espite the decline in reported smashand-grabs in Elsies River, the Inspire Network movement is appealing to motorists to remain vigilant when driving along Francie van Zyl Road.

Movement chairperson Steve Ross told TygerBurger they are in the process of proposing a much more effective and efficient solution to warn motorists, as the current solution of placing warning signs on a post is often not sufficient due to drivers being distracted or not knowing that they are entering a danger zone. “The proposal will be tried at a high-risk intersection, before final

rollout to other hotspot intersections.”

The hotspot areas are the main intersections along Avonwood Avenue and 35th Avenue, as well as on Valhalla Drive to Modderdam Road in Valhalla Park.

For the past two years, awareness campaigns have been held in the community to inform residents and motorists about the spate of incidents being reported.

The worst incident reported to police was in 2017 when a man lost his life after his vehicle was targeted (“Motorists targeted in Elsies River”, 18/4).

It’s believed the man stopped at a robot when his vehicle was thrown with a brick and it hit the window. The driver then lost control and drove into a pole.

Ross explained the modus operandi of these incidents: “After grabbing the belongings of the motorist, the suspects run through a block of flats making it impossible for police to reach them.

“If these guys run through the flats, police need to drive about 1 km to reach them. They act really quick.”

He added that the age group of the suspects, who are mostly young boys, ranges from 12 to 21.

“Some of them are reported to be in school clothes at the time of incidents. Being dressed in school clothes make them look innocent like they’re on their way to school, so peak hour in the morning is mainly a problem.

Sewage infrastructure under increasing stress DESIRÉE RORKE @dezzierorke

ten-year delay in the upgrade of the Zandvliet Waste Water Treatment Works, and a current overload has caused a deterioration in treated effluent quality.

In addition to this, the current budget constraints at the City of Cape Town has made it impossible to replace infrastructure quick enough to keep pace with changing wastewater characteristics.

Thus, the treatment process in such cases becomes overloaded and less effective.

These staggering realities were revealed during an interview with the Mayco member for water and sanitation, Xanthea Limberg over the escalation in sewage-related service delivery complaints reported citywide over recent years.

Below are extracts of the interview with Limberg.

There are clearly still problems at the Zandvliet Waste Water Treatment works.

(WWTW). How is this being attended to?

The Zandvliet WWTW is currently treating 70 Ml/d of wastewater (just below its 72 Ml/d capacity). However, due to a significant change in the raw wastewater characteristics, it is currently overloaded in terms of nutrient load.

The Wastewater Branch Master Plan indicated the need for a capacity upgrade at Zandvliet project to begin in 2010, and the first tender for professional services for the capacity upgrade was issued in 2010.

However, the upgrade project has been delayed by five tender appeals, including a High Court appeal, and a land claim. The delayed R1,5bn upgrade is now under construction, and the commissioning of the upgraded works is anticipated to be completed by December 2023.

The capacity of the WWTW will be increased by providing a second membrane bioreactor module. Membrane technology was chosen to enable re-use of the treated effluent. Further expansion will be implemented directly after completion of the current expansion, to cater for continuing urban growth in the area.

It must be noted that no untreated wastewater is discharged from the Zandvliet WWTW. All wastewater entering the WWTW is treated, however, due to the current overload, the treated effluent quality has deteriorated.

The City’s sampling and testing frequency has been increased to a weekly schedule and will include input from the community on agreed sampling locations.

These results are being shared with the National Department of Water and Sanitation, and with the CSIR. The river water quality is affected by various pollution sources within the catchment, such as contaminated stormwater; grey water discharges from informal settlements; illegal dumping into the sewer system resulting in sewer overflows and pump station failures; farming activities; illegal dumping into the stormwater system and river; and overflowing septic tanks which are not emptied regularly.

Which wastewater treatment plants in the City of Cape Town has Green Drop status?

Green Drop status is administered by Department of Water and Sanitation (DWS). The last DWS Green Drop audit was done in 2011. However, assessments have continued at provincial level annually, known informally as “Green Drop Lite”, and the City of Cape Town was awarded the top spot for overall quality of wastewater in the region at the most recent ceremony held last year.

