Is the property market set for another buy-to-let boom? Knight Frank partner Ruth Barr

A

While we are not back at the heady days of 1996, where every other valuation I did back then was a new investment landlord coming into the market, I am pleased to report the term ‘buy-to-let’ is back in favour again. So what has changed? Why am I starting to get the calls from new and existing landlords who start by saying “I’ve just seen this great property for sale – what do you think it will let for?” The buy-to-let mortgage product was a victim of the recession with banks cutting back on lending and penalising those investors who were benefitting from easy finance, with up to 95 per cent loan-to-value available on buy-to-let deals. Thankfully we are starting to see improved loanto-value availability at 75 and even 80 per cent, a marked improvement on the common 60 per cent loan-to-value from 2008. We have also seen banks starting to lend above £1m again, when during the recession funds over a million had been capped. Another welcome change is the reduction on arrangement fees. In the past, these were up to 3 per cent on total loan value, pricing a buy-to-let loan way out of the market. The other major boost is that fixed rates are at their lowest level for five years – another great reason to strike a good deal now. Changes to the assured shorthold tenancy entry threshold have also improved since the recession and the late 1990s. Maybe not a boom but a very welcome noise again.

A

growing number of people leaving London to get better value for their money feel they still need a base in the capital. Many who are working long hours want to be close to the office. What’s the best property to buy and where should you look? Winkworth’s Russell White, covering Putney and Southfields, says a key factor is to stick close to local transport, such as tube and train stations. “Also, don’t opt for the ground floor. If you’re not there a lot, it’s a security risk,” he advises. “And think about the future: can your children have this one day and will it rent out well?” Robin Chatwin, Savills’ man south of the river, suggests a good solid mansion flat off Clapham Common South would make the ideal pied-a-terre. They might cost a bit more (£650,000 to £700,000), but for that money you get a roomy lateral three-bedroom property. “A good ex-council flat in a small block can be a good idea,” adds Chatwin. He says you could pick one up in Badminton Road just off Nightingale Lane, for instance, for about £330,000 to £350,000. “Most of these buildings are all private now anyway, so you needn’t worry about graffiti or noise.” Best in class is a must, according to Marcus BradburyRoss of Prime Purchase. He suggests Elephant and Castle, an emerging residential market, where it’s possible to achieve a 6 per cent return if you’re thinking of letting your investment. “A studio flat’s often a good way to buy into a highvalue area,” he believes, “where space is compromised over location. Or if you choose to buy a bigger property for personal use, there’s always the option of renting a room out. Look closely at the configuration of the property – there should be as many bathrooms as bedrooms and two reception areas, so each party has their own space and privacy.” Steven Eustration from Haart Southfields thinks an entry phone is an advantage and secure parking should be considered “to avoid parking dings on your pride and joy. A caretaker or porter can provide real piece of mind, as they’re often willing to hold keys and keep an eye on your property when you’re away. You won’t have time to garden, so good management of the block’s also essential.” His colleague Catherine Harris tips Streatham as an investor hotspot. “Unlike its more expensive neighbours – Clapham, Balham and Tooting – Streatham’s still on the up and provides affordable pied-à-terres with room for growth.

More comprehensive shopping can also be found at Southside, just down the road, which has a large Sainsbury’s, Waitrose and Cineworld as well as many other high street stores. TOP STREETS The best and most soughtafter streets in the area are Tonsley Hill, Tonsley Road and Dighton Road. RESTAURANTS AND PUBS Doukan is a fantastic Moroccan restaurant, and The Pantry café and deli does arguably the best brownies in South-West London. Pizza

Express and the East Hill and Alma pubs are also popular. LEISURE There’s a large Virgin Active gym in Southside, and nearby Wandsworth Common provides ample space for runners and dog-walkers as well as a well-equipped playground for children. Many clubs and activities take place on the Common. SCHOOLS St Faith’s primary in The Tonsleys is a fantastic state school, and there are great private schools such as Broomwood Hall, Eaton House, Finton House, Thomas’s and Northcote Lodge. All feed into the top London secondary schools. TRANSPORT The Tonsleys is a mere seven miles from the City of London and a much sought-after location for those working there. Transport can be found a short walk away at Wandsworth Common mainline station, with its services to Victoria via Clapham Junction. The Northern Line is also easily accessible with its direct services to the West End and the City.

