T

he inaugural Metro East Education District (MEED) Matric Awards ceremony, which took place on Wednesday 7 February at Protea Heights Academy High School in Brackenfell, saw local principal Gerhard Odendaal receive one of four Director’s Awards.

Odendaal, the principal of Jan Kriel School in Kuils River, was awarded for his efforts in leading his school to obtaining a

matric pass rate of 98%.

The ceremony, aimed at motivating local teachers and principals to deliver quality education despite having to teach in difficult circumstances, saw principals and teachers from 71 schools come together to celebrate their achievements throughout the 2017 academic year.

The MEED stretches through the Helderberg basin, Macassar, Khayelitsha, the Blue Downs basin, Kuils River, Brackenfell, Kraaifontein and parts of Bellville.

The keynote speaker was Prof. Nico Koop-

man, vice-rector of Stellenbosch University.

In his speech, Koopman said that the ceremony presented teachers, learners and principals with an opportunity to celebrate not only mere performance, but excellent performance.

He further said that schools allow for a space in which learners can fully develop themselves.

During his address Koopman focused on the seven P’s that influence the performance of schools.

He encouraged the teachers, principals and learners to focus on their physical, emotional and spiritual strength as a means of confronting the aforementioned P’s.

“Tonight tells us that there is hope,” said Koopman. “We must, however, hope realistically, be responsive in our hope and be resilient when we hope. Hope grows when we celebrate like we are tonight.”

The awards recognised schools in seven categories. In the category for schools that have maintained a 90% to 100% pass rate over the past three years, local schools awarded included Bellville High School, Jan Kriel School, Bernadino Heights High School, Brackenfell High School, De Kuilen High School, Boston Private School and Bellville Technical High School.

In the category awarding schools for consistent performance in Bachelor’s passes of 50% or more over the past three years, local schools awarded in this category included Bellville High School, Brackenfell High School and De Kuilen High School.

The most notable winners of the evening were the four recipients of the Director’s

Awards. Locally the principal of Scottsdene High School in Kraaifontein, Charles Cupido, was awarded, alongside Odendaal, for his efforts in taking his school from a 55% matric pass rate to a pass rate of over 80% in the past five years.

The special learner Director’s Award was awarded to Benedict Nkobotle from Scottsdene High School. Nkobotle, who also received a special ministerial award from Premier Helen Zille, was awarded for obtaining a 72% average in his final examinations despite living next to a shebeen and only being able to study from 01:00 or 02:00 in the morning. Nkobotle expressed his appreciation for the support of both his principal and his Life Orientation teacher.

A

64-year-old resident of Highgate having to make his way along Silversands Road to the Blue Downs Clinic says that he can no longer walk that road alone as he was almost robbed and stabbed by six men on Monday 5 February.

The resident who has opted to remain anonymous out of fear of being targeted for coming forward, says that he was on his way to the clinic to receive his tuberculosis medication when he was confronted by six men in Silversands Road. “One of the men threatened me with a knife and if a bakkie with men did not drive past at that moment, I do not know what would’ve happened,” he says.

The resident says the men in the bakkie saw what was happening and jumped off and chased the perpetrators. “They caught one of the men and beat him up before letting him go,” he says.

What is of concern to the resident is that he still has to go to the clinic to receive his medication for the next two weeks.

“The sisters at the clinic tell us to walk there in groups but even then it is too dangerous,” explains the man. He says he has had to hire a car to take him to the clinic but that the person is not always available to transport him. “I need to go to the clinic every day for the next two weeks for my medication, but I cannot do so if my life is danger,” he says.

According to Mfuleni police spokesperson, Captain Nomathemba Muavha, a few cases have been reported along that stretch of the road and police are busy investigating the relevant cases.

“The police sometimes randomly walk through the bushes to see if are there any places used as a hiding area for the criminals,” says Muavha.

The resident is, however, asking why the trees cannot be cut down, as the area is close to both the clinic and Happy Valley Primary School, posing a risk to both

He says he has not opened a case with the police as he was not injured or assaulted, but that the incident has still had a very negative effect on him. “Now I am afraid to walk that road, so I’d rather walk along Hindle Road, but then instead of it taking me 20 minutes to get to the clinic it will take me over an hour and I am not healthy,” he says.

Muavha encourages residents walking along that road not to walk with ear-

phones as the perpetrators are targeting cellphones. “We also ask that residents walk in groups when they go to the train station or clinic,” she says.

