PASSENGER TRANSPORT INTERCHANGE: TENSION RISE OVER ILLEGAL TRADERS

T
he situation at one of the City’s busiest commuter hotspots is volatile, with emotions “potentially heading for breaking point”. This according to a motion of exigency tabled by Councillor Jacoline Visser at a recent subcouncil 6 meeting. The motion, which was supported by the rest of the subcouncil, demands a short-term action plan for the “management crisis” at
the Bellville Passenger Transport Interchange (BPTI). The BPTI, which sees around 180 000 commuters daily, has been earmarked for substantial upgrades, the City announced a few months ago. The motion says the short-term action plan should address not only the absence of a general management plan, but also the “explosive situation between legal and illegal traders” and the dangerous environment at the BPTI. There are currently 80 legal traders and around 180 illegal traders operating in the
BPTI. “These legal traders are feeling very aggrieved about their trading circumstances, and their temperature and emotions are very high,” says the motion. “This makes the situation very volatile, which puts the project of the regeneration of the Bellville CBD and the Voortrekker Road Corridor Project at great risk.” Brett Herron, Mayco member for transport and urban development, says the City’s Transport and Urban Development Authority (TDA) is investigating the potential of a
“new vertically integrated PTI” with the Passenger Rail Agency of South Africa (PRASA). “The facility will be integrating rail, MyCiTi buses, minibus taxis and nonmotorised transport into one facility and will offer significant safety and convenience benefits.” Herron says it’s important to note the time period attached to projects like these. “Major capital projects run over a period of at least three to five years, and the more complex projects up to 10 years or longer.” V To page 2.
