Dié restaurant, met 600 sitplekke binne en buite, is in 2009 geopen en verskaf werk aan 43 mense. “Ná 120 dae sonder inkomste is ons nou op ons laaste bene; ek weet nie of die onderneming nog ’n maand sal staande bly nie,” het die bekommerde eienaar, William Wilson, verlede week aan TygerBurger gesê. Wilson besit ook twee ander kroeë in
Brackenfell en Parow. Werknemers en gaste het verlede Woensdag 22 Julie buite die restaurant aan ’n vreedsame protesaksie deelgeneem wat landswyd onder die vaandel “Million seats on the streets” plaasgevind het. Betogers het tussen 12:00 en 14:00 langs die Bottelarypad saamgedrom. Hul plakkate het dit uitbasuin: “Restaurants create jobs!” en “Jobs save lives!” Sedert dié restaurant aan die begin van Julie kon oopmaak vir aansit-etes, het dit nog net tussen 5% en 7% van sy normale omset behaal. “Ons is gelukkig as ons sewe tafels per dag kry,” sê Williams. Daarom het lede van die WP Veteraantrekkerklub in Kaapstad hulle ontferm oor die honde by Imagine Animal Dreams se hondeskuiling in Joostenbergvlakte. Klublede het 310 kg hondekos ingesamel vir die sowat 70 honde wat tans daar gehuisves word. “As diereliefhebbers lê die saak ons na aan die hart. Die idee het gespruit uit die droogtehulpskenkings wat die klub in die Kerstyd aan boere in Loeriesfontein gemaak het,” sê Han-
nes Rheeder, voorsitter van die klub. Tracy Richardson, woordvoerder van die dierewelsynorganisasie, sê hulle gebruik tans sowat 40 kg hondekos per dag. “Sedert die begin van die grendeltyd het ons ’n groot toename beleef in mense wat hul troeteldiere weggee. “Mense daag gereeld by ons hekke op met honde waarna hulle weens ’n geldtekort nie meer kan omsien nie,” sê sy. ity authorities continue to closely monitor demolition work at Lafarge cement silos in Kraaifontein Industria, after extensive dust pollution was reported over recent weeks. Health inspectors were called out and operations subsequently shut down temporarily. Exposure to cement dust irritates the eyes, nose, throat and upper respiratory system and skin, according to The South African Builder; and the mineral silica dust found in concrete is listed as a cancer-causing agent by the Cancer Association of South Africa. Thick clouds of fine cement dust were first noted in the air over Kraaifontein in the first week of July. Strong north westerly winds carried the plumes over the industrial area and into nearby residential areas. “Old cement was being emptied from the bottom of the silos, without any means of dust control. We were informed that the company is emptying the silos to break them down as the land was sold,” says a business owner in the area, who does not want his name mentioned. “The wind drove big clouds of dust into the atmosphere above the area. The City’s air quality management unit was alerted and inspected the site on Monday 6 July. Zahid Badroodien, Mayco member for community services and health, says excessive cement dust was observed being emitted into the atmosphere. A notice of intention was drafted and issued on Lafarge on 10 July 2020. Work was temporarily suspended, according to Badroodien. “The pre-notice advised Lafarge of their contravention of the City’s air quality management bylaw of 2016, and of the intention to issue a notice that would direct Lafarge to immediately cease all demolition activities to abate the air pollution nuisance and take all necessary steps to prevent the recurrence thereof,” says Badroodien. In terms of the notice Lafarge were instructed to identify all the possible sources of dust pollution and to provide the City with a detailed dust management plan of measures to be taken to mitigate dust pollution. However, on 15 July, plumes of dust were again being emitted from the silos.

“Again, there were no systems in place to control the dust and we had to go to the Lafarge site again to ask the contractor to stop work,” says the business owner. Badroodien says City inspectors only found the subcontractor on site the following day, but noted that no work was taking place at that stage. “The contractor was informed that Lafarge had been served with a notice and that they cannot continue the operation of dismantling the silos until adequate abatement measures were in place.” On 17 July, the air quality management unit met with the Lafarge regional manager and the contractor. Activity resumed the same week and by Friday 24 July, the silos were emptied, according to neighbouring tenants. “Although contractors used canvas coverings and water sprays to mitigate dust emisions, it was not much better. We are just thankful that the cement has been emptied and are hoping that the rest of the clean-up operation and dismantling procedure goes off without more pollution,” said the business owner. Despite several attempts by TygerBurger over the last two weeks to obtain comments from Lafarge at their Cape Town and Gauteng offices, none had been received by time of going to print.

