rinity Place in Clarke Estate has seen a drop in crime since a wall was erected behind the block of flats which is situated alongside 35th Avenue, a known hot spot for smash-and-grab incidents.

The City’s Mayco members Grant Twigg (urban management), together with JP Smith (safety and security) and subcouncil chairperson, Chris Jordaan went on a site inspection in the area last week to get first-hand experience of the security walls that have been installed at community residential units (CRUs). This project was actioned following the

community’s request to curtail the thoroughfare of opportunistic criminals via walkways also referred to as “gangetjies”. The City set aside approximately R3.8m for the security walls in Clarke Estate. Trinity Place resident Arthur Petersen told TygerBurger children in the community can now play freely. “It feels very safe for us as a Trinity

T

he disappearance of a child can have a severe and traumatising impact on a parent. Earlier this year a two-month-old baby, Kwahlelo Tiwane, was abducted from his mother in Parow. It has been more than half a year, and the police have yet to find the minor. Mariska Pienaar, a registered counselling psychologist and a lecturer in psychology at the University of the Western Cape, says the psychological impact of having a missing child is absolutely devastating, and can certainly result in depression and anxiety. “Parents can experience conflicting feelings of hope and despair, on the one hand trying to maintain hope, on the other hand experiencing despair and fearing the worst. The uncertainty around the child’s whereabouts, well-being and whether the parents will ever be reunited with the child will be a constant preoccupation accompanied by intense dysphoric feelings,” explains Pienaar. Another emotion that may arise for parents is guilt – whether rational and valid or not – it is quite common for such parents to blame themselves in some way or another for what had happened, adds Pienaar. “Parents may suffer from insomnia and feel emotionally and physically drained. “It may become very difficult to focus on anything other than the missing child, and daily tasks, including work, which may become affected. Pienaar says parents of a missing child are also bound to feel a consuming sense of powerlessness in the face of the uncertainty about the child’s status, as well as an inability on their part to find the child. She says closure is something that will evade until the case is solved, which is a recipe for complicated bereavement. “Conflict may arise between the parents of a missing child, as two parents may often have different mechanisms of coping with such a situation.”

There are, however, a few mechanisms parents can apply to help deal with the pain and stress. “Parents of a missing child need to try to access as much social support as possible. It is important to obtain such support from family and friends,” says Pienaar. She says such parents need to communicate their needs to family and friends. “It may be necessary to utilise counselling or psychotherapy and see a psychiatrist for appropriate mental health support. Communication during such times is also essential.” She says parents also need to be able to openly communicate with each other regarding their thoughts and feelings.

“While it is understandable that such parents will be consumed by an ever-present preoccupation with the situation, it may be helpful to try and create structure to one’s day and engage in constructive activities so that perhaps some of the parents’ focus can be channelled in other ways.” Pienaar says it is also important not to isolate oneself from social contact as such isolation can create a sense of becoming trapped in one’s own mind with little else to focus on, and a situation such as this may increase the likelihood of adverse psychological outcomes. The investigation into Kwahlelo’s disappearance is still ongoing.

Still no sign of Baby Kwahlelo RICHARD ROBERTS @richardjohn_rh It has been more than six months since the disappearance of the two-month-old baby Kwahlelo Tiwane in Parow earlier this year, and there is still no sign of him. Kwahlelo was abducted from his mother, a Khayelitsha resident, in Parow on Thursday 16 January. Last week Sgt Noloyiso Rwexana, Western Cape police spokesperson, told TygerBurger there are no new developments in the case. She confirmed the child is still missing. It was alleged that a woman who presented herself as a social worker approached the mother of the child a day before the abduction, requesting the child’s birth certificate and clinic card which the individual then copied. The person accompanied the mother and her children to Parow the following day where the child was allegedly abducted by the individual, the police said earlier. Earlier in the year the police arrested

two suspects in connection with the case, an 18-year-old woman from Gugulethu and 22-year-old man from Parow. The charges against the initial two suspects arrested in the case were withdrawn due to inadequate evidence, according to Rwexana. She says no other suspects have been arrested. “The investigation is ongoing.” The matter is being investigated by the police’s family violence, child protection and sexual offences unit (FCS) in Bellville. Provincial minister of social development, Sharna Fernandes, appealed to the public to assist the police in providing information about the whereabouts of Kwahlelo. In a statement released earlier Fernandez said social workers can be identified by a Western Cape government name-tag, which should be worn at all times. Members of the public can also confirm their identity by calling their nearest local department of social development office or the police. Kwahlelo has a twin brother.

