T

he Western Cape Department of Social Development condemns in the strongest possible terms the assault of an 11month-old baby boy in Delft.

It’s said that the child, who was allegedly assaulted by his biological father, was kidnapped, choked and beaten before being dumped inside a sewer pipe along the R300 highway. It’s believed that the father took the baby from the mother on Monday 15 January and ran off.

A passerby found the baby on Tuesday 16 January.

The child was taken to Red Cross War Memorial Children’s Hospital in a critical condition.

“We are horrified by the continued abuse of our children. This needs to stop. Our children cannot become victims of assault. They are so small and don’t deserve any of it,” says social development MEC, Albert Fritz.

“We will continue to support police in their investigation to make this case stronger and we want the courts to give this man a harsh sentence, because it is not okay to

assault a baby,” says a highly upset Fritz.

A 33-year-old man has been arrested for allegedly beating the baby.

Candice van der Rheede of the Western Cape Missing Persons Unit in Delft says she is saddened by this vicious attack on the baby.

“I’ve been assisting the mother since the boy went missing. According to the mother, the father allegedly snatched the child after 09:00 on Monday (15 January). She then went to the police station to report her child missing.

orthlink College’s Parow campus is giving young people a second opportunity to better their lives by taking part in the Safety in Society programme.

Those who have passed grades 9, 10 and 11 are eligible to apply for this programme.

According to the college’s programme manager, Wyatt Thornton, the three-year programme, which is free of charge, is pegged at NQF level 4, which is equivalent to matric.

“The programme was started in 2008 in order to enhance the Law Enforcement agencies,” says Thornton.

On Friday 12 January, the last 50 candidates were registered for the programme. In total, there are now 215 candidates for the course.

“On completion of the programme the student will be in possession of a certificate and can apply to Law Enforcement agencies of their choice.

“It must be kept in mind that if applying to Law Enforcement agencies, the students must comply with the requirements of the specific agency to which they are applying,” says Thornton.

He adds that by recruiting from the local community, the institution aims to help alleviate unemployment, get the youth off the streets, and give desperate youths a better future.

“It’s giving a second change of success to young people who think there is no hope,” adds Thornton.

Ward 26 councillor, Francheska Walker, spent Friday 12 January helping to register candidates for the new academic year.

“When I arrived on the campus, it was so inspiring to see the young people hopeful and ready to embark on their future.

“About 200 young people wanted to join the programme that morning, but only 50 could be selected as this was the last round of selection and registration.

“In those who were not successful in registering for the programme, I saw a hunger

for learning in their eyes,” says Walker.

She explains that she spoke to the unsuccessful candidates to motivate them and encourage them to explore other study options.

“I felt blessed, as some of them came back to me with smiles on their faces, saying they had been accepted in another field.

“I wish all Safety in Society students the very best in their future study endeavours.

“We are beginning this year on a very good note.

“It is music to my ears when young people want to become something in life,” says Walker.

“Matrikulante wat onlangs hul uitslae ontvang het, word aangeraai om die kampus waar hulle wil studeer, te bel om te hoor of daar nog plek is. Indien daar nie plek is nie, is studiegeleenthede nie verlore nie.

“Ons sal aanbeveel dat hulle vanaf Fe-

bruarie aansoek doen vir die volgende semester of trimester,” het Swart gesê.

Die vereistes om vir ’n NFSAS-beurs te kwalifiseer, is dat jy die eerste keer as student vir ’n graad registreer. Jy moet ook ’n Suid-Afrikaanse burger wees en die gesamentlike jaarlikse inkomste van die gesin moet nie meer as R350 000 wees nie.

“Ons hou jaarliks in Augustus ons ope dag waar ons leerders van die verskeie skole in ons gemeenskappe per bus na die kampusse aanry.

“Die voornemende studente kry dan regstreeks blootstelling aan ons werksessies.

“Ons nooi ook ander belangstellendes om ons voor Augustus te bel as hulle ook die kampusse wil besoek. Ons wil almal dus die kans gee om die kampus te besoek en vir een dag ’n ‘student’ te wees,” het Swart gesê.

“Hulle sal dus aansoek doen met hul Junie-uitslae.

“Die bedrag van die beurs wissel van

kursus tot kursus en NSFAS bepaal die bedrag. Hulle bepaal ook die toekenning daarvan in die volgorde van eers klasgeld, boeke, verblyf en laastens vervoer.

“Ons het ’n ooreenkoms met Northville, wat ons verblyf hanteer vir studente wat van ander dele van die land wil kom studeer. Studente kan hulle regstreeks by 082 480 1204 skakel,” het hy gesê.

