uits, Grey’s Anatomy, Game of Thrones... whatever your taste in television, any of these series and a whole lot more are readily available at illegal vendors all over the northern suburbs for as little as R10 a pirated disc.

Costing the economy millions, the scourge of the pirated film and music industry is unfortunately fuelled by the ever

growing public demand, and business is booming.

This is according to Clive Borman, regional coordinator of the Film and Publication Board (FPB) in Cape Town.

Borman and his team, along with the police, stood by while some 65 000 counterfeit DVDs and CDs with a street value of more than R12 million were destroyed by a gigantic industrial shredder in Brackenfell last Thursday.

– consisted mostly of international movies, mainstream series and Asian dramas.

The material was confiscated during various raids by Law Enforcement agencies in Kuils River, Brackenfell, Eerste River, Kraaifontein and Bellville.

“Vendors openly sell these DVDs at street stalls near shopping centres and big public transport interchanges such as bus stops, taxi ranks and train stations,” says Borman.

“They make big money, as much as R25 000 in one weekend, depending on how many vendors are selling, and as long as the public continue to buy the discs, they will stay in business,” he says.

Most people do not have the means to access WiFi and legal suppliers such as Box Office, DSTV or Netflix for instance, making pirated discs a cheap entertainment alternative.

“One R10 disc could contain as many as five movie titles, usually downloaded from the internet,” he says.

More worrisome are the bags full of confiscated material containing pornography and bestiality.

“These discs are being sold openly on the streets to anyone who is able to produce a R10 note – even children.

“The effect of these movies on children and young people can be detrimental and we have to protect them from this,” says Borman.

The DVDs that were destroyed were from exhibits of concluded court cases – a total of 64 criminal cases during 2017.

“The material is destroyed purely to prevent it from finding its way back onto the market,” says Sandile Nene, FPB’s acting CEO. “This illegal activity has a detrimental effect on the entertainment industry and the economy of the country with losses running into millions each year.

“Piracy peddlers steal intellectual property; they steal revenue due to artists in the industry by depriving them of royalties.

“People lose their jobs as more DVD shops close due to poor business.”

For instance, five years ago the Mr Video Group had 393 stores countrywide, whereas today only 80 stores remain in operation.

Perpetrators, if successfully prosecuted, face fines of up to R8000 or six months’ imprisonment.

Operations are carried out on a weekly basis at hotspots in Bellville, Kuils River and Kraaifontein, but after paying their fines, vendors are usually back on the streets by the following week.

B

efore going to sleep, make sure all windows are closed and doors are locked and that the alarm is activated.

This is just one of the safety tips issued by the Table View police following a recent house robbery in the area.

Captain Adriana Chandler, police spokesperson, says the attack on a couple in their home in Pentz Drive, Table View, occurred on Wednesday 7 February at approximately 03:00 when three unknown men entered the couple’s bedroom.

An important tip to remember in such an incident is not to start an altercation with the robbers, the police say.

“The men spoke to one another in a foreign language and one was armed with a

large knife,” says Chandler.

According to her the two victims were tied up and the house ransacked.

“The wife was then taken to the garage where the suspects attempted to steal a vehicle. They could not drive it and they left it.

“The husband in the meantime managed to untie himself and pressed the panic button. The suspects then fled the scene.”

It was discovered that the men had gained access to the house by removing the glass from a door leading to the lounge. Chandler says the house’s alarm system was not activated prior to the couple going to bed.

“The suspects managed to escape with jewellery, electronic equipment and household items,” says Chandler.

The couple received victim support at the scene.

Station offers victim support Victims of any crime, including robbery, rape, assault and house robbery, or people experiencing any traumatic incident such as losing a close friend or family member to suicide, should not hesitate to contact the Table View Police Station for support.

This is the message from Captain Adriana Chandler, police spokesperson, who says that volunteers are available at their victim support rooms 24 hours of every day to help and assist.

“These volunteers offer support to victims of any traumatic incident. They are not trauma councillors, but trained volunteers who render emotional support to victims,” Chandler says.