to these communities and is planned for roll-out in more communities, as gangsters can no longer use these walkways for their illegal activities and as escape routes to run away from law enforcement officers. “We thank our residents for their participation and their patience during the construction. “As we have received positive feedback from the community, we will roll out these security walls at other CRUs across the City as well. As a caring city, we will continue to engage with our residents so that we work together to improve the living conditions and safety for our residents and their families.” On the topic of crime in the Elsies River area, ward 30 councillor Charles Esau noted that there has been a spike in shooting incidents in The Range and Epping Forest. “Shootings are getting out of hand. It’s up to the community to inform police of who the suspects are in order to have peace in the area.

gedien word. Hy moet dus effektief 13 jaar tronkstraf uitdien. Hierdie ooreenkoms is bereik nadat Jenkins en sy regspan ’n pleitooreenkoms met die staat aangegaan het. Grace period for licences extended The latest regulations gazetted by the national transport department provide a longer grace period for expired learner and driver’s licenses. Initially, when driving license testing centres resumed operations in June, the national regulations stated that there would be a grace period for drivers’ documentation that had expired between 26 March and 31 May. The regulations also directed the centres to clear backlogs in learner and driving license appointments that were impacted by the national lockdown closure, and to not accept

any new appointments. This prejudiced those holding learner licenses that were not covered by the grace period as they could not make appointments to obtain their driving licenses, and ran the risk of their learners’ expiring and having to repeat the application process. Under the amended regulations that came into effect on Wednesday 22 July all learner’s licences, driving licence cards, temporary driving licences and professional driving permits that expire between 26 March and 31 August will be valid until 31 January 2021.

Infant clothing was donated to the new moms and their new-born babies, as well as masks for the nurses and doctors on the frontline. The KMC project was in desperate need of the public’s help for donations of toiletries and clothing, says Candice Jansen, spokesperson for the Tygerberg Hospital Children’s Trust. “KMC is a method of caring for a baby where the mother nurses the infant on her bare chest. The skin-to-skin contact between mothers and babies is encouraged with infants who are born with a low birth weight,” says Jansen. Extra office opens for vehicle registrations The City of Cape Town has opened an additional customer cash and motor vehicle registration and licence office in Goodwood. According to a statement, offices are being opened in a phased manner. The City has also encouraged the use of online options in helping to curb the spread of Covid-19. “Customers are reminded to only visit offices when necessary so that we continue to curb the spread of Covid-19. Online options and the City’s e-services remain key and we encourage customers to register to use e-services if they have not done so already. “Customers will be able to complete a number of transactions including electronic billing, logging service requests and applying to renew one’s motor vehicle licence, among others. “Offices are subject to rapid closure due to Covid-19 regulations when required,” the statement read. ommunities next to Stellenbosch Arterial last week saw people erecting illegal structures on several different si-

tes. It is not sure at this stage where all the people come from, but a local ward councillor says it causes chaos in the communities. Ibrahim Sawant, councillor for Ward 19, says the invaders are causing fear in communities such as Wesbank, Camelot, Summerville, Sunbird Park as well as the Betel community on the Stellenbosch Arterial Road. “Our communities who are extremely poor and vulnerable live in hardship every day of their lives. The current land invasions are adding to their frustrations with many fearing for their lives. I believe that these invasions are the work of organised instigators who have no consideration for the havoc they are causing, but have their own si-

nister political motives. These invaders are now occupying land that are reserved for government projects. Some of these are for housing projects meant for people that have been on waiting lists for years. These land grabbers are taking advantage of the fact that under the current Covid-19 regulations evictions are prohibited. The authorities now need a court order to remove them once they have managed to stay on the illegal land occupied by them,” says Sawant. Sawant further says that the law enforcement agencies of the City of Cape Town and the police are dealing with the situation as best they can. “The resources that are spent on combatting these illegal invasions could have been spent on curbing crime and used in the fight against the Covid-19 pandemic. We call on our community members not to become victims of these culprits who are orchestrating these illegal actions as this will just even further delay the delivery of houses and other much needed services,” says Sawant.