“Should residents become victims they should report these cases. Residents should also cooperate when they are confronted by these criminals so that they do not find themselves in a situation in which they lose their lives.”

Taxi driver shoots at woman DESIRÉE RORKE @dezzierorke

rackenfell police are investigating a case of attempted murder after a taxi driver allegedly shot at a Brackenfell woman driving on Bottelary Road last week.

The woman (37) was driving to work between Stellenbosch and Kuils River in her silver Toyota on Thursday 8 February at about 07:45 when the incident occurred.

“As she was turning left onto Bottelary Road, there were taxis passing her on the gravel road and one allegedly hooted at her.

She heard a weird sound but did not pay much attention to it at the time and continued to drive to work.

“When she arrived at her place of work

in Kuils River, she wanted to put something in the boot and she saw what looked like a bullet hole in the boot of her vehicle,” says police spokesperson, Captain Erica Crous.

The woman’s brother is appealing to the public to assist the police where possible.

“I make an appeal to anyone driving this route, who perhaps saw the incident happen and took the taxi’s registration number, to come forward,” he says.

Nobody was injured during the incident.

The investigation continues. The identity of the victim is being protected.

Cocaine dealer, buyer caught red handed DESIRÉE RORKE @dezzierorke

A cocaine dealer and buyer were caught red handed while concluding a deal in the Hypermarket parking lot in Brackenfell on Sunday.

“Law Enforcement officers in the area noticed the man and woman sitting in a car, behaving somewhat suspiciously,” says a City spokesperson.

“They observed the pair and when a package was handed over the officers pounced.

There was cocaine in the package and both suspects were arrested and charged.”

On the same day Metro Police officers arrested a known drug dealer in neighbouring Kuils River.

“During a stop-and-search operation in Kalkfontein, officers recognised the dealer sitting in front of a tuckshop. When they searched him they found a bag containing 38 sachets of tik.” It was the second time this man was arrested within one year.

The accused will appear in the Kuils River Magistrate’s Court in due course.

Church holds anti-drug crusade JAY-DEE CYSTER

I

n an attempt to confront and overcome the scourge of drugs in the local community, Pastor Humphry Joseph from Bathesda Assemblies of God in Sarepta, alongside local resident Erwin Smith, has set out to tackle the problem head-on since 2012 by starting a substance abuse group.

Smith, the initiator and leader of the substance abuse group, says that the idea of starting the group came to him eight years ago, when his family was personally affected by his son’s drug addiction. “My son has recovered but he is still dealing with the effects of his drug use,” says Smith.

The group is focused on supporting recovering drug addicts by offering them a safe space in which to receive help, whether it be by having someone to talk to or receiving the necessary recovery help to overcome their addiction.

Smith relays that there are two components that are affected by drug use, namely the body and the spiritual component. “We attempt to see to both of these components by seeing to the body and then also by paying special attention to the spiritual side, which includes the support of family, friends and the community,” he says.

What both Joseph and Smith are adamant about is that this group is not a so-called church project but an initiative started with the objective of confronting the drug problem in the community. “This problem is so big that it cannot fall under only one church,” says Joseph. “All the churches, organisations and local residents are encouraged to become involved in combating the local drug problem as this is all of our responsibility.”

Once a year the church and the group host a drive to create awareness, provide information and spread a message of hope, aimed

at reassuring addicts that recovery is always a possibility.

This year the drive, called the “I’m Coming Out Crusade” will be taking place from Wednesday 21 February to Sunday 25 February on the corner of Reuter Street and Belhar Drive in Sarepta. The drive will bring together various drug recovery homes in an effort to afford local drug addicts direct access to facilities that can help them. “We felt that it was important that we bring together those who can offer help to the community,” says Smith. Every evening speakers from the different recovery centres will speak to those in attendance, and recovered addicts will deliver their testimonies. “This initiative is about taking hands with various organisations as we cannot be silent about this,” says Joseph.

According to Maurice van Reenen, the very first success story of the substance abuse group in 2012, it is very important that the addict be approached with a welcoming attitude. He started using drugs such as crack cocaine, ecstasy, tik and mandrax in 2000 and only sought help 12 years later. Van Reenen, who is now the leader of a drug support group in Sarepta and Kalkfontein, says that both Smith and Joseph were open and sincere when he approached them for help.