She says that at the Table View Police Sta-

tion there are nine such trained volunteers, who have proven to be very good at what they do.

“One of our partners is the Community Intervention Centre (CIC), which also assists.”

All police stations in the country are equipped with a victim support room, where statements are taken from mostly rape or domestic violence victims.

The Table View Police Station can be contacted on 021 521 3300. “Ask the officer to contact the standby volunteer and arrange a date and time to meet at the victim support room. The service is free of charge. These volunteers will also be able to render support during court proceedings,” she says.

new, realigned runway at Cape Town International Airport has been given the final go-ahead.

As many celebrate the R3.8 billion investment into the City’s economy, there are sure to be remaining concerns regarding noise implications for the northern suburbs.

The airport announced last week that the Department of Environmental Affairs (DEA) has granted final approval for the runway after an appeals process was concluded.

The project will see the primary runway being realigned and extended to 3500m and parallel and rapid exit taxiways being constructed.

“The new runway and associated infrastructure will facilitate greater air access in-

to Cape Town and the Western Cape and will enable growth of passenger and cargo traffic that is essential for tourism and economic activity,” says Deidre Davids, senior manager of corporate affairs at the airport.

The project is expected to start in 2019 and will mean improved access for larger aircraft such as the Airbus A380.

The project has received some backlash, especially from residents of Edgemead, who will be directly affected by an increase in noise, along with residents of other areas such as Monte Vista, Bellville, Parow and Bothasig.

This increase will be “slight”, Davids says, and the full impact will only be heard once the airport is operating at maximum capacity.

“Given that we are realigning the runway by 11.5 degrees in an anticlockwise direction, the noise cone north of the airport will

shift towards the west,” she says.

“Similarly in the south [in areas such as Mitchell’s Plain and Philippi East], the noise cone will shift towards the east. As a result, there will be those suburbs that experience a slight increase in noise, and those that experience a slight decrease in noise.”

She says in suburbs like Monte Vista and Edgemead the noise level contribution during maximum capacity is expected to increase between 1dBA and 3dBA. “Please note maximum capacity is years from now and based on a host of variables,” she adds.

The airport has installed noise monitoring and flight track monitoring systems to “mitigate noise as far as possible”.

Davids says the go-ahead of the project is an important milestone to be celebrated.

“The team has worked long and hard to get us to this point. We have gone out of our way

to engage interested and affected parties and today we celebrate.”

She says they exceeded the requirements outlined in the Environmental Impact Assessment (EIA) process “by making regular radio announcements, and holding additional community engagement sessions with concerned communities, as well as their elected representatives”.

She says communities had to opportunity to appeal the outcome and this process was concluded in January, “with the Appeals Directorate being satisfied that concerns had been adequately addressed”.

The project will also be mindful of water usage, she says. “We remain committed to being a responsible developer upholding all environmental and other requirements.

Part of being a responsible developer is to be most mindful of the current water situation when we construct.”

A

large number of shacks at Tent City, an informal settlement located adjacent to the Potsdam Road taxi and bus interchange, were recently removed from the vacant piece of land the homeless men and women here had been occupying for some time.

The removal took place earlier this month and went hand in hand with the clearing of the bush that was being used to hide most of their small wood and iron structures.

The area, which has been an eyesore for many residents staying nearby, has often featured on social media platforms where community members have complained com-

plain about their concerns for the area, due to the expanding settlement.

Many of the residents of Tent City, TygerBurger was told, are not from the Table View area.

Last week, however, ward 113 councillor, Joy McCarthy, told the newspaper that a meeting had been held with all the relevant role players to plan a combined forces operation to have the structures removed.

“During this operation, 33 structures were broken down and the folk moved on with their belongings.

“This left a huge mess visible from the road, and the sheltering Port Jackson trees remained a problem.

“For the next five days, Law Enforcement and Anti-Land Invasion officials were on

site daily. Each time a structure was reerected, it was removed and the folk moved on. The answer of course was to remove the Port Jackson trees,” McCarthy says.

