Market view The French are coming! And the Spanish, Italians, Greeks and maybe even the Germans, reports property finder Robert Bailey. On the day of the French presidential election, Tory cabinet minister Iain Duncan Smith echoed what many central London estate agents and property finders already knew. “If Hollande comes in now to spend huge amounts of money, raising it from taxpayers, he will put a further burden on the taxpayers of France. London’s already one of the largest French cities in Europe and I think an awful lot of French people will want to come to London.” Within hours of Hollande’s election, we received a call from a French national keen to avoid the 75 per cent rate of income tax proposed by the new French president, adding that his friends would soon be relocating to London as well. In terms of the number of French nationals living here, London’s already the sixth largest French city, so these newcomers will feel right at home. While the turmoil in Europe is worrying for nations with dire economic woes, these troubles are benefiting prime central London. For more than two years, we’ve witnessed an influx of Italian and Greek buyers, keen to transfer assets out of the eurozone. Property represents a stable, solid asset that’s not only proven to be sound, but crucially is also an investment in sterling. More recently, there’s been an invasion of Spanish students buying properties in the heart of the capital. With parents eager to invest in London property, they use their offspring’s studies as a means to facilitate investment. Buying their son or daughter a London home allows them to acquire a non-eurozone asset that’s useful now – and in the future. We’re seeing considerable activity in the £500,000 to £2 million range, as investors seek to harbour money in pounds. The French and Greek elections have rattled executives and entrepreneurs across Europe, and as proposals for a centralised European banking authority will not be finalised until the European Union summit in December, the uncertainty and instability will prompt others to consider relocating to London. Three major French companies recently announced they would be moving overseas, with the UK a top choice. Even in Germany, which has a relatively steady economy by comparison, many high-net-worth individuals are worried about the tax burden they’ll have to carry to bail out other eurozone economies. Meanwhile, London is able to show it’s going from strength to strength. The Jubilee celebrations showed the capital at its finest, and the upcoming Olympics will provide further opportunities for London to shine. Cheryl Markosky brings you the latest word on the streets Fears of London property values diminishing can be laid to rest by Primelocation’s current estimate of £1 trillion for homes in the capital (out of a total £5.6 trillion for all of the UK). London comes second after the South East, which accounts for nearly a third of the overall sum at £1.6 trillion. The South West lags behind London in third spot with a mere £488 billion, while the North West is reckoned to be worth £254 billion. Not all of the capital is in the ascendancy, but certain hotspots within it, such as Docklands, Wapping and Canary Wharf. Lauren Ireland, head of Savills Canary Wharf and Wapping, notes that the perception of Docklands has changed significantly. “With proper infrastructure, the community’s no longer living in a building site compared to 15 years ago,” she says. “It’s become a very picturesque, safe and attractive environment in which to live. People have woken up to the idea that although it’s East London, it is still connected to central London, and more importantly, to the whole economy.”
Properties in Wapping tend to go quicker than the likes of Canary Wharf, as they are often of historic interest. “Instead of a new development, you are more likely to find a converted warehouse, and it’s for this reason that prices in Wapping tend to be far higher,” explains Ireland. Riverside properties also appreciate better than anywhere else within the area, and quite often the main criteria of someone looking is that they want a river view, she adds. For instance, a two-bedroom riverside apartment in Narrow Street costs somewhere in the region of £600,000 to £800,000. While in Wapping, a two-bedroom home in this price range tends to be far smaller and in a new development. A property with a river view means a 15 to 20 per cent uplift. A onebed flat off the river would be about £400,000, whereas on the river it would be priced at £500,000 or more. Again, a flat off the river in the region of £800,000 would fetch around £1 million to £1.1million if it was right on the Thames. Closer towards St Katharine Docks, residential schemes such as City Quay and Ivory House are among the most expensive properties in Wapping,

regularly achieving over £1100 a square foot, nearly double the value in Wapping away from the river. This area is particularly attractive for young City workers, professionals or investors, due to easy access to both Canary Wharf and the City. Further along, towards Canary Wharf Ireland recommends Canary Riverside, one of the best locations for all the developments in E14. “It’s the only residential development on the Canary Wharf Estate, with good-sized flats and the best position on the riverfront, although apartments at Pan Peninsula usually achieve the highest amount per square foot,” suggests Ireland. While numbers of buyers are down, valuation enquiries are up and a number of potential vendors seem keen to test the market, which is very price sensitive. Dawn Shepperson, head of Savills Docklands lettings, tells investors stock levels are currently high in Canary Wharf, with tenancies terminating due to natural end date cycles and students returning overseas. “Wapping’s been busier on the applicant front, but we predict the Olympics – with the accompanying travel chaos and commuting difficulties – will have a stalling effect on the market.”
