If ever citizens of Parow thought their councillors were wearing blinkers, they would – in light of the latest horticultural developments – in fact be right. One such citizen is Hennie Fritz, who wondered why the gardens of the municipal grounds in Parow were so overgrown and clearly in need of care. He was wondering if the municipality shouldn’t set the example in encouraging people to clean their yards and surroundings. “In Parow the grass and weed garden is so overgrown, one can lose a toddler there. I cannot believe that senior municipal officials and councillors move through these gardens and are not ashamed of the pathetic state of the once beautiful gardens,” he said. Apparently herein lies the problem. The reason why the sad state of flowering weeds, half dead plants, untidy bushes and trees in need of a good trim, dead flower heads, long grass and neglected flower beds are the order of the day, is because councillors cannot see it. According to Subcouncil 4 chairperson, Clive Justus, he, for one, was not really aware of the state of the gardens. “I, and my fellow councillors have dedicated parking at the rear of the municipal offices. I seldom walk through the entrance gardens and was unaware of the unkempt state of the gardens.” He says, however, that when he received the complaint about the gardens, he “immediately inspected the gardens and was shocked to witness the unkempt gardens at Parow municipal offices”. On enquiry last week, he was informed that due to budget restraints there has been a reduction in cutting of grass to once a month only. “From my observations, I however doubt that the grass had been cut properly for at least two months, thus a breach of that commitment.” Justus has also requested the relevant mayoral committee member to ensure that adequate funding is provided ... (so) “that we will not be embarrassed to visit Parow municipal offices ...”
Continual cleanup operations as well as the Plattekloof community’s pressure have led to authorities looking at a permanent solution to a filthy problem. Officials sprang into action on Friday 20 April and did what was hopefully the last major cleanup operation on the corner of Plattekloof Road and the N1, where almost 200 bags of dirt were collected. The area has residents up in arms as it has become a dumping spot with dirt strewn everywhere, rats have started to breed and the stench of faeces greets people. Adding to the mess are the alleged vagrants who have made the area their home. The clean-up operation was initiated by the Panorama, Welgelegen and Plattekloof (PWP) Neighbourhood Watch who got ward councillor Sakkie Pretorius, the solid waste department and law enforcement involved. But officials say they have their hands full as this is an operation that needs to take place every three months. William Akiemdien, the senior foreman for the solid waste department for the Plattekloof area, says they have a huge problem with the vagrants. “We find ourselves cleaning this area every three months, but when we return the dirt which the vagrants left is here again and we are faced with the mess.” Pretorius says the plan is to close off a section on the alley where only municipal officials will have access and this will stop vagrants from dumping. “We must address this issue and ensure that our community is clean and safe,” he added. Lynette Norman, a committee member for the PWP Neighbourhood Watch says: “We patrol the area at night and we have been monitoring the bridge and saw how the numbers of vagrants have grown and rubbish has been accumulated on the open space,” .
