A

video showing two De Grendel High School learners fighting outside the school premises, with one slapping the other numerous times during the heated argument, is currently doing the rounds on social media.

A copy of the video, which appears to have been filmed on a cellphone, was shared by a resident on the Brooklyn Innie Kaap Facebook page on Thursday 28 September. The

resident described the event as “shocking” and “a disgrace” to De Grendel High School.

“Hope they do something about this bullying,” the concerned resident wrote.

The video also elicited several reactions – a total of 47 comments, to be precise, within the first two days.

The video, in which one girl is seen slapping another three times, also contains foul language.

One resident confirmed, however, that the incident occurred some months ago and that action has been taken against those in-

volved. “She appeared in court and was sentenced accordingly,” the person wrote.

Last week Paddy Attwell, spokesperson for the Western Cape Department of Education, confirmed this.

“The incident allegedly occurred in March. The school dealt with the matter in terms of its code of conduct.

“Our information is that the alleged victim has laid an assault charge with the police,” he says.

Attwell says the department views bullying in a very serious light.

“The consequences of bullying can be dire.

“The department applies a range of measures to deal with bullying, summarised by education; training; advocacy; support; policies and procedures, as well as district programmes,” Attwell says.

In a statement issued last week around bullying on social media, Western Cape minister for education, Debbie Schäfer, said the recent reports of bullying, both in the Western Cape and across the country, are highly disturbing.

Watch out for these signs of bullying The Western Cape Department of Education recently indicated that bullying is a huge concern for them and that schools, parents and educators should response timeously in order to stop it from having dire consequences. TygerBurger approached Judy Strickland, a child counsellor with more than 13 years’ experience and founder of Hope House, to gain some insight into the phenomenon.

Q: What signs do victims of bullying display?

A: Victims often display anxiety, tearfulness and a reluctance to return to the place where the bullying is happening.

They can display anger and sometimes take out that anger on others, creating another victim. With children, any change in behaviour needs to get our attention and be looked at.

Q: How can parents handle bullying in terms of their child and the bully?

A: The most important thing for parents is to listen and, in the case of young children, take action. If their child tells them about bullying or they become concerned, they should speak to their child’s

teachers and any relevant staff or child minders. If necessary, remove the child from the situation entirely and consider finding an experienced child counsellor.

We cannot expect young children to stand up for themselves or come to terms with the impact of bulling on their own.

Q: How often does Hope House deal with bullying incidents?

A: We deal with incidents of bullying on a regular basis, among children and adults. It has become increasingly apparent that we need to take serious action within schools to change this behaviour.

Hope House is looking into developing a programme that helps children to develop and adopt empathetic behaviours. A core part of this project is getting parents and teachers to model empathy, showing children how to treat others. . A video showing two De Grendel High School learners arguing and fighting was shared on the Brooklyn Innie Kaap Facebook page and has subsequently been deleted.

“Bullying and school safety in general are issues of great concern to me, and about which I exercise my mind regularly as to how best to address them,” Schäfer responded.

“Respect for human dignity is one of the values enshrined in our constitution, and bullying is a denial of this.

“Bullying behaviour is typically when a child or group of children misuse their power to hurt other children or exclude these children. “ There are the ‘traditional’ types of bullying, namely physical abuse, verbal or written abuse and social abuse, such as when learners gossip about each other, exclude each other from a group or reveal personal information about a learner with the goal of humiliating them.

“But bullying tactics have now also developed with modern technology, and now also include cyberbullying.

“Cyberbullying is the wilful, deliberate and repeated harm inflicted by using computers, cellular phones, and other electronic devices,” Schäfer said.

Schäfer said any form of bullying can have dire consequences, and schools, parents and educators have to respond accordingly.

Nearly 100 taxi drivers arrested RICHARD ROBERTS @richardjohn_rj

ince the start of a new enforcement strategy to help clamp down on reckless and negligent taxi drivers, nearly 100 drivers have been put behind bars.