alking down Northcote Road just before Christmas, I was struck by just how much things have changed in the 20 years I’ve been living here. I remember my first room in a shared house just off Lavender Hill: it was in a basement with only a tiny window and no central heating but I didn’t care. I worked every day, and most weekends, and spent most evenings in The Lavender, Scoffers or Le Bouchon. Northcote Road was still a bit ‘dodgy back then with several smoky bars, terrible beer, lousy food and not much else to shout about. We only used to come here because it was an easier walk than going up Lavender Hill and friends had a vague idea where to meet us. Since then we’ve seen it morph from ‘bar street’ through wannabe fashion parade and short-lived restaurants via short periods of French and German markets into now what is its best incarnation so far – cosmopolitan chic with added pushchairs. The difference between day and evening is remarkable. During the day the street is littered with buggies pushed by frazzled parents, cheery nannies or proud grandparents with siblings in tow. The children are generally either rushing to school or pottering along in their own little world wondering what the day holds in store. Calm descends between ten and two and then it’s more madness for school pickup as cars jostle for parking spaces, parents try to find children and there’s frantic activity before going

home for tea. Again there’s a lull and then the evening starts. It begins in the Northcote or the Draft House for a quick pint after work, and then as parents meander home to their families we see the other side of this wonderful street. It’s easy to think of ‘Nappy Valley’ as just a load of parents with young children all jockeying for a place at one of the fabulous schools, but that’s only the surface. You only need to walk down the street on a Friday or Saturday (and increasingly Thursday) evening to see and hear just how cosmopolitan this area has become. I’m constantly amazed how many French people now call this home. Obviously this is helped by the new Lycée Francais on Wix’s Lane, but actually many of the French speakers don’t have children so it must be more than that. Italians and Americans also love this part of South-West London, and with the new American Embassy in Nine Elms their numbers are only going to increase. And where are these new arrivals coming from? Yes, some will be moving from other parts of this great city, but others are relocating from their home countries and want the security of using an agent of stature, integrity and above all reputation. A third of our buyers last year were foreign nationals

Foxtons to open five new London offices Foxtons estate agent is opening five new offices in London this spring as part of its ongoing expansion plan, which has seen 13 new offices added to its network of café-style offices since 2010. Work begins on two key sites between Battersea and Albert Search and development company Banda Property has bought two key sites between Battersea Bridge Road and Albert Bridge Road and secured planning consent. Is holding an open house always the best method to close a property sale?

Young cricketers win silver at Youth Games Wandsworth’s young cricketers did the borough proud at the Balfour Beatty London Youth Games Indoor Cricket Finals at Lord’s at the beginning of March. The boys’ team clinched silver and the girls were placed joint seventh. A record 104,463 young Londoners took part in the 2012 Youth Games. Tenants have bigger budgets as they look for more space and high specs This year’s lettings market is already proving more buoyant than 2012 and is predicted to grow stronger, according to Savills Richmond office. “We have had a strong start to the year and have achieved on average 98.25 per cent of asking price for all deals agreed so far, with the highest price per square foot being £41.62 for an apartment on Richmond Hill,” said Catherine Hanley, head of Savills Richmond Lettings. “Relocation activity has been high and we have seen higher budgets for all searches so far in 2013 compared to this time last year. A quarter of all deals are corporate tenancies, and with an early Easter this year we are seeing more enquiries than in 2012,” she said. “Applicant expectations still remain high with many expecting more space, higher specification and quality properties for their budgets.”

Many prospective purchasers enjoy having time and the agent’s undivided attention when making up their minds. To run a successful open house it is better for the agent to consult with the vendor, limit numbers, keep the vendors in the background, and follow up with feedback, as we know people are too polite to say what they are really thinking. They can work well in a strong market where there is an abundance of buyers looking and a relative shortage of stock. If someone is interested in a house, nothing focuses the mind more than seeing other buyers who seem equally keen. Open days can also be helpful to vendors who find viewings disruptive. They concentrate viewings into a prescribed period, allowing the vendors to be less frequently disturbed. They are not always appropriate, however. Some houses, particularly at the top end of the market, are best sold by showing buyers on an individual basis to point out strengths and field any concerns. Some people also object to being herded round a house with numerous other people and want some space and privacy to consider.

