ants close to the Earth’s surface. This usually happens when there’s lots of snow cover over a period of time, like we had this winter. “Ozone is not emitted directly from emission sources,” says Dr. Seth Lyman, of the Department of Chemistry and Biochemistry at Utah State University. “It is formed in the atmosphere from photochemical reactions or chemical reactions that require sunlight as the energy source.” Snow cover increases those reactions. He goes on to explain that while some pollutants are created in urban en-

vironments by operating cars, using home heaters, using gas stations as well as using paint and solvents, most organics are emitted from the oil and gas industry. “Oil and natural gas are mixtures of organic compounds, and some of those compounds escape into the atmosphere,”
says Lyman. The TriCounty Health department issued a press release stating the current ozone levels in the Basin do not necessitate additional regulatory requirements. “However, many oil and gas companies in the Basin have taken proactive, voluntary measures to help reduce emissions during high ozone events.” Utah State University has many of them on an

email list, and they alert oil and gas companies when weather conditions create an inversion so they can take necessary steps to curb emissions. “Sometimes media portrays situations like ours as a battle between industry and regulators, or industry and environmental activists,” says Lyman. “The reality is much different from that. Our team works closely with industry, regulators, and

sometimes with environmental advocacy groups, and I see all of those groups working closely with each other.” The balance between community health concerns and the economics involved in a community whose major source of income is the oil and gas industry can be difficult. While ozone doesn’t affect the environment because the vegetation is in a dormant state during winter, humans can be hurt by poor air quality, especially if they have breathing difficulties such as COPD or asthma. “If our economy goes sour, people lose health insurance, stress reduces peoples’ well-being, etc.,” Lyman explains. “Environmental problems lead to expensive regulations and keep people from wanting to live and invest in our community. We need to do everything we
can to improve the economy and our environment together since both are integral parts of a healthy, productive community.” Dr. Lyman and his team have collected data about ozone levels in the Basin this winter, which included a long period of snow cover and inversion conditions, but it is too early to tell definitively if the steps taken by the oil industry have significantly changed conditions in the Basin. The ozone levels have been down, which may have something to do with the industry’s efforts to reduce emissions. It also shows the decline in natural gas production over the last few years. Only after they are able to collect and analyze more data will they be able to determine the real effects of emission reduction efforts.