The most recent City report on effluent compliance for WWTWs in the City of Cape Town indicate that effluent was 81,97% compliant with relevant standards. There is no rating for ‘effectivity’ of WWTW. Government regulations require WWTW be classified by size, but not by their process or by how efficiently they treat wastewater. The Green Drop system was implemented by the Department of Water and Sanitation (DWS) to rate WWTW compliance in terms of their license conditions, operation and maintenance, which is probably the closest thing to ‘effectivity’.

Instances of non-compliance are mainly due to the following factors: . Changes in wastewater characteristics: WWTW is designed assuming certain wastewater characteristics, and when they change, the treatment process becomes overloaded and less effective.

We have noticed that the wastewater characteristics at some of our WWTW have changed significantly over time, and this has a big effect on our treated effluent quality. While the newer modules are designed to take account of this, the older modules can become overloaded.

Unfortunately, it would not be possible to replace infrastructure quickly enough to keep pace with changing wastewater characteristics within current budget constraints.

Due to the massive reduction in water use during the drought, we have seen a significant reduction of flow to our treatment works, but although the volume of wastewater has been reduced it is carrying the same amount of pollution.

In other words, the pollution is more concentrated. WWTW is designed for certain nutrient concentrations, and when these increase beyond the design capacity of the plant it can affect our WWTW performance.

Further, salinity and chloride concentrations have increased beyond our license discharge limits in the raw wastewaters, and because our treatment plants do not remove salinity or chloride (and we do not add any, either), our treated effluent does not comply with these parameters by default. . Illegal industrial discharges: Illegal industrial discharges can contain pollutant shock loads or chemicals that are toxic to our biological wastewater treatment systems. Depending on the toxin, our treatment processes become less effective and treated effluent quality deteriorates, or it knocks out our entire plant, with the same effect. Biological systems that use bacteria in the treatment process, take a while to recover from such shocks, so it could take up to six months for the plant to fully recover after an incident such as this. . Upgrade work on the existing plants: As soon as construction work on an upgrade starts, treated effluent quality deteriorates, as processes are taken offline for refurbishment. Upgrading a WWTW is like trying to service an aircraft in midflight. The wastewater flow can never be stopped or diverted, so the plant has to take and treat wastewater throughout the entire upgrade and construction project.

The upgrade constructions take on average three to five years to complete and treated effluent quality may be affected for that entire period of time.

This Master Plan predicts the growth in terms of potable water consumption, stormwater and wastewater production 10 years into the future and informs respective infrastructure upgrade requirements.

In terms of new development applications, the department has a master planning software programme into which any new development proposals are fed to determine whether sufficient capacity exists in the sewer networks to accommodate the development. This software will assess capacity in pipes all the way to the treatment works, not just in the immediate area of the development.

No development is approved without there being adequate capacity in the existing infrastructure or without capacity being provided through expansion or upgrading of the infrastructure as part of the development.

Bear in mind though that the “capacity” is a design capacity and does not make provision for rags, sand, fats, foreign objects, which is the root of the problem in most of our communities. In terms of wastewater treatment, all development applications are also sent to the Wastewater Branch for approval. The Wastewater Branch will only approve a development if sufficient unallocated capacity exists at the respective wastewater treatment works.

The Wastewater Branch also monitors and records wastewater inflows and nutrient loads to all of its 25 treatment plants on an ongoing basis. From this historical data, actual growth rates in terms of flow and nutrient loads are calculated twice per annum. The growth rates are projected into the medium term (five years) and longer term (10 to 20 years), to indicate when each WWTW is projected to reach capacity, and this forms part of the Wastewater Branch 10-year Master Plan.

Actual growth is compared to the Master Plan wastewater flow predictions, and this informs when capacity upgrade projects must be initiated for each WWTW.

How does the City account for the demand for sewage treatment with increasing densification and development?

Is there currently an exodus of skills from the City’s water and sanitation department, due to either retirement or vacant positions?

