ow I can sleep at ease knowing that I will not drown in my own house when heavy rains come,” – the sentiment of Gabriel Court resident Sophie Kraal after the City of Cape Town allocated funds to the repairs of city-owned housing in Scottsdene.
Repairs were done at 288 homes in Gabriel and Geneva courts after the City allocated funds to each of its 24 subcouncils with the intention to implement identified projects in the 2019/’20 financial year. In Gabriel Court, it was prioritised that the leaks on the roof and parapet walls should be fixed before the winter rains began. Mayco member for urban management, Grant Twigg, says it was
also stated from the onset that attention is given to the upgrading of the courtyard and shared spaces between the various residential blocks in the two courts. Fixing the leaks on the roofs and at the top of the parapet walls are said to cost R920 000 and were completed at the end of June.“Upgrading the courtyard and central spaces including paving, installing kerbs and gulleys to deal with
stormwater run-off and the pooling of water during the winter rains cost R520 000 and includes the replacement and reinstatement of the gutter downpipes,” Twigg says. Kraal says although it has taken long enough to fix the problems, she is grateful. “Winters will never be the same again. I was tired of having to put buckets everywhere in the house when it rains.” Another resident, Poppie Meyer,
says she was getting tired of the problems they experienced. “Everyone here was feeling stressed. We really struggled during the rains.” Twigg says it is through this approach that subcouncils are beginning to take on the responsibility to facilitate and to manage the upgrading of communities with the support of the Mayoral Urban Regeneration Programme. .

City officials were kept busy during this past weekend’s heavy weather. Trees were uprooted in various areas on Saturday due to gale force winds which in turn led to the damage of structures and vehicles. On the roads, the City’s traffic officers arrested six suspects, impounded 11 vehicles and issued 23 267 fines for various transgressions. Metro police officers arrested 11 suspects in the past week for various offences including theft of copper cables, domestic violence and driving while under the influence of alcohol. Officers also assisted the police in apprehending two suspects who were found in possession of remote jamming devices.

Lyanne Mapani, product manager of Aviro Health, says there have been lessons on how the platform can better accommodate users who are requesting deliveries on behalf of patients. “Together with the department, we are looking at ways to improve the chatbot so that it can be responsive and better serve users who are accessing it to make requests for their loved ones and fellow community members. We are looking forward to launching additional features in the future such as, offering the service in multiple languages and supporting users in booking appointments.” Between April and May, the department ensured that around 159 000 pre-packed chronic medication parcels were delivered to stable patients’ homes residing in the province since the Covid-19 lockdown was implemented. To ensure the safety of vulnerable patients, the department has provided all stable and high-risk patients with a two-month supply of chronic medication. Once their medication has been depleted, the community health workers will deliver medication to their homes. Data shows people with comorbidities such as diabetes, hypertension, TB, HIV/ Aids, cancer, chronic lung disease and heart disease are at higher risk of becoming severely ill with Covid-19. “All high-risk people with chronic illnesses, accessing services at provincial healthcare facilities in the Cape Metro, are invited to join the Chatbot to confirm their medication delivery,” says Johnstone. Should a patient not have access to WhatsApp, a family member can access the platform on their behalf, says Johnstone. RACINE EDWARDES In an interview with People’s Post earlier this year (“Protection of nature ‘essential’,” 14 April) Mayco member for spatial planning and environment, Marian Nieuwoudt, declared there wasn’t expected to be a major decrease in the appearance of litter on beaches. “There are multiple sources of pollution which emanate from a range of different sources from a wide-ranging geographic area. As pollution does remain in the environment for long periods of time, there is expected to be no decrease,” she said. And those words rang true, as a study of beach litter by teams from the University of Cape Town, The Beach Co-op, The City of Cape Town’s Environmental Management Department and the National Government’s Working for Coast Programme revealed. Earlier this month, the City released a statement about the study which was conducted along 250m Milnerton beach in Table Bay, which could be compared to the data from the same location from 1994/’95, 2012 and 2019. About 400m of Muizenberg beach and 400m Sunrise beach were also studied. According to the statement, the national lockdown offered the necessary absence of beachgoers to allow for the study to go ahead. Researchers, Peter Ryan, Eleanor Weideman, Vonica Perold and Coleen Moloney additionally concluded that the absence of beach cleaning was also necessary. “Using beach litter data to monitor changes in plastics at sea is made more difficult when beach cleaning occurs, because it confounds the data by introducing biases,” reads the study. In order to conduct the study, the
teams first had to clean the stretches of beach they would be observing. They then began their survey of the beaches from 22 April to 1 May, during lockdown level five, and throughout lockdown level four. The statement reported that during the 10 days of observation during level five, 13 665 litter items with a total weight of 78,7kg was collected from the three beaches. Additionally, the proportion of local litter (litter from South Africa) was greater at Milnerton (99%) than at the two False Bay beaches (91% to 94%), where most foreign items came from Asia (mainly Indonesia), carried by the Agulhas current. An important finding at Muizenberg beach was the abundance of glass. “Interestingly, there was no marked decrease in glass at Muizenberg over the 10-day study period, despite no-one being on the beach,” read the study, which adds that the appearance of glass was from old items which were uncovered daily by the movement of the waves. Muizenberg and Sunrise beaches also had the highest number of food packaging and wrappers at the beach, at 30% and 49% respectively. An important finding was made regarding the type of litter found at Muizenberg. Up to 99% of beach litter was plastic – including foamed plastics and cigarette butts – 33% more than the amount of plastic found in Muizenberg streets. But as restrictions ease, the researchers noted a considerable change in the amount of litter present on beaches. “Our daily monitoring of street litter in Muizenberg shows that the amount of litter doubled as we moved from level 5 to level 4 lockdown.”

