the dam for us and others who just want to have peace and a quiet picnic at the dam,” he says.

The resident contacted the City of Cape Town’s law enforcement department, that never came out to the dam. He only received confirmation about two days later

that they attended to his complaint – with the offensive fishermen long gone.

The very next day the street above the dam was again parked full of vehicles of illegal fishermen.

The conflict between residents and the fishermen is a long time coming.

Fishermen are blamed for leaving behind their fishing line and hooks, which often cause injury to waterfowl. Earlier this year an Egyptian goose had to be put out after its legs were entangled in fishing line and amputation was the only alternative.

In 2005, a moratorium was placed on fishing at City dams after several complaints about anti-social behaviour and injuries to waterfowl.

A compromise was reached in 2007 in which limited and controlled fishing – seasonally between October and April and with the relevant permits – was allowed only at Doordekraal Dam in Durbanville.

After numerous requests the City’s recreation and parks department embarked on a public participation process earlier this year to find a sustainable solution for recreational fishing at open water bodies, which can include stormwater retention dams or ponds, reservoirs, fountains, natural dams, river or catchment areas, wetlands, aquafers and streams.

On inquiry by TygerBurger on the progress of this process, Zahid Badroodien, Mayco member for community services and health, says after the initial public participation process, the recreation and parks department became aware that, in addition to recreational fishing, there are other interest groups who want to utilise open water bod-

ies. “The purpose of the study thus had to be reviewed and a new framework developed,” he says.

The study comprises of two phases, which include data collection of the location, historical use and current use of the respective open water bodies. They also have to gather information on the relevant legislation and regulations and do an assessment of the purpose of the open water bodies, he says.

They also have to consult with various City departments, CapeNature and with the national department of forestry, fisheries and the environment regarding legislation, permit requirements and possible restocking options for recreational fishing purposes, he says.

“The next step will include internal consultation with council and management. A stakeholder database will then be compiled to proceed with a public conceptual survey and awareness campaign.

“The priority now is to gather all the necessary information to hold meaningful public participation engagements to understand the public’s views on recreational uses of the City’s open water bodies.

“It is imperative that a balance is found between recreational activities and the interaction with natural fauna and flora without a negative impact on the ecosystem,” Badroodien says.

On enquiry why the City’s law enforcement officials did not attend to the complaint at the dam on Youth Day, Wayne Dyason, spokesperson, wrongly referred to another unrelated incident a week before.

Detective swiftly wraps up cases A

detective stationed at the Bothasig police has been praised for his hard work which led to the arrest of several suspects recently.

In two cases reported Sgt Jonathan Kriel arrested the suspects within a very short period, says police spokesperson, WO Jacques Mostert.

“He was allocated a burglary case docket in which a wallet, sport shoes and a vehicle was stolen. The focused investigator immediately started with his investigation, and by using his informer network, he recovered the stolen vehicle at an address in Milnerton,” says Mostert.

Following up on information, he also ar-

rested two suspects in connection with the burglary in Milnerton.

“One of them was still wearing the stolen sport shoes at the time of the arrest, while the other suspect had the battery of the stolen car in his possession.”

The suspects, aged 26 and 27 years respectively, are both residents of Milnerton.

They were arrested and detained on charges of housebreaking and theft, as well as theft of a motor vehicle.

In the second case a safe containing valuable jewellery had been removed from a wall.

“The complainant, who assists residents from Bothasig who have fallen on hard ti-

mes, informed Kriel who she suspected may have committed the offence.”

The suspect had been arrested by Bothasig police on previous occasions, says Mostert.

A 37-year-old woman from Bothasig was arrested and charged.

The detective commander, Capt Carleigh Noemdo, said he was very proud of the manner in which Kriel investigated these cases and the arrests made as a result thereof.

“Government can’t manage this alone,” says Brindha Roberts, head of sustainability at Averda, a company that specialises in waste management.

“Everyone should take personal responsibility for the disposal of their waste and for preventing the spread of Covid-19, supported by existing government structures.”

Sanitised waste It’s generally a good idea to sanitise your bin. The rationale behind this is simply

that waste collectors touch thousands of bins in a day’s collection, meaning that they are at greater risk of contracting Covid-19 from the multiple touch points that they encounter, and that if they have the virus, they can pass it on to many households.

To disinfect your bin, you can use a regular hand sanitiser – 70% alcohol is recommended for Covid-19 – or you can use a household bleach solution.

The US Centres for Disease Control (CDC) recommends that bleach should be used at a concentration of at least 5% to 6%, with a contact time of at least one minute, and allowing proper ventilation during and after application.

Roberts adds however that there are concerns that some of this health waste is not

being dealt with correctly as many South Africans are self-isolating at home or may not even be sure they have the virus and waste items like tissues are disposed of in their regular rubbish bins.

“These waste streams are not only isolated to the medical field in hospitals or clinics, but also to persons who may be recovering at home,” says Roberts.

“If you have the slightest suspicion that you may have the virus or are feeling under the weather, it is advisable to double bag your waste and take extra care to sanitise your bins when you are disposing of it.”

Dumping is a major problem in South Africa generally, but with the lockdown this has become prevalent.

People are urged to avoid illegal dumping of materials, now during the Covid-19 crisis more than ever, as improper disposal of waste encourages disease and attracts vermin.

Nood neem toe onder haweloses NIELEN DE KLERK @nielendk

D

aar is daagliks toenemend nood onder hawelose en arm mense in Kaapstad en dié probleem gaan nog jare lank voortduur.

Só sê Ilse Maartens, hoof van die nie-regeringsorganisasie Mould Empower Serve (MES) in Kaapstad.

Nie-regeringsorganisasies wat met haweloses werk, soos MES, is al sedert die begin van die inperking kliphard aan die werk.

Dié organisasie in Bellville, met takke oor die land heen, werk al jare lank met haweloses en het ’n verskeidenheid programme om mense in nood te help om in die lang termyn uit hul benarde omstandighede te kom.

Die inperking se impak was egter groter as wat hulle ooit kon verwag. Waar hulle op ’n gewone dag vir sowat 30 mense kos gegee het, het hulle in ’n stadium byna 1 200 etes voorberei.

In daardie eerste fase van inperking het hulle net op noodverligting gefokus, sê sy.

Maar hulle glo sterk daaraan dat Suid-Afrika nie ’n welsynstaat moet wees nie – mense moet leer om vir hulself te kan sorg. Daarom het hulle in vlak vier vereis dat mense ’n sak vol vullis moet saambring as hulle kos wil kry.

Saamwerk Maartens glo volkome ’n samelewing kan haweloosheid binne 10 jaar uit die weg ruim, soos wat Finland reeds reggekry het.

