I

n a recent recommendation to council, the City of Cape Town’s Mayoral Committee recommended that the informal trading plan for the Kuils River central business district be approved.

Approval of the trading plan would result in the creation of dedicated spaces in which traders can sell their goods, contributing to

the economic growth in the area.

The trading plan proposes 258 demarcated trading bays that would be located at 10 sites in ward 11, which consists of Kuils River and surrounding areas. The City confirmed in a statement that the biggest site, with 179 bays, would be at the Shoprite area on the corner of Carinus and Nooiensfontein roads in Kuils River. The main road in Kuils River, Van Riebeeck Road, would have 15 bays, while Amandel and Church streets would

get 20 trading bays. A request from subcouncil 21 to the City’s Area-based Service Delivery Directorate is said to be the catalyst for the proposed trading plan. As required by the Informal Trading By-law, a public participation process was followed, which included a notice in the media where interested parties and individuals had the opportunity to comment on the draft informal trading plan. According to the City statement, various City departments as well as other role

players participated in an inclusive consultation process, which included an open day event in ward 11 in May last year.

According to the City’s Mayoral Committee Member for Area East, Ando Ntsodo, organising spaces from which traders can do business speaks directly to the City’s Organisational Development and Transformation Plan by creating opportunities for economic inclusion.

According to my mother, our family pudding was handed down through the generations – of French Hu­ guenots. The various family branches on my mother’s side include Marais, Bruwer and Le Roux, with the Mar­ ais family arriving in 1688 on the first immigrant ship.

This family originated from the Ile de France region, and one of the oldest and most historic districts inside the city is still called Le Marais.

Some years ago we were eating at a French restau­ rant when I got a whiff of this pudding’s distinctive smell. Following my nose I managed to find almost the exact same pudding, but made with pears, so there does seem to be a French connection. This is an ad­ dictive midnight snack!

I am now 16 years old and al­ most as tall as my dad, but I remember when I was somewhat shorter, I spent many winter days in the kitchen where he taught me to make his favourite, mouth­wateringly delicious soup, called mulligatawny.

Dad has always allowed me to help him make this soup and has carefully told me all about the changes he has made to the original recipe through the years to im­ prove it and give it that unique and special taste. I love spending time with my dad making this soup as we not only talk about the soup, but also about all kinds of other interesting things. The soup is an absolute hit among our family and friends and at least once a year we make a BIG pot.

My brother­in­law (in the early 1950s, when l was a teen) came via Pietermaritzburg a few times a year on a fishing trip, with a truck full of fisher­ men. He would always ask for the macaroni dish, hence it was called Bob’s macaroni.

Before l went to bed l would assemble the dish and put it in the oven. At 02:00 Bob’s truck would pull up into our driveway, full of starving fish­ ermen! Because there were at least five to six men, it had to be a big dish. My recipe could feed six to eight. The smell in the house when we woke up will be forever in my mind.

My husband motivated me to enter the competition with my mom’s waterblom­ metjie recipe. We grew up on a farm in Philippi on the Cape Flats, where we had a vlei in the winter and the water­ blommetjies grew in abun­ dance. It was my job to pick them, and with my ‘groen mamba’ canoe it was an easy task. My German shep­ herd, Fury, loved swimming next to the canoe, and would even take a bite of the blom­ metjies. My mom would then show me how to clean them, and even while I didn’t have an idea what mosquito eggs looked like, I cleaned them to the best of my ability. She would then cook enough for the family to feast on and al­ so for leftovers! Whenever I make the bredie, the memo­ ries come flooding back.

My favourite family recipe was originally handed down to my mother by my paternal grandmother, the only grand­ parent I was fortunate enough to meet. As far back as I can remember, my mum made potato pudding for family functions. As Cape Ma­ lays, we never refer to it as po­ tato pudding. We know it best as “attappel pôrring”. It is a dessert best served warm, with a touch of apricot jam or stewed fruit. Family func­ tions, especially 21st birth­ days, or the seventh, 40th and 100th days after the death of a loved one, are usu­ ally marked with Qur’anic rec­ itations and food. And my mum would be the one mak­ ing the “attappel pôrring”. I started making the pudding myself, and there is nothing I enjoy more on a chilly day.

Teamwork, technology on top Teamwork and modern technology helped in the arrest last Wednesday of five suspects believed to be linked to housebreaking incidents in Kuils River, Brackenfell and Durbanville.

While the officer was in pursuit, she was in radio contact with Kuils River police, who indicated that they were busy setting up a roadblock to try and stop the vehicle.