It can create a lot of jobs.” He says there are opportunities for people to get into hydroponics. “Once you have done your research, it will be easier to navigate towards the right direction to receive the support you need.” Booysen says with the constant improvement of technology, it becomes more exposable to people.

e had very little knowledge about farming when he started farming a few years ago, now Byron Booysen from Kraaifontein has become an expert at hydroponics to grow his tomatoes. Hydroponics is the growing of plants in nutrient solutions without soil. It allows for the cultivation of plants in areas where they would not particularly grow. “The only knowledge I had was growing food for household consumption and not to sell,” says Booysen. “I have always wanted to empower myself, and at university I realised how important the food industry is to the country. After completing my degree in sports science, I applied for one of the funding opportunities from agriculture.” The support he received from his family helped him persevere. He says this project was perfect for him because he did not have enough land to start his farm. The principle of hydroponics is to manipulate the environment to produce food without soil, but you need to have good quality water. Booysen says this does not affect the quality of his tomatoes and has been told that his tomatoes are some of the best around. “What happens is that the fertil-

Maths wizard from Eerste River to the rescue! A
maths wizard to the rescue! There isn’t a more apt time to provide free online help to parents and learners when it comes to primary school mathematics than during the current challenge posed by the Covid-19 lockdown. University of the Western Cape (UWC) education graduate Lizette Booys received her honours degree at the most recent virtual graduation ceremony in April. The bubbly and resourceful educator is already making a mean-
ingful impact at a much bigger scale. Although just two months old, her blog and YouTube channel, Wiskunde Juffie (Young Maths Teacher), already boasts 983 subscribers, with 10 100 subscribers on her Facebook page. The audience includes parents and learners from all parts of the country. “I always wanted to start a YouTube channel. I love that I can contribute to parents who aren’t able to help their children,” says Booys. The Eerste River resident graduated in 2013 and started teaching at various primary schools. Fate of pre-schools in the balance NETTALIE VILJOEN