Sy en haar span het die ervaring, stawende studies en passie om dit reg te kry op eie bodem, met hul eie unieke uitdagings.

Dit is egter iets wat net kan realiseer as hulle die hulp van die kerk, staat en ondernemings het wat saamwerk – en hulle na mekaar begin luister.

Dit is die een voordeel van die Covid-19krisis: verskeie organisasies het begin om nouer saam te werk.

MES en verskeie ander organisasies soos

HewLin Compassion en die Voortrekkerkorridor-verbeteringsdistrik het ’n konsortium gevorm en deel nou daagliks hulpbronne en kennis met mekaar.

“This is bigger than our brands,” sê sy.

Hulle het almal dieselfde doelwit – om haweloosheid in die lang termyn op ’n volhoubare manier op te los.

“Ons kan nie net kospakkies dink nie, ons moet langtermyn dink.”

Behuising, groter nood Die inperking het knaende probleme belig en vir nuwe uitdagings gesorg.

“Die goed waaroor ons altyd gekla het, het Covid-19 nou na die voorgrond gebring,” sê sy.

Een van hierdie kwessies is die tekort aan behuising vir haweloses – nie net in skuilings nie, maar vir dié wat al verby daardie vlak van rehabilitasie is.

Daar is verskillende tipes haweloses en daar is nie een antwoord wat vir almal sal werk nie.

Die regte tipe behuising is ’n groot sleutel tot die oplos van die haweloosheidsprobleem.

Intussen het baie van MES se grootste skenkers hul geld begin onttrek te midde van ’n internasionale ekonomiese insinking. Hierdie ondernemings moet eers op hul eie werknemers fokus. Ook kerke kry minder geld en baie se sorg het verskuif na hul eie gemeentes, waar die nood ook verhoog het.

Maartens glo hulle gaan die uitwerking van die Covid-19-krisis vir minstens nog drie jaar voel. “Dit is moeilike goed en ons het nie die antwoorde nie. Hierdie is ons nuwe werklikheid.”

Sy bly positief oor die toekoms, ten spyte van die uitdagings en die feit dat hul hele span die afgelope ruk voluit gewerk en min gerus het.

“Ek het groot verwagtinge dat ons groot goed gaan vermag,” sê sy.

Curro Century City reopens KAILIN DANIELS @k10daniels Curro Century City Independent School has reopened after a staff member tested positive for Covid-19.

Mari Lategan, marketing and communications executive at Curro Holdings, confirmed that a staff member tested positive for Covid-19 a few weeks ago and the school has since reopened and everything is back to the “new normal”.

Curro Holdings said in a statement that all procedures regarding deep cleaning and sanitising of the school has been undertaken in terms of Curro’s approved standard operating procedures to ensure the safety of its learners and staff on their return. Other Curro Century City staff

members went into quarantine, in terms of legislation and Curro’s standard operating procedures for the protection of its learners and staff.

The school stated on Facebook that they have partnered with medical practitioner Dr Schalk Burger, providing accurate information about Covid-19 through a series of videos.

“Dr Burger shares the results of two studies conducted to see if wearing a mask does prevent the spread of droplets and the short answer is yes, a mask does indeed make a difference, so keep wearing yours. Dr Burger also showed us the different types of masks. By wearing a mask, you protect the people around you. If you wear your mask, chances are others will too,” the post reads.

at aanvanklik maar ’n eensame verjaarsdag sou wees, het gou vir Magda Jones (88) in ’n onvergeetlike ervaring verander toe haar familie vir haar ’n buitepartytjie gehou het.

Jones, ’n inwoner van Residentia Boland (ook bekend as Huis Boland), is soos die meeste ander inwoners van tehuise oor die land heen al etlike weke binnenshuis.

Weens die gevaar van blootstelling aan die Covid-19-virus vir die ouer garde het talle sentrums die afgelope ruk kontak tussen seniors en besoekers beperk.

Jones se venster kyk uit op die straat en haar familie het die afgelope ruk maar in hul voertuie buite gesit en met haar gepraat terwyl sy

deur die venster toekyk en saamgesels.

Hulle wou egter iets spesiaals doen om haar verjaarsdag op 13 Junie te vier, sê Jo-Anne Jones, een van Magda se kinders.

Die groep het onder mekaar gekonkel en sowat 16 familielede het oorkant die sentrum in die straat bymekaar gekom.

Jo-Anne het vir Magda gebel en gesê om by die venster uit te kyk.

Toe sy haar gordyn ooptrek, het die groep weggespring en in die straat gesing en gedans.

Party het selfs instrumente saamgebring en dit was ’n groot joligheid toe die familielede onder meer op ’n kitaar, tamboeryn en ’n klein trom saamspeel.

“Sy was skoon bewoë, maar het gou gelag en gewaai,” vertel Jo-Anne.

Só het die groep familielede vanuit Huis Boland vir inwoners gelyk. Die groep is deur ’n inwoner van Huis Boland afgeneem.

Hierna het elkeen ’n kans gehad om oor die foon vir Magda te sê wie hulle is omdat hulle almal maskers gedra het.

Ander inwoners het ook uit hul vensters saamgekyk en hulle praat glo nou nog oor die pret van daardie oggend.

Die kuier was vir elkeen ’n balsem, want die verlange aan ’n drukkie het die afgelope ruk groot geword, sê Jo-Anne.

Sy het egter baie respek vir hoe Huis Boland sy inwoners beskerm.

“Ek sou dit nie anders wou hê nie. Sy is veilig daar en die mense is wonderlik.”

Magda Jones (88) kyk deur haar kamervenster na haar familie wat vir haar sing.

Neefs, niggies en kleinkinders het almal bymekaar gekom om vir Magda Jones (88) geluk te sê met haar verjaarsdag.

WAT MOET EK DOEN? Bly by die huis behalwe as jy mediese sorg nodig het. Moenie werk toe, skool toe, kerk toe of na enige ander openbare gebiede toe gaan nie.

Probeer om nie openbare vervoer te gebruik nie. Vra ander om jou sake te doen.

Monitor jou simptome en wees op die uitkyk vir waarskuwingstekens, veral rondom dag 5 tot 7.

Vermy kontak met ander mense sover as moontlik. Moenie besoekers ontvang nie. As jy saam met ander woon, bly in ’n spesifieke kamer en gebruik ’n aparte badkamer indien moontlik. Maak vensters en deure oop. As jy in dieselfde kamer as ander is, bly ten minste 1 tot 2 meter van mekaar af weg. Dra ’n masker.

Maak voorwerpe en oppervlakke waaraan gereeld gevat word, skoon en ontsmet dit; was jou hande dikwels en probeer om nie aan jou gesig, oë, neus of mond te raak nie.