“The suspect car was eventually forced to stop by police in Van Riebeeck Road. The vehicle and its five occupants were positively identified to be linked with alleged housebreakings in recent weeks,” says Hulme.

Informal trading creates an environment where those who are unemployed can earn an income,” says Ntsodo.

Upon TygerBurger speaking to informal traders in Kuils River it was determined that quite a few were not aware of the proposed plan. Jacobus Francois Smit, who has been trading in the Shoprite parking lot since 1999, said that he had not been informed of the plan as of yet. The same sentiments were expressed by Ali Mohammed who has been a trader in the parking lot

since 2001. Babacar Thihm, who has been trading in the vicinity since 2013, says he is not opposed to the proposed informal trading plan.

“If the City were to come here and make the market a nice space in which to trade, that would be nice,” Thihm said.

Once the plan has been approved the trading bays will be managed in terms of the City’s informal trading permitting system.

As the trading sites are demarcated on the road reserves and public open spaces, there are said to be no heritage concerns.

“Not only will the establishment of informal trading bays help to alleviate poverty in the area, it will also foster a sense of community cohesion and pride,” says Ntsodo.

Many local informal traders trading in the Shoprite parking lot in Kuils River say that they are not aware of the City’s proposed informal trading plan.

Kuils River counts anti-crime successes Through disruptive operations executed over the past weekend, which included patrolling by mounted unit on horseback through Kuils River, a total of 158 suspects were arrested, with 72 of the suspects being arrested for the possession of drugs.

On Friday 15 September at about 19:30 Kuils River police arrested a 37-year-old man from Kalkfontein for dealing in drugs.

The suspect was arrested during the execution of a search warrant.

In a separate incident a 47-year-old woman was arrested on Saturday 16 September at about 19:20 for being in possession of an unlicensed firearm.

The police responded to an attempted suicide report at Berrol Street, where a woman was threatening to shoot herself.

The police recovered a black CZ 765 firearm with six bullets from the woman.

For the CNA challenge each of the eliminated contestants re-entered the competition as ‘assistant designers’. In this challenge the contestants were tasked with creating a high-end fashion ensemble using nothing but CNA stationery supplies Denver worked with Stellenbosch’s Cyla Gonsolves on her design and she happened to win, which allowed Denver to stay in the competition.

The contestants wowed the judges with their unconventional and dramatic designs, but the one that stood out most was that of Cyla. Cyla’s use of materials was playful yet fashion-forward and encompassed the brief whilst remaining true to her individual style. The bodice of Cyla’s design made use

of a beautiful paper rolling technique called quilling and the skirt harnessed multiple strips of coloured paper, giving way to the title ‘Colourful and Creative’.

Denver is a 30-year-old self-taught designer who started sketching at the age of 15 and commenced to sewing when he was 19 years old. He says he is inspired by a range of things including pop culture.

“The CNA challenge was a learning experience with regard to working with paper for the very first time, but it was fun. I most definitely made use of the CNA bar as a source of inspiration. The bar helped shape the concept from start to finish,” he says.

He auditioned at the Cape Town roadshow on the closing day of the Cape Town auditions. According to him it was a last-minute

“What is outstanding about David’s designs is his ability to create high-end couture garments, but stay true to his South African heritage. The fabric I prefer to work with is mostly denim and I excel in it,” Denver says.

His journey in the competition thus far has taught him so much in the short amount of time given for each challenge.

“You learn time management, discipline, and understanding the client and the market. I would say I have a rebellious interpretation when it comes to my personal style.

The person I would love to design for one day is Lady Gaga. She is a fashion rebel like me.

We don’t like “normal” clothes,” he chuckles.

Boomslang­operasie verg ‘fyn voetwerk’ ESMÉ ERASMUS

aar is meer as net sekere hoenders wat ’n eier nie gelê kan kry nie. ’n Veearts van Kenridge moes onlangs opereer op ’n slang wat dié takie nie kon verrig nie.

Dr. Stephen Smith het op 31 Augustus op ’n vroulike boomslang van Bjorn Unger, eienaar van Reptile Garden by Stodels, geopereer om dié se eiers te verwyder.

“Van die eiers het agtergebly; die eienaar kon die knoppies in die buik van die slang sien,” vertel Smith.

“Ons het eers die boomslang se kop en nek in ’n deurskynende plastiekbuis gesit en haar lyf vasgehou, en toe narkosegas in die ander kant van die buis laat invloei totdat sy geslaap het. Toe het ons ’n buisie in haar lugpyp gesit, en haar opgekoppel aan die narkose-masjien. Ons moes twee lang snitte tussen die skubbe op haar sy maak om al die eiers uit te kry – daar was dertien!

