assenger rides on the Western Cape’s railway lines have declined by more than 300 000 rides per week because of the unreliability of the train system.

Riana Scott, spokesperson for Metrorail Western Cape says: “Historically, 732 000

passenger journeys per weekday were recorded. Current passenger journeys are 416 310 due to the reduced capacity.”

Mandilakhe Dlula, a student at Cape Peninsula University of Technology (CPUT), is one of the long suffering commuters. “I don’t have a car and the trains are the only affordable mode of transportation available for my area,” says Dlula.

Dlula who has been using the train his whole life says he is often late for his lectures. “I usually miss half the lecture because of the delays. Sometimes I even miss lectures altogether. Some lecturers do not understand our predicament,” says Dlula.

According to Jumaui Clarke, a lecturer at the University of Cape Town (UCT), the students who do take the train are slow to point

it out because it is so obvious that there had been a problem. Clarke himself is a commuter that travels from Plumstead to Rosebank.

He says that there had been a close call earlier in the year where he had almost missed his 08:00 lecture. “I was on a train that just stopped between Wittebome and Wynberg stations.”

Stop COCT questions unregulated surcharge DESIRÉE RORKE @dezzierorke

C

ivic action group Stop COCT, is currently investigating possible remedies to reverse the unregulated electricity surcharge implemented by the City of Cape Town.

Last week, Stop COCT approached the Public Protector for assistance regarding the unregulated portion of the City of Cape Town electricity tariffs.

“The Public Protector is of the view that this is a legislative issue and that it also falls outside their mandate. However, the Public Protector gave Stop COCT guidance on remedies and how to proceed.

“We spent nearly three hours with the Public Protector and undertook to lodge a formal complaint regarding this and other matters in the prescribed format communicated to us. These complaints will be lodged to the Public Protector within the next few days,” says Sandra Dickson, co-founder of Stop COCT. During a failed mediation meeting between Stop COCT and the City by the National Energy Regulator (Nersa) on 10 September, the City revealed that a 23 cent surcharge was added to the electricity tariff in terms of municipal legislation. This surcharge is unregulated and falls outside the mandate of Nersa.

According to the City, the surcharge is used to contribute to rates and to fund other services such as the installation and repairs of street lights and not to recover the costs of providing electricity.

However, Stop COCT remains concerned about the legislative processes followed to institute the surcharge, and the negative effect of the new property valuation (GV2018) on the new electricity tariffs.

“The GV2018 property valuation pushed many people over the R400 000 and R1 million thresholds.

“The result for the people now exceeding property valuations of over R400 000 is that they received an 80% plus tariff increase in rand and cent costs.

“These homeowners lost their free units and their tariff was increased from R1,10 to R1,99 without any warning from the City.

The reasons for this are the automatic move from the LifeLine category to the domestic category of the City’s inclined block tariff (IBT) because of the much higher GV2018 property valuation,” Dickson explained, adding that they thus dispute the City’s announced 8.88% increase in electricity tariffs for the current year.

In addition, Stop COCT found a circular from Treasury following the Municipal Fiscal Powers and Functions Act of 2007, noting the following: “The Act also has indirect implications for other local government stakeholders, such as organised local government ... For example, Nersa will need to review their current regulatory processes to exclude the surcharge component which currently forms part of the electricity reticulation tariff, ... to only regulate the ‘base tariff’, as soon as regulations are issued to prescribe norms and surcharges on electricity reticulation services.”

However, these “norms and standards” referred to could not be found to date, says Dickson.

“On questions put to Treasury, Stop COCT did not get a satisfactory answer to date as to where these ‘prescribed norms and surcharges’ are.

“Stop COCT is still pursuing this issue to get final clarity through all possible means,” says Dickson.

In response to this the City’s Mayco member for energy Phindile Maxiti says the City too is waiting for these “norms and standards” to be published.

Dickson furthermore challenges the fact that proper procedures were followed to make the public aware of the unregulated portion of the tariff during the 2018/2019 budgetary process.

“In the draft budget of 2018/2019 put out for public comment there was no mention of the unregulated portion, however it appeared in the final budget for that year.

“In the 2019/2020 final budget the unregulated portion was mentioned. But the omis-

sion of the unregulated portion in the 2018/2019 draft budget, raises questions as to whether proper public participation rules were applied,” says Dickson.

To this, Maxiti responded saying the surcharge was contained in the budget, however it was embedded in the budget as a total amount and not separated out at that time as cents per kWh. “It is published and was provided when requested... The City is looking at how it can enhance its engagement process with members of the public and how to make this complex information more accessible. There is always room for improvement and the City always welcomes constructive criticism,” he says.

Maxiti said there is a fundamental difference in the interpretation of the surcharge matter.