The clearing of the invasive trees was done by the City of Cape Town’s Transport and Urban Development Authority (TDA) and Recreation and Parks Department, first cutting down the trees then using a bulldozer to clear the site. On Friday last week, however, more structures were erected close to the wall of the taxi precinct.

“So Law Enforcement will be back to remove these as well. The battle continues,” McCarthy says.

who took up residence on this piece of TDA land left the usual mounds of litter often visible from the road. These residents, she says, also often harassed the horse riding school by stealing paddock fencing, as well as water for cooking and ablution purposes, and often attacking the horses and riders.

“Initially there were only nine shacks, which were reasonably hidden from view.

With the advent of the Montague GardensMarconi Beam Improvement District, the vagrants who were living along Koeberg Road relocated here as well and the crime increased.

“Drug dealing was also taking place daily and the workers from Dunoon who took a short-cut through the taxi rank precinct were often held up at knifepoint.”

Fodder for the marketing vultures Why, oh why, are we such suckers when it comes to high days and holidays and all those “special” days on the calendar?

One has barely recovered from Christmas when Valentine’s Day comes knocking on the door. And then, just when your credit card can catch a breather, Easter comes along ... and then Mother’s Day ... and then Father’s Day! You try to resist at first. Your rebellious nature wants you to turn your back on the clever marketing ploys, the not-to-be-missed “special offers” ... because these special days only come around once a year, right? But then that little voice starts pestering you: what if you decide not to buy your lover some corny chocolate heart or underpants with little red hearts all over and then he pitches up with a huge bunch of terribly expensive flowers and starts reciting a love poem?

Or what if you’re the only sibling who doesn’t treat your mother to something special on Mother’s Day? How heartless can you be? She The marke- gave birth to you after all! The guilt ting gurus are would set in and you know it, doing a fan- before there will be a parcel on the way tastic job, to Mommy in brainwashing Pretoria, containing delectable us all ... goodies carefully sought out and bought for her online.

Fact is, the marketing gurus are doing a fantastic job of brainwashing us all into believing that we simply cannot miss the bus. Thanks to technology and access to our spending patterns (think of the internet as Big Brother watching you), the marketing vultures are actually getting better at it.

Case in point: I typed in “Maldives” once – just once – in the Google search engine, and weeks later Big Brother is still trying to seduce me into booking a “once in a lifetime” trip to the Maldives, never to be repeated.

My theory is supported by fact: According to the annual Mastercard Love Index, created by analysing credit, debit and prepaid transactions across the past three Valentine periods (11 to 14 February 2015 – 2017), sentimental spending has increased by 50% since 2015. According to the study, the rise of online shopping in South Africa continues with an enormous 990% increase in the number of e-commerce transactions from Valentine’s Day 2015 to Valentine’s Day 2017. Die vraag is wie die “ons” is? Dit is by benadering 40% van die Kaapse bevolking – mense wat julle nou terroriseer met waterbeperkings en vervolging.

En asof ons nie reeds gebuk gaan onder hoë watertariewe nie, maak julle ons finansiële las net swaarder.

Wat is julle doelwit met al die beheermaatreëls? Is dit om ons skeppende denke en oorlewingstrategieë te demp?

Pleks daarvan om ondersteuningsmaatreëls te implementeer, soos opgaartenks te subsidieer, opgaartenks in sekere gebiede te plaas of met kreatiewe voorstelle vorendag te kom, vergeet julle dat julle werklik in diens is van die gemeenskap. In die laaste verkiesingsveldtog was dit ons wat julle aan bewind gebring het, juis omdat julle so ’n rooskleurige toekoms vir die Kaap geskets het.

Helaas het julle ons jammerlik gefaal!

Die droogte in die WesKaap is al sedert die negentigs voorspel. Ernstige waarskuwings is sedert 2013

gerig en verskeie voorleggings met planne van kenners is geïgnoreer – ’n skreiende skande en verleentheid vir die Stad Kaapstad.