“Die weefsel is baie dun en delikaat – dit is moeilike chirurgie. Ek het die eierstokke uitgehaal sodat sy nie weer so sal sukkel nie.

Ons het oplosbare steke gebruik om haar toe te werk, sodat ons nie die steke hoef uit te haal nie,” sê hy.

Die verpleegsters, Debbie Conradie en Adre Pieterse, moes die narkose fyn dophou.

sity, and that being a new mother and adjusting to being a university student was quite a taxing experience. “It was a very intense time in my life,” she says.

Tara, who passed Grade 12 with three distinctions, says: “I did well at school, but as I quickly learnt, this didn’t always translate into success at university.”

After giving up her studies at UCT, she decided to move to Johannesburg in pursuit of better opportunities. “I went to Johannesburg in 2013 because I wanted to make it big,” she explains. It would be here that she would meet her husband, Adam Knight, who she married that same year.

The couple then set off, travelling around the country in pursuit of a place to settle.

When asked about the reasons for their constant travelling, Tara says: “We kept on thinking that it is going to be better ‘over there’.” The couple’s dream is to someday

create art because I love creating art,” says local artist Tara JacobsKnight (24).

Tara grew up in and currently resides in Belhar and says that art has been an integral part of her life for as long as she can remember. “I paint, make ceramic sculptures, dolls and bags and do paintings on clothing,” she explains.

This young mother of four attended Belhar High School and went on to study Fine Art at the University of Cape Town (UCT) in 2011. “Unfortunately I never finished my studies as I couldn’t afford the expensive art materials, plus I had my first daughter in matric,” she explains.

live out in the countryside where they will be able to grow their own produce, raise chickens and be self-sustaining.

Tara’s husband is a qualified architect who focuses on “bioarchitecture”.

“He wants to build houses that look after themselves in terms of sustainability,” she explains.

With regard to her art, Tara says she has been dabbling in all forms of artwork.

“I am aware that I will need to focus my attention on one art form.”

At university her main focus was painting, but now she has broadened her focus, which includes the writing of a book.

“Writing the book has been an incredible process of healing,” she says.

Tara adds that portraits are her favourite, because she gets to capture the beauty of her subject. Her art now serves as a means of generating some form of income for her and

As we welcomed spring at the beginning b of the month and the temperatu ure reached a summer high, the Citty of Cape Town – in the midst of the worrst water crisis to hit the Cape in over a century – implemented the next level of water w restrictions.

Level 5 water restrictions are e aimed at driving water consumption down wn to 500 million litres per day through the stricter regulation of businesses, further reduction of water pressure, capping of excessive water use at residences and, of course, heavier fines for those not keeping to the rules. Radio reports, however, revealed that City officials plan to keep its swimming pools open during peak times this season, but for reduced hours, from 1 to 8 October, 1 December to 31 January and 29 March to 9 April, including the Easter weekend. All while residents of Cape Town have not been allowed to top up their own pools since level 4 restrictions came into effect in May, and – with Should the another predicted dry summer ahead City not set – will most likely be allowed to do the example not so any time soon.

Just another day of disaster So, here comes Heritage Day. Another meaningless public holiday for some to sit around a braai and discuss the dire straits in which we find our country. About as useful as Youth Day before, when 56% of the youth have no jobs, the economy is in junk status and there is therefore not much likelihood of them getting jobs soon.

Or what about National Women’s Day? Violence against women and children continues unabated. Just read the papers or go online.

Not even a deputy education minister has escaped being involved. Freedom Day – an oxymoron of note! Millions of people trapped in poverty, spiralling debt and hopelessness due to the blatant theft and corruption associated with our present government and certain private/public institutions. These public holidays may have been meaningful in the past, but are now hollow and should be done away with, as they are an insult to the ordinary person in the street, and show how much our constitution is being disrespected.

Sjoe, wat het dan verkeerd gegaan?

Rommel is wat ek sien.

Langs die spoorlyn, skuins onder ’n brug in een van Kaapstad se gevestigde nywerheidsgebiede, lê die oorskiet van huishoudings, kantore en fabrieke – dag na dag die wêreld vol gesaai.

Die brandsiekhonde en hul base grawe douvoordag deur die gestorte rommel op soek

na ietsie plastiek, papier en metaal (die goud van die skrootwêreld), terwyl die Kaapse wind sy deel doen om die ligter gemors voor die aankomende treine in te waai.

