Safer school transport has become a priority in Bishop Lavis and surrounding areas. Last week the Bishop Lavis Learner Transport Forum hosted a meeting with officials of the Department of Transport and Public Works, including Western Cape Transport MEC Robin Carlise, to ensure the provision of safe transport of learners in the area. Mike Hoffmeester, chairman of the forum, said that the meeting was called with these authorities in order to help their members, and open doors for better co-operation

for the safety of learners. “We started last year when we experienced the horrible accident at Buttskop and realised that a forum of drivers in this field would go a long way to ensure that all drivers maintain safe driving habits when transporting children,” he said. “While we have been growing some of our members are still experiencing problems when it comes to getting permits, and when dealing with school authorities who refuse to sign documents that are needed to obtain these permits. “We also wanted some input into how we could improve our services and I think this meeting has opened those doors.”

Bernie McMahon, of the Provincial Regulating Entity, added some important insight into the working of the department and how they could be of assistance to problems that the forum was experiencing. “I feel that this is an important partnership because you are providing much-needed services in many communities,” she said. “As a parent our children are special to us, and when it comes to their transportation every parent wants to be assured that they are always safe on the roads. “With your initiative you are proving to the community that safety is a top priority, and we will work with you to ensure that you are al-

ways proving it, and adhere to the laws that govern these activities.” Part of her presentation to the meeting was pointing out that prior to 2000 operators who provided scholar transport services did not require a public permit. They were exempted from this requirement in terms of section 1(2) of the Road Transportation Act (Act 74 of 1977), but this changed with the promulgation of the National Land Transport Transition Act (Act 22 of 2000) when the transportation of scholars, teachers and lecturers were defined as a public transport service, which required an operating licence. Where scholars are transported

on a daily basis, an operating licence is required. However, where such services are not provided on a regular basis, the operator is exempted from the requirement of an operating licence. This includes sporting trips, excursions, sightseeing, and so on. In such cases, only a letter from the school or educational institution is required confirming that all the passengers are enrolled learners at that institution. However, it remains vitally important for the educational institution to ensure that vehicles used for such trips are roadworthy. . To page 2.