Beneficiaries get houses Recently Western Cape human settlements minister, Tertuis Simmers, handed over 21 houses in the Forest Village Housing Development in Eerste River to beneficiaries from the Joe Slovo informal settlement. This brings the total number who have benefitted from the development during this past week to 73, after 52 beneficiaries, which includes seven from the Kanana informal settlement, moved into their new homes between 15 and 16 July 2020. Since the end of May 2020, and inclusive of this week’s handover, there have been 319 beneficiaries that moved into Forest Village. More than 200 went to residents from Wards 16, 17, 108 and 114, while 22 were handed over to residents from Boys Town in Nyanga. Simmers said, “The opportunity to po-

sitively change the lives of people in this manner can never be underestimated. The joy expressed by our beneficiaries is indescribable and I share in it. I’m particularly pleased that we’ve been able to assist the elderly and people with disabilities, as these residents are our main priority. We’d committed to moving over 250 beneficiaries into Forest Village during this period, and we have already exceeded this commitment.” One of the beneficiaries of a home in Forest Village this week, 83-year-old Elizabeth Sikupela, said: “I’m very happy to receive this house, as I’ve been waiting for over 30 years. I also thank God and the minister for taking me out of Kanana and placing me in a much better situation. I no longer have to deal with the flooding in the informal area.”

Metal thieves busted in Elsies The City’s metal theft unit arrested five people in Elsies River for possession of stolen property, including a sewage drain cover on Saturday 25 July. According to law enforcement spokesperson Wayne Dyason, officers at approximately 08:45 observed a vehicle transporting scrap metal about to enter a scrap metal business in Elsies River. “An inspection was conducted and they discovered a sewage drain cover belonging to the City of Cape Town. The two suspects were arrested for the possession of stolen property and secondly, in terms of the Criminal Matters Amendment Act, for damaging essential infrastructure – the cast iron drain cover forms part of essential infrastructure. “Then at 09:30 officers witnessed another vehicle loaded with scrap metal was about to enter the scrap metal dealer premises when he was stopped. An inspection revealed a track box belonging to Prasa at the back of the vehicle. This item forms part of essential infrastructure and is utilised to switch the tracks for train sets. The replacement value for this item is R45 000 and this excludes labour cost to Prasa. Three suspects were detained at Elsies River police station for the possession of stolen property and in terms of the Criminal Matters Amendment Act. The two vehicles were impounded,” said Dyason.

FoodForward SA filling empty bellies F

oodForward SA, the country’s largest food distribution charity based in Epping, has distributed more than 4 000 tonnes of food to vulnerable communities since the onset of the Covid-19 pandemic. zero hunger, the FoodBanking model is designed to support charities that make a meaningful social and developmental impact in under-served communities. “In this way, good quality nutritious surplus food is used to improve learning opportunities and cognitive performance in children, prevents stunting in early childhood development, and provides an incentive for at-risk groups to participate in support groups and attend care programmes that enable them to thrive and allows for better health and social outcomes across a wide socio-economic spectrum.” One of FoodForward SA’s newest beneficiary organisations to join the network,

Ikageng, which is based in Gauteng, takes care of orphaned and other vulnerable children in and around Soweto. Ikageng’s chief executive officer Carol Dyantyi, has commended the organisation for their contribution. “The involvement of FoodForward SA in Ikageng could not have come at a better time as we also serve over 2 000 beneficiaries in 453 households. “While these are mostly orphaned and other vulnerable people, including children infected by HIV and their guardians, the Covid-19 pandemic and its impact on the most vulnerable in our community has forced us to make the necessary shifts and cater for desperate people who knock at our door seeking assistance.”

