EMS: STRATEGY TO IMPROVE PERFORMANCE

T

he Western Cape minister of health, Nomafrench Mbombo, recently got behind the switchboard herself at the Tygerberg Hospital Emergency Medical Services (EMS) call centre, to get a taste of what these government employees deal with on a day-to-day basis.

The visit was part of the government’s improvement plan for EMS, that will soon be implemented, Nomawethu Sbukwana, spokesperson, says.

“This visit comes after the minister noticed that in the last four years there had been a significant drop in the performance of emergency medical services.

“In 2016 EMS reached about 61,7% of all urban priority one cases. They were reached within 15 minutes. In 2018 and 2019 this number dropped to 46,8%,” Sbukwana says.

The minister said that there are numerous reasons for the decline in performance. These include attacks on ambulances and an increase of violence in communities. The consequences of these are felt by EMS staff who have reported increasing levels of post-traumatic stress disorder as well as by patients who have to wait long for ambulances, especially in the so called red zone areas.

“It is exactly in these danger areas where the need for EMS is the hig-

hest.

“The poor response time is most severely felt by the most vulnerable, such as pregnant women who have to wait long for ambulances or pensioners who suffer heart attacks,” Sbukwana, says.

Minister Mbombo indicated that in order to address this problem effectively, the department needs to embark on a multi-pronged strategy that includes a whole-of-society approach, community engagement, improved efficiency and investment.

Mbombo adds that the department had set itself ambitious targets to improve the performance of the EMS and that she believes that these targets will address critical service delivery for all residents in the Western Cape.

“As a department, we have identified five key strategies that are critical in addressing EMS challenges.

These include mitigation of social determinants; service redesign; leadership; governance; peoples management and a corporate support strategy.

“The minister believes that with this the department will be able to address all these challenges,” Sbukwana says.

The visit took place on Monday 30 September.

“This was her first visit to the EMS and she will continue with it.”

Karaoke soos Ster weer hier BRENDEN RUITER @ruitervaniewind

yd vlieg en hier is ons weer op die drumpel van ons tweede jaarlikse Karaoke soos ’n Ster-kompetisie.

Hierdie jaar se kompetisie was ’n reusesukses en is deur die begaafde Feodossia Charles van Blue Downs gewen. Charles het honderde ander uitgestof om uiteindelik tydens ’n gala-geleentheid in die Bellville as die kampioen gekroon te word en het met pryse ter waarde van duisende rande weggestap.

Vanjaar kan deelnemers uitsien na ’n halfeindronde wat op 30 Januarie volgende jaar by die sepie Suidooster se studio’s in Montague Gardens gehou word. By hierdie

halfeindronde word die 10 deelnemers wat aan die eindronde gaan deelneem deur elektroniese stemming bepaal.

Die eindronde gaan op 28 Maart volgende jaar in die Kraaifontein-stadsaal gehou word.

Charles het sedert haar oorwinning by verskeie geleenthede, onder meer by die gewilde Grandjol, opgetree.

“Dit was voorwaar ’n groot voorreg om as die eerste wenner van Karaoke soos ’n Ster gekroon te word. Ek wil net aan deelnemers sê dat dit baie deure vir hulle kan oopmaak,” sê Charles.

To many Danny Brown is known as the father of Elsies River.

Come rain or shine, he makes it his daily mission to uplift the community whether it be by helping the elderly or by doing motivational talks at schools in the area.

The 76-year-old is one of three finalists in the 70 to 80 year category of this year’s Community Champions Elders Awards.

The awards are presented by TygerBurger, People’s Post and City Vision in partnership with Spec-Savers.

Because so many people live in darkness, Brown says he is determined to be the “light” in people’s lives. “I’m passionate about giving back to my community Danny Brown.

Through his journey in athletics, Brown learned that a big lack in the community is sporting facilities.

“In 1963 (at the age of 20), we started the athletics club to encourage youngsters to focus on their mental and physical health. There are about 50 athletes in the club and they participate in road running, marathons and cross country.”

He explains why it’s important for him to give back: “When I see people, I want to give them hope. I’m always an ear and always available for anyone who needs to talk, or someone who just wants to be uplifted. We always need to show each other love.”

Francis Olivier (81) says Brown has been “an angel” to her for the past five years: “He’s always helping me get around and is such a lovely and friendly man.”

Goodwood resident, Roseline Marinus, says she has known Brown for the past 50 years and he has not changed since: “He has always been a man for the community, doing good and giving back. He plays the role of father-figure to many of the youth in Elsies River, even those who want to become gangsters. We are blessed to have a man like him set an example of this nature.”

Masiphumelele’s Lydia helps others RACINE EDWARDES @raeedwardes Lydia Nogaga, a 76-year-old resident from Masiphumelele has been nominated for a Community Champions Elders Award by subcouncil 19 chair, Patricia Francke.

She is one of the top three finalists in the 70 to 80 year category of the awards presented by TygerBurger, People’s Post and City Vision in partnership with Spec-Savers.

Lydia, who previously worked with children, has been running a club called Yizani Sibonisane Seniors’ Club since 2015. The club meets every Monday, Wednesday and Thursday from 10:00 to 14:00. “I found out that the old people are left alone at home.

Their children are working and some of them can’t do much. To sit at home doing nothing – or to be left with children – is not good for them,” she says, adding that she had another seniors’ club previously but could not continue due to lack of support.

The club has about 52 elders, including those with physical and mental challenges, who take part in the activities planned by Lydia and Thabisa Manyase, who began assisting her after the club had begun.

Thabisa says: “I make the food, ask for donations, and make a plan for funding. Lydia started before me, and after I left my job at Pick n Pay, I just wanted to do something that’s worth it and feels like I’m doing something different.” She says it is fulfilling to do the work she does, to cater to the some-

The club receives donations from Pick n Pay, Food Lover’s Market and Checkers Muizenberg; and they are in the process of applying for funding from the department of social development, “but it’s very difficult,” says Thabisa.

