With the tax changes, is buy to let still a good investment in the capital?

A
Successive tax changes, as well as mortgage regulations introduced from this April, are expected to mean a fall in buy-to-let activity for mortgaged investors. The additional 3% stamp duty that came into effect in April 2016 has certainly deterred some buyers and make those who remain committed to investing more price conscious. The restriction of income tax relief on mortgage interest payments will also progressively curb the appetite of mortgaged buy-to-let investors. Savills is forecasting that over the next five years mortgaged buy-to-let activity will fall by 25%. That said, mortgage regulations and reduced tax relief on mortgage interest will not be a concern for the many buyers who are cash investors. In Battersea, for example, we recently saw a flurry of interest on a property valued at ÂŁ550,000, which had an anticipated rental yield of 4%. Despite an anticipated fall in activity, we would expect continued opportunities for investors in lower value, higher yielding markets where there is greater borrowing ability. Landlords will need to continue to be flexible in their rental expectations, however should be reassured that mainstream rents are forecast to increase by 19% over the next five years. Likewise, there is an opportunity to benefit from capital growth too; Savills forecasts values in London will grow by 11% by 2021.

omeowners will publish electronic log books containing a detailed history of all maintenance and improvements before their house goes on the market, according to plans from the conveyancing industry. Under the proposals potential buyers and insurers with get a full service history similar to a car’s log book. Bill Shipton, managing director of Bold & Reeves property maintenance experts, welcomed industrywide proposed adoption of a service currently offered by his company. Mr Shipton said: “People continue to service their cars regularly, whilst neglecting the more significant investment of their homes. The electronic log book is a crucial tool in making it easy for homeowners to stay on top of all the fixes, large and small. It gives them and potential buyers peace of mind that the property is being properly run.” The interactive portal helps homeowners manage maintenance and home improvements. Issues are reported, documents such as surveys, gas safety certificates and leases are uploaded and invoices catalogued. avills employees have trekked nearly 100km across the Arctic Circle in Finland, to raise more than £80,000 for the charity Dreams Come True. Sixteen people in two groups went on the trips, which took place in January and March, organised by the Savills Graduate Charity Committee. The three-day trips saw participants face extreme weather conditions camping out in temperatures below -18 degrees Celsius. Despite the harsh conditions both teams managed to successfully complete the expedition. Jenna Hollins, negotiator in Savills Battersea office, says: “Not only was this an experience of a lifetime, it was also an opportunity to raise a significant amount of money for an incredible charity. Whilst it was tough going at times, we were able to work as a team and ultimately push through to the finish line.” Dreams Come True is a UK-based charity that helps to bring joy to seriously ill children and young adults by making their dreams come true and creating long lasting memories to share with family, friends and loved ones.

WORD ON THE STREET HIGHRISES Sales of million pound apartments in England and Wales have risen three-fold over the past decade with flats now accounting for nearly a quarter of all £1m-plus sales. Not surprisingly 96 per cent of these million pound apartment sales are in London with half in the Westminster and Kensington & Chelsea. The number of apartment sales in the capital increased nearly three times from 973 in 2006 to 2,853 in 2016, representing 35 per cent of all million pound property sales in Greater London last year. According to Lloyds Private Banking the number of million pound apartment sales in England and Wales has also grown nearly threefold in the 10 years from 2006, from 1,002 to 2,967. Apartments represented 22 per cent of all million pound property sales in England & Wales in 2016 compared with 17 per cent in 2006. Apartments accounted for 26 per cent of the increase of all million pound property.

How will triggering Article 50 affect house prices? DARREN BAKER LAURISTONS
Whilst Article 50 is clearly a huge event for the UK as a whole that may have some as yet unknown ramifications, the current trends in the housing market certainly seem to suggest that buyers and sellers have very different concerns that are all much closer to home. Following the referendum result in 2016, many had expected a crash that simply didn’t materialise. Low levels of supply and continued high levels of demand ensured that property values remained high and in fact increased in many locations over the remainder of 2016. So far in 2017, those imbalances have continued and show little to no signs of changing now that Article 50 has been triggered and our exit from the EU is a certainty. Low mortgage rates, strong levels of long-term confidence in house prices and the fact home ownership remains a key aspiration for the British public will keep demand high. Low levels of new build starts and a tendency so far for landlords to keep hold of their portfolios, despite the Government’s continued attacks on the sector, are keeping supply levels suppressed.

