I am thinking of letting my property. What are a landlord’s obligations?

A
There are many factors to consider when you let your property. The first three relate to consent. If there is a mortgage, start there and contact your provider to obtain permission. If the property is leasehold, get in touch with your freeholder to obtain permission to sub-let. The last consent is from your insurer: even if you let your property unfurnished, you do need to maintain a minimum cover for carpets and curtains and white/ chrome goods in the kitchen. Once you have the go-ahead from the big three, the next step is to contact a reputable agent. Ensure they are ARLA (Association of Residential Lettings Agents) registered and they can then guide you through the important safety legislation. Gas, fire and electrical regulations are all relevant for landlords and place statutory obligations on the landlord to comply with the legislation. The gas check is an annual requirement, as is the Portable Appliance Test. Landlords also need to be aware of their obligation to pay tax on the rental income, how many of the expenses are tax deductible, and how they can legitimately avoid the agent withholding tax at source if they are going overseas. Energy Performance Certificates are also necessary prior to marketing the property. This is undertaken by a valuer, who comments on the energy efficiency of a property – very frustrating for lettings as ultimately the tenant is not that concerned, but by law a landlord must provide this. marketview New research says a good garden can boost the price of your property by 20 per cent or more, says Cheryl Markosky
T
wo comparable properties in the same area could vary greatly in price due to the impact of a sunny garden, according to a study by Marsh & Parsons. Laura Wilcox-Chandley, manager of Marsh & Parsons Balham office, says buyers are happy to pay more for properties with gardens. “A garden is a great selling point and adds value.” Homeowners love hosting barbecues and having friends, family and colleagues over for a glass of wine in the summer, she explains. To free themselves from hours of mowing, a number of Wilcox-Chandley’s clients have put down artificial ‘lazy lawns’. “They look fantastic year-round and don’t need frequent attention like real grass.” A big no-no, she adds, is large overwhelming trees or bushes that block natural light that normally flows into the house. As most London gardens are small, if you’re blessed with a larger garden there’s even more of a reason to present it well, argues Lindsay Cuthill, head of Savills south-west London region. “People spend a significant amount on the inside of their house, but forget about the garden. But it’s another room,” he insists. The garden is part of the overall package, according to Cuthill: “Get someone in every six weeks to take care of it properly if you haven’t time to do the work yourself.” Things like softening the border – “grow plants that fall off the edge of paths” – could convert someone into buying the whole property. Nick Goble from Winkworth in Clapham concurs that gardens add value, especially if they’re over 25ft in length. His advice is to keep it simple. “People are incredibly busy these days and want something that’s functional, attractive and easy to maintain. ”They also want a piece of tranquility in an otherwise hectic world. He views gardens as the outdoor equivalent to a really smart kitchen. “You need to install nice lighting that provides a good ambience, and you have to keep a garden clean and clear.” In addition, Goble believes that vendors must absolutely spend a certain amount of money to do up the garden when selling. “They are so involved with sorting out the house itself, they ignore the garden, but it’s a key part of the property.”