Lydia says the club is important because it keeps the minds and bodies of the seniors active. “We do exercise in the morning and then after that we do a little prayer, eat our breakfast and then do sewing.”

Francke, who believes Lydia is deserving of the recognition, wrote in her nomination: “Lydia assists the elderly by getting their

medication, taking it to their homes and supplying them with their necessary needs.

“She loves what she’s doing for the community and always strives to do more where she can.” The club needs wool, pots and donations for petrol to pick up and drop off seniors on each day that the club meets.

wee maande na haar man se dood, wag ’n weduwee van Ruyterwacht nog steeds op antwoorde rondom die oorsaak van haar man se dood.

Petronella van der Merwe het aan TygerBurger gesê daar hang nog steeds ’n wolk oor die oorsaak van die dood van haar man, Wilhelm, omdat die familie nog nie die uitslag van sy lykskouing ontvang het nie.

Volgens haar is haar man vanjaar met slukdermkanker gediagnoseer en is hy op Dinsdag 13 Augustus in die Tygerberg-hospitaal oorlede.

Volgens Van der Merwe is sy liggaam in die stort gevind.

“Ek het op die dag van sy dood om 15:00 met hom per telefoon gepraat. Hy was op pad om te gaan stort om hom reg te kry vir sy operasie die volgende dag en het gevra ek moet die aand tydens besoektyd kom en

koejawelsap saambring.

“Ek en my jongste dogter is 19:00 hospitaal toe, maar toe ons by sy kamer instap was hy nie in sy bed nie. Niemand het geweet waar hy was nie en ek het onthou dat hy vroeër die dag gesê het dat hy op pad was om te gaan stort. Die stortdeur oorkant sy kamer was toe en ’n verpleegster het aan die deur geklop, maar dit was gesluit.

“Ons het my man se foon binne die stort hoor lui, maar omdat die deur gesluit was, kon ons nie ingaan nie.

“Die verpleegster het die sleutel van die stortkamer gaan haal en die deur oopgemaak en gesê ek mag nie ingaan nie. ’n Dokter het kom kyk wat aangaan en aan my gesê dat my man oorlede is, maar dat ek nie die stort kan ingaan nie,” het Van der Merwe gesê.

Sy kon eers ’n uur later haar man sien, nadat sy liggaam uit die stort verwyder is.

Op daardie tydstip kon hulle ook nie sê hoe laat en waaraan hy dood is nie. Sy liggaam

is na die forensiese afdeling gestuur vir ’n nadoodse ondersoek.

Ons kan nie vrede vind nie, want ons weet niks van die omstandighede van my man se dood nie. Ek wil net afsluiting hê,” het Van der Merwe gesê Tygerberg-hospitaal se woorvoeder, Laticia Pienaar, sê daar was geen mediese nalatigheid aan die hospitaal se kant nie. “Ons het nog nie die resultaat van die nadoodse ondersoek gekry nie. Sodra ons dit kry sal ons die familie inlig oor die oorsaak van sy dood,” sê Pienaar.

The first club was opened in Cape Town in March 2018. The club was founded by Stefanie de Wet and Christelle Janse van Rensburg. “At Canvas Club, each game or crafting activity is designed to introduce or develop important skills.

The age-appropriate activities cultivate curiosity, stimulate independent thinking, problem solving and innovation, foster spatial awareness, hone fine motor skills and introduce science, technology, engineering and maths skills to children as young as 12 months,” a description of the Canvas Club reads.

There are currently 39 Canvas Clubs at 57 locations across the country. The art centre is located in Du Toit Street, Parow.

The holiday programme was organised by the Bellville and Parow branch of the Canvas Club.

Jacky Donaldson, creative leader at the local club, says her and co-owner, Elmari van Zyl, have both actively been involved in various children’s programmes, as in the case with Foundation Backbone, a public benefit organisation in Cape Town.

“We are passionate about children’s growth and development in all areas.

“The concept of a Canvas Club suited and fitted in very well with what we enjoyed, and where we wanted to go in the future.

Dienssentrum maak verskil in gemeenskap AVRIL FILLIES

ie Tygerberg-dienssentrum vir Seniors in Parow het die afgelope maand twee projekte van stapel gestuur om inwoners meer bewus te maak van watter dienste hulle bied.

Altesame 350 spesiale maaltye is deur die dienssentrum uitgedeel en die vrywilligers en bestuur het ook meer geleer oor hoe om rommel tot voordeel van die omgewing te gebruik.

“Die bestuur van die die dienssentrum, vrywilligers, skenkers, die jeug en die Adventist Motorcycle Ministry (AMM), het by die 15 woonstelblokke in Parow die seniors besoek en die vullende ete uitgedeel,” sê Linda Louw, projekbestuurder by die dienssentrum.

Volgens haar het die inwoners en kinders die ete geniet en met groot dankbaarheid ontvang.

“Diegene wat ons vergesel het, het ook eerstehands gesien wat ons in die gebiede wat ons bedien, doen. Die skenkers wat bygedra het tot die sukses van hierdie projek, moet bedank word, want son-

Tot en met einde September is toebroodjies in Bellville en Leonsdale uitgedeel en die toebroodjies is deur werknemers van Pep in Ravensmead verskaf.

“Een van die interessantste inligtingsessies wat die vrywilligers en die bestuur bygewoon het, was die praatjie oor rommel en rommelstrooiing. Die titel was Reduce, Re-use, Recycle, was baie gepas, want ons moet na ons planeet en omgewing kyk. Die praatjie is aangebied deur die departement bestuur van vaste afval in die Stad Kaapstad,” sê Louw.

Na afloop van die praatjie, het die bestuur en vrywilligers by die dienssentrum besluit om voortaan die afval daar te herwin.