“When I started to turn my life around I really went through the gutter, but Erwin encouraged me to stick to the process,” he says.

“It wasn’t easy. In the beginning drug use is like petting a little cub but later on it becomes this lion that can devour you.”

Van Reenen now spends his time assisting those who are going through the same situa-

tion that he went through. “If an addict asks for help it is important that you help him because by not assisting him you can scare him off for a very long time,” explains Van Reenen.

“This initiative is not an Assemblies of God initiative but it is a community initiative as so many lives are destroyed by the use of drugs, resulting in crime and unemployment,” says Smith.

Fodder for the marketing vultures Why, oh why, are we such suckers when it comes to high days and holidays and all those “special” days on the calendar?

One has barely recovered from Christmas when Valentine’s Day comes knocking on the door. And then, just when your credit card can catch a breather, Easter comes along ... and then Mother’s Day ... and then Father’s Day! You try to resist at first. Your rebellious nature wants you to turn your back on the clever marketing ploys, the not-to-be-missed “special offers” ... because these special days only come around once a year, right? But then that little voice starts pestering you: what if you decide not to buy your lover some corny chocolate heart or underpants with little red hearts all over and then he pitches up with a huge bunch of terribly expensive flowers and starts reciting a love poem?

Or what if you’re the only sibling who doesn’t treat your mother to something special on Mother’s Day? How heartless can you be? She The marke- gave birth to you after all! The guilt ting gurus are would set in and you know it, doing a fan- before there will be a parcel on the way tastic job, to Mommy in brainwashing Pretoria, containing delectable us all ... goodies carefully sought out and bought for her online.

Fact is, the marketing gurus are doing a fantastic job of brainwashing us all into believing that we simply cannot miss the bus. Thanks to technology and access to our spending patterns (think of the internet as Big Brother watching you), the marketing vultures are actually getting better at it.

Case in point: I typed in “Maldives” once – just once – in the Google search engine, and weeks later Big Brother is still trying to seduce me into booking a “once in a lifetime” trip to the Maldives, never to be repeated.

My theory is supported by fact: According to the annual Mastercard Love Index, created by analysing credit, debit and prepaid transactions across the past three Valentine periods (11 to 14 February 2015 – 2017), sentimental spending has increased by 50% since 2015. According to the study, the rise of online shopping in South Africa continues with an enormous 990% increase in the number of e-commerce transactions from Valentine’s Day 2015 to Valentine’s Day 2017. Die vraag is wie die “ons” is? Dit is by benadering 40% van die Kaapse bevolking – mense wat julle nou terroriseer met waterbeperkings en vervolging.

En asof ons nie reeds gebuk gaan onder hoë watertariewe nie, maak julle ons finansiële las net swaarder.

Wat is julle doelwit met al die beheermaatreëls? Is dit om ons skeppende denke en oorlewingstrategieë te demp?

Pleks daarvan om ondersteuningsmaatreëls te implementeer, soos opgaartenks te subsidieer, opgaartenks in sekere gebiede te plaas of met kreatiewe voorstelle vorendag te kom, vergeet julle dat julle werklik in diens is van die gemeenskap. In die laaste verkiesingsveldtog was dit ons wat julle aan bewind gebring het, juis omdat julle so ’n rooskleurige toekoms vir die Kaap geskets het.

Helaas het julle ons jammerlik gefaal!

Die droogte in die WesKaap is al sedert die negentigs voorspel. Ernstige waarskuwings is sedert 2013

gerig en verskeie voorleggings met planne van kenners is geïgnoreer – ’n skreiende skande en verleentheid vir die Stad Kaapstad.

Reeds tóé moes grootskaalse waterinligtingsessies in informele nedersettings gehou word en deurlopend ook by klinieke, hospitale, skole en ander openbare instansies aangebied word. ’n Spesiale taakspan moes toe reeds aangestel gewees het om watervermorsers vas te vat.

Verder word nie melding gemaak van hoe bejaardes en gestremdes swaar kanne by waterpunte gaan hanteer nie. ’n Goed deurdagte plan vir Dag Zero sou behels dat name, adresse en aksieplanne sou bestaan om water by hierdie groep mense af te lewer.

Water word deesdae beklemtoon as ’n basiese reg van mense. Klink vir my die bevolking in die informele nedersettings is die enigste mense wat hierdie reg het.