“The City has acted in good faith and in accordance with all applicable laws... The City has maintained that 10% goes for shared services,” he says.

He maintains the City had considered factors of affordability and the new GV2018.

“The City anticipated that for the first few months of the new financial year, customers would be especially affected by the increased tariffs as their winter usage would be higher than summer months and they would have to pay for their higher winter usage under increased tariffs.”

He says the GV2018 was a material factor in the budget process. “One would have noticed that there were various forms of relief built into the budget, for instance rates and services increases were kept as low as possible and rates and services assistance was increased to pensioners and indigent people.”

He says it is simply not sustainable anymore to subsidise customers who can pay their fair share.

“We can only truly afford to subsidise people who are destitute and that do not have the means to afford even basic levels of basic services. The City stands by the 8,88% tariff increase for 2019/2020 – which places Cape Town in the lower end of the increases if a country-wide comparison is made.”

On Thursday 12 September just after 06:00 a train from Strand had derailed just before Bellville station. This derailment impacted thousands travelling to and from various areas across the Northern and Central Lines thus forcing commuters to make use of alternative modes of transport.

Metrorail has suffered severely after the arson attacks and vandalism.

“The Western Cape currently has a fleet of 57 train-sets, at least 88 are required to return to previous service levels,” says

Delays caused by power failures, cable theft, passenger related incidents and vandalism in various areas across the city, have impacted and changed routes for most commuters on the northern line.

The reasons for these delays are often relayed quite late on social media.

“The running times of trains have increased due to asset obsolescence and the condition of rail networks requiring extraordinary measures like speed restrictions and manual authorisations,” says Scott.

Clarke says the delays were especially bad that day. “Many people in the train had to resort to jumping out between the carriages, which is dangerous and illegal.

In this instance, the train had been stationary for quite some time and I too had to jump off the train between the carriages,” says Clarke.

Once Clarke was off the train, he called an Uber to get to the university. “Luckily, I arrived at campus 10 minutes before the lecture started.

any children cannot play soccer because they cannot afford to buy boots.

This is why Cathleen du Plessis from the Belhar Youth Development Agency is trying to make sure that every child who wants to participate gets boots.

“With our Boots for All campaign we want to make sure that a basic thing like a soccer boot will not prevent a future star from shining,” says Du Plessis.

Recently a team from Keimoes in the Northern Cape came for a tour and they still played without boots.

Lennersville Football Club from Keimoes in the Northern Cape visited Cape Town recently.

“We got 30 pairs of second hand boots that were still in good condition and we gave it to players from Lennersville FC. For some of them, it was their first time ever owning soccer boots. If that boots made a difference in one boy’s life then we have made a difference,” says Du Plessis.

At the moment she is awaiting a parcel of boots from Europe. “Someone saw what we are doing and collected boots and will send it to us. We encourage people who have second hand or hardly used boots to send it to us so that we can change the lives of our children,” says Du Plessis.

Urban Family Run held to raise funds for community The Spring edition of the Greater Tygerberg Partnership’s popular Urban Family Run is back on Saturday 5 October to raise funds for Bellville City Outreach.

Runners of all ages and fitness levels are welcome to participate and even dogs can come along. The cost to enter is R50 with tickets available via Quicket (GTP Urban Family Run).

There will be a slight change in format for this edition of the run with participants being challenged to run a 1km lap around Tielman Marais Park as many times as they can within six hours.

For every 1 kilometre they run on the day, R10 will be donated to Bellville City Outreach, an organisation that provides support and active interventions in the community.

GTP chief executive officer Warren Hewitt says: “The GTP Urban Trail Run is a great opportunity for people to get into our greenest public spaces in Bellville together with their community. This special edition will also see our runners reward those in need with every step they take. It’s a runpowered fundraiser.”

The run is open to everyone, encouraging the public to explore the Bellville central business district, its parks and green spaces. In the long-term, the project aims to establish a fixed route for local runners and walkers to use for their daily exercise and leisure.

Runners will receive a medal when they run five laps or more. They can rest between loops and water tables and food vendors will be present.

The GTP Urban Family Run takes place between 10:00 and 16:h00 and everyone must meet at the Tielman Marais Park in 16 Alexandra Street in Oakdale.

E

ven in what he describes as his last days, Maitland resident Peter Knight is determined to do good for his community.

The 87-year-old is one of the top three finalists in the in 80 plus category of this year’s Community Champions Elders Awards.

The awards are presented by TygerBurger, People’s Post and City Vision in partnership with Spec-Savers.

Knight wakes up at 05:00 daily to pick up the dirt along the road. He takes a wheelie-bin along, or a rubbish bag.

He drops it off at his local church until it can be collected by the municipality.