“Die inligting was waardevol, insiggewend en motiverend. Ons het sedertdien houers uitgesit waarin die seniors die afval kon gooi en help om ons omgewing en die dtad skoon te hou. Ons wil ’n voorbeeld as goeie landsburgers aan die jeug stel en hopelik sal hulle ons navolg,” sê sy.

Give hope through a mass ride The Sunflower Fund in association with the M.O.T.H. Motorcycle Association will be hosting a ‘fun-raising’ mass ride in support of the Sunflower Fund on Sunday 13 October at the Killarney International Raceway.

‘Osteoporosis is a silent crippler ...’

steoporosis is a lifestyle disease, making prevention the best cure; a message the National Osteoporosis Foundation of South Africa (Nofsa) has been spreading for 26 years.

The only non-profit organisation in the country, that promotes bone health, the foundation based in Durbanville, on Wednesday 2 October hosted its annual ball and charity auction.

“Osteoporosis is a silent crippler, because a person usually doesn’t know that they have it until it’s too late. Unfortunately, in many cases, the first real ‘symptom’ is a broken bone,” said Nofsa chief executive officer

and co-founder Thereza Hough.

Osteoporosis is a disease in which the density and quality of bones are reduced, leading to weakness of the skeleton and an increased risk of fracture, particularly of the spine, wrists, hip, pelvis and upper arms.

“No state funding is provided for the preventative work required and Nofsa depends on the support for the private and corporate sectors,” she said thanking those sponsors who support Nofsa.

Hough said she was humbled by the people she meets in doing this work.

“Just to be able to say to a sufferer, I understand your pain, or I will keep fighting for your medical bills to be paid, makes it all worthwhile,” she said.

Although there is no cure for osteoporosis,

there are a number of things you can do to help prevent this bone disease from developing, or to assist the body once osteoporosis has formed. Nutrition, in particular, the intake of enough calcium and vitamin D is key.

Hough said the latest statistics indicate that by 2050, incidents of osteoporosis in men would have increased by 300%, and in women by 250%.

“As much as nine million bone fractures are reported worldwide each year,” she said.

There are many misconceptions about osteoporosis, for example, that it is “an old woman’s disease”. In fact, bone loss in women can begin as early as the age of 25.

Worldwide, the lifetime risk for a woman to have an osteoporotic fracture is 30 – 40%.

Furthermore, new studies have shown the

prevalence of osteoporosis in men is higher than previously thought with approximately one in five men affected, according to the International Osteoporosis Foundation.

Early detection of bone loss is key to the prevention of the disease.

A bone mineral density (BMD) measurement is used to confirm a diagnosis, but access to measuring equipment and qualified technical personnel and reimbursement by medical aid schemes remain inadequate in many regions.

Nofsa works tirelessly by helping to make diagnostic tools available and providing access to preventative medications.

It also supports research and provides education programmes for health professionals.

Disabled informed about social development services People with disabilities were able to learn about the social development services available to them during an informative session held at the Parow Community Health Centre recently.

The session was organised by Spirituality Media Charity, a non-profit organisation (NPO).

Around the world, including in South Africa, disabled individuals struggle with almost the same issues, Jimi Bertrand, founder of the NPO, says. These include structural, emotional, economic, psychological, educational, cultural as well as medical struggles.

Bertrand says a large number of people with disabilities are believed to be without any form of income in South Africa, a country where the disabled make up 15% of the entire population. More still needs to be done regarding the disabled, he says.

“More than 20 years into the new South Af-

rica, people with disabilities are still one of the less educated groups, and some do not even have any form of education at all.

“This results in them facing all sorts of struggles as well as poverty, and the degree of discrimination they are still facing at almost every level of society, makes matters even worse “People living with disabilities are not enjoying enough space to contribute to the local economy, and they certainly are not having the same development opportunities as the physically abled population.

“In addition, disability is not solely about the individual, it affects family relations as well,” says Bertrand.

The Western Cape Association For Persons with Disabilities (APD), also attended the session.

Erica du Toit, a representative from the APD, was the main speaker at the event.

The Gauteng-based pianist captivated the audience on the final night of the competition with a performance of pieces by Mendelssohn, Bach, Marcello, ending with Berkovich’s “Variations on a Theme of Paganini” – a piece well-known for both its difficulty and emotional depth. Teboho’s fingers, however, danced from key to key, ending her performance with a dramatic flick of her hand in the air as the last notes died down.

Not only did she win the night with the competition’s coveted first prize of R15 000 and a gold medal, but she also received a further six accolades, including for the best performance of a baroque work in the first round, as well as the category prize for piano.

Dressed in all-black garb with a flair of red around the seam of her skirt, Teboho was all smiles as she got up time after time to receive her prizes. But the Johanna van der Spuy first prize brought the biggest smile to her face.

As the news was still sinking in, Teboho said that it was a culmination of a dream she has had since the age of 10. “I’m really grateful that I am actually holding this medal,” she said. “I feel great, but I’m also really overwhelmed, and I actually can’t believe it.”

According to Teboho one of the most important things that she has learnt from her teacher, Dr. Mario Nell, is not to overdo a performance. “Rather play with the emotion that you’re feeling,” Teboho added.

As part of her prize, Teboho will follow in the footsteps of previous winners and play with the Hugo Lambrechts Symphony Orchestra on the opening night of next year’s competition.

hirteen-year-old James Cilliers from Panorama took home the silver after taking part in the Samro Hubert van der Spuy National Music Competition in Parow. He was pipped to the post by 13-yearold Teboho Motsatse, who won the gold after taking part for five years.

This is the 31st year of the high-level music competition that has seen many of its previous winners achieve great success as international musicians. The competition is organised and presented by the Tygerberg branch of the South African Society of Music Teachers (SASMT) and was inspired by the society’s own Prof Hubert van der Spuy.