ATTRACTIONS All England Lawn Tennis Club in Church Road welcomes the world each June and July for the championships, attended by around 500,000 spectators. The village is also home to the Buddhapadipa Temple, the first Thai Buddhist temple in the UK. SHOPS The village has numerous independent shops and boutiques, including Mint Source and Caroline Randall, as well as exclusive high street and designer names such as LK Bennett and Matches, both of which started life here. Smith Brothers traditional bicycle shop, Wimbledon Books & Music, and the Canvas and Wimbledon Fine Art galleries add to the eclectic mix. TOP STREETS These include: roads close to the Village such as Lancaster Gardens, Marryat Road and Lancaster Gardens; Southside Common and West Side Common, which afford views over Rushmere Green; and the roads leading from the common to Ridgway, including The Grange and Lingfield Road. RESTAURANTS AND PUBS Pubs have been part of the Village since the Dog and Fox opened as a coaching inn in the 1600s. The Rose and Crown, Hand in Hand and Crooked Billet offer a traditional pub atmosphere. Foodies are well catered for: gastropubs and restaurants abound including the Fox and Grapes, run by the team behind Hibiscus, the Lighthouse, Thai Tho, the original ‘Cote’ Brasserie and the Lawn Bistro. St Cassien is a popular daytime meeting place, while Hemingways Bar is the spot for night owls. A special treat is tea at Cannizaro House hotel.
LEISURE Not surprisingly, the Village is well served by tennis clubs including Westside and Wimbledon Lakeside, as well as 20 public courts in Wimbledon Park, which also boasts a boating lake. Numerous golf clubs include Royal Wimbledon, and two local riding stables offer hacks along the 1200-acre Common. Culture vultures can visit Wimbledon Theatre. SCHOOLS King’s College School for boys and Wimbledon High for girls are leading independent schools, while the all-boys Wimbledon College and all-girls Ursuline High School are popular Roman Catholic comprehensives. Bishops Gilpin, The Study and Squirrels (Wimbledon Common Prep) are sought-after junior schools and the Norwegian School attracts many Scandinavian expats to the area. TRANSPORT Wimbledon main line and District Line station is a short walk down the hill with direct links to central London. The Village is served by several bus services, while the nearby A3 allows drivers a fast route to Surrey and the South. LOCAL CELEBRITIES Many top tennis stars including Roger Federer and Maria Sharapova become Wimbledon ‘villagers’ each summer, renting local houses and frequenting the cafes. The late actor Oliver Reed and racing driver James Hunt were notable residents, while the Common is famous as the home of the Wombles!

outhfields has become a destination rather than a second choice for buyers in the last five years. According to the latest Land Registry House Price Index for March 2013, Wandsworth has seen an annual price increase of 10.4 per cent, one of the highest increases of the London Boroughs behind only Camden, Hammersmith & Fulham and Kensington & Chelsea. Buyers are being pushed from central London to the surrounding areas and this ripple effect across London is making Zones 3 and 4 very attractive. When I first came to Southfields in 2005, buyers were stretching their search from more expensive neighbouring areas such as Putney and Wimbledon to what was seen as a less desirable but cheaper area. Now buyers are looking at Southfields as their first choice. The area has developed and the high street not only offers more variety but has also transformed with well-known names such as Starbucks moving in. There is now a Tesco and Sainsbury’s and a rumoured Waitrose on the horizon, and although these high street brands may not always be in favour with those wanting to ‘keep things local’, they do bring credibility to the area. Well-known
brands are an indication to buyers that the area is well established. Buyers moving to Southfields now also include those coming from areas closer to central London, such as Fulham and Clapham. By moving a little further out, they are able to upsize and buy the type of property they want, and often choose to extend into the loft or create a larger kitchen and living room to the rear of the property. Typical buyers frequently include City professionals with small families. Southfields and Wandsworth as a borough benefit from the surrounding popular large parks and green open spaces. Thanks to the area’s well-regarded schools, there has been a growing number of families moving to the area leading to it becoming part of the locally known Nappy Valley set. However, it is not only families who are moving to the area. It has long attracted young professionals and I have seen a rise in the number of younger buyers being helped onto the property ladder by the Bank of Mum and Dad. Parents realise that their money is not earning interest in the bank, and they would rather put it to good use helping their children buy their own home.

What’s it like? This little Italian oasis away from the bustle of Battersea Park Road has a rustic interior with a relaxed, friendly atmosphere. Perfect for reading the newspaper, people-watching, or a cosy coffee with friends after a stroll in the park.

Property showcase Capitalising on strong demand for UK residential property from investors in both Asia and the Middle East, estate agent Hamptons International hosted a property showcase exhibition in both Hong Kong and Dubai. Promoting Hamptons’ London, country and new-build homes at the British Consulate General in Hong Kong and The Address Hotel, Downtown Dubai, The Collection event attracted more than 200 investors. Andrew Phillips, head of Central London Sales at Hamptons, said: “The Collection event was a huge success in both markets, where we welcomed both serious investors and a member of the Qatar Royal Family in Dubai. This year, we were also thrilled to work with the high profile developers A2 Dominion and Octagon and to generate a record number of leads and sales overall.” The quality of attendees was exceptional, said Phillips, with a number of wealthy investors actively looking for UK property in London and commuter belt hotspots such as Islington and Windsor. Half of disclosed budgets were more than £1m. “The weakening of the British pound has meant that now more than ever, international investors are looking to purchase British homes specifically in prime London and commuter belt areas,” said Phillips.

