A
Our advice to clients is a cliché but nonetheless still true and relevant: never underestimate the power of the first impression. It has been scientifically proven that potential buyers make almost instant, instinctive decisions on whether they like a property or not. This means vendors have to make sure they are doing everything possible to make their property stand out against the competition. Here are a few basic tips that sound like common sense but often get missed: 1. Clear up the clutter. In all rooms, get rid of anything that is not serving a useful purpose, and store things away that you are not using on a daily basis. This will enable buyers to see as much floor space as possible, making rooms appear as large as they actually are. Cleared surfaces in kitchens are always more appealing, and remember to avoid any trip hazards. 2. Clean, clean, clean. Before any viewing, make sure the property is as clean as possible since nothing will put off a buyer more than a dirty kitchen or bathroom. If necessary, re-grout and re-mastic bathrooms so they are clean and white. 3. Appeal to the senses. If you can, light candles with delicate scents (nothing too overpowering), play relaxing, chilled music and invest in some lovely fresh flowers or a large bowl of colourful fruit to create a welcoming feel. 4. Make sure the heating is turned on in winter, or the windows and doors are open if it is hot in the summer. 5. Light the way. Make sure all light bulbs are fully functioning throughout the property, and that darker rooms have more artificial light in them. If you have a lot of natural light in a room, pull back the curtains and open shutters and blinds to make sure buyers can see it. marketview Anyone planning to holiday abroad may need to rethink, reports property finder Robert Bailey. While the grey skies may have us dreaming of hopping on a plane, the Bank of England’s recent decision to introduce another round of quantitative easing (QE) has devalued sterling against most major currencies, including the US dollar and the euro. While this spells trouble for Britons’ holiday plans, it is great news for the London property market. Part of the appeal of the London property market is how cheap it is. Yes, really. For many foreign nationals, London property looks relatively inexpensive. Recent Savills research shows Chinese buyers are benefitting from 24 per cent greater purchasing power compared to the housing peak in 2008. Singaporeans enjoy a 22 per cent benefit and Malaysians 18 per cent – and these figures predate this latest round of QE. As the pound continues to fall in value, property becomes ever cheaper for these buyers. This latest round of QE follows Moody’s downgrading of Britain’s credit rating from AAA to AA1. In its report, the credit rating agency casts doubt on some of George Osborne’s fiscal strategies, including continued borrowing, and highlights this country’s slow climb out of recession. This is not great news for Britain but is actually mixed news for investors. Because we now live and work in a global market, one country’s credit downgrading and the resulting fall in currency prices can be both positive and negative. About two thirds of earnings for FTSE 500 companies are derived from outside the UK so their earnings are likely to rise, hence the recent rally in equities. Consumer confidence is also going up, so while this may seem like a setback, I predict it will be a temporary one. It certainly presents a window of opportunity for many of my clients. I am currently negotiating on behalf of a client who has offered slightly less than the vendors want. However, he has told the vendors that if they are willing to wait a few weeks, the predicted fall in sterling’s value will mean he can meet their expectations. It’s a win-win situation. Holidaymakers may have to stay a little closer to home this year, but this too could be good for the economy. I would even say this will be a turning point for the British economy and from here we’ll start to see a strong recovery. We are now part of such a global economy that America’s improved situation and Europe’s stabilisation will benefit us too. Moody’s may have given us an unwelcome message, but in time we may come to thank them for it.