This year’s 40 young participants from across the country tirelessly practised their craft to be selected for the competition that ran over the course of four days. Only eight, however, made it through to the final round that took place on Friday 20 September.

The mission of the competition was to offer talented young music learners the opportunity to learn from one another in a competition environment and compete on a national level – it came into fruition as these eight finalists took their turns on the stage.

Helen Lin-Lin Liu (13, Bedfordview) was the single violinist on the stage, while Kian Goliath (12, Parow) and James Cilliers (13, Panorama) were the only saxophonists to make it into the final round. Along with Teboho, Madison le Roux (12, Franschhoek), Heinrich Sutton (12, Pretoria), Tanya Zhu (11, Johannesburg) and Stefan Suter (12, Breërivier) competed on piano.

All of the week’s performances were taken into account by the three adjudicators, violinist Johanna Roos, flautist Khanyisile Mthetwa, and pianist Philippus Hugo when they sat down to make their decision. The depth of talent in this year’s pool of finalists, however, made it nearly impossible for the audience to predict a clear winner as they waited for the results. But Teboho’s compel-

How do you explain cruel world to child Have you ever just stared at your child while they’re asleep?

All you see on their angelic face is innocence and purity.

Their thoughts only consist of wanting milkshake, playing with friends, eating M&M’s and just being purely happy.

They are not aware of the dangers that lurk outside.

While driving to a doctor’s appointment with my six-year-old daughter, the news of 19-year-old Uyinene Mrwetyana’s murder was being discussed on a commercial radio station.

Mrwetyana, a UCT student, was raped and killed, allegedly by a 42-year-old employee at the Clareinch post office in Claremont. During this time, my six-yearold was buckled up in the back seat. I thought she was playing with her toys as she always does. But to my surprise, she was attentively listening to the discussion. Then all of a sudden she blurted out a question I thought I’d never have to explain until she’s a bit older.

Her question was: “Mommy, what does it mean when they say her body was found?”

This moment was the death of me.

I paused and had to think of the most subtle way to answer her question.

My response? I struggled with a response for quite some time until I said, “We live in such a cruel world that sometimes there are people who kill others.”

I didn’t know how else to break it down to her. One would assume that as a journalist who works in areas in the Cape Flats, it would be easy to explain the plague to my child, but it’s unfortunately not that simple.

When I reflect back on my childhood, I recall not having knowledge about murders and rapes, yet today we need to be informing our children about it to keep them from harm’s way.

At six years old, questions I posed to my parents included me wanting to play hopscotch or three-sticks in the street with friends.

Not questioning about what it means when people say “‘her body was found”.

My mother allowed me to play outside until the street lights came on. Today, I won’t allow my daughter to set foot outside the house unless I’m with her, and that’s even if it’s in the garden.

We could play hide-and-seek outside back then, but today if our children should do the same there is no guarantee that we will see our child again.

I know that seems a bit dramatic to say, but it’s so true. That very place that your child decides to hide, could be the very place a perpetrator catches him or her.

Sleepovers? Allowing our children to go out to sleepovers today is not as simple as it was when we were children.

Of the many first thoughts that come to mind when I think of that is, “who will protect my child while I’m not around?

Will her innocence be taken advantage of? Is she safe? Will someone look at her in an appropriate manner, thinking inappropriate thoughts?”

The simplicity of being a child in today’s society has been jeopardised by so many criminal elements. As a parent to a little girl, I often wonder of ways to educate my daughter about the cruelty that awaits outside while mom is not around, but how do we do this subtly?

My concern in doing this is that I don’t want to infiltrate her mind with thoughts of fear, but she needs to be informed about the harsh reality we live in.

WP Media news editor Samantha Lee-Jacobs won the best up-and-coming category, with TygerBurger journalist Esme Erasmus winning the best Newspaper: Community category.

Lee-Jacobs was also a finalist in the same category, while Erasmus was also a finalist in the best online category. The RDMAs recognise journalists and media at large for their efforts to positively influence perceptions and habits related to the irresponsible use of alcohol.

Hier naby ons was ’n oom wat Brackenfell-boulevard se sypaadjies elke dag skoongemaak het – wat ’n voorbeeld vir almal.

Ek dink daar was oor hom in TygerBurger geskryf.Daar is boonop mense wat vir hulle eie tuine niks voel nie.

Dit laat die straat sleg lyk, so iemand moet ook aangespreek word.

Too old for online communities I am sending this email per a hand-me-down phone of my grandson. Nowadays, what one hears is: “Do it online”.

As a pensioner, I can’t afford a computer or a fancy phone to do this – my friend was hacked and her and her husband’s accounts were cleaned out. They got hardly anything back.

This online process is supposed to save paper, but now electricity is used. “Six of one and half a dozen of the other”? So when the power is off, we again hear “sorry, we’re offline, come

again later”. This after having to take two buses (if they are running) and about two hours to get there. Of course, there is no printed backup to refer to – we had them in the “old days”.

Businesses should remember that not all people have or can afford this modern technology.

Pavements are a huge concern Dear Stapper (“Skerp klippe op sypaadjies is ’n gevaar”, TygerBurger 18 September) I am very pleased that someone else is also concerned about many property owners taking the liberty of “decorating” the pavements in front of their homes with sharp rocks. I agree that these rocks pose a hazard and make it impossible for pedestrians or animals to walk on the pavements. The whole reason for a pavement is to provide a safe place for pedestrians to walk.

Another new tendency is for property owners to continue their gardens onto their pavements, often completely covering the pavement with shrubs, therefore also making it impossible for pedestrian access. Subject to municipal approval, homeowners should only be allowed to plant trees or lawn on a pavement and thereafter ensure that the lawn is mowed and tidy.

Surely some bylaws prevent property owners from interfering with (or annexing of) municipal pavements for their own use or benefit? Come on municipal managers – do your jobs and stop homeowners from covering pavements with rocks or gardens, or soon there will be no pavements at all for people to walk on and everyone will always have to walk in the street!