In omtrent elke denkbare sakegebied is ’n stadsverbeteringsdistrik gestig – deur die eiendomseienaars in ’n bepaalde gebied, onder streng beheer en die wakende oog van die plaaslike owerheid, om mense aan te stel om die werk te doen waarvoor die plaaslike owerheid oorspronklik daargestel is!

Dis skoonmaak- en opruimingswerk waarvoor sake-eienaars, wat reeds die ekonomie aan die gang hou en werk moet skep, ekstra voor moet betaal. Dit laat my onwillekeurig aan die vraag uit ’n bekende versekeraar se advertensieveldtog dink: “Wat kan verkeerd gaan?”

Miskien moet sy ’n draai by my maak. Dan sal ek haar gaan wys wat ek bedoel.

Hy is regtig ’n ongelooflike entjie mens. Ek en vroulief was ongelooflik beïndruk met sy diens en hulp.

Ons het nog vir hom gesê hy herinner ons sterk aan iemand nes hy, wat net so behulpsaam is. Dankie aan Denver vir sy goeie diens en vriendelikheid. Ons wens hom alles wat goed is vir die toekoms toe.

Tricycle triumph for Matthew STEHAN SCHOEMAN

T

he current number-one ranked Western Province and South African under 20 junior para-cyclist, Matthew Brooks (18), is a medal-winning machine and will soon leave the junior ranks and compete with the “big boys” on the senior para-cycling scene.

Matthew, who is in his final year at the Paarl School in Brackenfell, will compete in his final junior championships next April.

Matthew was born 10 weeks prematurely weighing 1.54kg. He had many challenges in terms of health and development and at the age of two he was diagnosed as cerebral palsy with spastic diplegia.

At the age of 11 he was introduced to cycling by the school’s physiotherapist. Due to his lack of balance he had to cycle on a tricycle. And Matthew has been raking in the medals ever since.

Since he first qualified to represent Western Province back in 2013 he has competed in five national championships and won a staggering 20 gold medals to date.

He has won medals in a variety of disciplines, namely 800m, 1500m, time trials and road races.

Coming back from a serious injury resulting in a knee operation, Matthew was left with only one month of training before the national championships in Port Elizabeth earlier this year.

He did the unthinkable by not only winning the 800m track event for under 20s, but recording a new South African record in a time of one minute, 49 seconds.

“Breaking the South African record for the 800m track event and receiving the

Cape Town Sport Council/Metro District School Sportsman of the Year award at the end of July are two of the highlights thus far for me, as this was for both abled and disabled sportsmen,” says Matthew.

“I am looking forward to my last national junior championships in Bloemfontein next year April. I plan on breaking my own 800m record and will try and better the SA record for the 1500m track event as well.

“I train on my own for one to two hours on a stationary bike at home daily. I also train two to three times a week on the open road. At school I am able to practise on a spinning bike and then I also go to a biokineticist twice a week to help with the conditioning of my body,” says Matthew.

When all is said and done, come the showdown in Bloemfontein the harsh reality of funding stares him in the face.

Not only will he face much tougher competition, but competing in the senior ranks is all self-funded.

“It has been my dream to compete on the Paralympic stage. I do sincerely hope there is a company or individual out there that sees my potential and can assist me financially so I can compete with the best in the world on the grandest stage of them all,”says Matthew.

“It is my dream to compete in the 2020 and 2024 Paralympics for my country. I believe I will qualify; however, if I don’t make 2020 I will definitely make sure I get to 2024.

ie Hoërskool De Kuilen se o.19-netbalspan is vanjaar die Westelike Provinsie se nuwe skolekampioen.

In die eindronde van die WP-eindstryde in die verskillende ouderdomsgroepe verlede week op die bane van HS Bellville het De Kuilen ná ’n taai, spannende eindstryd afgereken met Stellenberg, wat die afgelope drie jaar die voorste span was.

Dit is die eerste keer sedert 2011 dat die Kuilsrivier-span weer die topspan in die provinsie is.

“Ek rig sedert 2012 die o.19-span af en nog tot hede moes ons elke jaar maar tevrede wees met die silwermedalje. Die sege het vir ons as afrigters en span baie beteken in die sin dat die span uit ses o.17-spelers bestaan en slegs vier matrieks.

“Stellenberg het onder die toptien by die nasionale hoërskole-kompetisie geëindig en ons het daar maar baie swaar gekry met die jong span. Stellenberg is hoog aange-