Negative gains

A

ccording to research from Moneyfacts, fixed rate mortgages are at their lowest point since they started collating records in 1989. In February the average two-year fix was 4.11 per cent and a five-year fix 4.14 per cent. These look a bargain compared to the average equivalent of 12.83 and 12.85 per cent from 1989, but looking at any best buy table today, you’ll find rates from 1.89 and 2.64 per cent for two and five years respectively. Since the Government’s Funding for Lending Scheme (FLS) began last August, new cheaper products have been appearing on the market almost on a daily basis. Competition between mortgage providers is fierce as they face stiff penalties if, having joined the FLS, they fail to increase their lending. Which, of course, is good news for those looking to purchase or remortgage. Mark Harris, SPF Private Clients

Mortgages could benefit from action, says Duncan Farmer

T

he suggestion by Paul Tucker, a deputy governor of the Bank of England, that interest rates could go into negative territory sent shivers of delight through borrowers and shivers of dismay through savers. The idea behind Tucker’s plan is that by charging high street banks that deposit their money rather than paying them interest, banks would be more likely to lend to businesses and mortgage borrowers. Ray Boulger of broker John Charcol, welcomes the idea. “Negative interest rates will increase the pressure to lend and the mortgage market would be a major beneficiary of any such action,” he says. “This increases the likelihood of genuine cuts in two-year fixed rates (as opposed to lower rates financed by higher fees), as well as a further narrowing of the yield curve with the scope for more cuts in longer term rates as well.” Tucker has raised the issue of negative interest previously behind the closed doors of the Bank of England’s Monetary Policy committee, but revealed the scheme to a committee of MPs. His timing is interesting as the Bank’s new governor, Mark Carney, starts work in July, and Tucker’s public comments could be seen as a hint to the plans of his new boss. “The fact that Mr Tucker has now chosen to go public with this suggestion implies that there is now more consensus at the MPC than even three weeks ago at its February meeting that more stimulus

“We need products for council tenants” Nationwide Building Society, which is one of the biggest players in the buy-to-let market, has announced that it will no longer lend to new landlords who let to local authority tenants, according to the National Landlords Association (NLA). Two years ago, the building society was lending more money to investors than first-time buyers, and this latest move is seen as bad news for the rental market. “Our latest landlords panel found that 55 per cent of landlords feel that buy-to-let lenders do not consider their individual circumstances,” says Richard Lambert, chief executive of the NLA. ”Given the housing crisis, now more than ever we need products that allow letting to LHA tenants to encourage greater investment in the sector.”

This would be an extraordinary thing to do and it needs to be thought through very carefully.” However, before borrowers start celebrating a cut in mortgage rates, Mark Harris of SPF Private Clients sounds a few words of caution. “One suspects many lenders would simply absorb the benefit of any rate cut, using it to improve their margins, rather than pass it on to borrowers,” he says. “Even if interest rates were to fall, it is questionable whether this would have a significant impact on the pricing of new mortgages when many lenders simply don’t have much of an appetite for lending at the moment.” Boulger believes that fixed rates would certainly fall if interest rates do fall further and borrowers on rate trackers would do well, as would some on standard variable rates – the most common type of home loan – but many would not see much change. “Most tracker rates do not have a collar and so in the event of a bank rate cut most borrowers with a tracker mortgage would receive the full benefit, as would those on a standard variable rate directly linked to Bank Rate: borrowers on the old Nationwide, Cheltenham & Gloucester and Lloyds TSB standard variable rates.”

IT’S A FIX FOR BORROWERS Average rates for two and five-year fixed mortgages are predicted to dip below four per cent by the end of this month, as the National Mortgage Index from the Mortgage Advice Bureau showed unprecedented interest in fixed rates from borrowers. More than nine in ten purchase (93 per cent) and remortgage (92 per cent) applications in January 2013 saw borrowers opting for fixed rates. Using data from more than 500 brokers and 800 estate agents, the index also saw the average loanto-value for remortgages climb back up.

More first-time buyers The number of first-time buyers in London rose by 15 per cent in 2012, marking the largest annual total since 2007, according to new data released by the Council of Mortgage Lenders. The influx of first-time buyers adds another cushion to the entire London market, which has been relying on overseas buyers and high earners with big bonuses. A total of 37,300 first-time buyers bought a home in London in 2012, up from 32,400 in 2011. On a quarterly basis, first-time buyer activity increased, while home mover lending fell and remortgage lending remained stable. In the fourth quarter, a total of 10,200 first-time buyers bought their first home in London, a four per cent increase compared to the previous quarter, and up by 17 per cent on the fourth quarter of 2011. This represented a larger boost compared to the UK overall where lending to first-time buyers increased by 14 per cent compared to the fourth quarter of 2011.