Take stock of areas that neighbour an established market. These are likely to benefit from an overspill of buyers looking for better value and more space, according to Savills. During the first few months of 2017 sellers in the likes of Balham, Clapham and Wandsworth with budgets of up to £1.5m looking to upsize in south London, are heading to the likes of Streatham, Brixton and Crystal Palace. These up and coming areas promise potentially stronger price growth over the medium term as their popularity grows.
Brexit has had a marginal impact on the London property market to date. While the trajectory of negotiations remains unknown, it is difficult to assess whether there will be any wider second-round economic effects. There were no large discounts available on the morning of June 24 and the London property market has faced stronger headwinds in the shape of higher taxation in recent years. As buyers and sellers adapt to this new fiscal landscape, there are clear signs pricing is likely to bottom out this year. Furthermore, a weaker sterling since the referendum has underpinned demand, although recent currency market volatility shows the risks associated with waiting for “the bottom” before buying.

o celebrate the centenary of the birth of Lucienne Day, one of Britain’s most pioneering and influential designers of the postwar generation, The Robin and Lucienne Day Foundation has worked with specialist textile print company Classic Textiles and retailer John Lewis to launch a collection using some of the designer’s most renowned archive designs. Lucienne Day’s career in design spans 60 years and the freshness and originality of her work ensures that it is still relevant to contemporary interiors. She also created prints for furniture retailer Heal’s and London department store Liberty, and designed carpets, wallpaper and patterns for tableware. The John Lewis collection includes six cushions from £50, each featuring prints created by Day in the 1950s. The patterns are typical of the designer’s work, which often drew upon forms found in nature such as twigs or plants, as well as abstract art by the likes of Kandinsky and Klee. In addition to the cushions there’s a collection of fabric that features six of the designer’s prints, chosen for their “enduring relevance and dynamic colourful design”. DERELICT TODESIRABLE Architectural designer Peter Luke explains how he turned a neglected shop into the perfect house
O
ther buyers had baulked at the derelict property with its boarded up front and basement piled with rubbish, but Peter saw the potential. He explains: “It was definitely the worst house in the street and the shop part had been empty for over 20 years. It was an exciting project that took a lot of thought. Originally we planned to turn it into two flats but the neighbours objected so we set about turning it into our ideal house.” “It was a blank canvas. Most of these terraces have a narrow entrance corridor with two small rooms off it. Instead I made a wider hall way and created one large front reception room. We opened the rear house wall to inset the kitchen into where the second reception room would normally be and in this way created a massive 35 foot long open plan living area by adding the side return and extending.” Upstairs he changed the layout dramatically, turning the second bedroom into a luxurious bathroom and
dressing room to serve the master bedroom at the front of the house. The south-facing bedroom helps illuminate the centre of the house with a double glazed opaque internal window for privacy and sound proofing while letting the sun through. At the bottom of the house the formerly horrible basement with lichen and peeling walls was excavated to provide what Peter calls his office and man cave. Yet it could easily serve as a fifth bedroom ideal for guests or a nanny. The front of the house which used to feature a battered shop front boarded up with wire mesh has been rebuilt and lit up at night it looks elegant and imposing, and as Peter jokes: “Like the Versailles of Balham.” The loft conversion, which now houses two bedrooms and the third bathroom, was another area where Peter used his expertise as head of Designworks Europe Ltd, to find a better than average solution. “The ceilings are much higher than usual. the engineer and instead of fitting the standard central steel floor beam, which would raise the new floor, we reinforced the bedroom dividing wall below as the support.” All the structural work took three months and another four months to finish the job. Peter and his wife, the artist Consuelo Child-Villiers, moved in last year after all the windows had been replaced, a kitchen and new bathrooms created, plantation shutters fitted and the jungle-like garden tamed and landscaped. APERFECTTEN Having grown up in Wandsworth Common Sam Sproston has a special relationship with the area he has worked in for the past decade. He now successfully heads up at the office in Bellevue Road where he has very much made his mark