The strategy kicked off on Friday 1 September (“Taxis taken to task”, 23/08).

At a subcouncil meeting held in August, Milnerton Traffic Services principle inspector, Desre Benadie, indicated that their team expected the arrest rate to increase by 75% for taxi drivers committing any moving violation.

Since the start of the month, a total of 96 taxi drivers have been put behind bars, Richard Coleman, spokesperson for Cape Town Traffic Services, confirmed last week.

A total of 55 of these arrests were related to reckless and negligent driving, while 28 were related to driving under the influence of alcohol.

Coleman said 12 arrests were for outstanding warrants and one was related to

giving false information.

“This enforcement strategy was applied over Area North, which includes Bellville, Goodwood, Milnerton and surrounding areas, including Atlantis,” Coleman said.

On the West Coast the main routes on which they concentrated were Sandown Road, Malibongwe Drive, Potsdam Road, as well as the intersections of Blaauwberg Road and Raats Drive, Blaauwberg and Gie roads, and Vryburger Avenue in Bothasig.

The team of traffic officers also impounded 41 taxis – something the chairperson of the Dunoon Taxi Association, Howard Ngcongco, feels is not always helpful.

“It involves money to have these taxis released, and these impoundments are sometimes as a result of operating licences – something about which we are still in discussion with the City,” he says.

He adds that since the start of their initiative whereby they deploy marshals to man certain busy intersections, including Blaauwberg Road and Raats Drive, they have noticed a significant drop in accidents and

complaints.

Coleman said traffic offences committed during September included overtaking on the shoulder of the road, overtaking in oncoming traffic and overtaking causing a danger.

“The strategy was not fines focused. No fines were thus issued,” Coleman said.

Fabian Ah-Sing, councillor of ward 55, which includes Milnerton, says he is pleased with the efforts of the City’s Traffic Services. “I am acutely aware of the strain placed on the department by the increase in reckless driving by various types of motorists. The nature of the work done by the traffic officers is not easy and it requires dedication and commitment to what they do. I thank them for their service to the people of Cape Town.

“I appeal to all motorists to follow the rules of the road. I also appeal to the customers making use of taxis to please do so safely and considerately,” Ah-Sing says.

Taxi driver who robbed passenger is jailed A Philippi taxi driver, who allegedly robbed a female passenger from Parklands, has been jailed.

The suspect, a 26-year-old man who was pretending to pick up commuters in the area on Friday last week, attempted to sexually assault the woman after she had climbed into his vehicle, a silver Toyota Avanza.

Several similar cases have been reported to the police over the last few weeks.

Captain Adriana Chandler, Table View police spokesperson, says the driver then robbed the woman of her personal belongings.

The incident occurred at 07:45.

“The woman climbed into the taxi at Time Square, Parklands. Once she got in, he told her ‘today you got into the wrong taxi’. He said he was armed with a firearm, which he did not show,” Chandler says.

The woman was driven around and the driver demanded her cellphone and cash.

“The victim told him that she did not have any money. He then attempted to sexually assault her, but did not succeed.

“The suspect drove her to an ATM in Bothasig, where cash was withdrawn, before releasing her,” Chandler adds.

On Monday, while on route to work at Table View Police Station, a police officer no-

ticed a vehicle fitting the description of the one involved in the robberies. He noticed the vehicle exceeding the speed limit on Koeberg Road and turning into Blaauwberg Road.

The vehicle was pulled over on the corner of Study and Blaauwberg roads.

The occupant of the vehicle fitted the description provided by the victim.

The suspect will be appearing in the Cape Town Magistrate’s Court today.

Chandler says an identity parade will also be arranged for the other victims so that the suspect may be linked to the other reported cases.

hanks to the kindness and generosity of Table View community members, the local police can now more easily perform their duties at night.

This is thanks to the donation of 66 free rechargeable torches handed over to the authorities a week ago, says Jolene Page, Table View Neighbourhood Watch spokesperson.