Violent protests condemned K
raaifontein has played host to a series of violent protests over the past week. Several roads across the City were closed off by the protesters on Monday morning with the corner at Old Paarl Road and Maroela Street being the affected one in Kraaifontein from the night before, allowing no traffic into Wallacedene. These were apparently a call from pressure group Gatvol Capetonian, which had planned shutting down the city in an attempt to put the spotlight on the plight of backyard dwellers from several areas across the city. Provincial police spokesperson Brig Novela Potelwa on Monday morning said the situation in Kraaifontein was calm, but police continued to keep a close eye around Bloekombos and Wallacedene, which were most affected by the protests. One of those protests saw Tygerberg Raceway being vandalised by scores of angry protesters apparently from Bloekombos and Wallacedene on Sunday 27 July. This was apparently after the City’s law enforcement officers attempted to demolish structures erected on vacant land opposite the race track. Kraaifontein police spokesperson Capt Hein Hendricks confirmed the incident. “The public violence occurred after law enforcement officers attempted to demolish and remove illegal structures erected on the City’s vacant land and public open space opposite the Tygerberg Raceway in Old Paarl Road,” he said. He said officers from the public order policing unit and the City’s law enforcement responded to the protests soon afterwards. “The protesters ran into the Tygerberg Raceway and allegedly vandalised it.” The protest saw 20 people, 15 men and 5 women, aged between 17 and 52 arrested for public violence. He says six people suffered injuries during the protest, one of them a nine-year-old. “Cases of public violence and malicious damage to property have been registered for investigation by Kraaifontein police. An attempted murder case has also been opened and registered for investigation by the Independent Police Investigative Directorate,” Hendricks says. A resident from Bloekombos, who asked
Public urged to report bogus practitioners The Health Professions Council of South Africa (HPCSA) expressed serious concerns over registered health practitioners who employ unregistered individuals to work in their practices. This comes after 45-year-old Dr Kishule Bataciramwira was arrested on Friday 17 July for practicing without having been registered with the council The HPCSA’s Cape Town-based inspectorate office, together with Kraaifontein police, were conducting an inspection at the Eikendal practice of Dr ECA Mensah when the arrest took place. “During the inspection, the team found Bataciramwira practising as a medical doctor and consulting with patients while not registered with the council. He was arrested and detained at the Kraaifontein police station until he appeared in court,” HPCSA spokesperson Priscilla Sekhonyana says. She says the public should report any suspicious illegal practices. “Registered practitioners should refrain from employing unregistered locums as this poses a risk and endangers the lives of the public,” Sekhonyana continues. Kraaifontein police spokesperson Capt Hein Hendricks confirmed the arrest of a 45-year-old man for practicing as a medical doctor while not registered as a medical practitioner. On Sunday, according to Smith, the protesters were so violent, they blindly fired live ammunition at law enforcement officials. “Everyone, including people from the community, were getting hit.” TygerBurger approached Tygerberg Raceway management for comment, but they refused. Prior to that, on Wednesday 22 July, 22 people were also arrested for public violence after a delivery truck’s windscreen was damaged and liquor stores looted. Eskom employees doing maintenance work in Wallacedene and Bloekombos abandoned their posts in fear of their safety. Botfontein Road between La Boheme Street and Maroela Circle was subsequently closed. Western Cape premier Alan Winde, while recognising that the constitution protects the rights of citizens to protest, condemned the violence. He took to Twitter and published a thread in which he said violent protests impact government’s ability to provide key services to the vulnerable. He also called on law enforcement officials as well as minister Bheki Cele to consider the seriousness of protests when they become this violent. “The reality is that these destructive acts of violence undermine the poorest in our province. It cannot be tolerated,” Winde said.