Mud Man Johnny restores his Victorian treasure Elegant and understated – welcome to the world of TV and radio star Johnny Vaughan, says Cheryl Markosky

I

n Mud Men, his recent History Channel series, extrovert TV and radio personality Johnny Vaughan scoured the Thames shoreline for hidden artefacts. But he might just as well have stayed in his south London house, where there’s ancient and contemporary treasure aplenty. Scooping up the 19th century detached building in Elsynge Road for £900,000 in 1999, Vaughan and his wife Antonia knew they had to give it some tender loving care to create a friendly family home. Luckily, Antonia had attended an interior design course run by Kelly Hoppen, so she had the credentials to tackle the renovation of the four-storey, honeycoloured brick house. Set in a street originally built as show homes for the Great Exhibition of 1851, this Victorian gem was brought into the 21st century in a project the couple took on with relish. Antonia made sure the lower ground floor was opened out to provide a large family room and kitchen/dining room leading directly onto the garden. A massive island

in the centre, large wooden cabinet, heaps of storage and a mammoth Traulsen fridge-freezer guarantees the Vaughans really do tuck into the Big Breakfast here. Shaking up old with new, Antonia has placed bespoke wooden cabinets, New England-style shutters and panelling alongside shabby chic painted oak flooring, limestone fireplaces and chunky radiators. Most of the new additions including underfloor heating and surround sound systems aren’t even glimpsed. The raised ground floor has a sunny sitting room and subdued drawing room with French windows onto a balcony that overlooks the garden. Just like the ebullient Vaughan, the first floor has star quality. It’s dedicated solely to a grand master bedroom with luxurious en suite and roomy his-and-hers dressing room. And the top floor is ideal for children, nanny, granny and/or manny. Vaughan’s offspring, Tabitha, 12, and Rafferty, nine, had the run of this level with its two large double bedrooms and jumbo family bathroom.

T

he last few years have seen an exciting period in the new-build luxury residential property market in Wimbledon and Coombe – and 2013 is already continuing in this vein. The local new homes market is very strong with more and more clients expressing an interest in purchasing a new-build property. Lifestyles have changed: people are working longer hours and family life is very busy and so many buyers do not have the time to carry out their own conversions or extensions. Often they just want the key to the door of a high-quality new home with a modern specification but traditional feel. Much of Wimbledon’s housing stock is pre-war, built largely in the arts and crafts or other popular architectural styles of that period. Many local developers are building their family houses in similar styles but with the benefits of energy efficiency, resulting in lower heating bills and long-term savings. One example of period design flair is the Georgian Collection at London Square’s Convent Mews development in Wimbledon Village. The four-storey townhouses with brick and stone facades marry classical design and modern innovation. Interiors reflect the trend towards traditional features with stone fireplaces, high skirting boards and fireplaces in bedrooms, complemented by modern touches such as dressing rooms and high-spec en suite bathrooms. A few years ago technology was king, but now the emphasis is on energy efficiency. Halogen lights are being replaced by side lamps, wall lights and traditional ceiling lights. Developers have been quick to follow interior design fashions and incorporate them into the spec, such as fitting underfloor heating to ground floor rooms but reinstating designer radiators to the upper floors. Practicality is also a factor. Many rooms have multiple uses: family rooms can become media rooms with light-blocking shutters, for example. More thought is also being put into storage space. Loft storage is now

recognised as a key element, as is a decent garage. Some new-builds are equipped with extra large garages – with heating, lighting and insulated doors – that can easily fit a modern 4 x 4 or sports car, leaving ample space for bikes or other items. More importance is also being placed on exteriors. Where once new homes were graced only with a turfed lawn, now some developers, such as Lifestyle Projects, are conscious of garden design, even planting vegetable patches, herb gardens, formal lawns or children’s play areas. One of the most interesting developments in the area is Berkeley’s Wimbledon Hill Park near the village. The iconic Atkinson Morley building is being transformed into luxury apartments with concierge services, meeting the continued demand for stylish lock-up-and-leave residences. The historic 25-acre site will also be the location for a collection of exclusive family houses, with the first phase of eight due for completion later this year, and the scheme has been planned with open spaces and a natural habitat. T

he lettings market in Putney this year started with a wave of activity. While the city was fighting off the cold snap, the lettings market warmed up nicely and February was exceptionally busy, with 35 per cent more lets agreed year on year. We also doubled the amount of stock available for tenants searching for a new home. Looking back to the last quarter of 2012, October was an unseasonably busy month for lettings with higher levels of activity than those seen in previous years. Demand continued throughout the rest of the year and both November and December also outperformed 2011 with the volume of lets agreed. While demand from tenants remained strong, we also began to see more properties coming to the market, giving tenants more choice. This curbed the rapid rent rises previously seen and we began to see more of a tenants’ market. Going into 2013 much of this has continued. We currently have 50 per cent more stock available than in 2012, which will inevitably keep rental rises in check. Putney is hugely attractive to a varying demographic of people and offers excellent transport links and a bustling high street, as well as an array of restaurants, pubs and coffee shops. It’s also an inner city escape, offering a riverside setting and green open spaces. For this reason it’s popular among young professionals, families and even students.

