rones being flown in the neighbourhood were reported at a recent public meeting of the Bothasig Neighbourhood Watch, followed by some lively discussion on the Monte Vista Ratepayers’ Association Facebook page when concerns were raised that “youngsters are operating drones around Plattekloof Glen and Monte Vista, allowing them to circle houses without the occupants being aware.” Drones, which often have cameras attached to them, are in aviation terms known

as remotely piloted aircraft systems (RPAS) – meaning unmanned aircraft piloted from a remote pilot station, excluding model aircraft and toy aircraft. According to the South African Civil Aviation Association (SACAA), RPAS may be used for an individual’s personal and private purposes where there is no commercial outcome, interest or gain. The pilot must observe all statutory requirements relating to liability, privacy and any other laws enforceable by other authorities. For all other (commercial) uses, RPAS must be registered and may only be operated