Hy het gesê dat van die kursusse by Northlink reeds vol is, maar daar is nog plek in sekere kursusse beskikbaar.

Studente wat wil aansoek doen vir die NSF-beurs moet ’n minimum van N2, ’n tegniese gr. 12-kwalifikasie met ’n ambagsvak of vier N2-vakke met ’n ambagsvlak geslaag het.

“Die student moet ook medies geskik wees en ook vir enige van die kollege se vaardigheidskursusse aansoek doen. Die beurs dek die studiemateriaal, maar sluit nie enige toelae in nie. Vir meer inligting kan mense die kampusse of 0860 065 465 bel, en ons sal hulle na die kampus van hul keuse verwys,” sê Swart.

After she had come from the police station, one of the officers assisted in the search, but he got a call-out so he left,” says Van der Rheede.

She explains that on the same day, members of the Western Cape Missing Persons Unit assisted the mother in searching for her child, but without success.

“On Tuesday (16 January), a man and woman who were crossing the bridge from Delft to Wesbank saw the baby and alerted

an ambulance. The child was then transported to hospital.

“A community member went to the mother’s house to inform her that her child had been taken to hospital.

“We first went to Tygerberg Hospital, but were informed that the child was not there.

We then drove to Red Cross Children’s Hospital and that’s where the mother saw her baby boy. His face was very swollen and he had a lot of scratches,” explains Van der Rheede. She adds that over the weekend there was some improvement in the baby’s condition. “He opened his eyes this weekend and he seems to be responding a bit, but

“A case of attempted murder has been opened for investigation. The circumstances surrounding this incident are under investigation,” says Rwexana. The man appeared in the Bellville Magistrate’s Court on Friday 19 January, but was remanded into custody until his next court appearance on Friday 9 March.

A

55-year-old man believed to be from Elsies River is in need of an identity document, but cannot get one as he has no close family.

Colin Bernard, according to the information he provided the Western Cape Department of Social Development, used to live in Elsies River with his grandmother, Nancy Bernard.

“When his grandmother fell ill, Bernard’s uncle Mr Daan took care of him and they lived in a shack in one of the informal settlements.

“He reported that most of the time he took care of himself, so he ended up being on the streets since the age of eight,” says clinical social worker, Francis Hendricks.

She says that Bernard never knew his parents but remembers that his father’s name was Harry Bernard.

Bernard was born in Elsies River on 25 December 1963.

He has been living on the streets of Parow, Woodstock and surrounding areas since the age of eight.

“During 2013, Bernard was standing in the road at Glencairn with a pile of wood, which he had fetched on the mountain to sell.

“He was approached by a man called Mr Abdulah, who offered him employment as a woodcutter,” explains Hendricks.

“He was also given a place to stay in Ocean View, where he resided for a year until Abdulah passed away. The house was sold and Bernard found himself back on the streets.

“He slept at the back of an NGO and other places for three to four years.”

Bernard then met Peter Mampies, a pastor who was concerned about his overall wellbeing.

He helped Bernard find accommodation with one of his church members, Jessica Claasen, who is temporarily giving him a place to stay in Ocean View.

“He was recently admitted to Tygerberg Hospital for an operation on his right leg.

He also has a slightly bent foot.

Mampies has taken it upon himself to assist Bernard with the process of getting an identification document from Home Affairs.

“Bernard cannot fill in an application form for a disability grant due to the fact that he is not in possession of an identification document.

“Mampies and Bernard approached our office requesting assistance with the process of finding family members for the purpose of registration of an identification document,” says Hendricks.

Police probe into suspected gang-related murder TARRYN­LEIGH SOLOMONS @tarryns07

Elsies River police are investigating a suspected gang-related murder following the death of a 36-year-old man.

The man was stabbed to death on Wednesday 17 January in Clarke Estate.

“Police were called to the corner of Clarke Avenue and Old Stellenbosch Road at around 22:00,” explains Captain Daphne O’Reilly.

“It is believed the deceased and two male friends were walking to a nearby shop when they were approached by a group of men.

“According to a witness, the suspects asked if they had anything to hand over.

The victim responded, saying he had

nothing for them and also stating that he is not a gangster. The suspects then grabbed the victim, carried him into the road and stabbed him multiple times,” says O’Reilly.

The deceased, who has been identified as Ashley Witbooi, was rushed to hospital by a family friend. He was declared dead on arrival.

The motive remains unknown.