We’re appealing his lenient sentence In response to Clive Kihn’s and Anon from Brackenfell’s recent letters (“Justice system is failing us”, TygerBurger 25 September and “Murder was tragic and unnecessary”, TygerBurger 2 October) may I thank both for their most welcome support.

I am the mother of Hilary van Rooyen who was the innocent victim of this brutal murder at her home in Durbanville on 9 May 2017 and I would further advise, the family has appealed this lenient and below minimumlevel sentence.

Our appeal is due to be heard on 2 December in the Cape Town High Court when we pray true justice will prevail for our beloved Hilary and consequently restore our faith in the South African justice system.

Not fair to prohibit fishing in dams I have noticed that at every dam like Vygeboom, Sonstraal and Majik Forest fishing is prohibited. Personally, I believe this is really not fair.

I am a respectable fisherman who loves to go and be in a peaceful environment to catch fish. I catch them, treat them like my own pets, gently release them and take any rubbish with me when I go.

Please tell me, what damage am I or any other of these fishermen causing by doing this? Residents don’t mind either except for one or two that have nothing better to do than to start something.

There is a lot worse that goes on in this world than some innocent fisherman doing something they love.

Carp and bass are invaders yet they are still beautiful fish and I think that being allowed to fish at these dams is a lot better than kids resorting to doing other things that are not savoury.

What if I had a problem with people walking around the dam? Should I make a scene? I live close to these dams and I think prohibition of fishing in these dams is really just unfair and disallowing people to fully enjoy their recreational parks. It really gets to me and a lot of others.

Permit to fish Door De Kraal? What about the same permit to fish at these other dams?

I have never seen anyone fishing there that make a noise or cause a disturbance for the people that stay around the dam.

Seriously, having these dams in our community and then disallowing fishing in it is like dangling a carrot for a donkey on the opposite side of a fence.

Philippi East facility being revamped Work on the upgrade of the Vuyiseka multipurpose facility in Philippi is under way. The upgrade will ensure that the facility realises its full potential for the benefit of the community.

Built in 1987 as part of Cape Town’s bid for the Olympic Games at the time, the facility is in the heart of Philippi East. It was previously occupied by a school, while the City managed the two sports halls and outdoor sports facilities.

The City will take up office space in the facility to provide services such as law enforcement, revenue, subcouncil services, urban management, health and housing, and informal settlements management.

In the previous financial year, R7,3 million was spent on a new roof, wall cladding, waterproofing and water connections, and ablution facilities. This financial year, R20 million will be spent on, among others, security access and stone-guards, electricity and lighting, dry-walling, painting, parking and landscaping.

uch has been said about the City’s electricity tariffs since the tariff hike took effect on 1 July 2019, which is the start of the new municipal financial year.

Here are some important facts in a nutshell: • All the City’s tariffs that required National Energy Regulator of South Africa (NERSA) approval were approved by NERSA. • Following a public participation process the regulated and unregulated tariffs were approved by a full Council.

• No profit is made from the sale of electricity.

• Eskom’s tariff increased by 15,6% compared to the City’s increase of 8,8%.

• Some 65% of the electricity tariff is spent on buying bulk electricity from Eskom.

• The City must buy from Eskom. It has no choice, as the law dictates this. That is

why the City is taking National Government and NERSA to court to allow it to buy some of the required energy from independent producers.

• The fixed charge for electricity is not a surcharge; it is for cost recovery only.

The “buying in bulk” myth Buying electricity in bulk is not always cheaper. Only buy what you need. The lifeline, domestic and home user tariffs have two pricing blocks. The block you are charged in depends on how much you buy in a month. Buying in bulk may push you into the second block, which is more expensive and often unnecessary.

Forty elderly residents received historical title deeds at a ceremony held at Athlone Stadium on 16 September 2019.

This now gives full and unambiguous ownership to these residents, some of whom have waited for over 20 years to receive their title deeds.

The 40 beneficiaries are from Wallacedene, Langa, Atlantis, Joe Slovo, Kleinvlei, Wesbank and Mfuleni.

Empowering residents who were previously denied access to property ownership is one of the City’s priorities. Many families still live as tenants or without ownership rights in houses they have occupied for generations.

Handing over title deeds is one way in which the City can rectify the injustices of the past.

Meanwhile, the Mau Mau housing project in Nyanga is under way, and several beneficiaries moved into their homes as first-time property owners.

The first residents to receive their keys to the state-subsidised Breaking New Ground (BNG) homes were elderly citizens, who have been on the housing database for many years.

On completion in March next year, the R90 million BNG project will provide homes to 434 beneficiaries.

Check your meds City Health urges residents to do a ‘spring-clean’ of their medicine cabinets. Expired medication should never be taken, and may not be disposed of in home bins. It is also illegal to dispose of pharmaceutical waste and ‘sharps’ – such as surgical blades or syringes – in home bins.

Safely dispose of expired medicines and sharps by placing them in rigid, puncture–proof plastic containers (e.g. a plastic milk bottle) and sealing them.

Clearly mark the containers as “Expired medication” or “Sharps” and take them to your nearest City clinic or private pharmacy for safe disposal.

Extra clerks will be employed at the busier driving licence testing centres (DLTCs) such as Brackenfell, Durbanville, Gallows Hill, Hillstar, Joe Gqabi and Milnerton centres, with further appointments at other centres to be made on a priority basis.

Long waiting times at the City’s 18 DLTCs are a common complaint. In the 2018/19 financial year, these centres administered 76 178 driving tests and 124 135 learner licence tests. They also deal with the replacement and renewal of documentation, fine payments, etc.

Access-to-information enquiries The City wants to raise awareness of the Promotion of Access to Information Act (PAIA) and invites residents to apply to the City for access to information. PAIA gives effect to section 32 of the Constitution, which confirms the public’s right of access to information held by the state, except for records held by the Cabinet, the courts, members of Parliament and provincial legislatures.