Twickenham Rowing Club, founded in 1860, is one of London’s largest and oldest rowing clubs and now has a newly refurbished clubhouse on Eel Pie Island. The club runs a Row to Health scheme for people recovering from cancer, and dedicates funds to equipping boats for use by the disabled. Its annual Twickenham Regatta on May 25, which staged 105 races for rowers of all ages and abilities, was sponsored by Savills Waterfront and Savills Richmond teams, who donated significant funds, provided a hospitality tent, and served champagne.

When I was buying my first house in 2003, I was asking it myself, and since then we have experienced a number of peaks and troughs, but only one real drop, in 2009. Since then the market has bounced back and all the signs are that growth will continue, albeit at a lesser pace than in the boom years prior to the recession. Knight Frank’s recent 2013 Wealth Report suggested that London would still be the number one city in attracting the world’s wealthiest individuals in 10 years’ time. If this is the case, the ripple effect caused by investment in the capital would mean the SW region will benefit from the continued migration of buyers from north of the river. The Bank of England’s Funding for Lending Scheme has borne many fruits since its inception. It’s been calculated that the number of mortgage products available to borrowers has risen by over a third, and the average rate interest rate has fallen – good news for the consumer. However, as rates have fallen, the fees payable to the lender have increased. One comparison website has calculated that fees on five-year fixes have increased by over a fifth. On closer inspection, many of the leading rates available have substantial fees attached and may not necessarily offer the best value. Depending on certain factors, including loan size, once fees are factored in, a product with a slightly higher rate but lower set-up costs may actually prove cheaper. If you’re looking to remortgage or move home, make sure that you take into account the effect of the product fee and calculate the total cost of borrowing, instead of the pay rate alone.

ince their fall in 2008, average house prices in London have risen by 17 per cent, but in the five years since then the value of sterling has fallen so much against most currencies that, for example, anyone buying a house today with US dollars is paying seven per cent less than in 2008. Buyers with euros, yen, Swiss francs and Chinese yuan are enjoying similar discounts in real terms, so it is no wonder that the capital’s market is continuing to boom and prices are rising. Knight Frank, which carried out the currency research, forecasts that London property values will continue to climb and that five years from now they will be another 26 per cent higher than they are today. The rise in world stock markets is also giving wealthy investors food for thought. Not only is the FTSE 100 approaching levels last seen at the peak of the dotcom boom, but the Dow is surging too and, at the time of writing and in spite of recent sharp falls, the Nikkei is more than 40 per cent higher than it was last autumn. That is good news for anyone with money in the markets and for anyone working in the City, and may well be why a YouGov poll reported that confident buyers in the Square Mile believe prices will rise faster in their borough than in Hammersmith & Fulham, Richmond and Kingston. Only inhabitants of the old favourites of Kensington & Chelsea and Westminster were more optimistic.

Healthy appetite The latest Nationwide House Price Index shows that in May average property values climbed another 0.4 per cent. Brian Murphy, head of lending at Mortgage Advice Bureau, says the introduction of the Government’s Funding for Lending and Help to Buy schemes has helped boost demand, but adds that good mortgage deals are also doing their bit to help would-be buyers. “Another increase in house prices during May adds up to a positive outlook for the market as property prices reach their highest level since July 2011,” he says. “Buyer confidence is being fed by some of the best fixed rates seen since 2007, which are helping to satisfy the growing appetite for a great mortgage deal.”