There is no exodus at all. There are retirements, as expected, but not at an alarming rate.

To counter the natural attrition risk, we have an engineering graduate internship programme aimed at boosting our scarce and critical skills capacity. These young engineers work under the guardianship and mentorship of senior, experienced and long-serving engineers and staff members in order to ensure effective and seamless skills transfer.

Current upgrades Limberg confirmed that upgrades done to city sewage lines during the last three years include bulk sewers at Sanddrift in Montagu Gardens; construction of a new bulk sewer from Athlone to Springfield Road, upgrade of the BlackMack Sewer from Blackheath to Macassar pump station and Macassar and Dunoon sewer pump stations.

“This is in addition to smaller pipe replacement/maintenance projects being undertaken on a constant basis around the city,” she says. WWTW currently undergoing upgrades are: Borchards Quarry at a cost of R402.7m; Zandvliet extension at a cost of R1.742b; Macassar extension at a cost of R400m; Athlone extension at a cost of R771.5m; Potsdam extension at a cost of R800m, Mitchell’s Plain at a cost of R264m Bellville at a cost of R195.8m and Cape Flats at a cost of R252.2m.

Elsies River community police forum (CPF) deputy chairperson, Imraan Mukaddam, said there has been a dramatic decline in the incident of smash-and-grabs. “This was confirmed by the Vispol head at Elsies River Police Station, Colonel Vuyisile Payi. There had been very few reports of incidents on Francie van Zyl since we posted the warning signs on the poles. The City of Cape Town has also put up their own warning signs after seeing the success we achieved with the Inspire Elsies Awareness project. The ladies are no longer standing on the road as motorist are now aware of the dangers.”

Elsies River police spokesperson Colonel JC de Bruin told the newspaper incidents occur sporadically.

“The most recent smash-and-grab occurred at the corners of 35th and Owen Road. One suspect (Kurt Morgan) was arrested and goods recovered.

Singkoor feeds 150 youth in need TARRYN-LEIGH SOLOMONS @tarryns07

iverside Roses Singkoor, a non-profit organisation in Leonsdale, hosted a Youth Day event to give back to the

community on Monday 17 June.

Waylon Tayer, secretary of the organisation, said they catered for about 150 youth between the ages of one and 15.

Children received hotdogs, party packets and cupcakes. “We also had a soup kitchen

for those living in the area. Most of the children in our area don’t receive any food during the day so we thought to bring them something to eat. Every member in the club did their bit and women of the working committee also assisted,” said Tayer.

He said there are about 35 members of the club and 11 women who are part of the working committee.

The organisation was founded in 1969, by his late grandfather JP Tayer. “The main objective for the establishment of the choir was to give the community of Leonsdale and the broader Elsies River an experience of the culture of the Malay choir,” said Tayer.

Tayer said the organisation will be celebrating 50 years of serving the community at the end of the year.

axpayers are coughing up thousands of rand in legal fees for a local ward councillor accused of intimidation.

The City of Cape Town last week confirmed to TygerBurger that they are paying an undisclosed amount for the legal fees of ward 50 councillor Angus McKenzie.

Bonteheuwel resident and community activist Nadia Mayman de Grass applied for a protection order against McKenzie after her attempts to lay a charge of defamation failed. She told the newspaper this follows after she had allegedly been experiencing continuous bullying by the councillor.

“An application for a protection order was made in March this year after I laid three charges of defamation against McKenzie in October, January and February as he was inciting violence,” said Mayman de Grass. “There were many times where he lambasted me on social media and

Her lawyer, Advocate Vernice Burgins explained the reasons for the application: “It’s for defamation of character, victimisation, injury to person, requesting the court to stop the councillor from smearing the clients name on social media platforms in reference to the housing project and many other relating matters to community issues.”

In response to a query from the newspaper, McKenzie first denied that he is aware of a case against him, but he eventually told the newspaper: “I have no comment to give you on this.”

McKenzie has another pending case of common assualt against him which was made by Henriette Abrahams. On commenting McKenzie confirmed this and said he also made a case against Abrahams.