The City has a dedicated walk-in public office, the Access to City Records Office, in the Cape Town Civic Centre to assist the public with the PAIA process.

Information that can be requested includes documents, tapes, video recordings, computer files, notes or e-mails. PAIA applies to records of public and private bod-

ies. A record means any recorded information that is in possession or under the control of the public body, whether or not created by that public body. PAIA also applies to records held by independent contractors contracted by the state.

In terms of PAIA, an applicant must be given access to records of a public body, provided that the applicant complies with all the procedural requirements, and that access is not refused in terms of any of the grounds of refusal contained in chapter 4 of the act.

City’s control: The NaTIS system used to process transactions falls under National Government, as do the eye-testing machines required for licensing applications. The City does what it can to improve its customer service, which the additional appointees will hopefully achieve in the coming months.

Other business improvement measures introduced at some centres include queue management systems, improved signage, and weekly activity reports on staff performance. Unfortunately, not all DLTCs can incorporate these measures, mostly due to a lack of space.

‘Backyarder’ services a first

Better conditions for backyarders: Since 2014, the City has installed 2 460 water and sanitation points to backyard dwellers on City rental property, and plans to install around 2 000 service points to backyard dwellers over the next three years.

Cape Town was the first municipality in the country to provide services to those living as backyarders on Council-owned property.

The backyarder programme started in 2014 and provides one-on-one water, refuse and electricity services to these residents.

Backyarders who live on private property or on invaded land will not benefit, as the Municipal Finance Management Act determines that public money may not be used for enhancing private properties.

More than R850 million has been earmarked over three years for upgrades to informal settlements and backyarder services. Of this, R713 million has been budgeted for investment in backyarder service provision and the informal settlements upgrade programme.

In addition, some R150 million is budgeted for the delivery of electricity services to the backyarder community.

The growth in the number of backyarders is a direct result of rapid urbanisation and the growing need for more affordable housing closer to urban centres.

Just over R1,6 billion has been budgeted over the next three financial years to provide formal subsidy houses and affordable rental opportunities near urban centres.

Yet the City cannot solely rely on these options, but must also look towards enhanced backyarder services provision and informal settlements upgrades.

The City will continue promoting transport-oriented development, working towards reversing apartheid spatial planning.

Over winter, the City spent R15 million trimming trees that could have interfered with overhead electricity lines and caused power failures during storms.

Now the Cape is entering the windy season, when the southeaster can cause havoc. The City asks residents to maintain their trees and vegetation near power lines to prevent power outages.

he ward community engagement sessions are in full swing, with all 116 wards of the City expected to have meetings where residents can discuss concerns and raise questions with their ward councillor. I have also been attending a number of these.

This process is similar to the listening tour I conducted when I became Executive Mayor in November last year. It’s important that our residents feel that they're heard and acknowledged; to hear where we are doing well and where we can do more to meet expectations. As an

How the City’s electricity tariffs work Providing reliable electricity services to all Capetonians is a complex business.

T

he City does what it can to make electricity accessible and affordable for all its residents. It does not profit from the sale of electricity.

Of income derived from electricity sales, 65% goes to Eskom, which sells the bulk electricity to the City, 25% goes toward the maintenance of the electricity grid, and 10% to the rates account, which helps pay for shared services.

This financial year, the City has been able to limit electricity tariff increases to 8,8% – much less than Eskom’s 15,6% increase – and has implemented tariffs that it believes are as equitable as possible.

The City must maintain and extend its extensive electricity infrastructure (see the panel “City Electricity by the numbers”), regardless of how much electricity is sold.

Tariffs and thresholds Electricity consumption is measured in kilowatt hours, and one City electricity billing unit is equal to one kilowatt hour.

A kilowatt hour (kWh) is a measurement of energy where 1 000 watts of power is sustained for one hour. So, an electric heater consuming 1 000 watts and operating for one hour uses one kWh of energy. A television consuming 100 watts operating continuously for 10 hours also uses 1 kWh. The City charges households three different rates for electricity – lifeline, domestic and home user. The lifeline tariff is designed to help the poor afford a basic level of service. Please see the panel below for an explanation of the three tariffs.

Home user service charge This tariff contains a service charge of R163,32 per month (R142,02 plus VAT).

Money generated from the service charge helps maintain the City’s electricity infrastructure, including power lines, substations, transformers and meters.

Small-scale embedded generation There is also a small-scale embedded generation (SSEG) tariff for customers with Cityapproved grid-tied feed-in SSEG systems, such as solar photovoltaics. For more information, enter "SSEG" in the search box on the City's website.

You qualify for the LIFELINE tariff if you: • have a prepaid meter, and • receive less than 450 units on average per month, and • live in a property with a municipal valuation of less than R400 000, or • receive a rebate (pensioner, indigent, disabled), irrespective of property value.

Lifeline customers receive some free electricity, namely: • 60 kWh per month if they use less than 250 kWh (on average) per month.

• 25 kWh per month if they use between 250 and 450 kWh (on average) per month.

The Lifeline tariff is not to reward lowconsuming customers, but to but to help the poor afford a basic level of service.

Apply for rebates and other types of financial relief The City invites property owners who are aged 60 years and older, or are indigent or dependent on social grants, to apply for financial assistance by 30 November 2019.

Residents who already receive these rebates must reapply, as their three-year cycle ended in June, following the new property valuation implemented on 1 July 2019.

The City has earmarked some R1,2 billion for rates rebates and R1,7 billion for indigent relief.

Property owners receiving a pension or social or disability grants, and whose monthly household income is less than R17 500, may qualify for rates discounts.

A threshold increase This is a R2 500 increase in the monthly household income threshold for rates assistance. The rebates for all income bands between R4 500 and R17 500 per month have also been adjusted upwards.