ATTRACTIONS For me, the main attraction of Chelsea is its residential streets so closely entwined with excellent shopping streets, plus the area is dotted with fantastic restaurants. It is entirely possible to live one’s whole life without straying more than a mile from Sloane Square – and many do. Perhaps this is why Chelsea residents seem genuinely to consider Sloane Square the centre of the world. SHOPS Peter Jones, the Conran Shop and Harvey Nichols (strictly speaking in Knightsbridge) are all iconic destination stores. The King’s Road still manages to be trendy, despite the fact that punk is ancient history, and most of its shops are part of chains these days. On the whole I hate shopping but I do like Walton Street with its small boutiques, many of which participate in our Stanley Chelsea Local loyalty card 10 per cent discount scheme. I do most of my food shopping in Chelsea Farmers Market in the little organic supermarket, confusingly called Here. TOP STREETS Architecture is really quite diverse, from lovely stucco-fronted squares to the tall elegant 1870s houses overlooking the Thames to Battersea Park, plus the 1960s tower blocks at World’s End. My personal favourite is the west side of Markham Square. RESTAURANTS, CAFES AND PUBS We have smart cafés like Baker & Spice, opposite my office, and down-to-earth cafés like Chelsea Bun, which seems to have been there since time began. Vingt-Quatre (the clue is in the name) still exists, but sadly in my dull life it is many years since I have taken advantage of its special hangover-curing breakfasts. Itsu is my favourite restaurant for a quick no-carb lunch from the conveyor belt, with the added bonus of some lovely ‘ladies who lunch’. On the Old Brompton Road, heading towards Earls Court, is a little trio of sister Spanish restaurants: Tendido
Cero tapas bar is my son’s favourite restaurant in the ‘whole wide world’ – and who am I to argue? LEISURE Apart from shopping and eating, I have two strong recommendations. The Royal Court Theatre on Sloane Square is fantastic, with great original productions, but I really like it for its comfy leather seats. If you are as lucky as I was last time, you might get to sit next to the lovely Kristin Scott Thomas. Have your pre-theatre supper there or at Cote Brasserie on the north side of the square. Chelsea Physic Garden, which has been in existence since the 17th century, is a hidden gem down by the river off Royal Hospital Road. It was originally set up by monks to grow herbs and medicinal plants and enthusiastic locals are still at it. The gardens are open to the public at certain times through the summer. SCHOOLS The number of private schools in Chelsea is almost ridiculous, as evidenced by ‘crocodiles’ of children crossing the roads and generally holding up traffic, especially when I am trying to get to appointments. By all accounts, these schools are all excellent – but which parent says they have sent their child to a bad school? I suggest Googling, visiting and going on gut instinct. TRANSPORT One of the joys of Chelsea is that large parts of it are some distance from the underground system, with tube stations at Sloane Square, South Kensington and Gloucester Road. Still the best way to get from east to west, or vice versa, is to take the 19, 22 or 211 buses. Sadly the hop-on-hop-off Routemaster of old is long gone, but the frequency of buses has increased since previous mayor Ken Livingstone massively invested in the London bus system. Many people also make use of the current mayor’s transport initiative by using the Boris Bikes at the many convenient pick up points.
propertytalk People leaving the capital to get better value for their money often still feel they need a base in London close to the office, writes Cheryl Markosky. But what is the best pied- à -terre to buy, or rent in the short term? Jamie Lester from Haus Properties believes it’s crucial to consider location and proximity to good transport links. “Studios tend to outperform one-bedroom piedà-terres. However, for buyers with a larger budget, a two-bedroom flat will always give a good return on your investment if you rent at a later date, as you can let out the second bedroom to cover expenses,” he says. Marc von Grundherr of Benham & Reeves Residential Lettings thinks there’s no point buying something cheap that’s a 25-minute slog from the nearest station. In investment terms, you need to ensure your bolthole is “super convenient, in good condition and has decent parking (important now that many councils aren’t giving inhabitants of developments resident’s parking passes for nearby streets). Benefits such as a concierge and gyms are always good for rentals, but no more important for commuters,” Grundherr suggests. Someone looking to buy a pied-a-terre will not necessarily want something that ticks 100 per cent of the boxes, points out Tom Ward of Aspire. “To a certain extent, emotion can be withdrawn from this type of purchase,” he advises, “as a buyer stops paying attention to whether it offers high ceilings or views of the park. More pressing issues are taken into consideration, like the sort of maintenance a property may require over time.” Ward adds that any discerning buyer will have their investment hat on too. “We find that if someone is looking for an appreciating asset longer term, the best capital growth lies within period properties rather than new build developments.” Alastair Iles of Iles Prime Property says how you will use your London crash pad (a weekday base while toiling in the capital, or a fun spot for London weekend visits) can dictate where you should be. “A number of our enquiries have been from people who’ve already moved out to the country and decided they want a property to experience everything London has to offer.” Iles also puts an emphasis on security. “Look for properties with a concierge or porter – and there’s a trend for places associated with hotels offering their facilities.” Don’t be stuck in a location that dies after dark, however. “Some areas have a buzzy commercial atmosphere by day, but little or no lifestyle at night,” adds Claudia Stacey-Ralda at Prospect Property Search.

Wealth centres London and New York remain the top destinations for the world’s high-net-worth individuals (HNWIs) to live and invest in, but Asian cities are fast catching up, says Knight Frank’s seventh annual Wealth Report According to the report’s key findings, the global number of HNWIs (with 30 million US dollars or more in net assets) increased by almost 8700 – five per cent – in 2012. Their number is set to increase by another 50 per cent in the next decade, according to forecasts. Fastest growth in wealth creation will be in Asia and Latin America, and London and New York will remain the top destinations for wealthy individuals until 2023. The 2012 results of Knight Frank’s index, which tracks the performance of luxury property prices across 80 global destinations, show Jakarta and Bali recorded the highest growth.
Adjusting to strong seller’s market Prices for London’s highest quality homes continue to increase in a market of owners who can’t afford to move – and others who can’t afford not to, reports the latest London Barometer from estate agent Douglas & Gordon. “After a two-year decline, the lack of available stock on the London sales market has reached a critical level, causing prices to rise further and the house market to stall as homeowners struggle to find properties to move to,” said George Franks, Douglas & Gordon sales director. “Nearly 40 per cent of all our sales in February resulted from multiple offers. Buyers are having to readjust to the new market conditions in order to secure a property and accept that currently it is a very strong seller’s market. Properties achieving over the asking price and going to sealed bids is now commonplace,” he said. “As prices continue to increase, there will come a time when it will be cheaper to rent than to buy, which might have an effect on demand.” In February, demand continued to increase in areas outside prime central London, with twice as many applicants to each available property compared with the prime market.