The neighbourhood watch, in conjunction with the Table View Community Policing Forum, approached businesses in the area to request assistance with raising funds in order to buy the rechargeable torches for the police, Page says.

“This was needed, as police members are issued with torches using normal batteries, and it is up to each member to buy batteries to keep the torch operational.

“Often the batteries do not even last one shift.

“This can leave a police officer without an operational torch at night, which can negatively affect their own safety and ability to

do their job,” Page adds.

The purchase of batteries can be very costly, she says.

“Therefore it was felt that rechargeable torches were needed to assist the staff to permanently have a torch available to them, without any expense to them personally.”

The local organisations and businesses that contributed towards the R28 000 donation required included the neighbourhood watch and CPF, as well as De Abreu and Cohen Attorneys, DSS Security, Property.co.za, Remax, and Super Spar Parklands.

The torches were handed over to the police on Thursday 21 September.

“The neighbourhood watch would like to thank these organisations for assisting us in this project to ensure the safety of our police members.

“We really appreciate your contribution, and thank you for being part of the solution,” Page says.

T

he Independent Police Investigative Directorate (Ipid) recently confirmed that the suspect in a family murder case, Captain Archibald Charles, had died.

Charles was hospitalised after sustaining an injury to the head. Before sustaining his injury, Charles shot and killed his 46-year-old wife and 20-year-old stepdaughter at the family’s home in Phoenix, Milnerton.

The double murder occurred in the early hours of Thursday 31 August (“Milnerton cop up for murder”, 06/09).

The wife, Noluntu, and step-daughter, Cibahle, passed away at the scene.

Charles (48), who was stationed at the Milnerton Police Station, then turned the firearm on himself.

He was treated at hospital where he was kept under police guard. He died nearly three weeks later.

“Captain Charles passed away last week, so there is no one to charge,” Moses Dlamini, Ipid spokesperson, told the newspaper on Friday 29 September.

TygerBurger requested further information regarding the circumstances surrounding the police officer’s death, but did not receive any response by the time of going to print.

“Apparently the suspect’s two sons, who are teenagers aged 13 and 17 years respectively, were in the house when the shooting occurred and they reported it to the police, who rushed to the scene.

“Ipid was called out to the scene and took over the investigation,” Dlamini said at the time.

A total of 22 cartridges were recovered at the scene.

he saying goes that age doesn’t matter ... unless you are a cheese, of course!

And if you visited the Say Cheese! Artisan Cheese Fair this past weekend at the Italian Club in Donegal Street, Rugby, this would have been evident, as young and old indulged in the variety of cheeses on offer.

The event took place over two days, on Saturday 30 September and Sunday 1 October.

Apart from the wide selection of cheeses, visitors could also sample a variety of top wines and cold meats at the numerous exhibits.

Top artisan cheese experts, chefs and wine purveyors were in attendance at this year’s event.

Organisers told TygerBurger that close to 2200 visitors attended this year’s fair.

The concept is the brainchild of the recent-

ly departed Miki Ciman, doyenne of the cheese industry in South Africa.

“She had a hand in organising the first SA Cheese Festival 17 years ago, and she then started the Say Cheese! Fair in 2016,” Marlee Faro, spokesperson for the fair, said.

This year, the second time the event was hosted, saw a total of 38 stalls.

“The aim is to expose the artisanal cheese maker to the public. It gives a platform for them to showcase genuine top-quality cheese without the expense of the large commercial festivals.

“Cape Town is a hotspot for cheese appreciation and production,” Faro said.

Whether you prefer Parmesan, Brie, Cheddar or Camembert, this year’s event surely had something for every cheese lover.

The event was organised by Ciman’s daughter, Kiki Ciman-Frauenknecht, and her business partner, Elize Nel, of A3 Technologies.

Electricity units are mysteriously “disappearing” off prepaid meters in some households in the northern suburbs, for which the City of Cape Town can offer no explanation.

