Final Concept 1: “The Community Center” focuses program elements into the Albion base area while aiming to maximize the use of existing roadway and other infrastructure. Future rail is kept on the roadway prism, and the transit stop lies just behind the town center. There are two future road additions that enable the site to be terraced into four distinct levels.

This design allows services and utilities to be alley-loaded and kept out of sight. This layout maximizes solar orientation of the community and draws people to the center of the plaza deck for activity and views. Upon a site inventory analysis, a large Douglas Fir stood out in the center of the proposed town square and is labeled ‘town tree‘ on the plan(s).

Final Concept 2: “Village Centers” cluster development into three areas that utilize existing infrastructure. This concept, more than the others, is an extension of the current land use pattern in the Town. The result is that activity in the Town is dispersed among three locations rather than being consolidated to a primary center. Roadway infrastructure is preserved and leveraged, and the rail follows the roadway until approximately mid-town, where it descends to midslope on the north side of Little Cottonwood creek.

The town square in this plan is focused in the Wildcat Base area, and provides an ice skating rink, a plaza, and space for mixed-use development opportunities. In the conveyance parcel at mid-town, a community center is constructed and accommodates conventions, a post office, and a small coffee shop. This parcel also provides a parking lot and public restrooms to accommodate dispersed recreation users. The remaining program elements, including civic uses, the transit station, and a secondary town square, are sited in the Albion Base Area.

Final Concept 3: The “Complete Town Center” concept rethinks the way the future Town functions for residents and visitors, and maximizes the placemaking opportunity without fixating on the constraints of current infrastructure. This concept requires a new commercial core boundary to be drawn around the Albion Base Area, enabling the concentration of development and maximizing environmental preservation. The main program elements are consolidated around a highly functional town center with an iconic structure being the keystone of the

plan. Rail quickly descends to the south side of Little Cottonwood Creek, and weaves through the lower portions of the tree line before entering town, where a transit stop drops off residents and visitors at the town square, from which most of the town is easily walkable. Highway 210 is realigned to enter the Town from below, providing the best views of the town and its landscapes. The Town tree is centered in a secondary plaza deck. A new internal road grid is organic and wanders about the Town’s major and minor locations.

As future growth occurs and property values increase within Prospector Square, development of parking structures should be considered; ideally, underground parking would be a valuable method of preserving open space while accommodating growing parking needs.

2 Concept Idea For Major Pedestrian Entry Monument And Signage

Currently, the overall public perception of parking in Prospector Square is generally negative; parking lots are usually full to capacity, hard to navigate, and need to be better maintained. Proposed strategies to improve parking include introducing a parking permit system, prioritize parking for business patrons, and encouraging employees to park further away to prioritize spaces for business patrons. Maintenance upgrades to parking areas include nec域±ųƼ Ÿƚųü±Ïå ƚŞčų±ÚåŸØ ĹåƵ ĬĜčĘƋ ĀƻƋƚųåŸØ and the development of an overall maintenance program to address snow removal and storage issues. The general appearance of lots can be improved by installing no-curb tree diamonds and extending sidewalks and pedestrian movement into the corridor.

RECOMMENDATIONS

Parking within Prospector Square is divided into 13 lots and three underground structures. The capacity of these lots is approximately 1,285 spaces plus 255 parallel street parking spaces, which results in approximately 1,540 parking spaces. Existing parking quantity and zoning ŸĘŅƚĬÚ ĹŅƋ ÏʱĹčå ±ĹÚ ŸĘŅƚĬÚ ĹŅƋ Æå ±ýåÏƋåÚ by the master plan. Only minor parking lot improvements are recommended to enhance and create a more visually pleasing entrance and parking area. The infographic to the left shows the general location of the private, public, and street parking spaces including the size of the individual lots and how many spaces they contain, respectively. The parking utilization diagram measures the parking lot area divided by the number of spaces. This informs us which lots are best designed to accommodate the maximum number of cars within the size constraints.

All signs located in the SLCO PR facilities are generally required to obtain a sign permit before construction2 takes place. This requires the submission and 29 approval of site plan drawings, construction docu38 ments, and application fees. This procedure varies from project to project depending on which munic37 20 ipal jurisdiction the sign is being constructed. Parks and Recreation facilities that do not fall under city regulation require approvals from the agency which 41 owns or operates the property. 15

inately deal with the setback/frontage requirements, area/height standards, visibility triangle, proximity to other signs, and aesthetics. Concurrently, the State PLAN VIEW of Utah also has laws and Ordinances for parks and open lands which are listed in the Utah Manual on 19 Uniform Traffic Control Devices and the UDOT Sign Manual. These manuals apply primarily to trans28 portation systems and have little influence upon Salt Lake County’s sign standards. With regards to con3 struction and site layout of entry monuments detailed in this document, due diligence in checking local sign ordinances is necessary for future Parks and Recreation identification signs. 2

CODE & ORDINANCE REQUIREMENTS Applicable ordinances and laws relating to the SLCO PR facilities are dependent upon the municipality in which the signs are to be constructed. There are five planning areas within the County and over 22 incorporated cities/townships within the region. This leads to the inherently complicated and varied signage ordinances that will need to be addressed upon the site specific level. The biggest governing body in the Salt Lake County is Salt Lake City, who has recently enacted responsive modifications to their existing signage ordinances and has implemented the development of a new Open Space Signage Master Plan.