In a question about why the City is paying for McKenzie’s legal fees, Dirk Smit, Speaker of the City of Cape Town, said applications for legal assistance may be approved by the Speaker. His response to the newspaper was: “The City is aware of a case against Councillor Angus McKenzie and, in terms of legal support and Delegation 1(3) Part 3 of the City’s System of Delegations, the Speaker is authorised to approve legal representation in terms of section 109A of the Systems Act, for Councillors.”

“Councillors are also informed that the City may exercise a right of recourse for recovery of any expenditure incurred in terms of the policy if a finding is made against them,” said Smit.

UWC equip teachers Taxi drivers robbed for fourth revolution

ore than 200 teachers attended the maths and science mini-conference which took place at the University of the Western Cape’s Senate Hall on Monday 24 June.

The workshop was to equip maths and science teachers for the Fourth Industrial Revolution. Local and international experts in education attended the workshops.

A three-day parallel teacher training workshop – for natural and physical sciences teachers – is currently taking place at the department of physics and astronomy building.

These events were born out of a partnership between UWC, the Cape Peninsula University of Technology (CPUT), the Western Cape Department of Education (WCED) and the University of Missouri in the United States of America (USA).

City helps to guide, strengthen families T

he City of Cape Town’s Strengthening Families programme, which was first piloted in 2013, saw 315 families graduating last weekend in Green Point.

A statement read the City’s social development and early childhood development department guided these families through the programme which helps both child and parent recognise the value in a familial relationship.

The eight-week course comprises 10 sessions and uses practical and interactive methods to broach topics like love and limits, house rules, encouraging good behaviour and consequences.

Some of the families who graduated last week are from Bishop Lavis, Bonteheuwel, Delft South, Malibu and Sarepta among others.

It was first piloted in Bonteheuwel, Elsies River, Lavender Hill, Manenberg and Scottsdene.

Badroodien says the programme is desig-

ned to improve the communication and relationships within families, and in turn social cohesion. It uses practical and interactive methods to encourage communication between parents and children and is an evidence-based programme that has proven results.

“Families need help not just to communicate and understand each other better, but also to make more informed and better choices. Poor choices are often a result of discord within families which then spill over into communities. While there is no guarantee that a happy home prevents anti-social behaviour, the programme assists by instilling positive behaviour early on,” says Badroodien.

He explains the programme teaches children how to have goals and dreams, how to appreciate their parents, how to deal with stress, how to resist peer pressure and to associate themselves with good friends, while for the parents it aims to assist them in understanding their children better and thus help prevent children from falling into antisocial behaviour and activities.

Final week of the Winter Hope Drive T

he Winter Hope Drive, that was rolled out in cities in South Africa at the beginning of the month to bring hope and warmth, is in its final week.

The Mould Empower Serve (MES) organisation in Bellville is helping with the drive and people are reminded that there is still time to make a difference to those facing the demands of a cold winter. “We are yet again astounded at the amount of goodwill and sense of community that is being created by something as simple as the freezing cold,” says Winter Hope national campaign manager, Duane Edwards.

“We are extremely thankful for the donations we have received so far. It shows the people of South Africa have caring hearts. I want to encourage fellow South Africans to support us with the last week of the campaign, as it will assist us to make hope a reality for the less privileged,” Edwards says.

A great need still exists for blankets, non-perishable food items and warm clothing.

The campaign kicked off on 1 June, and have since collected 1 632 blankets, 1 477 grocery bags of clothing, 428 grocery bags of food, and 414 beanies. In addition, shelter (based on the bed occupancy per night) has been provided to 3 615 people.

The 19th national Winter Hope campaign is hosted by MES, Participate Empower Navigate (PEN), Denis Hurley Centre and Towers of Hope, in collaboration with various churches and social upliftment organisations.

Sy sê hierdie projek is om verjaarsdagblikkies met toiletware vir kinders van Huis van Heerde-kinderhuis in Moorreesburg en Steinthal-kinderhuis in Tulbagh te skenk.