Chiswick team expand After more than 10 years on Chiswick High Road, the Chiswick team of estate agent Savills has moved into a new multi-discipline office on Turnham Green Terrace. The move to a new location will allow the team to expand. Alongside Sales and Lettings, are being joined by the New Homes department, which looks after new developments locally and across south-west London. Christopher Bramwell, head of Savills Chiswick, reports that buyers are increasingly migrating from Notting Hill, Kensington and other central locations to find more for their money in Chiswick. “Chiswick is becoming more and more popular with those who are reluctant to make the big move out into the commuter zone. Oxford Street: global high street mecca
ENERGY AND OPTIMISM IN PRIME CENTRAL LONDON The residential market in prime central London started 2013 with a renewed sense of energy and optimism, according to a report by estate agent Winkworth. “Applicant numbers and viewings are on the increase. However, more stock on the market and unrealistic vendor expectations means this renewed interest is yet to translate into a rise in transactions,” says the report. New applicants registering at the agent’s Knightsbridge, Chelsea and Belgravia offices were 20 per cent higher in January than the average monthly rate for 2012.
Plans to redevelop Oxford Street East – as part of an ongoing project to turn the area into a leading European retail, business and commerce destination – have been given the go-ahead by Westminster City Council. The application is to knock down and partially demolish a section of Oxford Street and replace it with an entirely new building measuring 9,700 square metres across, almost the size of two football pitches, featuring housing, new retail space, a bank, and a £2.5m contribution to the council’s affordable home fund. This agreement is seen as the next stage in an important redevelopment in what is soon to become a critical part of the West End economy. Richard Dickinson, chief executive of New West End Company representing businesses in Bond Street, Oxford Street and Regent Street, says: “This is a significant period of investment that will further help cement Oxford Street’s position as one of the world’s leading high street meccas.”

Negative gains Mortgages could benefit from action, says Duncan Farmer
T
he suggestion by Paul Tucker, a deputy governor of the Bank of England, that interest rates could go into negative territory sent shivers of delight through borrowers and shivers of dismay through savers. The idea behind Tucker’s plan is that by charging high street banks that deposit their money rather than paying them interest, banks would be more likely to lend to businesses and mortgage borrowers. Ray Boulger of broker John Charcol, welcomes the idea. “Negative interest rates will increase the pressure to lend and the mortgage market would be a major beneficiary of any such action,” he says. “This increases the likelihood of genuine cuts in two-year fixed rates (as opposed to lower rates financed by higher fees), as well as a further narrowing of the yield curve with the scope for more cuts in longer term rates as well.” Tucker has raised the issue of negative interest previously behind the closed doors of the Bank of England’s Monetary Policy committee, but revealed the scheme to a committee of MPs. His timing is interesting as the Bank’s new governor, Mark Carney, starts work in July, and Tucker’s public comments could be seen as a hint to the plans of his new boss. “The fact that Mr Tucker has now chosen to go public with this suggestion implies that there is now more consensus at the MPC than even three weeks ago at its February meeting that more stimulus
“We need products for council tenants” Nationwide Building Society, which is one of the biggest players in the buy-to-let market, has announced that it will no longer lend to new landlords who let to local authority tenants, according to the National Landlords Association (NLA). Two years ago, the building society was lending more money to investors than first-time buyers, and this latest move is seen as bad news for the rental market. “Our latest landlords panel found that 55 per cent of landlords feel that buy-to-let lenders do not consider their individual circumstances,” says Richard Lambert, chief executive of the NLA. ”Given the housing crisis, now more than ever we need products that allow letting to LHA tenants to encourage greater investment in the sector.”
It’s a fix for borrowers Average rates for two and five-year fixed mortgages are predicted to dip below four per cent by the end of this month, as the National Mortgage Index from the Mortgage Advice Bureau showed unprecedented interest in fixed rates from borrowers. More than nine in ten purchase (93 per cent) and remortgage (92 per cent) applications in January 2013 saw borrowers opting for fixed rates. Using data from more than 500 brokers and 800 estate agents, the index also saw the average loan-tovalue for remortgages climb back up.