Reeds tóé moes grootskaalse waterinligtingsessies in informele nedersettings gehou word en deurlopend ook by klinieke, hospitale, skole en ander openbare instansies aangebied word. ’n Spesiale taakspan moes toe reeds aangestel gewees het om watervermorsers vas te vat.

Verder word nie melding gemaak van hoe bejaardes en gestremdes swaar kanne by waterpunte gaan hanteer nie. ’n Goed deurdagte plan vir Dag Zero sou behels dat name, adresse en aksieplanne sou bestaan om water by hierdie groep mense af te lewer.

Water word deesdae beklemtoon as ’n basiese reg van mense. Klink vir my die bevolking in die informele nedersettings is die enigste mense wat hierdie reg het.

Die res word net verder belas.

Aan die DA wil ek net sê: Doen weg met jul slagspreuk van “Let us work together and focus on saving water” en verander dit na “This City will carry you through this crisis”.

Ek is nie ’n voëlkenner nie (“Voëls raak nou ernstige krisis”, 7/2), maar wil graag my mening lug.

It is amazing how those people can all talk and talk, but none of them refer to the biggest issue when there is a water pipe burst.

Commission of inquiry needed With the chronic crime issues and vandalism and train cancellations, and the seemingly unsafe situation at Metrorail here in the Western Cape, we need an open, wellpublicised public inquiry as to what the issues are. The main role players – Metrorail, SAPS and Security – must appear before a commission of inquiry, as the ad hoc responses via the passenger constitutional rights line, are an insult to the public.

We need this full inquiry now. Silence is not golden, and officials have to account fully.

It is not only me who is asking – a lot of people are asking exactly the same question, but no answer as yet.

When a pipe bursts, there must be rules and methods to be followed.

In that list should be first of all: Inform person X, who is in the specific area on duty, to go and switch off the pipe at the distribution point, i.e. switch water off at that point before the water reaches the burst pipe.

I guess this is the main issue to save a bit of water.

The team that fixes the pipe obviously most of the time comes from Cape Town, and we do know what the roads are like during the day!

Imagine if there is a pipe burst in Esdoring Street/Loevenstein and the one on duty for this area gets the message while he is in Welgemoed.

Just a few hundred metres and he can switch off that water stream rushing down the road in five to 10 minutes.

But since this important first point seems not to be on the list at all, the water keeps rushing down the roads until the repair team makes its way from Cape Town, all the +/20km to Loevenstein, and then the water gets shut off.

I refuse to see any good in this arrangement, whereas it does seem logical to inform someone on duty to shut off the water to the broken pipe.

Surely one can ask, what is the top item on the list of procedures for broken pipes?

I am looking forward to any response to this question of mine, and not only my question – there are more of us around here who are all asking the same thing.

Answers to more water questions A

s Capetonians face the threat of Day Zero, the City of Cape has released a document that aims to answer some of the most frequently asked questions surrounding this day. TygerBurger published the first few questions and answers last week. Here is the second instalment.

What will happen on Day Zero?

The City is looking at a number of ways to distribute water to residents once this happens. These include engaging with major food retailers to act as water distribution points. We will also deploy water tankers to deliver water to key institutions, which will be cut off from the supply of water through the reticulation network.

The City will provide water to residents through the water collection points. Water tankers will be used to deliver water to vulnerable groups such as old age homes and care facilities. We are also engaging retailers and the Bottled Water Association to ramp up their distribution networks to increase bottled water supply, so that those who do not want to use the water collection points can purchase water.

The quantity of 25 litres per person per day is in line with the World Health Organisation’s recommendation.

Each water collection site will supply water to approximately 20 000 people. The City’s Water and Sanitation Department will monitor Day Zero’s impact on sanitation services. We will launch an extensive public health communication campaign before Day Zero to ensure that all sanitation systems continue to function and limit the risk and spread of disease.