One resident of Parow told TygerBurger that these disappearing units are a thorn in his side. “You can literally see how the units disappear although most of the power consumption appliances are switched off. We sometimes ‘lose’ up to 30 units per day,” he says. His family has to buy electricity almost every day.

“There is nothing wrong with our meter, as we were advised how to check if it is faulty. So where do these units disappear to?” he asks.

Another resident, from Brackenfell, is experiencing the same phenomenon. “I often check how much units I have left on my meter, and was stunned to see how on some days the units would suddenly decrease by 10 or more in a matter of minutes, whereas my normal everyday consumption ranges between seven and 10 units,” she says.

Mayco member for informal settlements, water and waste services and energy, Xanthea Limberg, says it is not possible for units to “disappear”.

“All City of Cape Town electricity meters are tested twice against specific national standards before they are installed at customers’ premises – once by the manufacturer before delivery and again by the City on delivery,” she says.

She advises any resident who suspects their meter is faulty to apply to have it tested. “There is a testing fee involved, but if the meter is found to have been recording consumption incorrectly, the testing fee will be reimbursed.”

H&M main attraction at grand opening: Close to 400 shoppers descended on the

Die Shackleton Mk 3 1722 is een van drie oorblywende modelle tans in Suid­Afrika.

esoekers aan die Ysterplaat-lugmagbasis is die afgelope naweek die geleentheid gegun om een van die oudste vliegtuie hier, die Avro Shackleton Mk 3, van nader te besigtig.

Die vliegtuig, wat grotendeels gebruik was vir langafstand- maritieme patrollies en die opsporing van duikbote langs die suidkus van Afrika, was op Saterdag 30 September oop tussen 10:00 en 12:00.

Behalwe die Shackleton, kon besoekers ook ’n skuur besoek waarin nog ou vliegtuie geberg is. Daar was ook ’n uitstalling om die publiek meer te leer oor die operasies by die lugmag.

“Ons doen dit een maal ’n maand, en ons word maandeliks goed ondersteun,” sê King.

Ao. Lionel Ashbury, ’n kenner van die Shackleton, sê die tuig is Brits-vervaardig en het ’n kleurvolle geskiedenis.

“Dis ontwerp en vervaardig deur Av.Roe & Co. (Avro) by ’n fabriek in Engeland – in ’n dorp met die naam van Woodford.

“Die Shackleton is ’n direkte afstammeling van die Tweede Wêreldoorlog se Lancaster, die bomwerper wat in die oorlog gebruik is.

“Daar was drie modelle, en hierdie is die Mk 3,” sê Ashbury, ’n dienende lid van 35 Eskader.

Ashbury sê die Mk 3 kon ver afstande bereik en tot 24 uur in die lug bly. Die SuidAfrikaanse lugmag het in 1957 altesame agt van dié merkwaardige vastevlerk-vliegtuie aangeskaf.

Volgens Ashbury is altesame 61 bemanningslede van die destydse 35 Eskader, wat die vliegtuig vanaf 1958 tot 1984 sou hanteer, na Engeland per boot waar hulle touwys gemaak is.

“Die lede het bestaan uit lug- sowel as grondbemanning. Hulle het ses maande in Engeland gebly om sodoende die vliegtuig baas te raak,” sê Ashbury.

Die Mk 3 (1722), wat tans by Ysterplaat geberg, na omgesien en uitgestal word, is een van drie oorblywendes in Suid-Afrika.

Die Mk 3 op Ysterplaat het op 29 Maart 2007 laas die lug gesien.

“Ons was onbewus dat dit haar laaste vlug sou wees; dit was nie so beplan nie.

“Dit was die bemanning se wens dat ons tot en met 26 Februarie 2008 met haar vlieg.

Dit sou die 50ste herdenking wees sedert haar aankoms in Suid-Afrika, maar dit was ons ongelukkig nie beskore nie,” onthou Ashbury.

Volgens Ashbury is die Suid-Afrikaanse lugmag en Britse lugmag die enigste twee lugmagte wat met Shackletons gevlieg het.