O’Reilly says that after further police investigation, it was established that the deceased belonged to the 27s gang.

“The possibility that this murder could be gang related will be investigated,” says O’Reilly.

No arrests have been made.

Public’s help sought in finding missing man Police are seeking the public’s assistance in finding a 21-year-old missing man from Dennemere.

According to Kleinvlei police spokesperson, Captain Florina Muller, Graeme Dominic Sauls from Feye Noord Street in Dennemere went missing from his mother’s house at around 16:00 on Saturday 30 December 2017.

According to his mother, Margaret Sauls, her son suffers from a mental condition.

“Graeme usually went to visit his friends at Ja-

cobsdal Farm in Kuils River. The family went to search for him there, but could not find him,” explains Muller.

Sauls was last seen wearing a blue tracksuit top with grey shoulders and black pants with a red stripe. He is about 1.5m tall and has brown eyes, black hair and a white birthmark at the back of his neck.

Dumping at church a ‘sin’ Area residents and parishioners of the St Joseph the Worker Anglican Church on the corner of 14th Street and Koppiesdam Road in Bishop Lavis have been experiencing discomfort since December 2017 when illegal dumping started to take over the streets.

The parishioners are particularly frustrated about the terrible odour coming from the rubbish dump while they are attending church.

“The smell is unbearable,” says Magdalene Abrahams, the church secretary.

The caretaker of the church has witnessed vehicles passing by and the occupants simply dumping their rubbish without blinking an eye.

“When you approach the people they want to start an argument with you and say you have no right to interfere,” he says.

Several complaints have already been lodged with the City of Cape Town.

Michael Hoffmeester, chairperson of the Bishop Lavis Outreach Forum, and his team are planning an awareness drive early in February 2018.

“The illegal dumping is becoming a serious health hazard,” says Hoffmeester He also says that the nearest City of Cape Town dumpsites are in Ravensmead and Delft.

“Community members are complaining that they don’t have the necessary transport to dump their rubbish at those dropoff sites and that they ask unemployed people in the community to get rid of their rubbish for them, not knowing it is being dumped in the streets.

“It is a major concern and we need a clean community of which we can be proud,” says Abrahams.

ue to the generosity of Aneesa Parker and her family (from Plattekloof) and friends in the northern suburbs, two paediatric intensive care beds – valued at approximately R74 000 – have been donated to the Paediatric Intensive Care Unit of Tygerberg Children’s Hospital (ward A9).

“I have been wanting to do something for Tygerberg Hospital for the last year as I feel that it is neglected compared to other hospitals in Cape Town. The problem was where to start, as it is so huge.

Fortunately Dr Noor Parker, who is a family member, was able to assist in this regard. He was able to provide insight into what is needed most in the ward,” Aneesa says.

“As a parent, my heart goes out to not only the children who are ill, but also the parents who have to see their children suffer from illness. There are many generous people in our community who unfortunately don’t have the time to assist, but will gladly give to help a worthy cause,” she says.

“In the past, my sisters and I have been involved in raising money for the Cancer Association of South Africa (Cansa), as well as other smaller community projects,” Aneesa says.

In reply to a question as to whether ward A9 of the hospital needs anything else, she says the ward is in desperate need of refrigeration for the medicines, as well as milk for the patients.

There is such a huge need for assistance to help different causes and I don’t think it is possible to not try and do more in your community. I have had such a wonderful experience with the staff of ward A9 that I have decided to adopt the ward and try to assist where I can,” she says.

She is urging others to also adopt a ward.

“For 2018 we would like to raise funds for the fridges that are needed and, with the assistance of the nursing staff, we hope to furnish the nurses’ staff room.

“If anyone would like to assist or has any skills that could help us with the furnishing (painting or laying laminate flooring) they can contact the senior nurse of ward A9,” Aneesa says.

According to Prof. Mariana Kruger, executive head of paediatric and child health at the facility, the beds enable the staff to care for patients in a safer and better way.

“The modern hi-tech beds will greatly benefit critically ill paediatric patients, due to their multiple functions. We are exceptionally grateful for this remarkably kind gesture of goodwill. These beds not only benefit the patients, but also minimise incidents of staff injuries while on duty.

“On behalf of the unit and Tygerberg Children’s Hospital, we would like to extend our heartfelt thanks to the Parker family and their friends and encourage others to pass the baton of goodwill,” says Prof. Kruger.

T

he derailment of a train at Netreg Station in Bonteheuwel has resulted in the postponement of the planned resumption of the central line service.