Knight, who now has health issues, says he has been doing this for 78 years.

It all started at St John’s Catholic Church in Coronation Road at the age of nine. He voluntarily started cleaning the church premises and in front of the gate.

Knight says that was not enough as the road remained dirty. That’s when he started to occasionally clean the rest of the road too.

He has continued this voluntary service until today.

This, he says, allows him to go to bed a happy man every night, and the community appreciates him.

“I cannot stand seeing a piece of paper laying around. I used to do it for my father who would say, ‘pick up the papers even on your way to church’. I am angry at the school children that eat their chips and

Peter Knight throw the packets anywhere. They have no respect for the environment or the elders,” says Knight.

He says he gets a mixed type of response from the community, with some appreciating and trying to help him where they can. However, some residents are simply not bothered by his daily efforts.

Sharing the story of his life, Knight says he has always been a responsible person, putting other people’s needs first.

He attributes his conduct to lessons from his late parents.

Knight says in his last days his father reminded him of the importance of taking care of his loved ones.

“My father asked me to take care of my mother and my siblings, and to always remember his teachings,” Knight says.

He had to honour his father’s will and help his mother raise the other children. He was never married nor did he have children, but says he is

a family person.

“I have always had a good relationship with my siblings. Yes, there would be misunderstandings and we would end up not talking to some, but I always loved them and their children,” he says.

Knight was nominated by fellow resident Esmeralda Alexander, who has been observing his role in the community over the last few years.

Alexander sees Knight as an inspiration to many in the community.

She says despite his age, Knight still smiles and greets people while he is busy cleaning along the road.

“He never moans, come rain or shine. I am grateful Mr Knight will get some recognition for his good deeds,” she says.

ommunity members jumped in on Heritage Day to clean and paint walls at the basketball court in Acker Park in Ravensmead.

The court was in a bad condition due to graffiti painted on the walls, the burning of copper on the court, illegal dumping.

According to the local ward councillor, Jacky Visser, they thought if the court is upgraded and the area is neat and tidy, the residents may become proud and protective of it.

“We only painted the ground layer and are planning to add art to the walls. The thought is for people from the community to come forward to make some drawings on the walls. This will give them a chance to

show off their artistic skills. The kids assisted us a great deal by picking up litter and used brooms and gloves to clean up the ashes, glass pieces and litter on the court.

“On one part of the wall, the kids will get a chance to put their handprints with their names and the date.

“We are grateful that some of the community members assisted us in the project,” says Visser.

Marelda Abels, a resident from the area surrounding the court, welcomed the intervention.

“So many places in our community are dilapidated and if it is fixed we can feel proud again. The gangsters have no respect for our neighbourhoods and if more places can be fixed they will realise that we as a community appreciate our surroundings,” says Abels.

Badisa gee hoop in tye van geweld I

n die afgelope maand waarin die hele land met die voortslepende en sinnelose geweld teen vrouens en kinders gekonfronteer is, het Badisa ’n sprankie hoop by sy algemene jaarvergadering in Durbanville gebring.

Badisa, ’n maatskaplike diensorganisasie, het sowat 144 programme wat in die 2018/19boekjaar daagliks maatskaplike dienste aan 665 850 mense in die Wes-, Suid- en NoordKaap lewer.

Ds. Charl van Rensburg, voorsitter van die Badisa-bestuursraad, het ’n prentjie van die werklikheid met deernis en empatie geskep. Volgens hom bied Badisa dienste aan ouer mense, mense met gestremdhede, mense wat sukkel met substansafhanklikheid, vroeë kindontwikkeling, asook kinders en families.

“Die landswye statistiek rondom kinders is egter wat opnuut skok,” het hy gesê en die volgende statistiek gedeel: . vier kinders word elke week vermoor; . 37 000 kinders is uit hul ouerhuise verwyder omdat dit te gevaarlik was; . kinders tussen die ouderdomme van 8 maande en 18 maande word verkrag; . 82% van alle kinders word tydens hul leeftyd aan een of ander vorm van geweld blootgestel; . een uit drie kinders word seksueel mis-

Hy die konteks en uitdagings wat Suid-Afrika in die gesig staar geskets en klem daarop gelê dat Suid-Afrika die wêreld se mees ongelyke samelewing is.

Christine Quickfall, hoof- uitvoerende beampte van Badisa, het gesê die uiteinde is duidelik. “Te midde van hierdie uitdagings het Badisa as leerorganisasie die kundigheid, vaardighede en ondervinding, asook goeie korporatiewe bestuur, sterk vennootskappe en ’n magtige verband met die twee prinsipaalkerke om ’n sosiale impak te maak,” het sy gesê.

New moms blessed with gift bags M

others of newborn babies born at the Karl Bremer Hospital in Parow received gift bags to celebrate their new chapter in life.