“Ons sal onder meer seep, reukweerder, tandepasta en poeier in die blikkie sit. Baie mense doen die skoendoos-projek, maar ek het gedink om iets anders te doen en om seker te maak die kinders kan die blikke hou.”

Souma sê sy wil ook ’n Adopt-a-Child-projek begin waar iemand ’n kind kan “aanneem” en geskenke vir daaride kind deur die jaar gee.

Seniors leer meer oor slange by kenner Die mite dat slange mense jag, is nou hopelik iets van die verlede nadat die slangkenner, Jozua van Niekerk, op Dinsdag 11 Junie die seniors by die Tygerberg-dienssentrum in Parow oor slange kom toespreek het.

“Nee, geen slang jag mense nie. Dit lyk net soms so omdat die slang vasgekeer is en sy enigste uitkoms agter jou is,” het Van Niekerk gesê.

Hy het met die seniors kom praat oor wat om te doen as hulle dalk in een “se pad kom” en hoe om die situasie te hanteer.

Van die seniors wou ook weet of ’n slang elke keer gif spuit as hy aangeval word.

“Hy spuit slegs gif op sy prooi, nie altyd op mense nie. Baie keer gee die slang ’n ‘droë’ byt om jou af te skrik en dat jy uit sy pad uit moet kom. Dit vat geweldig baie energie om die gif te produseer en hy sal veel eerder die gif gebruik vir sy kos,” het Van Niekerk gesê.

Volgens hom was dit sy derde besoek aan die dienssentrum en het hy die praatjie oor die “nie so gewilde kuiergaste” met die seniors geniet.

“Inligting is gedeel oor hoe om slange weg te hou van jou erf, wat om te doen as jy deur ’n slang gebyt word en ook watter slange ons hier in die Kaap kry.

“Moet ook nooit teengif inspuit nie. Die meeste pasiënte het nie eers teengif nodig nie.

Baie mense is allergies vir die teengif en gaan in anafilaktiese skok in. Probeer om jou tuin slangvry te hou,” het Van Niekerk gesê.

“Onthou daar is geen middel op die mark wat slange kan afskrik nie. Jy gaan net jou geld mors. As jy ’n slang gewaar, bly minstens 3m weg van dit af en hou jou oë op hom. Slange verdwyn so gou as wat hulle kom.

Bel ’n slanghanteerder in jou omgewing en hy sal die slang teen ’n fooitjie verwyder.

“Die pofadder is baie gevaarlik. Dit is sowat 1.4m in lengte en jag nie sy prooi nie. Hy lê en wag vir iets om verby te kom, daarom kan jy maklik op hom trap. Sy gif is sito-toksies en veroorsaak baie erge pyn, blase en in baie gevalle weefselskade.

“Die Kaapse kobra of geelslang is net so gevaarlik. Sy maksimum lengte is 1.8m en kom in verskillende kleure voor. Die kleure wissel van swart tot donker- en ligbruin of geel en gespikkeld. Jong kobras het selfs ’n donker band om sy nek en hul gif is neuro-toksies en jou asemhaling word aangetas. Die persoon wat gebyt is het dadelik mediese hulp nodig anders kan dit noodlottig wees.

Die tekenkompetisie wil nie net die kinders van kuns bewus maak nie, maar hulle ook blootstel aan die terapeutiese waarde van kuns,” het Jana Hattingh van die Ramotbehandelingsentrum gesê.

Groot pryse is op die spel vir die eerste drie wenners en hulle word op Woensdag 24 Julie aangekondig.

“Alle kunswerke sal by ’n latere geleentheid by Ramot uitgestal word, sodra die verbeteringe hier klaar is. Dié datum sal ook bekend gemaak word sodra ons weet waar ons met die verbeteringe staan,” het sy gesê.

Kinders kan ook hul kunswerke tuis doen en dit dan net Vrydag by die burgersentrum kom inhandig.

Sukses vir WP-rugbyspan SAREL BURGER Die WP se o.18-rugbyspan vir leerlinge met spesiale behoeftes, wat grotendeels uit Tygerbergse skole is, is die afgelope week in Bloemfontein tydens die nasionale LSOB-toernooi as die nie-amptelike kampioen gekroon.