Stormwater drains finally cleaned THABANG KUAHO @thab_journo There was a sigh of relief for Eikendal resident Carlton Julies when City of Cape Town officials finally managed to ease the headache he has been experiencing for years. Following an article in last week’s TygerBurger, Julies says a team of City workers was sent to open the blocked drains that caused rain water to flood his and other residents’ properties. (“Heavy rains cause headaches”, TygerBurger, 22 July 2020). “I have to say thank you to the entire team that came out in the rain to see to it that we do not have flooding for the next rain that is coming,” Julies says. He further says that more drains nearby were cleaned. In addition, Julies was given bags filled with sand to place in front of his garage,
which was most vulnerable to the rains, in case more rain came. He says councillor Brenda Hansen saw to it that the problem gets fixed quicker. “I am a happy Eikendal resident. Although there is still a lot of work that needs to be done in Eikendal, I am confident it will happen. He says residents should approach their councillors on blocked stormwater drains before the winter season. Ward 111 councillor Brenda Hansen says residents should refrain from discarding of items that could block stormwater drains. “We often find things like wigs, chairs and all sorts of items that cause drains to be blocked,” she explains. Hansen says this often causes an inconvenience to residents during heavy rainfall. “We all have to work together to make sure that we are as comfortable in our comunities as possible. Some things are avoidable,” she concludes.

New testing booth for the vulnerable Bloekombos and Wallacedene residents are some of those who will benefit from the City of Cape Town’s new Covid-19 mobile testing booths. “The booths, which will be stationed at 17 identified clinics, offer extra protection to those being tested as well as those conducting the tests,” Mayco member for community services and health, Zahid Badroodien, says. Badroodien says the booths will aid efforts to increase the number of tests of vulnerable individuals who are at risk of several more illnesses. “It will also protect front-line healthcare workers. The City identified the challenges relating to constraints around personal protective equipment (PPE) availability, and in addition, wanted to increase the number of patients tested for Covid-19.” The City’s facilities have, since June, implemented the risk adjusted testing strategy being led by the provincial health department. “While all clients are still screened for Covid-19 when visiting clinics, testing is being reserved for vulnerable persons who are
at high risk of complications and may need hospitalisation, should they contract the virus,” he says. These include people older than 55 who have symptoms of the virus or pre-existing conditions such as diabetes and hypertension and are showing symptoms of the virus. “Health care workers presenting symptoms as well as people who live in a care or old age home showing symptoms fall under this group of people.” Badroodien says the mobile testing booth is an innovative cost-effective solution to increase the capacity to test in the heart of communities in need. “Our new testing booths will allow us to conduct tests with an added layer of safety for both the person conducting the test and the person being tested. “Importantly, it will allow us to save valuable PPE, as there is a worldwide shortage at present.” He says the testing booths are designed for a single operator who will not need to be wearing PPE whilst testing, although a surgical mask is still recommended.

Help NPO rebuild shelter THABANG KUAHO @thab_journo
L
ocal non-profit organisation Change for the Better Foundation, which takes care of vulnerable animals, seeks assistance in rebuilding the shelter. This, after major flooding damaged the dogs’ camps as well as one of the main catteries during heavy rains. The rains filled the river that flows through the farmland on which the shelter is situated, bursting its banks to flood the shelter. This was the first time this has happened in 35 years, says Annelie van Wyk, spokesperson of the shelter. Staff of the shelter had to immediately jump into action to evacuate all the animals in the affected areas and moved them to places of safety. “Some of them went into foster care and some are being kept safely at the Animal Welfare Society in Stellenbosch,” Van Wyk explains. This project, dubbed the One in a Million Project, seeks to get a million people to each donate at least R1 towards the rebuilding of the shelter. It kicked of on Saturday 18 July in conjunction with the annual Nelson Mandela Day and will run for 67 months. This is in addition to the ongoing Buy-aBrick campaign which seeks to get donors to financially help towards fully paying up the farm which was bought from the previous owner. “In 2018, we were faced with losing our farm because the owner was selling the property. We then launched this campaign and managed to raise enough funds to put down a deposit to secure the farm. “With the help of the campaign and support from the public and investors, we managed to procure the property. The campaign continues to help us repay the investors,” she says. Van Wyk says the support from neighbouring farms as well as the community has been humbling. “We have had people coming on board to assist us to