treets in Milnerton and Table View are once again buzzing with vagrants. Fuming residents are up in arms saying vagrants started gathering in the area earlier last month. This despite the City of Cape Town providing accommodation during the lockdown period for the homeless at Strandfontein Sports Ground. Vagrants have set up camp in parks, opposite shopping malls and open fields, roaming the streets begging for food and other essentials.

Shirley Christians, a Sunningdale resident, said although she is compassionate to the suffering of others, the homeless in the area have no respect for others. “The problem has now escalated to the point where they wash naked in front of my children. I usually went out to give them food, but stopped in the meantime. Open fires are made in parks and when reporting this problem, nothing is being done”. Another resident posted on Facebook, saying that they have logged complaints to their local ward councillor, but to no avail. “Last week a woman was naked, bathing

in the canal and shouting profanities at the people walking past. They defecate next to the walls of the neighbouring house and have little fires against the walls too. I should not have to deal with this when I walk out my front door. And if we don’t deal with it, it will be permanent and in a couple of years we have a camp on our doorstep,” the post reads. Milnerton resident Ashley Lategan claims the increase of vagrants in the area contributes to a spike in crime. “If there is a problem at the accommodation the City provided for them, that needs to be addressed as well. Petty crime has

increased and residents feel unsafe,” he said. According to Zahid Badroodien, mayco member for community services and health, the City’s street people programme unit is aware of this group of people. “They are some of the homeless who left the Strandfontein Lockdown Safe Space and chose to return to the street. They are engaged on a regular basis and are refusing any social assistance. We cannot force people to accept assistance or shelter accommodation,” Badroodien said. Residents claim that when contacting law enforcement to address

the issue, their complaints fall on deaf ears. Wayne Dyason, spokesperson for the City’s law enforcement department, confirmed the displaced persons unit cannot remove homeless people’s structures in terms of the national lockdown regulations, but officers will monitor the area in question. “Law enforcement will however enforce the relevant bylaws relating to dumping, littering and anti-social behaviour. Law enforcement will liaise with the relevant City departments to have the area cleaned. Any criminal activity should be reported to the police.”