The incident took place between Heideveld and Netreg stations on the morning of Thursday 17 January.

Metrorail suspended services on the central line for nearly two weeks after an armed

security guard was robbed and shot dead on the platform of Chris Hani Station on Monday 8 January.

Metrorail regional manager, Richard Walker, says preliminary indications are that a vandalised points machine contributed to the derailment.

“A board of inquiry will determine the cause of the derailment.”

The commuter rail service says stage engineers have confirmed extensive damage to the track alignment, which requires special-

ised equipment.

“Technical recovery teams will continue with repairs, testing and safety checks before services can be reinstated.

he residents of the 7de Laan informal settlement in Valhalla Park experienced a tragedy the day after Christmas when they lost everything in a fire that destroyed 99 shacks.

On Thursday 28 December 2017, the congregation of New Direction Grace Church decided to give back with hearts filled with love.

The outreach focused on one of the church’s five pillars – grace care in the community for those in need.

Food parcels were handed out and clothing was distributed.

Hundreds of residents approached when they saw the food van entering 7de Laan.

“It was a sign of hope and comfort knowing that we will not go to sleep hungry,” said one resident.

Doctor Allan Boesak attended the outreach and prayed over the community of Valhalla Park for peace and healing “These things often happen to people who are the most vulnerable. Millions go to bed hungry in South Africa and it breaks my heart,” says Boesak.

eighbourhood watches in the northern suburbs of Cape Town have until 31 January to submit nominations for watches and their members who went above and beyond the call of duty during the course of 2017, for the 2018 Neighbourhood Watch (NHW) Awards.

“The Neighbourhood Watch Awards 2018 will honour accredited neighbourhood watches in the City. The different categories in the 2018 NHW Awards are designed to honour the many different ways in which NHW members contribute towards safety,” says Western Cape minister of community safety, Dan Plato.

Mayco member for social services, safety and security in the City, JP Smith, says neighbourhood watches are force multipliers in the fight against crime.

“The watches, together with Law Enforcement, Metro Police and other safety entities, are transforming our City to become a safer environment.

“The work watches do contributes significantly towards building safer communities in Cape Town.

“Their members dedicate their time and often some of their own resources towards this goal,” he says.

Over the last decade, the City has invested millions of rand in training volunteers and providing NHW organisations with equipment like jackets, torches, bicycles, handheld radios and radio base stations for their watch rooms, and has partnered with these organisations to install and share information between CCTV camera networks.

“The reason we invest so much in our NHWs is because we have seen the positive impact that they are making in their communities.”

According to Plato, the legal framework

for NHW structures in the Western Cape, created in 2017, provides legal legitimacy to all those NHW structures that are successfully accredited.

Since its inception, about 200 NHWs across the province have been issued with certificates of accreditation.

“In September 2017, DoCS signed a historic Neighbourhood Watch Memorandum of Agreement with the City of Cape Town to coordinate our support for accredited NHWs across the City,” he adds.

“The NHW Awards will showcase our appreciation for our NHWs and their members as treasured safety partners.”

Categories Anyone can nominate an individual member or an entire NHW team. You can also nominate the same person or team for more than one award category, but will need to submit individual nominations for each of them.

Bronze Category: For NHW Teams of Distinction (these awards will not be presented at the awards ceremony, but instead will be chosen from among the nominations and the judges’ experience during 2017) . Community Service Excellence: for noteworthy excellence displayed in any form. . Water wasters will wheeze DESIRÉE RORKE @dezzierorke

A

fter a massive outcry from Capetonians about the controversial drought charge they deemed unfair, it was scrapped on Friday as the City council passed a new punitive water tariff to be imposed on residents as of February.

The new tariff will charge residents exponentially higher rates for water usage above 6000 litres per month.

For consumption of more than 6000 litres per month, the current water tariff for the total household bill will increase from R28 to R145.

For consumption of more than 10 500 litres per month, it will increase from R109 to R390.

For consumption of more than 35 000 litres, consumers will now pay R6939 per month, up from the previous R1050.

For more than 50 000 litres per month the cost is R20 619, up from R2888.

Mayor Patricia de Lille’s powers to deal with the drought unilaterally were also taken away and will now be shared by the mayoral committee as a whole.

This means that the executive director for water affairs, Gisela Kaiser, will be reporting final outcomes to the deputy mayor, Ian Neilson, and the Mayco member for water affairs, Xanthea Limberg.

City moving to level 6B restrictions De Lille on Thursday said the City has reached a point of no return and that Day Zero on 21 April is now very likely.

