When a shopkeeper of Kraaifontein was recently threatened with his life, he was dumbfounded to discover that there was not one law enforcement officer available in the entire area to assist him. What’s more is the fact that some areas in Kraaifontein are host to an array of by-law contraventions, especially over weekends, with little or no, law enforcement from the side of the City of Cape Town. During the month of March a to-
tal of 326 fines were issued by Cape Town Metro Police for moving violations, and only 17 arrests made in the ongoing drug war in Kraaifontein. During April, Cape Town Law Enforcement issued a total of only 98 fines, and according to Bergdal Subcouncil chairman Grant Twigg, this statistic is indicative of inadequate policing in the Bergdal Subcouncil area. Twigg was in fact contacted by the abovementioned shopkeeper a fortnight ago, when the incident occurred. “I called for assistance and it
seemed that all the law enforcement officers in our district had been called out to an operation in another area of the city. This is unacceptable. If these law enforcers are appointed to this subcouncil, this is where they must stay,” an irate Twigg said at the subcouncil meeting last week. He asked the critical question: “What are our residents to do in case of a security emergency if all our dedicated personnel are in other areas?” Twigg continued to describe the unlawful activities taking place in Scottsdene every Sunday of the

month. According to Twigg, hundreds of people gather in the streets to spin their car tyres, causing a nuisance, making a noise and drinking in public. “They urinate in the streets and almost every single by-law is contravened on these days. Where is law enforcement when this takes place?” he asked. On a recent Sunday, traffic services clamped down on a “wheel spinning and tyre burnout” event, where as many as 400 people gathered in the street. Several tyres were burst during tyre burnouts and several people were fined for
transgressing traffic regulations. According to Twigg, the northern district is allocated 11 law enforcers, who should be available to the northern district at all times. At the meeting it was also revealed that four extra law enforcers will be appointed in the district in the coming months. “We have been requesting more manpower for years now and obviously welcome this decision providing that these officers work in the district,” he said. At the time of going to press TygerBurger had not received comment from the City of Cape Town.