RICHARD ROBERTS @richardjohn_rj Despite the complaints from one of its patrons, the management at Parow Centre says all health safety protocols regarding the spread of Covid-19 are being adhered to.

TygerBurger recently received information from a member of the public, stating his concern regarding the lack of safety protocols.

“I would like you to address what seems to be a permanent issue of Covid-19 noncompliance at Parow Centre. Yes, they do screening and sanitizing at the entrances and practise social distancing at the till points in the stores, but that is where Covid19 compliance ends. My biggest concern is the escalators which are constantly out of order, and people are allowed to walk up and down the same escalator at the same time, brushing against one another whilst doing it,” patron Colin September wrote in his email to the newspaper.

He adds: “I voiced my concern to centre management about this dangerous situation and I suggested that they post a staff

member at the bottom of the escalator where people are supposed to come down, so they can redirect people wanting to go up to the other escalator, and vice versa. However, upon visiting Parow Centre four days after my conversation with centre management, it seems as if they have a total disregard for the safety of their patrons, as the same dangerous situation is still allowed to continue, with no signage or staff members posted at the problem escalators.”

In response to the complaints, Francois van der Merwe, operations manager at the centre, said all health safety protocols are in place.

“All lifts and escalators are wiped down every 30 minutes with a disinfectant by our cleaning crew during the day. We have a night shift team that does the detail work in the common areas. Cleaners are posted in the toilets and disinfect each cubical after use. There are social distancing decals at each escalator and lift to inform and encourage patrons to exercise social distancing.

Wearing a mask is compulsory and is closely monitored. Sanitisers are available at each of the entrances,” he concludes.

Huiskat, wat in Februarie onwetend ’n saamrygeleentheid vanaf Kuilsrivier na Duiwelspiek gekry het, is ná amper vier maande weer tuis.

Anja le Roux se driejarige wyfiekat Masha, ’n Maine Coon, het op Saterdag 22 Februarie verdwyn toe hulle begin inpak het om van Jagtershof in Kuilsrivier na Langebaan te verhuis.

Anja se ma, Wilna Fourie, sê die inpakkery het die huiskat verbouereerd gemaak en hulle kon haar later nêrens kry nie.

Plakkate is opgesit en hul bure se seun, Nic Burger, laat weet toe hy het Masha gesien.

Anja vertel Nic het die dag Duiwelspiek toe gery om die staproete daar te gaan stap. Na afloop van die staptog het Nic ’n nota op sy kar gekry wat lui daar sit ’n dier onder die enjinkap vas.

Sy sê Nic was versigtig om dit oop te maak, want hy het gedink dit kan dalk ’n wilde kat wees, maar toe spring Masha uit en hardloop berg af. Nic was seker dit was Masha, omdat hy vroeër die dag die “groot fluffy, donker huiskat” by sy ma se huis gesien het.

Nic het vir Anja ’n Google-kaart gestuur om presies te wys waar hy geparkeer het en in watter rigting Masha gehardloop het. Anja en Wilna is ’n hele paar keer berg toe met plakkate, katkos, water en Masha se kombers om na haar te soek. “Ons het selfs deur die bosse geklim, maar ongelukkig kon ons

nooit iets vind nie,” sê Anja.

Hulle het oral plakkate opgesit by veeartse, in woonbuurte, by die sweefspoorstasie en op Facebookgroepe vir verlore troeteldiere en selfs stapgroepe, sê Anja. Sy sê die reaksie was besonders en baie mense het aangebied om te help soek en die boodskap versprei.

Masha het ’n mikroskyfie en Anja het bly hoop iemand vind haar en neem haar na ’n veearts. Die hoop het telkens beskaam en genadiglik was ’n kat wat naby Duiwelspiek dood gevind is, ook nie Masha nie.

Dit was ’n taamlik verwilderde en honger kat wat ongeveer 15 Mei die eerste keer in Chris en Frances Boonzaier se tuin in Eversdal opgedaag het.

Chris sê die kat het hul tuin seker uitgesoek omdat die bure almal honde het en Frances voer die tarentale en eekhorings met monkey nuts, waarvan die honger kat ook kom aas het.

Frances het gedink die kat moet van iewers naby wees en het oral rondgevra en plakkate by die winkels opgesit. “Die kat het selfs met sy voete kom krap hier by ons skuifdeur – ek kon sien sy’s honger,” sê Frances.

Verlede Donderdag (18 Junie) het Frances by die Tygerberg-dierehospitaal naby Stodels die plakkaat gesien van die verlore Masha met Wilna en Anja se nommers.

Wilna sê sy was in die winkel in Vredenburg toe sy die oproep kry van Frances, wat vermoed die kat wat al weke lank in hul tuin skuil,

is dalk die verlore Masha.

Anja sê sy het Masha dadelik herken toe sy die foto’s kry wat Frances vir haar ma gestuur het.

“Ek was van voor af hartseer en toe bel my ma en vra of dit Masha is, want die kat is in ’n tannie se tuin in Eversdal.”

Anja het ’n vriendin in Durbanville, Malindi Burger, gebel om te gaan kyk en te probeer om die kat in ’n katkrat te vang.

Anja en Wilna het omstreeks 14:30 van Langebaan in Eversdal aangekom. Masha was verskrik ná die eerste vangpoging en het onder ’n bos in die Boonzaiers se tuin weggekruip, sê Anja.

Haar ma het toe maar saam met die Boonzaiers koffie gedrink en Anja het buite gaan sit en uiteindelik daarin geslaag om Masha met een van haar gunsteling-lekkernye uit te lok.

Anja sê haar “grumpy cat” is selfs op ’n goeie dag nie ’n kat om mee te mors nie, en as jy nie versigtig is nie, kan sy krap.

Masha was bangerig, maar Anja het ’n handdoek gevat om haar in toe te draai. “Toe ek haar vasgevat kry, het sy stil en rustig geraak.

Ons kon haar maklik in haar drahok sit. Sy het net een of twee keer ’n miaau gegee en toe bedaar.”

Anja sê sy het nie genoeg woorde om Frances te bedank nie omdat sy so mooi vir Masha gevoer het en omdat sy nooit ophou soek het na die eienaar van die kat nie.

“Ek sal haar ewig dankbaar wees dat sy my babatjie vir my teruggekry het.”

Daar was trane van blydskap toe Anja le Roux en Masha ná 117 dae weer herenig is.

President Cyril Ramaphosa last week announced that additional economic sectors would now be allowed to reopen under advanced level 3 regulations of the national lockdown. Of these sectors include accredited and licenced accommodation, casinos, cinemas, restaurants and personal care and beauty, including hair salons.

Ramaphosa said the opening of these sectors would depend on “specific and stringent safety requirements”.