ie nuwe veldhospitaal in Brackengate het op Maandag 20 Julie sy eerste 10 Covid-19-pasiënte ontvang. Dié hospitaal het ook twee dae later sy eerste gesonde pasiënt ontslaan. Die hospitaal met 330 beddens bied behandeling aan pasiënte wat hospitaalsorg en suurstof benodig, maar nie kritiek siek is nie. “Dit is merkwaardig om te sien hoe ’n leë

pakhuis omskep is in ’n moderne hospitaal. “Ons is gereed om ’n hoë standaard van gesondheidsdiens aan pasiënte te bied in die stryd teen Covid-19,” sê dr. Barry Smith, uitvoerende beampte by die hospitaal. Tanduxolo Mkhetshane (49) van Khayelitsha is met matige tot ernstige Covid-19 vanaf die Tygerberg-hospitaal oorgeplaas. Hy is op 22 Julie ontslaan. “Dit is baie bemoedigend vir die personeel om te sien hoe pasiënte herstel en met hul gesinne herenig word,” sê Smith.

Verpleegpersoneellede wag buite die hospitaal op hul eerste pasiënt.

Verpleegpersoneellede verwelkom die eerste pasiënte.

Die eerste ambulans trek by die hospitaal in.

Ajax memories fond for Isaacs W

inning three trophies in one season (2018/’19) with the u.18 team of the amateur soccer club, Hout Bay Community United, and seeing the smiles on the faces of the players and the greater community was the cherry on Dominic Isaacs’ coaching career. The current coach of Cape Umoya in the GladAfrica Championship (national first division), Isaacs started his professional career as a soccer player at Ajax Cape Town in Parow, where he also spent the majority of his professional playing career. He also had stints in the Premier Soccer League (PSL) at Kaizer Chiefs and Bloemfontein Celtic. “If I look back on my soccer career I have no regrets as I believe everything happens for a reason. I am thankful for my health, without it I would not have been able to achieve what I did for so long. Soccer has also allowed me to travel and to experience different cultures and ways of life and I was able to visit six of the seven conti-

nents,” he says. Isaacs started his soccer career at Parkhurst Ambassadors in Mitchell’s Plain. At the age of 17 he started playing for Ajax and turned professional. “I was at Ajax for (a total of) 10 years (2000 - 2008 and 2013 - 2015), Kaizer Chiefs for four (2008 - 2012), and a year at Bloemfontein Celtic (2012 - 2013). I finished my playing career at Ajax in 2015. After I hung up my boots I focused on coaching and that is how I landed in Hout Bay. In my playing days a lot of players influenced my career, but I prefer not to mention names, as there are too many,” he says. “I was privileged enough to represent my country as an u.17, u.20 and u.23 player. Other clubs, besides Parkhurst, that I played for in my youth career were Sea Point Swifts in Bonteheuwel and School of Excellence in Johannesburg,” Isaacs says. While at Ajax, he was part of that group of players that had to play second fiddle in the PSL and had to agonisingly surrender the trophy

on goal difference to Orlando Pirates in 2011. “It never feels good to get second place, especially after all the hard work and commitment you put in,” he says. Isaacs believes it is very important for former players to plough back into their communities, but with limited facilities available, he knows it can be challenging. “I learned many different things from each of the coaches at the different PSL clubs, some learnings I will always carry with me. To relax I listen to music, learn and research history and surround myself with people I can learn from. You know, we also had fun while playing. I can recall in 2002 at Ajax after every home win, we (David Kannemeyer, Muneeb Josephs, Shaun Oliver, Maya Jansen, Shaun Permall and I) would empty the dustbins and make it a gummy (drum) and sing Klopse songs for up to two hours in the cloak room until the kitmaster, Albert Hendricks, would shout at us to get done. Really special times,” he reminisces.