Afgesien daarvan dat die WP-jongelinge die enigste van die 14 provinsiale spanne was wat die saamtrek onoorwonne afgesluit het, . het die WP die Suidwestelike Distrikte in die hoofwedstryd op die laaste dag verrinneweer met ’n telling van 53-6, wat onder meer nege drieë behels het; is die Tygerbergers, danksy ’n puik spanpoging, die wenner van die wisseltrofee vir die span wat gesorg het vir die aanskoulikste rugby; . is Demitri Gossmann, die agsteman van die vaardigheidskool Westcliff, aangewys as die speler van die toernooi, terwyl die haker, Ruloff Kruger (Jan Krielskool) die toekenning van beste voorspeler ontvang het; . 12 lede van die WP-span is ná afloop van die toernooi ingesluit in die twee

he seventh edition of PCA SA (Physical Culture Association) Battle of the Titans VII will have a massive prize purse of R100 000 in total up for grabs.

The Durbanville High School auditorium will again host one of the country’s premier bodybuilding and fitness events.

A total of 45 divisions including overalls, professional divisions and a disabled division ensures there is a division for every athlete wanting to enter.

PCA SA president Kevin Schwartz (Bellville) pulled out all the stops again to ensure that Saturday will be a memorable occasion for athlete and supporters alike.

Selections will be made for professional status as well as qualification for the PCA SA national championships in Kempton Park on 17 August.

‘YOU DON’T JUST MAKE IT’: BEING A STUDENT-ATHLETE IS NO JOKE

H

ard work, dedication, balancing academics and sport is part of being a student-athlete.

These are the words of Sasha-Lee Petersen (23), who has managed to perfect these characteristics and has worked hard to play for the Southern Stings and Maties netball teams.

The athlete says in the final game against the Jaguars on Saturday 8 June during the Telkom Netball League, the Stings just couldn’t secure the win. “We wanted to do our best but the Jaguars were prepared. They had a job to do and came out to do it.”

She says one of the highlights of the tournament was during the semi-finals when the team was eight goals down but managed to win.

Sasha-Lee first started playing at De Kuilen Primary School when her u.11 coach told her to. “I worked hard, I was competitive and wanted to make the Western Province (WP) team.” However, she failed to make the team that year but after hard

work and dedication, she made the u.13 WP-team and Western Cape team that year and every year after that. “The year I didn’t make the team was a wakeup call.

I started listening during training and worked harder. I played action netball so I never stopped playing and training even during the off-season.” She also played for the South African u.18- and u.21-sides.

She has played for Maties netball since 2014 and plays in whichever position she is needed but mostly wing, goalie or centre.

Her biggest achievement was her inclusion in the first division of the u.23 SA Invitational team who played against Australia in 2014 and in 2016 when she played qualifiers for the u.21-side and won gold.

She says to get to this point was tough because “you don’t just make it.”

“When you’re chosen you need to work hard because there are other players fighting for your position. This keeps you focused because you can be replaced. The coaches push you to your limit which is needed because this is your ‘job’”.

Sasha-Lee says being a student-athlete is challenging because if you’re not study-

ing, you’re training and if you’re not training, you’re studying. She says the biggest misconception people have is that it’s ‘easy’. “If you don’t do it yourself, you wouldn’t know what it’s like. People know it, but don’t know the severity of it.” She says not many people cope with being a student-athlete because it’s not for everyone. “You need to be focused.”

Sasha-Lee, who loves watching the international league, says she learns from the players and their work ethic on court.

She also learns from her younger sister Zhané, who plays for the Maties second team. Although they haven’t played a tournament together, she says it’s amazing to train together.

“We push each other to do better and for my mom to see her daughters playing on this level, is great. My mom is very supportive and she’s always here to watch.”

Sasha-Lee says every player hopes to make Protea squad one day and if it’s meant to happen, it will.

For now, she’s focused on playing at the University Sports South Africa (USSA) tournament and Varsity Cup and hopefully lift both trophies.