In an interview with Sun Inter-

national’s chief operating officer of hospitality, Graham Wood, he explained that it will take the industry a long time to recover following the closure of its doors on 27 March this year, as a result of the nationwide lockdown. “We have a long road ahead of us, but we are confident that we can regain some of that lost ground once leisure air travel resumes and interprovincial and international travel restrictions are lifted.”

Wood said in order to maintain crowd control at GrandWest and all other casinos under their umbrella, access to casino floors will be limited to MVG Loyalty Programme cardholders for the purposes of tracking and traceability

of customers. “In addition, all visitors will be required to complete a medical questionnaire and have their temperatures taken.

“We had already reduced capacities in our casinos by switching off every second slot machine and reducing seats at our tables.

We are also installing physical barriers between slot machines to support physical distancing and where physical barriers cannot be installed our staff will be wearing face shields. All guests will be required to wear masks.

Our casinos will be equipped with sanitizer stations and cleaning in our casinos will be enhanced as per what we implemented prior to the implementation of the lockdown.”

He further explained that seating capacities in Sun International-owned restaurants will be reduced in line with government regulations. “Guests will be required to wear masks and appropriate physical barriers and personal protective equipment will be implemented. The safety of our guests and employees remains of paramount importance.”

Sun International’s hotels, casinos and restaurants will reopen, but Wood said GrandWest’s CineCentre will issue their own announcement. “We await the publication of the regulations supporting the earlier opening of casinos and other sectors of our industry as announced by the President,” Wood added.

Nine driving license testing centres in Cape Town have been closed until further notice due to Covid19.

In a statement, the City’s traffic service said the affected facilities are Parow, Brackenfell, Hillstar, Bellrail in Bellville, Gallows Hill, Fish Hoek, Kuilsriver, Somerset West and Gordon’s Bay. “The buildings are being deepcleaned and operations will resume as soon as this is done, and sufficient staff members are available to resume their duties.

“The City apologises for any inconvenience these closures may cause.”

Persons whose learner and driving license tests have been impacted by the closures will be contacted by the respective testing centres for alternative test dates.

Rotary Tygerberg channels R10m T

he Rotary Club Tygerberg lived up to the international theme of the organisation this year: “Rotary Connects”.

Appropriately Rotary District 9350 used its connections to raise funds and make donations in excess of R10 million for Covid-19 support. In addition over 10 000 man-hours of work have thus far been expended in various projects.

According to Willy Watson, public relations officer of Rotary Club Tygerberg, they were able to make a donation to Gift of the Givers; connected with The Olympians, a non-profit organisation which distributed food parcels in the Klipheuwel informal settlement – sponsored by Rotary International – partnered with Durbanville Presbyterian Church to provide a meal a day for the children that are cared for by the Fisantekraal Early Childhood Development Centre Forum and administered funds from German donors to supply relief in Malmesbury through the Malmesbury Omgee Liefdadigheidsgroep.

According to Watson they are also working with Durbanville CAN, which are coordinating the food kitchens in Fisantekraal.

“The need to support communities like Klipheuwel and Fisantekraal will be with us for many months to come. However, we are seeing resources being depleted and are in need of donations,” he said.

Rick Shuttleworth, president of the Rotary Club Tygerberg, said there are three reasons why donors should channel funds through Rotary.

“Firstly, through strict governance principles, all the funds received are spent on community projects and must be accounted for. This is particularly important for international donors.

Retail veteran digs deep to support needy People in the community of Scottsville, Kraaifontein, know they can knock on the door of Donita Stephens when they are in need, especially if their need is for food.

Stephens, fresh foods manager of Checkers Hyper in Brackenfell, has worked for the retailer for the past 30 years, but has been serving her community for even longer.

Most recently she made up 50 food hampers that were distributed to the increasing number of destitute people in Scottsville as the Covid-19 pandemic continues.

“On some Sundays, when she is off, she cooks a warm lunch and pudding for 45 peo-

ple in the neighbourhood because she believes everyone should have a warm plate of food on a Sunday.

Every week Stephens is involved in some activity to help people who are hungry.

Her passion to help others comes from her father, who died twenty years ago, and whose funeral service was packed with young people whom he had helped. He taught Sunday school and would round up the neighbourhood kids on Fridays and Sundays to give them a nutritious meal, which her mother usually cooked.”

Stephens says her community work ini-

tially focused on youths with drug habits and the elderly. “However, with the outbreak of Covid-19, the need in our communities is so great that I now help whoever I can.”

Her food hampers are distributed in areas like Durbanville, Ruyterwacht and Eersterivier. She pays for everything out of her own pocket and says she’s able to afford it because most of her adult children are out of the house.

“My father always said that your tithe (10% of earnings set aside for the church) can be ploughed back into your community.

You don’t have to only give to the church as God sees every good deed you do,” says Stephens as she quietly goes about helping her community without drawing attention to herself.

As she is required to do at her workplace, Stephens adheres to strict hygiene measures, which includes constant sanitising of surfaces and hands, when making up the food or other hampers. All the volunteers who deliver the hampers to people’s homes wear masks and have been provided with hand sanitiser for their personal use.

“We maintain social distancing at all times and at no point is there any physical contact between the person delivering and the one receiving the food hamper,” concludes Stephens.

Protests rife in Dunoon, Joe Slovo KAILIN DANIELS @k10daniels

P

rotest marches and demands for housing continued to spread throughout Dunoon and Joe Slovo at the weekend, with many people gathering to torch buses and trucks.

This resulted in a MyCiTi bus and station being set alight at Race Course Road in Milnerton. This is the second bus to be torched in the area at the weekend as protests continue in Dunoon and Joe Slovo. Early on Saturday 20 June another bus was set alight.

City of Cape Town traffic spokesperson, Maxine Bezuidenhout, said no injuries were reported.

“At approximately 22:00 on Saturday 20 June a MyCiTi bus was set alight in Race Course Road between Omarumba and Koeberg Roads. Race Course Road was reopened just before 23:00,” Bezuidenhout said.

The protests started earlier this month after the demolition of shacks erected on vacant land near the Killarney International Raceway, triggering riots in the area.

According to Dunoon councillor, Lubabalo Makeleni, the 1 500 temporary shelter units planned for the Dunoon elderly and disabled in an effort to curb the deadly Covid-19 pandemic, sparked outrage in the communities. “This has triggered unknown protesters who target trucks and buses. At about 12:00 on Saturday 20 June, a bus was set alight. We cannot identify who these protestors are. This makes it difficult for the police to arrest anyone,” he said.

Makeleni added that the protests are unacceptable and described the protestors as a syndicate holding the rest of the community at ransom.