orking parents and crèche owners were undoubtedly holding their breath on Thursday 25 June, hoping the minister of basic education, Angie Motshekga, would shed some light on the fate of early childhood development centres (ECDs). But with no mention made of ECDs during her briefing to the National Council of Provinces (NCOP), the doors of preschools remain firmly shut. The Centre for Early Childhood Development (CECD) has come out in support of ECD centres, saying centres are under tremendous financial strain after months of receiving minimal fees from parents. “ECD centres are desperate to reopen, to bring in some funds, but also to care for children who are in vulnerable positions with parents returning to work,” a statement released by CECD last week read. The last time Motshekga directly addressed the issue was on Tuesday 19 May when she said regulations for level three were being finalised and that she believed there would be a solution to this matter very soon. “We understand that ECD centres also provide the necessary caring and feeding services for children from families. Due and careful consideration will be made to ensure
that we maintain the delicate balance between allowing ECDs to operate, alongside the safety and health of the children and their caregivers. We are working together with the department of social development on this matter as it straddles both departments at the moment,” she said. According to the General Household Survey by Statistics South Africa, over two million children receive some form of ECD services. Of this number, 800 654 children are currently accessing registered ECD programmes by the Department of Social Development. While a statement issued by the department on Thursday 4 June acknowledged the seriousness of the matter, it reiterated that ECD centres would remain closed under level three regulations. “As more parents/caregivers return to work, one of their major concerns is around child care arrangements and the reopening of early childhood development (ECD) centres,” the statement read. The department did, however, announce that it had set up eight workstreams that would conduct a sector-wide risk assessment, state of readiness and make recommendations on health and hygiene measures and protocols to contain Covid-19 outbreak. “These measures may include
limiting the number of children a centre can take care of, ensuring proper cleaning and disinfecting of the centre, routine screenings and rearranging spaces to encourage social distancing.” The department has since stated that ECD centres will need to comply with extensive health regulations before they would be considered ready to re-open (once the re-opening date is announced by the minister of social development, Lindiwe Zulu). The list of the personal protective equipment (PPE) that each ECD centre is required to have, include: . two adult cloth masks for every adult at the centre. . An additional face mask/visor if a child becomes ill at the site (one additional for every 10 children). . A temperature gun or thermometer. . An empty (1F) spray gun for cleaning and sanitising. . Water-soluble sanitiser tablets. . Duct tape or similar for physical distancing marking. . Rubber gloves for cleaning and managing waste. . 30 cleaning cloths. . 5F bleach. . Tippy taps if extra water points are needed.
Durbanville Hills boasts world’s best bubbly The Durbanville Hills Blanc de Blancs MCC 2015 was crowned as the world’s best bottle-fermented sparkling wine at the 2020 World Sparkling Wine Awards announced in London. To assist preschools to obtain the prescribed PPE in order to re-open, CECD has launched the #PPEforECD campaign. CECD is currently working with approximately 600 ECD centres. Lelanie Carrick, wat deel is van die inisiatief, vertel sy en haar verloofde, Grant Olivier, het met sy kollegas saamgespan om die projek op die been te bring. Olivier en die span het voor die grendeltydperk vir ’n onderneming gewerk wat klank en beligting vir konserte behartig. he City of Cape Town has urged residents to be cautious of an apparent scam where an individual posing as a City electricity official asks for details about the customer’s prepaid electricity meter in an attempt to gain access to their home. According to a statement, the alleged scam artist visited at least one resident, that the City is aware of, at their Bellville home and asked for the prepaid electricity meter number in an attempt to gain access to the house. “Earlier this year, the City became aware of similar apparent scams in the Helderberg and Parow areas. These scammers tend to operate where there are many elderly residents. Once the City alerts members of the public, they tend to move to another area. The scammers tend to work in pairs and encourage a resident to open the front door so that electricity infrastructure, including the meter, can be checked. While one scammer talks to the resident, the other steals small, personal items including purses and cellphones,” read the statement. According to section 12 of the electricity supply by-law, City employees and contractors have the right to reasonable admittance to a property, however, the City does not have members of staff going door-todoor to check on infrastructure without an appointment. The City does check on electricity meters every so often, but must make an appointment with the resident. Revenue protection staff may visit residents without an appointment in cases of suspected meter tampering, but will have a letter with them confirming the purpose of the visit. The City’s Mayco member for energy and climate change, Phindile Maxiti, said all municipal workers and contractors must carry a work-order number specific to that dwelling and a City-issued identification card. “Residents should ask to check the official identification card before allowing anyone onto their property. “The identification card must display the City logo, the name and surname of the staff member or mandated contractor, and must contain an embedded photo of the staff member or mandated contractor. “Residents are not to allow anyone onto their premises until they have verified these details. Our residents should always be vigilant in these cases.” Any suspicious behaviour must be reported to the City’s law enforcement agencies or to the police. The public can verify whether visitors to their home are in fact employed by the City by: . Phoning the call centre on 0860 103 089 to confirm whether work is being carried out in their area; and . informing the official that they will allow them entry only once the call centre has verified their identity.

In April, the organisation set aside R1 million from savings on operational expenses and voluntary staff salary cuts to launch a programme that would identify and reach golf industry workers who have been severely affected by the temporary closure of golf facilities during the government lockdown. The GolfRSA men’s and women’s national squads were launched in 2016 through funding from businessman Johann Rupert and provide a valuable platform for talented golfers to further develop their skills and showcase themselves through competition, locally and on the world stage, with contributions totalling R15 million. Members who have achieved significant international success include Snyders’ Junior North and South Championship, while Simpson was part of the team who won the Toyota Junior Golf World Cup last year with a record-setting tournament total of 41 under par. Simpson also secured the individual title with a four-shot victory on 18-under 266. Meanwhile, GolfRSA has announced its national squad for 2020 with a clear emphasis on youth. “Towards the end of last year and following the Sunshine Tour’s qualifying school in March, we saw a number of our senior squad members graduate to the professional ranks and we wish them all the best in their careers,” said Hepburn. “This has opened up spaces within the squad and,
following what is a natural ebb and flow, this year’s Class of 2020 is a very young, but very exciting one. We are extremely fortunate that, because of the groundwork put in by the clubs, unions, coaches and academies, we continue to see so many highly talented young golfers come through the system.” Under normal circumstances, national squad members benefit from funding, advice, training camps, dietary, fitness and psychological support and, ultimately, playing opportunities at home and abroad. “Unfortunately the international pandemic has adversely affected the playing opportuni-

ties for this year’s squad, including the cancellation of the UK tour, but we felt it was important to acknowledge the recent performances of the players who have qualified for the squad, particularly the nine new members,” said Hepburn. “However, we will continue to work with the players to ensure they remain sharp, both physically and mentally, during the lockdown period. The squad members will take part in numerous online conference calls and, together with their support teams, we will set individual conditioning programmes for the players.”