“Ons is baie trots daarop om dit te kan sê. Boonop is ons ook die tweede oudste lugmag in die wêreld naas Engeland, selfs ouer as Amerika,” sê Ashbury wat in 2020, wanneer die mag sy 100ste bestaansjaar vier, beplan om uit die lugmag te tree.

Die vliegtuig is na sir Ernest Shackleton, die Britse avonturier wat ekspedisies na Antarktika gelei het, vernoem.

Shackleton kitsfeite: . Maksimum spoed: 486 km/h . Vlerklengte: 119 voet (Sowat 36 meter) . Bemanning: 13 (insluitende twee vlieëniers, twee navigators, twee ingenieurs en sewe radio-operateurs).

Bullying in the workplace I am picked on daily. Colleagues pull rude signs, make hitting or spitting gestures behind my back and mock me. They mix up my work or sabotage it and laugh it off.

They gossip and bad-mouth me to clients and their employees. The boss knows and encourages it in hopes that I will resign. He simply laughs as if to say “where’s your proof, because none of us are going to vouch for you”. I can’t imagine the reference he will give me (negligence).

Customers don’t even want to speak to me over the phone with all the slander that they’ve heard. They have even gone through my bag and phone. It’s affected my life outside of work as well as my children, because people are mean. And we wonder why bullying leads to suicide. Trying to take away someone’s livelihood has no effect on their conscience whatsoever. They have no ethics as they have no principles. It’s difficult to find other work and they know this. I am a good worker and have done nothing to them. In fact the more degrading they are, the nicer I am, and this aggravates them even further.

Unprofessional behaviour from adults is hard to fathom. Should I try give them the same treatment then I know I’m going to have to brace myself for the days to follow.

Ek klim daagliks om 05:30 op die bus wat vanaf Durbanville na Kaapstad vertrek, en ek wonder soms waarom relatief so min van my bure van dié topdiens weet.

Die Golden Arrow-busdiens het op weeksdae vanaf 05:30 tot 07:15 met intervalle van so 20 tot 25 minute so ses tot sewe busse wat van Durbanville na Kaapstad vertrek.

Die busse vertrek vanaf die busterminaal oorkant McDonald’s in Wellingtonweg en daar is so 15 haltes in Durbanweg op pad na die N1.

Die eindpunt is die Parade in Kaapstad, maar die busse stop ’n paar keer voor dan nadat hulle by Christiaan Barnard-boulevard afgedraai het.

Die kaartjies kan gekoop word by ’n mobiele kantoor op Dinsdae en Donderdae in Durbanville, of in die stad by sekere winkels.

Ek stem volmondig saam met die uiters irriterende geluide soos ’n grasmasjien, ’n boor, ’n skreeuende saagmasjien, asook die brullende geluide van ’n motorfiets halfsewe op ’n stil Sondagmôre. Daar is sommer báie sulke geluide wat ’n mens se bloeddruk opjaag, soos ’n afwesige buurman se huisalarm wat tot vervelens toe “whangwhangwhang” gedurende ’n Sondagmiddag se buitebraai met jy wat sukkel om ’n gesprek met jou mense te voer terwyl die vuurtjie knetter en jy net lus is vir ’n vreetsame en vreedsame kuier met jou pelle wat kom kuier het, met ’n glasie in die hand.

The Windhoek Oktoberfest will be held at Hillcrest Quarry outside Durbanville from 20 to 22 October.

Due to the enormous popularity of the festival in 2016, Namibia Breweries and Events decided to run this year’s festivities over the whole weekend from Friday 20 October to Sunday 22 October.

The weekend promises a perfect combination of excellent Namibian beer, great German food, games and activities and worldclass entertainment.

Friday night is for over 18s only, and on Saturday and Sunday people may bring their children for a great family day out.

Oktoberfest is the world’s largest beer festival, celebrated annually in Munich, Germany. The first Oktoberfest was held in 1810 in honour of Bavarian Crown Prince Ludwig’s marriage to Princess Therese von Sachsen-Hildburghausen.