his year is a double celebration for Knight Frank’s Wandsworth Common office – the office is in its 11th year while Sam Sproston celebrates his tenth anniversary at the branch. For Sam, joining the office on Bellevue Road was like coming home because he grew up on the other side of the common in Westover Road. He says: “Before moving here I worked for Winkworth in St John’s Wood for three-anda-half years. As soon as I walked into Knight Frank’s office, facing the common, as a negotiator, I knew I had made the right move. “Knight Frank gave me space to be myself. The branch had opened six months previously so all was to play for. The firm was keen to make a mark and I was successful in the role. Year after year I was top negotiator. After three years I became an Associate, two years later a Partner: another two months and I took over as the Office Head which I have been enjoying for the last four years.” One of Sam’s first actions was to write to the owners of the house in Westover Road where he had lived as a boy. “I said if you want to sell the house I am the man. They responded, put the house on the market and we sold it. Since then I have sold many other houses in the road. I’m lucky I have roots here. I went to value a house and the owner said it was special because it had an extra-large garden. I told her I knew as she had bought it from my mother’s best friend, and I had kicked many a football into the rhododendrons when I was a boy. Another vendor interrupted a viewing to show me a black and white photograph of me and two friends running under the sprinkler in their garden, 10 years old and in Y-fronts. Only a little embarrassing!” Bellevue Village has changed since Sam’s childhood when there was a butcher’s shop, a

post office, bank and greengrocer’s. The road still draws people to the area but currently is probably best known for the Michelin-starred Chez Bruce. Knight Frank’s branch has also seen changes, while retaining the commitment to service and efficiency. “This office has seen noteworthy growth over the last four years. We have started to resell a lot of the houses we first sold when we opened, seeing some clients twice or three times, which is fun. Last year we were crowned the bestperforming office in the south west region and we sold the majority of the best houses listed for sale in Wandsworth, so we are proud of our achievements. “Although many know us for selling the big houses we’ve now got ourselves into a position to help the person wanting to buy the big house too and we don’t want to be overlooked by other buyers and sellers. In fact 59 per cent of our clients are looking to buy within the bracket of £500,000 to £1.75 million. “When you walk in to my office I would hope you see a team of enthusiastic and knowledgeable, friendly agents who are very client focused. We are still an independent agency like some of the other agents on the road, we just happen to be the world’s biggest and best. Sam is a keen sportsman – swimming, kite surfing and snow boarding. wap rates – the rate lenders pay to borrow money – have been edging up over the past few days on the news that the US benchmark rate nudged upwards, and jumped again once the split in the Monetary Policy Committee (MPC) was known. Homeowners and potential first-time buyers may be worried as to how this will affect mortgage pricing but it is worth remembering that there is more to setting mortgage rates, as far as lenders are concerned, than Swap rate movements. There is also much competition among lenders to lend so some will be prepared to absorb higher borrowing costs, rather than pass them onto customers. It looks as though we will be in an extremely low interest rate environment for the foreseeable future as the economic recovery is still tentative. While the MPC will have to keep a close eye on inflation, it seems unlikely that there will be any compelling evidence to persuade the majority of members to vote for a rate rise anytime soon. As far as mortgages are concerned, the cheapest two-year fixes had slipped below 1 per cent before lenders recently increased those rates but one lender has this week launched a two-year fix pegged at 0.99 per cent, indicating that we haven’t seen the back of the lowest fixed rates. Five-year fixes start at less than 2 per cent, which represents excellent value for peace of mind over the medium term. Those borrowers who don’t need the certainty of a fixed rate will be pleased to hear that there is also good value to be had in base-rate trackers. Those trackers with no early repayment charges give maximum flexibility as borrowers can overpay by as much as they like while they can also lock into a fix without paying a penalty when rates start to rise.

t the beginning of the new tax year last month (April) the Treasury introduced measures that make buy-to-let a less profitable proposition. Tax relief on landlords’ mortgage costs will be restricted to the basic rate of income tax. And, over the next three years, the proportion of their borrowing costs that landlords can offset against tax will taper down to zero. On top of this, landlords are affected by new rules restricting other deductible expenses that they incur from renting property, including reforms limiting tax relief for wear and tear in fully furnished properties. Some industry experts are advising investors to transfer their properties to a limited company to avoid the new measures. Take expert advice before you do, because that too can introduce more expense.