The gift bags were made possible by the team at Radio Tygerberg 104FM in partnership with the Inceba Saving Babies Project – an organisation based in Bellville that helps babies when their mothers cannot, or do not want to take care of them.

ie eerste keer in die driejarige bestaan van die rugbyklub Van der Stel-Evergreens (VDE) van Stellenbosch, is die klub se derde span as kampioen gekroon nadat hy Saterdag 28 September met 47-40 met Windmeul op City Park in Athlone afgereken het in die finaal van die WP-klubkompetisie.

Boonop het die klub ook geskiedenis gemaak, want die span word afgerig deur ’n vrou, Avril Fillies, wat welbekend in rugbykringe is.

“Dit is nie die eerste keer dat my klubspan ’n beker wen nie, want van 2004 tot 2007 was ek ook onoorwonne met my derde span van 9 SAI op Faure.

“Die eer kom die spelers toe, want jy as afrigter kan hulle alles probeer leer, maar in wedstryde moet hulle kyk of jou wedstrydplan werk of nie, en dan by die wedstrydsituasie aanpas,” het sy gesê.

Die meeste spelers kom uit Stellenbosch, Kraaifontein, Vlottenburg en Eersterivier en het vanjaar hul ligaverpligtinge in die noordelike liga van die WP-klubkompetisie nagekom.

“Die meeste van my spelers is juniors,

werkloos of kontrakwerkers en ek moes my speelpatrone aanpas om by die omstandighede van die spelers in te val. Ek het nog nie een week met ’n volle span geoefen op Dinsdae en Donderdae nie, weens werksverpligtinge of omstandighede buite my beheer.

Maar Saterdae het die spelers opgedaag en wedstryde gewen,” het sy gesê.

Windmeul het Saterdag met sy eerste span opgedaag, maar VDE se ervare spelers het die wedstryd in hul guns beklink.

“Niemand het ons ’n kans gegee om die knoop deur te hak nie. Aanvanklik het ons gesukkel om aan die gang te kom, want die spelers het uit posisie gespeel en was ons rustyd met 28-14 agter. In die tweede helfte het hulle in rat gekom en nadat ek drie posisionele skuiwe in die agterlyn gemaak het, het ons 23 punte teenoor Windmeul se 12 punte aangeteken.

“Die spelers wat uitgesonder moet word, is Lorenzo Claassen (heelagter), Arjoon Swarts (senter) en William Chordnum (senter). Die ander spelers het wel hul kant gebring, maar veral Swarts en Claassen het spel in die middelveld gedikteer. Chordnum het met sy kraglopies Windmeul se senters

uitmekaar gehardloop en die ander het sy breekslae met drieë afgerond. Nigel Apollis (losskakel) het die telbord met sy skoppe aan die rol gehou,” het Fillies gesê.

Voorlangs het Werner Petersen (agtsteman) en Yolande Ngxongana (flank) die fut uit Windmeul se agterlyn geduik.

“As ek nou terugkyk op die afgelope seisoen, het van my derdespanspelers regtig gegroei, want van hulle het in die tweede helfte van die seisoen vir die eerste span uitgedraf.

Hier moet veral Shane de Vries, Graham Davids, Lonwabo Lumbe en Duren Manuel uitgesonder word. Hulle het almal ’n verskil in die eerste span gemaak. Ek wil net voortbou in 2020 op dit wat ons vanjaar vermag het,” het sy gesê.

Volgens haar sou sy nie sukses behaal het sonder die hulp van haar hulpafrigter, Desmond Houston, ’n voormalige WP-speler en die afrigter van die tweede span nie.

“Jy moet onthou ek het nog nooit op enige vlak rugby gespeel nie – net vir Die Burger en Kaap-Rapport daaroor geskryf. Hy (Houston) het wel gespeel en ek het hom leer ken as 19-jarige toe hy vir die destydse WP-Gouebeker en Coronations-Liga uitgedraf het. Dit

was maklik om met mekaar strategieë of wedstrydplanne te bespreek of uit te werk en dit was vanjaar die geheim van ons sukses met albei spanne. Hy is ’n Junior Springbok, voormalige Springbokkeurder en ook afrigter van die voormalige WP-Liga saam met Dougie Dyers. Danksy hul almal se insette kon ons dinge op die veld laat gebeur tot voordeel van die klub en die spelers,” het Fillies gesê.

Fillies is ’n ervare joernalis met meer as 35 jaar ondervinding, die eerste vrou in die land wat provinsiale rugbyspanne (WPVroue en WP-Weermag B) afgerig het en wat wyle Thinus Linee en Chester Williams se rugbyloopbane sedert 1982 aan die publiek bekend gestel het.
