esidents in the close vicinity of Goodwood Prison have in recent weeks noticed the return of vagrants to the grounds next to the prison bordering on Montague Road. Several vagrants living on the land were removed by the Anti-Land Invasion Unit in April. In May, TygerBurger reported on the start of a fence being erected by the Department of Correctional Services (DCS) – “Good fences make good neighbours,” 24/5. Work on the fence came to a standstill during the winter months, however.

At a public meeting of the Monte Vista Neighbourhood Watch last month, chairperson Vic Barra read out feedback on the situation regarding the grounds and the fence from Jerome Samuels of the DCS (who was supposed to attend the meeting but cancelled due to other obligations). In his feedback, Samuels described the situation as complex and mentioned that the DCS was still awaiting a response from the Department of Public Works (DPW) under whose jurisdiction the land falls. It was said that in the meantime there were more important issues on the inside of the prison for DCS to deal with and therefore

the fence was on the back burner. A deadline as to when the fence would be completed could not be given. Riana de Wet, secretary of the Monte Vista Ratepayers’ Association (MVRA), said that they (MVRA) had held various meetings with the DCS, the DPW, the City and other parties involved. “There was an agreement between the DPW and the prison and then something happened with handing it (the land) over to the prison – nobody knows the correct story,” said De Wet. De Wet explained that the only authority that can remove the squatters legally is the land owners – the DPW.

She also reminded people that the land in question is not part of ward 1 under which Monte Vista falls, but part of ward 5 (Edgemead/ Bothasig). In reaction to some of the residents’ concerns on social media regarding the squatters, De Wet said the DCS is in the process of erecting an 8km long fence – a process that is “not an easy task with limited funding”. “Once the fence is up, the land is enclosed, signboards are erected stating no trespassing is allowed, and the title deeds are transferred from PWD to DCS, action can be taken by the police and DCS.” V To page 4.