“The protests have put strain on the housing project for the disabled and elderly to ensure that Covid-19 does not continue to

spread in the community. Other groups said they want this piece of land that is intended for the disabled and elderly. Many are unhappy about this project and the temporary shelters that will be built. They are demanding houses for themselves. Dunoon is already a Covid-19 hotspot with residents doing as they please,” he said.

The Table View and Milnerton community police forums alerted the community on Facebook, urging them to avoid Koeberg Road between Plattekloof and Blaauwberg Roads, and to find alternative routes.

Police spokesperson, Col Andrè Traut, said a bus was set alight in Dunoon during a service delivery related protest.

He added, “A case of public violence is being investigated and no one has been arrested as yet. Police members reacted to the protest and the crowd was dispersed.”

The City of Cape Town’s Mayco member for transport, Felicity Purchase, said the violent attacks on the MyCiTi service in the Milnerton and Dunoon areas at the weekend marks one of the worst in the 10-year history of the MyCiTi service.

“The violent attacks on the MyCiTi service will have a devastating impact on commuters from the Dunoon and Milnerton areas in particular, in the coming weeks,” Purchase said.

The cost of replacing the buses and to repair the station could be at least R8 million.

Purchase added, “The MyCiTi service has been providing affordable public transport to thousands of commuters every day, over the past ten years. Those who attacked our buses and infrastructure are well aware of this, and are hell-bent on destabilising and destroying this much needed service.”

In the meantime, the Omuramba station will remain closed and the T03, T04 and 261 routes will be deviated until further notice.

The City advised passengers who disembark at Omuramba station to use alternative stops and stations.

Police donate toys Bothasig police recently donated toys to help support young children who fall victim to neglect or sexual offences.

The toys were handed over to the family violence, child protection and sexual offences unit (FCS) based in Bellville, that investigates such cases.

WO Jacques Mostert, police spokesperson, says the toys were delivered to them by a local resident. He says the resident wanted the police to put the toys to good use.

“Her daughter had been cleaning her room and then decided that most of her soft toys be donated to someone who

would love and appreciate it as much as she did.

“Her wish was that it should go to the police to assist with the handing out of it,” says Mostert.

The various options were discussed with the anonymous donor and it was decided that it will go to the FCS which also serves the local precinct.

Sgt Joy Sumsodien was overjoyed with the gesture and received it on behalf of the unit, Mostert says.

“The toys will be used during their service to the community and handed out to children who visit their offices,” he says.

Mayoral project upgrades

The City is performing essential upgrades and maintenance to Gabriel and Geneva Court in Scottsdene.

The Gabriel Court community, consisting of 288 families, identified various issues. Leak repairs on the roof and parapet walls as well as upgrades to the courtyard and shared spaces between the various residential blocks were prioritised.

The Mayoral Urban Regeneration Programme (MURP) team has worked with the subcouncil to implement these repairs and upgrades, and install kerbs and gulleys to deal with stormwater runoff and pooling of water.

The upgrade also includes the replacement and reinstatement of the gutter downpipes.

The area-based MURP, which started in 2012, seeks to uplift communities that have been identified as neglected. Maintenance of public infrastructure and facilities in partnership with communities is the main focus of the programme.

A budget to help those in crisis The City’s 2020/21 budget includes rates and services relief of more than R3 billion, with a view to helping residents and businesses.

T

he Council has approved a revised 2020/21 budget, which includes a Covid-19 allocation of R3,8 billion.

The new budget, which takes effect on 1 July 2020, is now R54,4 billion, up from the R52,7 billion draft budget tabled in March, to help aid Cape Town's Covid-19 economic recovery and assist residents and businesses.

Changes to the draft budget are a response to the impact of the Covid-19 pandemic, the outcome of public comments received during the online public participation process, administrative amendments, and a review of the City’s loans position.

The City has not received additional national funding to cover the costs of the Covid-19 crisis, but has worked hard to ensure that residents and ratepayers do not face large increases over the medium term due the financial impact of the pandemic.

Grand Parade opens Informal traders at the Grand Parade are now permitted to trade after clarity was obtained from National Government regarding “flea markets”.

Trade may only take place between 06:00 and 18:00. Every trader is required to wear a mask, have a hand sanitising station available to customers, and regularly clean and disinfect all stall areas. Traders must also have social distancing markers in front of their stalls.

T

he global Covid-19 pandemic will see 2020 go down in history as one of the most turbulent years of our generation. As mayor, I hope that our continued delivery of essential services during this challenging time has at least provided some comfort.

We know that many communities have lost income, and have suffered for not being able to work. That is why we immediately supported over 80 soup kitchens across town with dry ingredients and additional gas burners and 100 ℓ pots. We are continuing with this drive.

The City has provided a R3 billion social relief package to see residents through these uncertain times. This is intended to support those most affected by the lockdown, such as the indigent, people with disabilities, and pensioners.

If your property value is below R300 000 or your household income is below R4 500, you will get a 100% property and refuse rebate, 10,5 Kℓ of free water, 7,35 Kℓ of sanitation, and 60 KW/h of free electricity.

We have raised the indigent income threshold to R7 000 per month and increased the rates discount for many in this category.

This means more people can qualify for relief, and do so via a quicker and easier application process, with a range of interestfree payment options available to residents.

Our annual rates and services increases are the lowest of all South African metros, and good governance allows us to absorb the estimated R2 billion Covid-19 impact on our budget.

Under level 3, many City facilities and services have resumed operation – but with great care and under strict hygiene guidelines.

We have also begun our phased economic recovery. It will take some effort to regain lost ground, but I know what we can achieve by working together.

I am very grateful to those who have continued to perform essential work straight through the lockdown: our Solid Waste staff, healthcare workers and Law Enforcement.

Without them, our City would not be able to continue to provide critical services.

Please pay your municipal bills The South African funding model for municipalities is based largely on income from rates and tariffs to fund services. For the City of Cape Town, more than 70% of the monthly costs of basic service provision comes from rates and tariff income. The City covers the shortfall (about a third of what is required) from other funding sources.

The City’s annual increase in rates and tariffs remains the lowest for any South African metro that tabled a budget. These low increases are in part thanks to residents’ willingness to pay for services, and the City’s good debt recovery ratio.

Through careful financial management, the City has also built up reserves that will help temporarily, and has cut expenditure in many areas, including staff-related costs.

However, under the current dire economic circumstances, loss of revenue is to be expected as income from sales of electricity and water, refuse removal and property rates declines. There is also loss of other revenue from bus fares, facilities rental, traffic fines, building plan submission fees, etc.

No profit is made from rates and services.

Rates are used for many services, from libraries to fire stations, and the utility services are designed, as far as possible, to be self-funding from tariff revenue.

There is, as yet, no direct financial support from National Government to replace this lost income. Those who can afford to do so should please continue to pay, as the City relies on this income to provide services.