Property owners who are indigent and earn up to R6 000 a month, regardless of their age, are also encouraged to apply for indigent benefits, including rates rebates.

Residents who are in arrears with their municipal accounts can enter into an arrangement with the City to pay these off.

4 CITYNEWS Learners’ walk to school now safer The City has installed a signalised crossing at AZ Berman Drive, Mitchells Plain, for Tafelsig Primary School learners to cross this busy road safely.

The R1 million project included road markings, road traffic signs, vehicle detection using camera technology, and audio-tactile pedestrian push buttons. Learners and other children can now safely cross over to school or the play park.

The City urges motorists on this road to drive carefully, adhere to the speed limit and traffic signal, and be on the lookout for children.

Ottery Road to be rehabilitated

The City is investing R20 million in the rehabilitation of Ottery Road and part of Olieboom Road in Philippi.

Ottery Road provides an important link off Jakes Gerwel Drive and Govan Mbeki Drive to the Philippi horticultural and industrial area.

Construction is to start in midOctober 2019 and will take approximately seven months. New sidewalks will be built in the southern section of Ottery Road, while the traffic circle and sidewalks will also be rehabilitated.

T

he R90 million Sweet Homes informal settlements upgrade project in Philippi aims to improve the lives of the community. The R60 million first phase includes construction of roads, stormwater and sewer networks, electricity infrastructure, and ensuring a safer space.

However, the true cost of the upgrade is enormous, as the project is marred by violence. In the past 24 months, 13 people lost their lives. These include two security guards, a construction worker and eight community members, and recently also two City law enforcement officers, who were shot while protecting contract workers.

Affordable housing in Philippi The City’s advisory panel on planning appeals gave the green light for four privatesector developments that will provide over 240 affordable housing units in Philippi.

These developments will be located between Strandfontein, Ottery and Boundary roads, close to public transport services and major routes, alongside the Philippi horticultural area (PHA).

By-law to better protect beaches

Let there be light: More than 97% of City-supplied households have access to electricity.

The developments will consist of 242 flats intended for lower to middle-income households on several sites in Knole Park.

Mabophe Square electrified In August, 333 residents at Mabophe Square, Nyanga East, received electricity to their homes. The project cost R3 million.

Pool openings delayed for repairs The City opened 16 municipal swimming pools in time for the spring school holidays, in addition to the four indoor pools that are open year-round.

Annually, more than 1,5 million people visit the City’s swimming pools.

The pools are popular for relaxation and socialising, but are also targeted by vandals and criminals.

In fact, users of the Trafalgar Park and Elsies River pools have been deprived of these facilities due to theft and vandalism. It is hoped repairs will be completed in time for the summer season.

The pools in Parowvallei, Ruyterwacht, Lentegeur and Delft are also undergoing repairs and maintenance work, but should be ready for the peak summer

period. The Bellville, Elsiesrivier and Ravensmead swimming pools will not be open this season due to renovations.

Community cooperation was critical for the success of the project, as informal structures had to be shifted to enable the electrification work to proceed.

Electrification projects, along with other basic services projects, are ongoing across the city, and 97,3% of City-supplied households have access to electricity in general.

Illegal dumping could cost you Persons caught dumping their waste illegally will have their vehicle seized and impounded. The vehicle will not be released until the criminal case is concluded and on receipt of the fees payable, which include an impoundment fee.

The fees are R8 700 for a first offence, R11 700 for a second offence, and R17 400 for a third offence. The offender will also be fined with R5 000 for contravening the by-law .

The City has drafted a by-law to better manage, protect and improve safety along Cape Town’s coastline, which draws millions of visitors and contributes some R40 billion to the local economy each year.

The proposed by-law addresses poaching or illegal fishing; harvesting, removal or damaging of indigenous coastal vegetation and other natural material; littering, pollution and dumping; encroachment of private property; measures to remove encroachments; possession of liquor or drugs; hawking or doing business illegally; launching of vessels, and issuing of fines for contraventions.

Following a month-long public participation process, the draft by-law will now go before Council’s Portfolio Committee on Spatial Planning and Environment in November, and then to a full Council meeting for approval early in 2020.

Hanover Street is back On Heritage Day, Keizersgracht in District Six again received its original, historical name, "Hanover Street".

The request was made by the District Six Working Committee in June 2019. After a public participation process in which 1 195 residents and interested parties submitted comments – 96% of them in favour, the proposal was approved by a full meeting of Council.

eing nominated in the 2019 World Travel Awards puts Cape Town International Airport in the “global spotlight in a positive way”.

This is according to the airport’s general manager Deon Cloete who told TygerBurger recognition of this sort affirms their ability to deliver on international standards and benchmarks. “We never take accolades for granted and remain humbled by it. They are testament to all of the entities that make us the airport value chain. Our success is a tribute to our airport partners,” Cloete said about the nomination.

He added that more infrastructure developments can be expected at the airport.

“We have an ambitious development programme planned for the next five years. We are realigning our runway, building a new domestic arrivals terminal and a new international arrivals terminal. If all goes according to plan we will have the contractor set up site in the first part of 2020.”

Mayor Dan Plato visited the airport on Tuesday 1 October to encourage tourists and local travellers to vote for Cape Town International Airport in the 2019 World Travel Awards.

“The airport is a world-class facility and is a worthy contender for the World’s Leading Airport award. The airport is a vibrant and busy space which processes 11 million passengers each year. The facility is the first impression that people get when arriving in the city and tourists and locals experience its efficiency. The airport has already been recognised as the best on the continent and we are now aiming to make it the best airport in the world. We are competing against Dubai, Cancun and Melbourne, among others, for the global title and we need your vote to take home this award,” said Plato in a statement.

ie voorste klubkrieketspanne van die Tygerbergstreek het gemengde welslae behaal in die eerste reeks T20wedstryde wat Saterdag in die WP afgehandel is.