redirect the river’s water as well as fostering the animals and giving any kind of donation.” Monetary donations can be made into the shelter’s Standard Bank account or via PayPal. A large-scale campaign, which was launched two weeks ago, is hoping to “fill in the missing pieces of these men’s lives who until now have not received any recognition for their sacrifice by name”. The Commonwealth War Graves Commission (CWGC) has identified more than 1 600 members of the South African labour units. Over the course of the war, thousands of black South Africans enlisted for non-combatant duties serving in various labour units including the Cape Coloured Labour Regiment, Cape Auxiliary Horse Transport, the Military Labour Bureau and the Military Labour Corps. The CWGC has released a set of names of specific people they need help in identifying. Liz Woodfield, CWGC director of information and communications, says more than a century after the war ended, not all the names of those lost from the ranks of the labour units have been recorded in remembrance. “We are looking at changing that, so that they can be honoured by name and their stories told.” The names and details of soldiers who have missing information are: . Wildlife park’s funds running out NETTALIE VILJOEN At the beginning of this year, things were looking up for the World of Birds Wildlife Sanctuary & Monkey Park in Hout Bay. After years of tottering on the brink of bankruptcy, the park had finally fought its way back. And then Covid-19 happened. Hendrik Louw, the manager and coowner of World of Birds, explains that the park faced closure a few years ago after feeling the impact of an avian flu outbreak in 2017 and the water crisis in 2018. “We owed the bank nearly R1 million. Luckily, Astral, a poultry and feed company, came in about two years ago and assisted us with animal feed as well as the sinking of a borehole.” With Astral covering roughly R100 000 of the park’s R170 000 monthly food bill, combined with having had a good season last year, the park was able to recover. “We were in a position where we were saying, ‘wow, this is the first time in many years where we feel secure for the next two years’,” says Louw. That all changed when the national lockdown began in March. With no entry-tickets being sold, the park was forced to use whatever funds it had accumulated in the bank to cover its expenses. Under normal circumstances, this would be R750 000 a month. Louw says changes, including substantial wage cuts, were made immediately to reduce costs to R500 000. Ajax memories fond for Isaacs W
inning three trophies in one season (2018/’19) with the u.18 team of the amateur soccer club, Hout Bay Community United, and seeing the smiles on the faces of the players and the greater community was the cherry on Dominic Isaacs’ coaching career. The current coach of Cape Umoya in the GladAfrica Championship (national first division), Isaacs started his professional career as a soccer player at Ajax Cape Town in Parow, where he also spent the majority of his professional playing career. He also had stints in the Premier Soccer League (PSL) at Kaizer Chiefs and Bloemfontein Celtic. “If I look back on my soccer career I have no regrets as I believe everything happens for a reason. I am thankful for my health, without it I would not have been able to achieve what I did for so long. Soccer has also allowed me to travel and to experience different cultures and ways of life and I was able to visit six of the seven conti-
nents,” he says. Isaacs started his soccer career at Parkhurst Ambassadors in Mitchell’s Plain. At the age of 17 he started playing for Ajax and turned professional. “I was at Ajax for (a total of) 10 years (2000 - 2008 and 2013 - 2015), Kaizer Chiefs for four (2008 - 2012), and a year at Bloemfontein Celtic (2012 - 2013). I finished my playing career at Ajax in 2015. After I hung up my boots I focused on coaching and that is how I landed in Hout Bay. In my playing days a lot of players influenced my career, but I prefer not to mention names, as there are too many,” he says. “I was privileged enough to represent my country as an u.17, u.20 and u.23 player. Other clubs, besides Parkhurst, that I played for in my youth career were Sea Point Swifts in Bonteheuwel and School of Excellence in Johannesburg,” Isaacs says. While at Ajax, he was part of that group of players that had to play second fiddle in the PSL and had to agonisingly surrender the trophy
on goal difference to Orlando Pirates in 2011. “It never feels good to get second place, especially after all the hard work and commitment you put in,” he says. Isaacs believes it is very important for former players to plough back into their communities, but with limited facilities available, he knows it can be challenging. “I learned many different things from each of the coaches at the different PSL clubs, some learnings I will always carry with me. To relax I listen to music, learn and research history and surround myself with people I can learn from. You know, we also had fun while playing. I can recall in 2002 at Ajax after every home win, we (David Kannemeyer, Muneeb Josephs, Shaun Oliver, Maya Jansen, Shaun Permall and I) would empty the dustbins and make it a gummy (drum) and sing Klopse songs for up to two hours in the cloak room until the kitmaster, Albert Hendricks, would shout at us to get done. Really special times,” he reminisces.