The City is helping businesses and residents with relief and payment arrangements. It has raised the indigent income threshold to R7 000 per month and increased the rates discount for many in this category.

Please continue to use water sparingly While winter rains have arrived, and the dams are fuller than in past years, please use water sparingly. In mid-June, average daily use was 650 Mℓ/day, which is the City’s target.

I thank residents for their understanding during any disruptions. We had to suspend services in some areas while sanitising affected depots and identifying staff who were required to self-isolate.

We continued with our planning for winter to ensure that we are ready to respond to emergencies, both in Covid-19 hotspots and in the usual high-risk areas.

I am confident that Cape Town will overcome this challenge, just as our collective effort helped prevent Day Zero.

The City has been informed of “phishing” e-mails that have been circulating, allegedly from the municipality, soliciting funds from the public. The latest one includes a reference to Executive Mayor Alderman Dan Plato.

The e-mails request an urgent eWallet or electronic funds transfer (EFT) to a relative. This is a scam. Ignore it.

Various Ponzi schemes are also doing the rounds on social media, using the City’s name and promising great returns on small investments.

Residents should not respond to such e-mails or social media adverts. Any suspicious e-mails must be reported to the South African Police Service (SAPS).

The City’s Traffic Services has reopened all of its driving licence testing centres (DLTCs).

Only certain services will be available initially, such as previously booked tests and licence card collections. No new bookings will be accepted until further notice.

The DLTCs are contacting applicants directly to reschedule appointments for those who had previously booked.

Persons who are waiting to collect their new driving licence cards are being contacted telephonically to collect these documents if they are ready.

Strict health and hygiene protocols have been put in place to ensure the safety of staff and clients.

A 90-day grace period applies from 1 June 2020 for expired driving licences, learner licences, professional driving permits (PrDPs) and vehicle registration and renewal discs.

In addition, the validity period for the renewal of a motor trade number licence is extended by a further six months from 1 June 2020.

As facilities reopen, staff availability remains a challenge, as those who have been in close contact with any infected member of staff would need to go into quarantine, and replacement personnel may not be readily available.

This means that, on occasion, bins may not be collected on the usual day, or a clinic or driving licence testing centre might have to close unexpectedly.

Despite the challenges, the City will make every effort to ensure that essential services continue as far as possible. Where possible, residents will also be directed to alternative facilities while Covid mitigation measures are under way.

A responsive budget

The City’s budget was revised to allocate R3,8 billion for Covid-19 aid. This extra expenditure is to ensure that the City can continue to deliver services and help boost the local economy.

Except for rail, most public transport services in Cape Town have resumed.

The MyCiTi bus service operates its normal weekday and weekend services. The exceptions are the airport, Neptune and Grey stations, which will remain closed until further notice.

It is essential for everyone to follow health and social distancing rules in public. Responsible use of public transport is particularly important. If you are a commuter, you are urged to: • wear a mask or scarf to cover your nose and mouth at all times; • wash your hands thoroughly with soap and water before and after your journey; • use hand sanitiser, if available, before boarding a bus, train or taxi; • avoid physical contact with others by keeping at least 1,5 m apart on vehicles and in waiting areas; and • avoid touching your face.

Most importantly, if you are feeling ill or showing known Covid-19 symptoms, such as a fever or dry cough, please stay at home. Do not use of public transport as doing so could place many other people at risk of infection.

Managing mild Covid-19 cases While much is still unknown about Covid-19, global experience suggests that around 80% of infected people show only mild symptoms.

Anyone who has, or thinks they have Covid-19 should call Province’s 24/7 hotline on 021 928 4102 for advice.

People infected with Covid-19 must stay isolated from the rest of their household for at least 14 days, monitor their symptoms, and take their temperature at least twice a day.

n 27 May 2020, the City became the first metropolitan municipality in South Africa to pass its budget via an online platform. It also became the first metro to host a full Council meeting online.

A limited number of City councillors made use of two venues at Cape Town Civic Centre, and the remainder logged in from home. A third venue was provided at the Civic Centre for members of the media.

The City has 231 councillors, the majority of whom were in attendance. The City used the Skype videoconferencing platform.

“New national regulations compel local governments to change the way meetings are held, and I am very pleased that we could adapt so quickly,” said Executive Mayor Dan Plato.

Speaker Dirk Smit and Rules Committee chairperson Dave Bryant, along with officials, worked for a month to draft a set of online meeting rules to comply with the amended regulations.

The rules have been agreed upon by the multiparty rules committee, and will apply to Council and portfolio committee meetings.

Staying safe One area that has not seen budget cuts is safety and security, where special allocations have been made for additional security cameras and a significant programme to train, equip and deploy more Law Enforcement officials.

Despite the loss in rates and tariff income, the annual increase in these charges remains low, despite the pandemic.

In fact, it is the lowest of all South African

metros (see page 2).

Money has been allocated for rates and tariff relief for more residents, with the allocation of a R3 billion social package to support the indigent, people with disabilities, and pensioners. Thresholds for some forms of indigent relief have been lowered, and application periods shortened.

The City has implemented a range of measures to assist the hard-hit hospitality industry with rates and tariff relief, and the valuable film industry by opening its permit office as soon as it could.

Managing a large metro’s finances during a pandemic is new territory for cities worldwide. Cape Town is fortunate in having its finances in good shape thanks to years of careful governance. However, the pandemic and its effects on residents’ livelihoods will make budgeting an even greater challenge.

More than R20 million in welfare grants awarded The City has approved the disbursement of R20 677 290 to almost 5 000 beneficiaries, who range from early childhood development (ECD) centres and organisations who work with the homeless, to shelters for victims of gender-based violence, as well as artists involved in our arts and culture programmes.

The City’s Social Development Department will disburse aid through sponsorship grants, which allow direct and rapid support to be provided to those who need it most.

This financial support recognises the important part that the City's partners play in working with vulnerable communities across town. • If possible, place the patient in a well-ventilated room.

• Other household members should stay out of that room, or maintain a distance of 1,5 m from that person.

• Limit the patient’s movement in the house to reduce contact.

• Limit the number of caregivers. Ideally, one healthy person should be assigned to look after the patient.

• Don’t allow the patient visitors.

• Wash your hands before and after dealing with the patient.

• Use dedicated bedding and eating utensils for the patient.

• Clean and disinfect any surfaces that are frequently touched in the patient’s room and bathroom.

• Wash the patient’s clothes, bedding and towels separately and regularly.

• Double-bag any waste such as tissues or masks used by the patient.

Store it safely for at least five days before putting it out for collection.

Major roadworks back on track Improvements around the Potsdam interchange resume.

New by-law to protect coast Cape Town’s coastline is a key part of the city’s appeal, and a significant contributor to the economy, bringing in (in normal times) around R40 billion a year. It is also integral to the livelihoods of thousands of people.

