BRACKENFELL: CITY CONFIRMS NO NEW LEGAL TAXI ROUTE

ollowing vehement public and political outrage, the City of Cape Town has decided to not grant taxi associations a new legal route into Brackenfell. This was confirmed by a letter from a City official to role players last week. Taxi associations last year applied for this new route via Kuils River and Bottelary roads into Cecil Morgan Street past the new industrialised area of Brackengate, and onwards to the Brackenfell station. However, local authorities feared the eruption of a taxi war in suburban Brackenfell (“Beware a taxi war”, TygerBurger, 29/11/2017) and in November last year moved for urgent talks with the City’s Transport Directorate. The route, which has been operating illegally since last year October, connects the eastern areas of Khayelitsha and Nyanga with the CapeGate region, sidestepping the Bellville connection and resulting in taxis illegally ranking on the Protea Heights side of the train station. According to several role players, the approval of such a route would have led to a full-on taxi war between taxi associations. At a November 2017 subcouncil meeting, ward councillors from the DA and ANC opposed this route, saying it would cause friction between the Cape Amalgamated Taxi Association (Cata) and the Congress of Democratic Taxi Associations (Codeta), the
two taxi associations in the City, as Cata has been ranking on the other side of the station for years, serving local routes. “Giving another faction legal ranking rights on the other side of the railway bridge will lead to unprecedented taxi violence and endanger the lives of everybody who uses the train station,” said Siseko Mbandezi, a DA ward councillor in subcouncil 2. In her motion, Brackenfell ward councillor Marian Nieuwoudt indicated that taxis have been illegally obstructing the road and pavements and disrupting traffic and pedestrians at the Brackenfell station since October 2017. She requested Law Enforcement to render an ongoing enforcement at the Brackenfell station. Not even a week after this meeting, an attack related to taxi violence occurred in Cecil Morgan Road when a taxi commuter was assaulted by a rival taxi owner. According to the abovementioned letter, the requested route and ranking space was already being used illegally by several minibus taxi operators at the time of the request. The official confirmed that there was thus no investigation and subsequent report on the proposed route to submit or to be considered by the public or any other organ within the City. In the meantime taxis continue to operate illegally, but have seen the full wrath of City Law Enforcement with more than 30 taxis being impounded between October and December in Brackenfell.