In die Superliga het die Universiteit van Wes-Kaapland (UWK) weggespring met ’n oorwinning, maar Bellville, Durbanville en Brackenfell het almal aan die kortste ent getrek.

UWK(190/3) het danksy Givon Christians (101*) en Romano Ramoo (40) Strandfontein (125/5) met gemak geklop. Bellville (113/8) teen Claremont (124/7) sowel as Durbanville (151/8, Leon le Roux 87) teen WP-klub, en Brackenfell (110/6) teen Kaapstad (111/6) het egter al drie in die stof gebyt.

In die eerste liga het Kraaifontein, Milner-

ton, Tygerberg-klub en Edgemead almal ’n goeie begin gehad. In Kraaifontein (159/2) se sege oor Rylands (140/9) was Seth Fledermaus (94), Darryl Losper (67*), Craig Ephraim (3/18) en Robin Petersen (3/20) almal van meet af mooi op stryk. This was a two-day event (sanctioned by SASCOC) which serves as a confirmation tournament for Western Province colours and selection for the South African team to tour to Orlando Florida in 2020 for the world championships. Alex also won MMA Light – a sport version of full contact MMA. He too achieved Western Province A team colours for jiu-jitsu and MMA Light and is thus eligible to tour overseas.

he success of the u.12 Western Province Predators indoor cricket team at the interprovincial Zambezi Tournament in Pretoria recently, was no easy feat.

They managed to get all the way to the Shield Final where they narrowly lost to Central Gauteng Cubs.

They are the first team to represent Western Province in this age group and learned valuable lessons in Pretoria.

The players reside in Kenridge and Blouberg and were very excited about being selected to represent their province.

“The team was officially capped in May and have been training at Montague Arena for the tournament.

“We as a club are proud of this achievement and hope to make the province and the parents proud in our future endeavours,” says Shelley Gericke, team manager.

The players spoke about the tournament when they returned to Cape Town and what it meant to them.

Pete Jordaan (12), captain, said: “I feel the tournament and cricket was of a very high standard, with teams participating from all over South Africa.

“We had a pretty tough start, but towards the end showed our true character and did really well, especially considering that it was our first tournament.

“I love action cricket, because it is fast, fun and challenging. My cricket hero is Jacques Kallis – he is the best all-rounder in the history of the game.

“You need the skills of an all-rounder for indoor cricket as you need to be able to bowl, bat and field,” Jordaan said.

Enzo Whittaker (11) says he plays indoor cricket because he loves all kinds of cricket.

“Indoor cricket has taught me so many different life lessons, there is not enough space to list them,” he said.

Cameron Hunter (11) said he loves cricket so much that when he got the opportunity to play indoor cricket, he was so excited.

“I learned a lot and made some great new friends. I really enjoyed the tournament and will never forget the fun we had. I am so happy I got to play my favourite sport for Western Province,” he said.

Matthew Brooker (12) said he loves playing action cricket because he loves the team sport and the spirit.

“I formed relationships with all the boys in the team. I love the fast pace of the game and the adrenaline rush. I would love to continue on the journey,” he said.

Bryce Gilder (10) said he likes action cricket because it is fast non-stop action.

“Everyone gets a chance to bat and bowl and I like catching off the net. From playing the game I made new friends and received my WP colours,” he said.

Josh Gericke (12) said he loves that in the game we all get to play every position and role in the team, which makes it exciting and busy the entire match.

“I also have many of my close friends in the team with me, so that makes it so much fun! I never get enough and can’t wait for the next tournament!” he said.

Jarred Prince (11) believes action cricket is much faster than the normal game. You must think fast and react fast to the balls.

Every game is different, and your opponents are different.

“It’s about what you learn from game to game. That makes the game very interesting and learning from what the coach teaches you. You must also trust your teammates,” he said.

Hy was ’n leerder van die Laerskool Fanie Theron en die hoërskole Monumentpark (albei in Kraaifontein) en Westcliff (Bellville), voordat hy by die Griffons aangesluit het.

Mumba speel heelagter, senter en vleuel, maar verkies om op eersgenoemde uit te draf. Hy het verskeie rugbytoekennings ontvang, waaronder een vir die meeste drieë (17 in agt wedstryde) by die Griffons toe hulle as die o.20-kampioene gekroon is.

By Westcliff is hy as die belowendste speler en die beste agterspeler aangewys. In 2016 was hy die kaptein van die WP se LSEN- Cravenweekspan en was ook deel van die SA LSEN-span tydens die Akademie-week in Durban.

Mumba blink nie net in rugby uit nie, maar het die WP in 200m, hoogspring en verspring verteenwoordig en was ook deel van die SA span wat in Limpopo in 2014 deelgeneem het. Hy het ook sy Boland-kleure tydens die SA Judokampioenskap in Port Elizabeth in 2007 verwerf.

Sy afrigter by die Griffons, Jacques Juries, beskryf hom as volg: “Hy het al die vaardighede vir vandag se agterspelers, is beweeglik en vinnig van die merk. Hy het visie, ’n ongelooflike systap en kan die bal aan ’n speler in ’n beter posisie gee as hy gelak word. Hy sal ’n aanwins wees vir enige provinsie en is baie gewild onder spelers en afrigters.

Athletes eagerly await the start of the Goodwood Harriers 10km run.

Once again a successful race The Goodwood Harriers annual 10km race was recently held and was traditionally set off by the firing of a cannon, at the Fort Ikapa Military Base. Athletes ran in, what most would describe as, perfect running conditions overcast and cool.

A total of 1 345 participants represented

communities and running clubs from all over the Western Cape, from young to the young at heart, with three participants at the inspiring age of 84.

The winner, Alantino Belillie from Sanlam Running Club, crossed the finish line in an astonishing time of 31 minutes and 35 seconds.