The market’s slightly softened over in Islington, with fewer buyers than usual for the time of year, which is probably a reflection of economic uncertainty within the eurozone. However, Jo-Anne Neighbour of Savills has witnessed many buyers coming from Canary Wharf and looking further a field in Highbury, because of its new overground train connection that’s recently been completed for the Olympics. “It’s essential properties meet buyers criteria, as anything which doesn’t tick all the boxes is sticking,” she sums up.
Most people don’t feel a great deal of sympathy for estate agents, but after eight years editing the Confessions of an Estate Agent column for the London Evening Standard’s Homes and Property section, Rosalind Russell admits to a pang of compassion for this misunderstood breed. With a new e-book of the columns published by Forgotten Titles (downloadable from Amazon for £4.95), Russell has been reflecting about what agents – and the public – get up to during the house-buying process. “Tact and diplomacy are very high on the list for agents when people are incredibly rude and expect them to do things way beyond their remit,” she says, listing extras such as cleaning unkempt homes, saying no to an owner who wanted to be in all the photos of the house, and dealing with a deceased owner’s family that couldn’t wait to get their hands on her money before her body got cold. “On one occasion, the seller had to throw in his kid’s school uniforms to clinch the deal, and another agent recalls showing an elderly couple a house during a drug squad bust. They had to lay down by the car, and unsurprisingly the couple decided maybe the area was too dangerous,” Russell adds. But her favourite tale involves an agent showing a staid accountant around an empty top floor apartment near Regents Park. “When the accountant opened a Velux window onto the balcony to see the view, it dropped on his head and there was blood pouring everywhere. The agent whipped out a panty-liner from her handbag and strapped it to his wound. He continued to wear it – garnering peculiar looks – for the remainder of visits to other properties.”

Lenders grow more miserly
Borrowers could become ‘mortgage prisoners’ New rules introduced by lenders could turn hundreds of thousands of borrowers into “mortgage prisoners”, leaving them unable to keep their low-cost loan should they wish to move house. While Halifax has raised the rate on its standard variable rate deal by 0.49 percentage points, Nationwide’s rules do not allow such an increase. Instead, the building society has put restrictions on borrowers who want to ‘port’ their existing loan to a new house purchase. However, mortgage brokers said these new terms are a way of moving people off cheaper deals and on to more expensive loans and, crucially, one where the lender has the flexibility to raise the interest rate. “If borrowers have a good rate, they will want to hang on to it,” says David Hollingworth, a broker at London & Country. “I think lenders have been asking themselves, why are we making it so easy for borrowers to keep hold of these rates, which are costing us so much money?”
Borrowers pay the price of euro crisis, reports Duncan Farmer As the crisis in Europe continues to hit economic confidence and fallout has wiped billions off the value of stock market investments and therefore pensions, now it is mortgage borrowers who are beginning to pay the price. With even Mervyn King, governor of the Bank of England, warning of a “risk of a storm heading our way from the Continent”, and that mortgage costs were likely to rise as banks sought to shore up their profits, the outlook is not great for British borrowers. Even the Council of Mortgage Lenders, the trade body for banks and building societies, has joined in with doom and gloom. “Eurozone developments are highly uncertain and have the potential to undermine UK economic prospects and conditions in our housing and mortgage markets,” says the CML’s chief economist Bob Pannell. “The underlying picture is likely to be one of easing momentum in the housing market, but with potential for a sharper downwards correction on bad eurozone news.” The problem is that while the Bank of England base rate remains at 0.5 per cent, banks are having to pay far more than that to secure funds in the wholesale market.
Lenders raise cost of offset mortgages In common with rates on fixed and tracker loans, the cost of offset mortgages, in which savings are used to defer the cost of borrowing and which are particularly popular with wealthy homebuyers, is also rising. A number of banks and building societies that offer these loans have recently raised rates. Chelsea Building Society, which began offering offset alternatives to its entire mortgage range last October, has put up the price of some offset mortgages to 0.2 percentage points above its standard loans.