Forecasting anything, let alone property prices and interest rates, is fraught with danger but the consensus among analysts and economists is that low interest rates will still be with us at least until 2016, which in turn will help domestic buyers with only the poor pound in their pocket. The European Central Bank has recently cut its rate to 0.5 per cent in line with the Bank of England, and the money markets also point to low rates. Swap rates – the level at which banks lend to each other – have remained remarkably unmoved by recent fears of inflation, triple-dip recessions and conflicting growth figures. A year ago five-year swaps were at 1.49 per cent and today stand at 1.06 per cent; two-year swaps at 1.68 per cent against 0.59 per cent today; and one-year swaps at 1.31 per cent compared with 0.59 per cent now. Those figures all show that interest rates are unlikely to rise, and there seems to be general agreement that if they do climb, that will not happen until 2016 or 2017, and even then the rise will be just one quarter of a percentage point. Although the Bank of England’s Monetary Policy Committee, which sets interest rates, regularly discusses a cut and even a move to negative rates, this is unlikely to happen. Lenders are also putting their money where their mouth is, and both Clydesdale Bank and Hinckley & Rugby Building Society have tempting five-year fixed rates at 2.89 and 3.35 per cent respectively.

STAY LOOSE The mortgage war has been well documented, with rates falling to all-time lows, but rather than continue to undercut each other and slash their margins further, some lenders are now starting to loosen criteria, which is welcome news for borrowers, particularly the self-employed. Since the downturn, contractors have found it difficult to get a mortgage with lenders preferring employed borrowers to those who are selfemployed. But this month two lenders changed their policy, says Mark Harris of SPF Private Clients. “The Halifax will now offer its standard mortgage range to contractors other than those working in IT, as long as they have been contracting for a year and earn more than £500 per day, or £75,000 per annum,” he says. “Meanwhile, Clydesdale has added engineering to its list of acceptable contractors, subject to a minimum income of £75,000, and lowered the minimum income for banking contractors to the same level.” All banks are beginning to loosen their criteria in an attempt to increase their lending volumes. This is great news for borrowers such as contractors who have often struggled to get a mortgage in the past few years because they did not meet lenders’ standard criteria.
Good to talk if you’re on interest-only Borrowers with buy-to-let mortgages have been told not bury their head in the sand, but to talk to lenders about how they plan to repay their loan when it comes to an end. Interest-only mortgages have long been popular with wealthy housebuyers who have shares and other investments, and who regularly earn large bonuses, but they have come under fire in recent years and most mainstream lenders have pulled out of the market. The Financial Conduct Authority, the regulator that replaced the Financial Services Authority, is now working with the Council of Mortgage Lenders to ensure that borrowers do not come to the end of their loan without the means to clear the capital they owe. Some estimates say there are 1.7 million borrowers at risk with an average shortfall of £72,000. More worryingly, one in ten borrowers has no plan to repay their loan. The problem for many interest-only borrowers is that switching to a repayment loan is usually expensive, so lenders are being urged to find ways to cushion the blow.

nce a grand country estate built by Victorian MP Thomas Alcock back in 1837, Kingswood Warren Park has gone through many permutations before enjoying new life as a grand country estate once more. In the years that followed its early days as a smart mansion for a Member of Parliament, it became home to various squires and City businessmen, a girls’ finishing school, a hotel, and in 1940 new offices and accommodation for evacuated Legal & General Assurance staff. In 1948, the BBC purchased Kingswood Warren to house its Research & Development department. New advances over the next 60 years by the Beeb’s R&D gurus included transmitting colour TV, teletext, NICAM stereo, digital radio and TV, and creating the BBC’s website. In 2008, Octagon bought the 19-acre site and, after several years of consultation with local residents and planners, was given permission to convert the stately house into eight apartments and build 14 detached houses in the grounds. David Smith, head of group marketing at Octagon, says it took about a year to work out the designs before starting work to breathe new life into the Victorian Gothic masterpiece. “The building wasn’t derelict, but we did have to do a lot to the exterior rendering,” he says. Luckily, a number
of original features, such as the oak panelling, entrance hall with intricate plasterwork, Elizabethan-style arches and castellated roof were still intact. Octagon decided to set up a joinery workshop on site to renovate and, where necessary, replace window frames and portions of the staircases. “We thought it important to bring everything up to Octagon standard and the workmanship is incredible,” Smith explains. The best way to divide the building was in two, with two entrances – one leading up to three apartments and the other to the remaining five apartments. Smith says there was room to add a lift on the left-hand side for the five apartments. “We’ve kept a couple of terrific turrets and the grand entrance with pillars that have been re-plastered. It looks quite magnificent now,” he suggests. The key to the project was to artfully blend the old with the new, introducing modern trappings such as security, modern kitchens and underfloor central heating – that was quite a business to instal, according to Smith – alongside the Victorian twiddly bits. Octagon has even put in an in-house underfloor vacuum system, where hoses neatly run under the floorboards. Smith says the company has been keen to try out this cleaning system for some time, and this is the first scheme where it’s been introduced. Space in the eight apartments is generous – running from 1800 to nearly 4000 sq ft – and even more room