For all these reasons, it is vital that the City makes every effort to effectively manage and protect this valuable asset, as well as all those who make use of it.

To this end, Council has adopted a new Coastal By-law following an extensive process of public participation and input. The final by-law incorporates all the feedback and inputs from hundreds of residents and organisations.

Wide-ranging powers The by-law applies to the entire Cape Town coastal zone and covers the seashore, coastal waters and the environment on, in, under and above that coastal zone.

It gives the City the legislative powers to enforce the public’s right to access. More specifically, it addresses the trend that has seen some landowners claiming beaches or parcels of land in front of their properties as their private property and limiting public access.

The by-law is also a vital tool to ensure the sustainable use and development of the coastal zone and protect the sensitive environment that falls within it. The by-law will take effect as soon as it is published in the Provincial Gazette.

wo years ago, the City partnered with The Milnerton Estates and Garden Cities in converting Sandown Road and Malibongwe Drive up to the Potsdam interchange into a dual carriageway.

Construction started in May 2019 and had been making steady progress until work stopped due to the national lockdown.

Given the resultant delays, the expected completion date is December 2020.

When the lockdown was eased, work resumed on the loop ramp onto the N7 southbound continued. Work involves the construction of stormwater culverts, and the piling on the Malibongwe bridge.

Closing the loop

Back to work: With the easing of the lockdown, roadworks around the Potsdam interchange

The loop ramp will provide a link from Malibongwe Drive onto the N7, off the Potsdam interchange. Once completed, it will improve the traffic flow onto the N7, and traffic will have a free flow from Parklands, Sunningdale and Rivergate onto the N7 heading in a southerly direction.

Some of the work to date includes dualling of Sandown Road, from Gie Road to Malibongwe Drive (M12), construction of a bridge over the railway line, dualling of Malibongwe Drive (M12) from Sandown Road to the Potsdam interchange (N7/M12), and relocating a sewer pipeline and water

have resumed, aiming for completion by December 2020. main, with the exception of the Wood Drive sewer crossing.

Residents can expect delays around the construction areas, especially along the section of Sandown Road between Gie Road and Sunningdale Drive.

The intersection of Wood Drive onto Sandown Road will be closed from 1 June 2020.

Alternative routes will be available to facilitate traffic flow. Lane closures on Malibongwe Drive bridge will also cause delays to traffic flow.

Kraaifontein repairs The City is also making progress with repairs on Van Riebeeck Street between Ninth Avenue and Van der Merwe Street in Kraaifontein.

The work includes repairing erosion damage to bridge embankments, excavating and replacement of pavements, replacing old handrails and repairing the pavements on the bridge over the railway line.

The work will prolong the life of the road infrastructure and improve general safety.

Healthcare professionals wanted

The City’s Health Department is working to strengthen its frontline staff component through the recruitment of qualified healthcare workers to fill over 100 vacancies, ranging from doctors and nurses to clinic managers, pharmacists and pharmacy assistants, among others.

The Covid-19 caseload in the city is expected to increase, and healthcare professionals play a crucial role in the City’s efforts to control the spread.

Access to clean water is an essential defence against Covid-19. Since the outbreak of the virus, the City has delivered more than 41 million litres of water and installed 307 water tanks in communities where taps or standpipes are lacking.

Sadly, however, criminals hamper delivery. On 24 May, two water trucks were targeted in separate incidents in Mitchells Plain and Capricorn, with staff robbed of their personal belongings at gunpoint.

Be aware of fire risks in winter Winter brings with it an increased risk of structural fires. The City’s Fire and Rescue Service urges residents to be extra vigilant, and offers the following advice to lower the risk of fire: • Don’t leave fires unattended.

• Always ensure that cooking fires are extinguished properly.

• Keep a bucket of sand and a bucket of water handy (always use sand, not water, to put out oil fires).

• Keep children and pets away from heaters, fires, matches and lighters.

• Put out candles and lamps before going to sleep or leaving home.

• Don’t have illegal, unsafe electrical connections in your home.

• Don’t overload your electrical connections with too many plugs.

• Keep the area around your home clean of flammable materials.

Milnerton resident and devoted advocate for furry friends has vowed to help animals in need.

This sparked the Integrity for Animals initiative, aimed at providing animals with the dignity and care they deserve.

Charissa Bloomberg, a radio and TV celebrity psychologist, who started Integrity for Animals said, cruelty to animals has also peaked during lockdown - not only in South Africa, but globally.

When I heard how people were starving, it stood to reason, so were their animals.

“I saw horrific photos of animals that were skin and bone and some eating stones. I knew I had to do something. So I started another branch of the work I do and called it Integrity for Animals. It’s about doing the right thing for animals,” Bloomberg said.

To help combat this problem, Bloomberg partnered with Absolute Pets who donated 250kg of pet food in Milnerton and surrounding areas.

ormer Brackenfell librarian Liesel Hearn (65) passed away on 10 June after a courageous battle with cancer.

Liesel was a familiar face at Brackenfell library, where she will be fondly remembered by everyone for her expertise and artistic expression.

Principal librarian of Brackenfell library, Sunell Lotter, describes Liesel as someone who was a cornerstone, not only at the library, but at the reader’s circle too.

“She was a valued colleague and mentor for many over the years. She had an eye for detail.

“At special functions, she was the one who did magic with the flowers and tables,” says Lotter.

“She will be remembered for her poise and deep inner strength, especially during her long illness.”

Liesel joined Brackenfell library in 2010 to be closer to home.

Towards the end of 2018 she retired, but remained an active member of the Brackenfell library Reading Circle.

Her career in the public library service started at Durbanville library, close to where she grew up.

Die Wes-Kaapse departement van gesondheid het pas bekend gemaak dat die publiek vertragings kan verwag wanneer hulle ’n ambulans ontbied.

Dié vertraging is grotendeels veroorsaak deur die hoë aantal Covid-19-gevalle, waaraan die diens tans meer aandag skenk, sê Deanna Bessick. “I would like people to get involved and try and ask pet food organisations to donate. So many have damaged bags of food or bags of food that are soon to expire.

“The idea is to empower others to pick up this drive. Sometimes it’s just as easy as making a phone call, as I did,” she said.

“I am so saddened by her death,” she wrote.

Jarrod Peters said he will always think of her as a stern, direct, but very caring and helpful person at the library.

Melanie Erasmus recalls her days as a primary school learner frequenting Parow library.

“Auntie Liesel always blessed me with her smile and bubbly personality,” she says.

Hearn leaves behind three sons and a grandson.