Ek is nie ’n voëlkenner nie (“Voëls raak nou ernstige krisis”, 7/2), maar wil graag my mening lug.

It is amazing how those people can all talk and talk, but none of them refer to the biggest issue when there is a water pipe burst.

Commission of inquiry needed With the chronic crime issues and vandalism and train cancellations, and the seemingly unsafe situation at Metrorail here in the Western Cape, we need an open, wellpublicised public inquiry as to what the issues are. The main role players – Metrorail, SAPS and Security – must appear before a commission of inquiry, as the ad hoc responses via the passenger constitutional rights line, are an insult to the public.

We need this full inquiry now. Silence is not golden, and officials have to account fully.

It is not only me who is asking – a lot of people are asking exactly the same question, but no answer as yet.

When a pipe bursts, there must be rules and methods to be followed.

In that list should be first of all: Inform person X, who is in the specific area on duty, to go and switch off the pipe at the distribution point, i.e. switch water off at that point before the water reaches the burst pipe.

I guess this is the main issue to save a bit of water.

The team that fixes the pipe obviously most of the time comes from Cape Town, and we do know what the roads are like during the day!

Imagine if there is a pipe burst in Esdoring Street/Loevenstein and the one on duty for this area gets the message while he is in Welgemoed.

Just a few hundred metres and he can switch off that water stream rushing down the road in five to 10 minutes.

But since this important first point seems not to be on the list at all, the water keeps rushing down the roads until the repair team makes its way from Cape Town, all the +/20km to Loevenstein, and then the water gets shut off.

I refuse to see any good in this arrangement, whereas it does seem logical to inform someone on duty to shut off the water to the broken pipe.

Surely one can ask, what is the top item on the list of procedures for broken pipes?

I am looking forward to any response to this question of mine, and not only my question – there are more of us around here who are all asking the same thing.

Answers to more water questions A

s Capetonians face the threat of Day Zero, the City of Cape has released a document that aims to answer some of the most frequently asked questions surrounding this day. TygerBurger published the first few questions and answers last week. Here is the second instalment.

What will happen on Day Zero?

The City is looking at a number of ways to distribute water to residents once this happens. These include engaging with major food retailers to act as water distribution points. We will also deploy water tankers to deliver water to key institutions, which will be cut off from the supply of water through the reticulation network.

The City will provide water to residents through the water collection points. Water tankers will be used to deliver water to vulnerable groups such as old age homes and care facilities. We are also engaging retailers and the Bottled Water Association to ramp up their distribution networks to increase bottled water supply, so that those who do not want to use the water collection points can purchase water.

The quantity of 25 litres per person per day is in line with the World Health Organisation’s recommendation.

Each water collection site will supply water to approximately 20 000 people. The City’s Water and Sanitation Department will monitor Day Zero’s impact on sanitation services. We will launch an extensive public health communication campaign before Day Zero to ensure that all sanitation systems continue to function and limit the risk and spread of disease.

The City is working with the South African Police Service (SAPS) and the National Defence Force (SANDF) to ensure the safety of residents and the collection sites. The SAPS and SANDF will be present to maintain law and order. . Will new developments and other economic activities be limited if the situation becomes worse?

We will make decisions that affect the City’s economy and jobs with the utmost care if the need arises.

We encourage the construction industry to save water and, where possible, use treated effluent that the City has made available. All economic sectors must adhere to the water restrictions imposed by the City and must employ their own water storage and supply contingency measures where possible. . What engagement does the City have with businesses to plan for Day Zero?

The City has been engaging with many different businesses on an individual level, as well as with associations and different sector bodies.

Our engagements have been about actions that they can take now to help avoid Day Zero and various practical steps that will need to be taken in order to prepare for it. In these engagements we have also drawn on the expertise of Green Cape, which has been able to assist a number of businesses to make use of alternative water sources and implement practical measures to ensure business continuity. Some examples of the sectors we have engaged with include the tourism sector, the film sector, the petroleum sector, the retail sector, restaurant groups, agro-processing companies and industrial area collectives. . What steps is the City taking to go to businesses and inform/discuss with them how to save water, and how to continue operating during Day Zero?

Business sector engagements have been taking place over the past few months and further engagements are ongoing. The City is also sending out information directly to these stakeholders in an effort to advise them on lowering consumption and preparing their operations if Day Zero is reached.