“Despite our urging for months, 60% of Capetonians are callously using more than 87 litres per day.

“It is quite unbelievable that a majority of people do not seem to care and are sending all of us headlong towards Day Zero,” she said.

She added that provision will be made for households larger than four people to ensure they are not unfairly penalised.

Furthermore, the City will be moving to level 6B restrictions with a new limit of 50 litres per person per day.

This is to make up for the many months of missing the 500 million litres per day collective consumption target.

The new restrictions will come into effect on 1 February 2018.

200 collection points identified “The new daily collective consumption target is now 450 million litres per day.

“This will be in place for 150 days, after which the City will reassess the situation. Level 6B restrictions will also limit irrigation using boreholes and wellpoints.”

In the City’s advanced planning for Day Zero, approximately 200 sites have been assessed as collection points for water, she said.

“The City will be announcing everyone’s local collection points from next week so that communities can begin preparing for that eventuality.

We will also be making detailed Day Zero contingency plans available soon to answer all questions that residents and businesses might have.”

VARSITY­SKILD: AGSTE KRIEKETTOERNOOI SKOP IN POTCHEFSTROOM AF

Strawwe begin vir UWK AVRIL FILLIES

D

ie agtste Varsity-kriekettoernooi skop op Maandag 29 Januarie op Senwespark in Potchefstroom af wanneer die Universiteit van Wes-Kaapland van 18:00 tot 21:10 teen die tuisspan, Noordwes-universiteit (NWU), die huidige T20-titelhouers, te staan kom.

Die toernooi val saam met die jool en die begin van die nuwe akademiese jaar en eindig op Saterdag 3 Februarie.

Die universiteite wat deelneem, is NWU, Maties, Ikeys, UWK, Tuks, UJ, CUT en die Madibaz.

Die eerste wedstryde skop om 14:00 af en benewens Senwespark, word wedstryde ook op die NWU-Puk- en Ibbies-Oval beslis.

Tuks pak CUT, Ikeys die Madibaz en UJ die Maties.

Pukke het twee agtereenvolgende jare in die eindstryd vasgeval, maar het verlede jaar die beker omhoog gehou toe hulle Tuks met vier paaltjies geklop het. Wihan Lubbe het die voorbeeld vir die wenners gestel, toe hy nie net as die Samsung-speler van die wedstryd nie, maar ook as die FNB-beste

bouler van die wedstryd aangewys is.

CUT is die nuweling in die toernooi nadat hy met Kovsies in Oktober afgereken het.

Die Power Play Plus-reël sal vir vuurwerke sorg, want alle kolwers sal die langsteel wil inlê om maksimumpunte in te samel.

Dié reël gee die kolfspan dubbelpunte in die beurt van hul keuse en hulle kan ook die bouler kies van wie hulle lopies wil moker.

Die reël bepaal ook dat as ’n span ’n paaltjie verloor, hy ook vyf lopies afstaan.

Jana Arlow, bestuurder van Varsity-krieket, is baie opgewonde oor die 2018-seisoen en hoe die toernooi krieket in Suid-Afrika in geheel gaan baat.

“Verlede jaar het ons ’n rekordgetal toeskouers gehad en ek sien daarna uit om te sien of ons op dié getal kan verbeter.

“Die voordeel wat die nasionale krieketontwikkelingsprogram uit die toernooi kry, is sigbaar. Agt van die voorste universiteite in die land pak mekaar in ’n beroepsomgewing,” het sy gesê.

Twee spelers van Tuks het van Varsitykrieket gevorder totdat hulle vandag die Proteas verteenwoordig.

“Aiden Markram het in 2015 Varsity-krie-

ket gespeel. En die man wat deesdae op almal se lippe is, Lungi Ngidi, het in 2015 en 2016 gespeel.

“Albei is steunpilare in die Protea-span en Ngidi het met sy skitterende boulwerk die reeks teen Indië vir die Proteas beklink,” het sy gesê.

Diegene wat nie die wedstryde in Potchefstroom kan bywoon nie, kan tuis daarna kyk op Woensdag 31 Januarie, Vrydag 2 Februarie en Saterdag 3 Februarie op SuperSport 210.

Al die halfeindstryde en die eindstryd word ook uitgesaai.

UWK se ander wedstryde is: 30 Januarie teen UJ; 31 Januarie teen Ikeys; 1 Februarie teen CUT die oggend en Maties die middag; 2 Februarie teen Madibaz die oggend en Tuks die middag; 3 Februarie word die twee halfeindstryde en die eindstryd beslis.