southside As seen by Jonathan Dyson, manager of Hamptons Battersea and Wandsworth Hundreds of parents around Wandsworth crossed their fingers on April 17 as the annual lottery that is the primary school admissions system sent out its results. Any parent living Between the Commons or the surrounding area who hasn’t heard the fallout since is either living in a cave or has probably now moved to the country. Every year there is the usual furore as indignant parents fill hundreds of column inches and goodness knows how many bytes of web chat space with cries of “cheat”, “foul” or “unfair”, once they discover that their little darlings have been denied a place in their local school of choice. In the case of Belleville and Honeywell, most of the finger waggling is pointed towards the sibling policy and parents who rent a property short-term to ensure a place at the top of the list. But is this really fair? One local online forum poster has published supposed facts and figures relating to the numbers of siblings that live within certain distances of the schools. Another questions the morality of those who rent, supposedly for the singular reason of jumping the queue. Another proposes to petition the schools to modify their entry criteria. In reality, however, the problem is so much wider than this. The Northcote Road area in particular has simply become a victim of its own success. The growing number of people that move Between the Commons due to the shops, bars and restaurants that favour the thirty-somethings has increased the birth rate of this area far above the national average. This, coupled with a lack of investment by successive governments (Labour and Conservative) in the education facilities of the area, has created an impossible situation that is completely open to abuse. Of course it’s not fair, but given the demographic of the residents locally, are we really surprised? Do you honestly believe that most caring parents wouldn’t play the system if they have the ability? I doubt it. Rather than blaming the school governors (who, to be fair, are mainly working to Government guidelines), the parents (who just want the best for their children), or the council (who simply don’t have the funds), the only logical and long-term option is to start making serious plans as to how we create enough school places to future-proof the area. As one person posted: “The only petition I’d sign is one that asked for more schools to be built.”

A
s we approach the summer lettings market, the sun has finally made an appearance, which, in turn, has put a smile on everyone’s faces. Traditionally, we have found the summer months show a big surge in activity, with additional demand from students looking for suitable accommodation in July, August and September, and it’s a particularly busy time for families, who tend to prefer to move during the school holidays. The impact of the increased number of applicants means we see strong demand for properties ranging from one-bedroom apartments across to five and six-bedroom houses. Often the big problem is having sufficient stock for the applicants registering. This year prices have stayed fairly level – last summer saw a peak in prices that had been steadily escalating for the previous 18 months. It was to be expected that there would be some form of levelling out, and this seems to have happened in line with stock levels increasing. It is noticeable that applicants are finding a range of properties to view in their chosen area. This has
meant that landlords need to ensure their properties are being presented in their best order. I advise landlords to consider redecorating every three to five years, depending on size, the wear and tear the property has had, and the price range it fits into. Likewise, carpets and furniture do need replacing to keep the property in good, marketable condition. I consider it part of our responsibility to advise landlords on what they should do to ensure their property achieves the best price in the current market. It is not always possible to do all the renovation works required, especially if the kitchen and bathroom have also become dated. However, I usually work with the landlord on what is most essential, and then I suggest other works to take place when there is next a change in tenancy. From a landlord’s point of view, I would always suggest they ask their agent for any advice on condition and consider the suggestions. I am always very conscious that landlords do not have a pot of money sat waiting to be spent. However, in a more competitive market, we will always work closely with our landlords to avoid those dreaded void periods.