The City is working with the South African Police Service (SAPS) and the National Defence Force (SANDF) to ensure the safety of residents and the collection sites. The SAPS and SANDF will be present to maintain law and order. . Will new developments and other economic activities be limited if the situation becomes worse?

We will make decisions that affect the City’s economy and jobs with the utmost care if the need arises.

We encourage the construction industry to save water and, where possible, use treated effluent that the City has made available. All economic sectors must adhere to the water restrictions imposed by the City and must employ their own water storage and supply contingency measures where possible. . What engagement does the City have with businesses to plan for Day Zero?

The City has been engaging with many different businesses on an individual level, as well as with associations and different sector bodies.

Our engagements have been about actions that they can take now to help avoid Day Zero and various practical steps that will need to be taken in order to prepare for it. In these engagements we have also drawn on the expertise of Green Cape, which has been able to assist a number of businesses to make use of alternative water sources and implement practical measures to ensure business continuity. Some examples of the sectors we have engaged with include the tourism sector, the film sector, the petroleum sector, the retail sector, restaurant groups, agro-processing companies and industrial area collectives. . What steps is the City taking to go to businesses and inform/discuss with them how to save water, and how to continue operating during Day Zero?

Business sector engagements have been taking place over the past few months and further engagements are ongoing. The City is also sending out information directly to these stakeholders in an effort to advise them on lowering consumption and preparing their operations if Day Zero is reached.

Abalone sniffed out at house in Wiener Street A complaint of a foul odour coming from a house in Wiener Street led to the discovery of an illegal abalone processing facility last week. According to provincial police spokesperson, Captain FC van Wyk, partnership policing in the Goodwood area contributed to the arrest of three men at the facility last Tuesday, 6 February.

The Crime Prevention Unit responded to the complaint and uncovered an illegal abalone processing facility.

Stainless steel pots, plastic containers and burners were found in a cooking room. A second room was a fully equipped drying room filled with numerous shelves of abalone, many of which were undersized. This equipment was seized along with scales, gas cylinders, boxes and bags of salt.

Three men aged 37, 40 and 43 were arrested and appeared in the Goodwood Magistrate’s

Court on Thursday 8 February on charges under the Living Marine Resources Act. The exact value of the abalone confiscated is yet to be determined, but it is deemed to be a substantial amount.

study by the World Economic Forum, reported by the DQ Institute, revealed that South African children are at high risk of cyber crimes from online bullies and sexual predators – in the top 10 most at-risk countries out of the 29 countries polled.

This disturbing fact was revealed in a study undertaken in South Africa in partnership with the social enterprise Symphonia for South Africa and its Partners for Possibility (PfP) programme.

It found that South African children, especially those aged between eight and 12, are among the most vulnerable in the world to cyber risks, and that 62% of children in that age range have been exposed to at least one cyber risk.

Last year a schoolgirl from Parklands found herself in a web of cyber intimidation after she befriended a stranger on Facebook.

The stranger, a girl, told her how much money she makes with modelling and put her in contact with her “agent”. This led to the victim eventually sharing nude photographs with the “agent”, who promised her a modelling career, says Sharon Knowles of the Da Vinci Foundation, an organisation that specialises in cyber security.

The girl was then threatened that the photos would be posted on her Facebook page and shared with all her friends. She was just one of many victims, Knowles says.

The DQ Institute is a non-profit think tank that was established as a coalition of organisations and corporations at the 2017 World Economic Forum in Davos, Switzerland.

The group was tasked with establishing the risk levels of children in the relevant age range – with the assumption that this is the age at which most children become active users of the internet.

The study polled 38 000 children in 29 countries.

It measured children’s risk levels for exposure to cyber misdeeds such as online bullying, grooming (where an adult “grooms” a child over the internet for future sexual abuse), the sharing of sexual content with and among children, and video game addiction.

The study found that aside from the 64% of children who have been exposed to one or more cyber risks, 55% have been victims of cyber bullying and 11% have chatted online with strangers and then met them in person.