Those so-called swap rates are rising and are forecast to carry on climbing. If you compare the best-buy tables today, compared with rates in the first three months of the year, the cost of fixed-rate and tracker deals has risen. For example, today’s best-buy two-year tracker is 0.3 percentage points dearer than in March. There is a second problem facing wouldbe borrowers: availability. In the immediate post-credit-crunch years, getting hold of a loan was extremely difficult as banks and building societies tightened the criteria for applicants, but in the past couple of years the situation has improved slightly. However, as the European crisis deepens, many lenders are pulling in their horns, notably HSBC and the Spanishbased banking giant Santander, which has a huge presence in the UK. Mark Harris, chief executive of broker SPF Private Clients, says: “Santander has pulled back significantly in terms of lending volumes this year. It is demonstrating much less of an appetite to lend, which is having a knock-on effect on other lenders and their service levels, because in recent years Santander has done significant volumes of lending.” The good news is that in spite of these factors, Knight Frank’s latest survey of the UK housing market suggests that prices in London will continue to rise.

Stop increasing taxes Patrick Bullick, chairman NAEA London Region, reports for London Property Review
Lending falls by 20 per cent Figures released by the Council of Mortgage Lenders show that mortgage lending fell by almost 20 per cent in April. This may be largely due to the fact that the army of first-time buyers who wanted to beat the end of the stamp duty holiday completed their deals in March, and although April’s figure was low it remains slightly higher than the level of lending in April 2011. The CML does not however believe that lending figures will rise in the coming months.
No rate rise for a year Interest rates are unlikely to rise for at least another year if not far longer, according to Mervyn King, the governor of the Bank of England, and other analysts. In his quarterly report on inflation, King cut his forecast for economic growth and said that the country should “brace for higherthan-expected inflation”. A spokesman for IHS Global Insight said it expected that interest rates would not rise from their historic low of 0.5 per cent “until at least late2013, and very possibly not until 2014”.
Apart from the mild sense of amusement that comes from being an estate agent watching journalists and politicians battling it out for title of ‘most un-trusted profession’, there is not much that pleases me in the neverending ‘enquiry into everything’ that is the Leveson Enquiry. It is equalled only by the interminable euro crisis, which is clearly not going to be resolved by the latest Greek election or the €100 billion Spanish bailout. When will the politicians get it? The eurozone doesn’t work! Normally, I would be happy to see politicians distracted from dreaming up new legislation. However, in this instance the diversion is preventing them from focusing on holding George Osborne to account for his appalling changes to SDLT (Stamp Duty Land Tax) and his proposals to bring in Capital Gains Tax and a new mansion tax on foreign company owned properties. Creating complex new Capital Gains Tax and mansion tax legislation simply to deter avoidance of another tax seems crassly stupid, or much more likely, very devious of the Treasury. My strong suspicion is that if this new form of taxation does hit the statute books, we can be sure that within a few years the Treasury and HMRC will roll it out to cover all properties in the UK. Have you noticed how George Osborne seems to have a remarkably similar approach to that of Gordon Brown, constantly fiddling and tweaking without any real understanding of the consequences and little strategic overview? I blame the mindset of the senior civil servants in the Treasury, carried forward from the Brown era. We all recognise that these are difficult times and that the Treasury want every possible pound of revenue they can raise
from taxpayers. Politicians need to have the strength to set bold strategy and not simply get bogged down in Whitehall bureaucracy and fudge. Recently, on behalf of the National Association of Estate Agents, I was at an HMRC working group tasked with helping to draft the new tax legislation proposed by the Chancellor. The London NAEA are campaigning vehemently against the increases to property purchase taxes that so badly affect turnover in the London property market. Nationally, we are campaigning for stamp duty exemption to be reinstated for first time buyers. It clearly matters to them, as the latest Council of Mortgage Lenders statistics show that first time buyer mortgage applications went down by over 60 per cent in the month after their SDLT exemption was lifted. On a more cheery note, because of the very low availability of good property in central London and the strong demand from concerned eurozone investors, values of central London properties remain high. This is a complete ‘disconnect’ from most of the rest of the country, which has seen a pretty significant drop in property values. If you are a Londoner wishing to commute from or retire to the country, there has never been a better time to sell in London and buy in the country. The sale of a pretty standard Chelsea house would realise quite sufficient to buy a lovely Old Vicarage or a farmhouse with several acres for the polo ponies.