Over the centuries it has grown to be one of the most important traditional festivities in Bavarian culture. Other cities across the world also hold Oktoberfest celebrations that are modelled on the original Munich event.

The opening of the keg will take place on Friday night. With the exclamation “O’zapft is!” (It’s tapped!), the first beer is handed to the mayor or representative of the city, who then declares the Oktoberfest officially open.

This special “Festbier” is brewed specially for the Oktoberfest by braumeister Christian Müller. This authentic German beer is brewed according to the Reinheitsgebot, the 1516 Bavarian Purity Law. Attendees will enjoy music by the Kirchdorfer Band, which has been the official

band in the “Hacker-Festzelt” at the Octoberfest in Munich since 1994, and will be flying in straight from there to perform at the Windhoek Oktoberfest.

Schuhplattler dancers will also be performing this traditional style of folk dance.

Traditional German food such as “eisbein”, “bratwurst mit sauerkraut und senf” and roast chicken will be sold.

Typical to a traditional fair, there will also be lots of games including “stamm-sägen” (log-sawing), “bierstemmen” (beer-lifting), “hau den Lukas” (high striker), nageln, beer pong and catty shooting.

Tickets for Saturday and Sunday are R140 online and R160 at the gate. Entry is free for children under 12 years on Saturday and Sunday.

Cronje to come out Ashley makes arrival charging in rallycross on rallycross scene South African rally star Mark Cronje will contest Gumtree World RX of South Africa, the season closer to this year’s FIA World Rallycross Championship presented by Monster Energy, which takes place at the Killarney International Raceway in Cape Town on 11 to 12 November. Cronje, who hails from Pretoria, will drive a Peugeot 208 RX Supercar with Britishbased team Albatec Racing.

Cronje has extensive karting and rally experience, having won the South African National Rally Championship three times (2012, 2013 and 2015).

The 39-year-old driver has limited rallycross experience, but joined World RX regulars Petter Solberg and Rene Muennich at the pre-season launch back in March when he drove the RX2 car on the new rallycross circuit at Killarney.

Cronje will get his first taste of Albatec’s Peugeot 208 in a two-day test at the Mark Cronje end of September, before making his rallycross debut alongside French rallycross regular, Philippe Maloigne, at Lessay on 1 October. He will then join the rallycross elite one month later as he races in front of his home crowd when World RX visits Cape Town for the first time.

“I’m really looking forward to racing in World RX and love the fact that it will be in front of all my supporters,” explains Cronje. “I previously won the Rotax Max World Final in front of my home fans in 2003, and it was unbelievable. I have no rallycross experience, just a very kind sponsor that enjoys throwing me in at the deep end! Albatec Racing comes highly recommended by a number of engineers

and organisers. I’ve done some circuit racing – it’s where I cut my teeth – and I have a few karting championships and the world final to my name, so I’m very excited about racing against other people again.”

Talking about the home support, Cronje adds: “There has been a lot of interest in South Africa ahead of the first World RX event, as we’re starved of international motorsport, and I’m sure the event will be a sell-out. I’d like to mix it with some of the best in the world, and getting to the semi-finals would be awesome. The biggest challenge will be getting through all stages of the event and staying out of trouble!”

njoy the first full-moon picnic of the summer season on Friday 6 October at the Afrikaans Language Monument.

The picnics, which are very popular with local residents and overseas visitors alike, are a means of enjoying the sunsets and incredible night scenes at the monument.

Visitors can arrive between 17:00 and 22:00. A free guided tour that explains, among other things, the symbolism of the monument, is offered at 18:30.

“Die rede waarom die Blitsbokke so suksesvol is, is omdat jou vertoning op en van die veld op pilare rus van eerlikheid, vertroue en kommunikasie. As jy in die groep opgeneem word, is jy een van ’n uitgesoekte groepie, want jy leef die pilare uit.