The study also found that 18% of children have engaged in online sexual behaviours, which include having sexual conversations with strangers and/or searching for, downloading or distributing sexual content online.

Dr Robyn Whittaker from Symphonia for SA says their focus has been to equip the school leadership of underresourced schools with the necessary skills and resources to address the social, administrative and academic challenges they face every day.

Symphonia for SA launched PfP in 2010 as a programme to partner school principals of underresourced schools with business leaders in a year-long programme of leadership development and support.

The Da Vinci Foundation in Cape Town presents talks at local schools, the last three of which were Parklands Junior and Secondary schools, and West Coast Christian Academy in West Beach, Blouberg..

Cyclists conquer Durbanville in 99er race C

yclists from all over Cape Town made their way to Durbanville on Saturday for the 20th WeBenefit 99er Cycle Tour. The event is the third largest cycle race in the Western Cape and is organised and hosted by El Shaddai Christian School in Durbanville.

Gert Heynes won the 99km men’s event in a time of 2:39:16. Heynes also won the coveted King of the Mountain prize. Anriëtte Schoeman retained her title as winner of the ladies’ 99km in a time of 2:48:59.

Alessandra Keller from Switzerland took second place.

Conditions were ideal on race day with cool temperatures and little wind.

Melius Wiedeman, one of the founders of the race, opened the race winners’ prizegiving with some heart-warming memories of the 99er’s rich history.

More than 3000 cyclists competed in the 99er Cycle Tour on Saturday.

So watch out for class champion Marco Busi and Jacques Geldenhuys, with possible interference from youngsters like Giordano Lupini or the highly aggressive Brett Roach. While Fabio Tafani was in magnificent form in the 2017 Masters V8 category, he can expect serious opposition on Saturday from drivers like Britain’s Stephen Young, former title-holders Marcel An-

gel and Richard Schreuder, as well as Gauteng visitor Paolo Cavalieri.

And then the Makita Supercars may be smaller and a trifle slower, but they don’t hold back and their “balls to the wall” attitude always provides a thrilling spectacle.

Watch for Jarryd Evans, Andrew McCarthy and Andrew Moffitt in this one.

Suzuki South is backing the Superbikes, while long-time Killarney supporter, Trac Mac, will be taking care of the A & B Powersport chasers.

The first of the 18 events is due to be flagged away after final qualifying, at 10.00.

Admission is R70 for adults and R20 for scholars under 16, but there is no charge for children under 12.

RED BULL KING OF THE AIR: MILNERTON LOCAL ALREADY PREPARING FOR NEXT YEAR

T

he sixth Red Bull King of the Air kitesurfing competition has come and gone, but for most of the participants, preparations for next year’s event are already underway.

A total of 18 kitesurfers from eight different countries took part in King of the Air 2018.

One of those already back in the saddle is Milnerton resident Joshua “Josh” Emanuel.

“Preparing for next year will start now for me as it’s one of the main areas of my kiting on which I focus.

“I will be trying new rotations and creative things with big loops,” says Josh, originally from Durban.

The 29 year old started kitesurfing back in 2004.

“As a kid I always loved board and water sports. One of my friends started the sport. I had an interest in giving it a go and before I knew it I was hooked.

“It’s a sport that started as a hobby and now it is my biggest passion I stand by.”

To date Josh has competed twice in the Red Bull Megaloop Challenge in Holland. “The first time I got fifth place and last year I managed to take the win.

I also competed in the GKA wave event in Mauritius, but I didn’t have my best run. I will definitely be back for more though.”

This year’s event was held at Kite Beach, Bloubergstrand, from Saturday 27 January to Sunday 11 February.

“I was super stoked with my riding this year. I definitely have one or two things to improve on, but overall I was happy with how I did. Of course we all want to be on the podium but it takes a lot of hard work. The level of riding from all the competitors this year was on an all-time high. The sport was for sure taken to a new level,” says Josh.

Kevin Langeree from the Netherlands claimed this year’s title for a second time. He was also the winner in 2014.

Josh was knocked out in the third round of the competition.