While Tucker’s suggestion is by no means a done deal, he accepted that the thinking behind it was quite adventurous. “We’ll continue thinking about policy options,” he said. “I hope we will think about whether there are constraints to setting negative interest rates. This would be an extraordinary thing to do and it needs to be thought through very carefully.” However, before borrowers start celebrating a cut in mortgage rates, Mark Harris of SPF Private Clients sounds a few words of caution. “One suspects many lenders would simply absorb the benefit of any rate cut, using it to improve their margins, rather than pass it on to borrowers,” he says. “Even if interest rates were to fall, it is questionable whether this would have a significant impact on the pricing of new mortgages when many lenders simply don’t have much of an appetite for lending at the moment.” Boulger believes that fixed rates would certainly fall if interest rates do fall further and borrowers on rate trackers would do well, as would some on standard variable rates – the most common type of home loan – but many would not see much change. “Most tracker rates do not have a collar and so in the event of a bank rate cut most borrowers with a tracker mortgage would receive the full benefit, as would those on a standard variable rate directly linked to Bank Rate: borrowers on the old Nationwide, Cheltenham & Gloucester and Lloyds TSB standard variable rates.”

More first-time buyers The number of first-time buyers in London rose by 15 per cent in 2012, marking the largest annual total since 2007, according to new data released by the Council of Mortgage Lenders. The influx of first-time buyers adds another cushion to the entire London market, which has been relying on overseas buyers and high earners with big bonuses. A total of 37,300 first-time buyers bought a home in London in 2012, up from 32,400 in 2011. On a quarterly basis, first-time buyer activity increased, while home mover lending fell and remortgage lending remained stable. In the fourth quarter, a total of 10,200 first-time buyers bought their first home in London, a four per cent increase compared to the previous quarter, and up by 17 per cent on the fourth quarter of 2011. This represented a larger boost compared to the UK overall where lending to first-time buyers increased by 14 per cent compared to the fourth quarter of 2011.

Pooh Bear’s house Pooh Bear, Piglet, Tigger, Eeyore, Kanga and Roo all came to life at this Grade II listed family house on Chelsea’s Mallord Street, where Christopher Robin was born. Billy, as Christopher Robin was known, lived in the nursery with his nanny on the top floor. The animal characters in his father’s books on the adventures of loveable honey-loving Winnie the Pooh and friends were based on his toys. After making his name as a writer on Punch magazine, AA (Alan Alexander) Milne and his wife Daphne moved to Mallord Street in the summer of 1919. He described their new home as ‘the prettiest little house in London’. He was delighted to live in a house with ‘an outside personality as well as an inside one’, after occupying flats for many years. “Any of you may find yourself some day in our quiet street, and stop a moment to look at our house; at the blue door with its jolly knocker, at the little trees in their blue tubs,” he wrote. “We have the pleasure of feeling we are contributing something to London.” Billy was born in 1920, inspiring Milne to write When We Were Very Young, Winnie the Pooh, Now We Are Six, and The House at Pooh Corner – all in Mallord Street. His characters were brought to life on the page by illustrator EH Shepard, and later on screen by Disney. Lettings Lowdown Report by Matthew Hobbs, director of Savills Prime Central London Lettings Quality of service and presentation are perennially important factors when it comes to the prime central London lettings market. Tenants choose not to compromise in the prime market and are discerning on price and unwilling to accept anything but the best property in the best areas. Furthermore, overseas tenants always look to sample life in prime central London, and while there is some migration from the more central areas out to the south-west, as tenants extend their stay beyond the initial few years, the majority of corporate foreign tenants always look to be in the more central locations. Landlords need to be aware that the overseas tenant also expects high levels of quality and finish and often seeks those properties that are professionally managed. While rental values in the prime central areas are down slightly this quarter, we are already seeing more activity in the corporate relocation market as more and more industries turn to London. Previously the majority of our corporate relocations came from the financial services sector. However, we are now seeing more tenants from the energy sector and other
industries as well. That said, the financial services sector is starting to show green shoots and we expect this to bolster the lettings market in the second quarter. Additionally, we have seen very few ‘accidental landlords’ coming over from the sales market and diluting the market. Pricing is likely to hold up in the medium term. In South-West London, pounds per square foot is just under half the value of prime central London rents, and as such renters now realise they get more for their money in Richmond, Wimbledon, Chiswick and Barnes while maintaining good commuter routes to the City. The SouthWest London market has been buoyed by new developments in Clapham with The Library and Putney Hill, which feed the demand for smaller one and two-bedroom apartments. The economic downturn has resulted in reduced rental budgets for the corporate market, which in turn has had positive impact for the South-West offices who are dealing with families requiring a four or five-bedroom house and are now looking at greater London to fulfil their wish list.