IT’SNOTALL BADNEWS Despite political uncertainty, good mortgage deals can still be found
W
new players, as competition in the home loan market is one of the big drivers of low rates. For example, anyone looking to borrow £350,000 on a repayment basis over 25 years has options for a two-year fix whether they have a small deposit of just 10 per cent or are sitting on equity of at least 40 per cent, according to figures from London & Country, the broker. The bigger the deposit, of course, the wider the choice and the cheaper the loan. For borrowers with 40 per cent HSBC has a two-year fix at 1.54pc which would make repayments £844. Atom Bank has a 1.19pc deal, making monthly payments £810, and Platform is not far away with 1.29 per cent, putting repayments £9 a month higher. If your deposit or equity is only 10 per cent, there are still options, but not only does the interest rate rise, the arrangement fees are also higher, so it is worth looking at the total cost of the package rather than just the headline rate. Atom Bank has a two-year fix at 1.99 per cent with fees of £1,250, making monthly repayments £1,334 and the cost of the loan over two years is £33,186. HSBC has a two-year fix at 1.99pc with fees of £1,262. Monthly repayments are £1,334 and the total cost over two years would be £33,232. Loughborough Building Society has a 2.19 per cent loan with a fee of £499. Borrowers would pay back £1,364 a month, or £33,246 for the two-year term including the fee.

The most recent figures indicate that 20 per cent of mortgage applicants were remortgaging. While people who are on a tracker or discounted loan may be paying a rock-bottom rate those on their lender’s standard-variable rate (SVR) will be, comparatively, paying over the odds. And when the Bank of England does raise the base rate it is those on the SVR who usually suffer first. A look at what’s available at the moment shows that new borrowers and anyone remortgaging is spoilt for choice, both on the high street and from some

LAST WORD James Harvey, Associate at Knight Frank Cobham Describe your property career to date. A little like the market, up and downs! I started as a Junior Negotiator in 1998 with a small independent, which I later went on to manage for five years. I started my career with the old fashioned way of ringing buyers, sending details out in the post and waiting for the adverts to come out in the local press. I consider myself lucky to have learned this way. A great proportion of sales are made through getting people through doors that they don’t necessarily want to initially go through. What do you enjoy most about your job and what have been the highlights? The people – no two people or properties are the same it makes every transaction completely unique and dealing with the different personalities makes it most interesting. Describe the biggest challenges. These days it is dealing with chains. The conveyancing process is, in general, taking a lot longer and as a result, tempers can fray and deals are harder to manage but getting a sale through is the most rewarding part of the job for me. What advice would you give to anyone considering a career in estate
agency? Talk to as many people as possible about their experiences of buying and selling properties. Talk to solicitors about the process, too. I quickly learned that it is sometimes a counselling job as much as a sales job and it is hugely regarding when a sale proceeds to completion. What advice do you have for homebuyers in the current market? Remember it is a home! Interest rates are low and the market has corrected. Gone are the days (for now at least) of significant annual increases in property prices. You are buying a place to live in, which will also be a good investment. If you like a property, go for it before someone else does. What sets North Surrey apart? It has always been the proximity to central London, Gatwick, Heathrow, the coast, excellent schools and the green spaces. What do you think lies ahead for the North Surrey market? 2017 has been a very good year for us here and I believe it will continue. The stamp duty increases affected the market most, in my opinion, and Brexit was the point that these changes came to a head. Over the next two years or so, while a deal is struck for us to leave the EU, houses will sell and prices appear to be very stable
so I personally feel now is a good time to buy a home in a very desirable area. Recent highs, recent lows? High – going above and beyond, investigating and researching the history of an old covenant for a buyer. The transaction was fraught with chain problems and delays. My information was then used by the solicitor to get the covenant removed so the deal could go ahead. Low – this would have to be my January viewing to offer ratio! January was a phenomenally busy month and I booked and carried a ridiculous number of viewings for very little return. What is your top location in North Surrey? Cobham of course! I live here and work here, my family are very close by. It is a fantastic place to live. If you were not an estate agent, what career would you choose and why? I didn’t really know what I wanted to do when I was 18 and rather fell into property. If I had my time again I would be an architect or surveyor.