Love and care pulls her through Covid nightmare

TygerBurger het onlangs berig ’n weldoener van Kuilsrivier het besluit kinders het nie net kos tydens inperking nodig nie. “Baie keer het ek gesien hoe jong kinders in bibberkoue kaalvoet of met min klere aan in rye kom staan vir kos. My hart het gebreek, want hier staan ons warm aangetrek en hierdie kinders het skaars genoeg aan om hul arms toe te maak,” sê Van Reenen.

Hoewel hy steeds daarop gefokus het om sy sopkombuise aan die gang te hou, het hy ook begin om klere in te samel.

“Suid-Afrikaners het oor die algemeen groot harte en soms moet ’n mens net hul aandag fokus op die plekke waar hulp nodig is.

“Sommer op die eerste dag nadat ek begin voelers uitsteek het vir klere, het dit begin instroom. Ons het ook nie net kinderklere gekry nie, maar ook klere vir volwasse-

nes. Werkloosheid in dié gemeenskappe is van so ’n aard dat mense net probeer om elke dag iets in hul mae te kry, dus is klere koop iets wat omtrent heeltemal buite hul bereik is,” sê Van Reenen.

Hoewel ons al baie mense geklee het, sê hy nóg meer skenkings is welkom.

“Ek wil ’n beroep doen op mense dat wanneer hulle klere skenk, hulle nie stukkende klere moet gee nie. Daar is ’n verskil tussen gebruikte klere en flenters. Al is die mense wat ons help minderbevoorreg, wil ons hul steeds hul menswaardigheid laat behou. Tot op hede het ons reeds 500 mense geklee,” sê Van Reenen.

An accounts clerk at Tygerberg Hospital considers herself blessed after she was flooded with daily messages of encouragement and hope while undergoing treatment for Covid-19.

After being on a ventilator for six days with severe Covid-19 symptoms, Pauline Ruiters has not just recovered, but also returned back to work.

“It is really great to be back. I missed being around people, so it is nice to be part of the team again,” Pauline, a Mitchells Plain resident, says.

Pauline has been working at Tygerberg Hospital for 13 years.

Pauline Ruiters “My temperature was 38,8 °C and I also experienced a tight chest, fatigue and loss of appetite. In the beginning, I used the asthma pump and drank tablets for the pain and fever. But my chest got so tight, I had to go to the hospital. I was put on oxygen and an antibiotic drip,” she recalls.

Pauline had a Covid-19 test on 7 May and received her result four days later.

As this is a difficult time for Covid-19 patients with severe

symptoms, Pauline says she was overcome with fear when she received an SMS to inform her of her positive result.

“I was already hospitalised at that stage, and it took a while for me to come to my senses. I had mixed emotions. The one day I would tell myself I am going to be okay and the next I would get completely overwhelmed and sad.”

Pauline is grateful for her three sons whom she describes as her support system. “My eldest son would send me voice notes and videos of my grandchildren and this is what helped me to not give up. My friends and family would phone and send voice notes. My colleagues too were amazing, and not a day went by that they did not send a message of encouragement and hope. I would really like to thank everyone that prayed, phoned, and who had sent WhatsApp messages.

“It got me through a very difficult time in my life.

“It was only God’s grace and lots of prayer that brought me through this,” she says.

he Covid-19 pandemic has put a spanner in the works for sport as a whole, but for Rocco van Rooyen it’s come as a blessing in disguise.

The 27-year-old javelin thrower, who lives in Durbanville, is preparing for a crack at his second Olympic Games in Tokyo, which has been postponed to July 2021.

“Life has been very interesting, good and not so good. Good to have more free time to reflect on life and make the necessary changes and plans. Bad, that it was almost impossible to train hard enough and sufficient enough,” he says.

Despite the challenging circumstances posed by the lockdown, Van Rooyen continued performing his duties as a co-pastor at Harmonie Gemeente as well as being a brand ambassador for a mental health hospital, albeit in an online environment.

He says, before lockdown, he was well on his way back to peak per-

formance after being sidelined by injury, which he admits have played a major role in his career.

He says that rushing back to action too soon was not always the wisest choice.

“Rather be agile, have a good rhythm and be mostly healthy than to train crazy hard and heavy or throw too much and be in constant pain. A healthy body brings about a healthy, strong mindset. Now I have to make the most with what I have three operations later,” he says.

He says he has learnt his lesson, and as a result, now incorporates a more holistic approach to training and preparation.

With the revised regulations on level 3 lockdown, athletes are now able to train at facilities, with athletics being a noncontact sport. This means Van Rooyen can get back to throwing the javelin outdoors. While he still finds himself mostly indoors, Van Rooyen says a lot of time has been devoted to strengthening his mental game, while the extra time has also helped him think about pursuing a growing passion of his, after clocking up the minutes on local screens last year.

“I try to cover head to toes and try to not neglect any muscles in a week. I always do explosive training, and I keep running, so that I can always remain light on my feet and fast despite weighing 100kg. I work with more cables and medicine balls that cover the smaller muscles and I don’t just focus on the big ones. I must say, this cold winter is making it quite difficult to train

I would like to possibly do a bit of acting in the future or advertisements if such opportunities should ever come – a possible hobby developing. Being on Survivor might have started it all,” he jokes.

But before he can hone his acting skills, Van Rooyen’s focus is firmly set on not only returning to competitive action but to once again stake his claim at the upper echelons of the sport.

“In the meantime, I will do everything I can to get to the top. I might still compete in Finland around August depending on the lockdown rules. I think some people have forgotten me in the javelin circles, and I like that! I’m always behind the scenes, busy training my heart out doing what I can to stand up again and ‘rise from the dead’ like Lazarus. Watch this space!”

Adjudication process concludes The Western Cape department of cultural affairs and sport (DCAS) has concluded its adjudication process for relief and recovery packages on Friday 19 June.

According to spokesperson Stacy McLean the adjudicating panels are now compiling a report to present their findings to the department. This will be followed by a formal submission for administrative processing.

“Once approved, applicants will be informed of their outcome and the process to transfer relief funds to beneficiaries will begin. Transfers may be delayed in instances where compliance documents were not in place at the time of application. Compliance documents were not used to disqualify any applicant, but they will be required to process transfers to beneficiaries,” says McLean.

Various representative councils were

selected as part of the adjudicating panel, including: the Western Cape provincial sport confederation; seasoned sport administrators in the region; the Western Cape cultural commission; the cultural and creative industries federation of South Africa; internationally established arts administrators, production managers, directors and designers.

“As the application process progressed, we received various enquiries, mostly on the national department of sport and culture’s communication and payment processing ahead of our provincial process. This resulted in some applicants who had applied for both the national and provincial funding, misinterpreting the national communication as our provincial communication, which is not the case as our adjudication process is only now underway,” says provincial DCAS minister, Anroux Marais.