Almost half of London’s population now rents their property compared to a national average of 30 per cent, according to a new independent research paper. Written by Professor Michael Ball, University of Reading, for property consultants Cluttons, the report One Size Does Not Fit All: Diverse Opportunities in London’s Rental Market shows that in volume terms there has been an 80 per cent increase in the number of private tenancies over the last decade, with most of the increase occurring since 2005. Renting in London is almost equally divided between the private and social sectors, with a quarter of households renting privately and 24 per cent paying below market rents to social housing institutions. In contrast, the number of people who own their own homes or rent from a local authority or housing association has stagnated or declined. London has a relatively high proportion (36 per cent) of people aged between 20 and 40, a group the report suggests is the prime demander of rental accommodation.

ccording to recent research from Savills, average values across prime regional markets have shown positive growth. Outer commute regions saw the largest quarterly growth, driven by an increase in demand from those moving out of London for properties in town markets. Leading this year’s rise in house prices were the towns forming London’s outer commuter belt, where average values increased by 1.6 per cent. These markets combine a simple commute with excellent educational and lifestyle opportunities, and they have proved to be in demand from families keen to find a work-life balance. Additionally, there remains a sufficient price differential in comparison to London to enable them to buy a family home and retain a flat in the capital. In towns such as Tunbridge Wells and Sevenoaks, this is certainly evident, and all town centre properties we are marketing continue to receive strong interest and attract an increasing number of offers. Buyers are increasingly confident and keen to negotiate, but as demand increases, we have seen properties recently sell at or above the guide price. Where properties are priced accurately and realistically, buyers are actively looking in the area. Continued demand for central Tunbridge Wells has kept pricing levels resilient but now means that for good, usually period property, demand outweighs the current supply. Period homes between £500,000 and £1.25m are getting very strong interest, with the lack of new properties coming to the market frustrating buyers. On average, prime country house values remained unchanged in England, though they are down by 2.3 per cent compared to this time last year. This partly reflects the poor weather, which has discouraged buyers from bringing new stock to the market. However, now the weather has finally taken a turn for the better and we head into summer, this picture should change. Already we are seeing buyers beginning to look a little further out than the town centres, and certain villages remain popular. In many outlying villages, some properties have been receiving very strong interest, with two properties launched in late May in the villages of Speldhurst and Wadhurst proving especially popular. However, as always, correct pricing will ensure that each property attracts interest from the start.

I have been in estate agency in South-West London for the past 15 years. On moving to London, I joined another large estate agency group, where I worked for 11 years. I joined Savills five years ago in Wandsworth office, and became head of Nightingale Lane office three years ago. I have since been given the excellent opportunity to head up the new Northcote Road office.
How difficult is the current market for homebuyers, and what advice do you give them?
What do you enjoy most about working in this market, and what have been your highlights so far?
No two days are the same in the prime South-West London market. We meet some interesting people and are lucky to see some of the best properties on the market on a day-to-day basis. Describe the biggest challenges you face on a day-to-day basis.
Stock levels are our biggest challenge as we have so many active buyers on our books, and so it is a case of finding the right home for the right buyer. What advice would you give to anyone considering a career in estate agency?
I would encourage anyone starting out in estate agency to work hard and enjoy it, and

South London is made up of many different small villages and each one has its own micro-market, with pricing varying from street to street.

I love skiing so my ideal job would be as a ski instructor somewhere in the Alps.
What are your predictions for the sales market in South London for the next few years?
At the moment, Between the Commons is one of the busiest South-West London hubs with all roads off Northcote Road selling well. We have achieved record prices per square foot for multiple properties in the area, and current demand is far outweighing supply. Interestingly, in the past year we have seen a significant uplift in European buyers, particularly the French, who are drawn to Between the Commons because of the charming cafe culture offered on Northcote Road, and the high quality schooling in the