Putney offers a good range of properties with demand steady across most property types. Demand for onebedroom properties has remained consistently high with new instructions being snapped up within a few days of coming to market. The two-bedroom market is also popular but slightly more competitive – good presentation and sensible pricing are key to ensuring a swift let. Since the start of the year there has been increased demand for quality three and four-bedroom properties suitable for professional sharers. Landlords like the security this market offers, with multiple incomes in one house and less chance of the rent going unpaid should someone lose their job. We’ve recently launched a short let service, which is becoming more sought after by property owners who are keen to rent out their home for just a few months. These are typically people who want to travel for a while or even wait for a better time of year to put their property on the market in the hope of achieving a better price. At the moment these homes are predominantly larger properties, although we are also seeing a few smaller flats too. With the potential for premium rental levels, it’s often an appealing option as it offers greater flexibility. Heading into the sunnier spring months, I expect the market will remain buoyant and continue to flourish, but landlords will have to adapt to a more competitive market and make sure their property stands out from the crowd.

Glastonbury monument T

he Rolling Stones and Arctic Monkeys are rumoured to be headlining, but it’s too late to buy tickets for this year’s Glastonbury Festival as all 135,000 sold out last October in less than two hours. You do have time to create a magical Glastonbury happening of your own, however, at a historic townhouse six miles from the music festival site at Michael Eavis’s world-famous Worthy Farm in Pilton. Grade II listed Abbots Leigh in Glastonbury is a dedicated scheduled monument due to its location next to the ancient ruins of Glastonbury Abbey, declared final resting place of King Arthur. The property was part of Glastonbury Abbey until the early 1800s. Frederick Bligh Bond turned it into an internationally known guesthouse and it was later owned by Montagu Phippen Porch, Lady Randolph Churchill’s third husband and stepfather to Winston Churchill, who visited a number of times. Five minutes from Abbots Leigh is the mystical hill of Glastonbury Tor, legendary ancient landmark topped by the roofless St Michael’s Tower and said to be home to Gwyn ap Nudd, King of the Fairies. The National Trust now manages the site and any stray fairies. Abbots Leigh has four bedrooms and includes a drawing room, dining room, kitchen and breakfast room, orangery, library, attic cinema room and cellars. the last word Ross Brien, sales manager of Hamptons International Balham, speaks to South Tell us how you joined the property industry and briefly describe your career history to date. During my school days, I never particularly excelled on the academic side of things. I was OK but never a maths genius or in line to be the next Shakespeare. I used to find the prospect of being in a classroom for a whole day fairly daunting. However, there was one duty I particularly enjoyed. I would happily volunteer to give prospective parents and pupils a tour of the school, as for me this was an extremely pleasant way to while away the afternoon. Years later, my job is a little more in-depth than showing people the rugby pitch, but the principal is very much the same. I also love the fact that my job allows me to be out of the office meeting new people every day and showing them something I am really passionate about – property. After leaving school I went to work for a local property developer in Cheltenham, who introduced me to Hamptons International. Since then I have worked my way up from a trainee negotiator in Cirencester to managing the sales team in Balham many years later. What do you enjoy most about working in this market, and what have been your highlights so far? The market at the moment is pretty fierce and during my time in South-West London we’ve had some outstanding results on the way to becoming a leader Between the Commons.

I feel incredibly proud of what we have achieved, not only in the property market but also within the local community: we’ve invited ghouls and ghosts for Halloween, created Santa’s Grotto in our boardroom to the delight of 500 children, and sponsored many local events to offer a helping hand wherever possible. What advice would you give anyone considering a career in estate agency? I would have to say go for it. It’s a fantastic job where you meet new people every day and see some wonderful property. In my opinion, the key to being a good agent is to be honest and genuine with people, and offer advice that you would offer to any of your friends if they were buying or selling a property with you.

In your view, how does the South London market differ from other areas of London? The difference between south and north of the river gets smaller every day. The influx of international money into London means we are seeing more new buyers in Balham, Clapham and Battersea than ever before. If you were not an estate agent, what career would you choose and why? I never really considered another profession as this was something I had always been interested in. However, if Jeremy Clarkson ever retires I’ll be happy to take his job on Top Gear. Thanks for watching and goodnight.

How difficult is the current market for homebuyers, and what advice do you give them? Act fast and trust your instincts. When you see that dream home, just go for it. I meet so many people who regret not buying a great property because they thought a better one would come along – and it didn’t.
