Flood relief effort connects Utah boy with Nebraska farms
Submitted by Nebraska Farm Bureau When six-year-old Kai Baldwin of Vernal saw a news clip of flooding in Nebraska, he couldn’t hold back the tears. “How will they get home and save their animals without a bridge?” he asked his mom. “We have to send them our money!” Touched by her son’s desire to help, Kai’s mom, Kristin Forbis, researched a reputable source where a donation could be sent, and the pair invited friends and family to empty their pockets and add their change to Kai’s piggy bank donation of $3.21. The donations would be sent to the Nebraska Farm Bureau Disaster Relief Fund, to help farmers, ranchers, and rural communities. “I let him set his own goal, and Kai decided a new bridge would cost $60,” said Forbis. “Kai walked our neighborhood gathering change and was ecstatic as he counted every nickel and penny.” Forbis also posted the

and Recycling, a scrap metal recycling business. Recently, a customer had Wise scrap a functional temporary bridge, and Wise thought he would find a home for the bridge somewhere in Nebraska.

seasonal fence builder. In a little less than 20 years Hanberg has risen to the top spot in the UDWR Northeast Region. UDWR Northeast Regional Supervisor Boyde Blackwell announced Hanberg as his successor this week. Having grown up on a small farm, Hanberg understands the complex interactions between wildlife and private land. During his time as a seasonal UDWR employee, Hanberg worked on projects involving big game winter range, black-footed ferrets and their prey-base, whitetailed prairie dogs. He also worked on projects related to the Western yellowbilled cuckoo, a federallylisted threatened species. After earning his bachelor’s degree from Utah State University, Hanberg received his first fulltime position as a UDWR wildlife biologist working
with the oil and natural gas industry on various projects to help mitigate the industry’s impact on wildlife and wildlife habitat. One of those projects aimed to reduce the number of wildlife road-kills in the Uinta Basin, which remains a big challenge, he said. After a couple of years in that position he moved into the UDWR’s Northeast Region Habitat Section where he worked on more habitat improvement projects including desert guzzlers that catch rain water and store it for wildlife use. After a couple more years he was promoted to Habitat Section Manager where he remained for the next 12 years. In his new position, Hanberg will oversee about 40 permanent staff members and nearly that many seasonal workers

Cox speaks to Vernal Chamber
Lt. Governor Spencer Cox gave the keynote speech at the Annual Dinner for the Vernal Chamber of Commerce.

Just days after announcing his run for Utah Governor in 2020, Lt. Gov. Spencer Cox spoke to Basin business owners during the annual Vernal Chamber of Commerce dinner. Lt. Gov. Cox praised the Chamber and the region for key contributions to Utah’s strong economy while also stressing his awareness of some of the struggles the region shares with other rural communities in Utah. “The good news is that things are getting better,” Cox said. “Unemployment is just above four percent, which is still above the state average, but better than where it has been.” According to Cox, there are roughly 400 jobs in the Uintah Basin that SEE CHAMBER on Page 8

One of Hanberg’s goals is to keep an open line of communication with the public and especially landowners who are having problems with wildlife. He said it’s far better to get together and discuss those issues before they become big problems. “Keeping open lines of communication is something I want to carry forward in the region,” he said.

companies cannot fill due to a lack of training in the workforce. This is something the state is striving to change. This is a trend that can be reversed as we improve offerings for workforce development throughout the state, he said. “This is something I’m very concerned about,” Cox said. “Something I’m anxious to work with the Legislature on. I think it’s one of the things we should be talking more about.” He stressed that he is in a unique position to help the state continue to prosper. His roots are in rural Utah, yet he understands the different struggles between the Wasatch Front and the state’s rural communities. Cox began public service as a city councilman in 2004 and has since served as a mayor, county commissioner, state representative and lieutenant governor, a position he has held since 2013. “I live in duality, in these two different worlds,” Cox said. “I live in Sanpete County, on the farm that my greatgreat-grandfather settled more than 160 years ago. In fact, I was spreading manure last weekend and still farm on the weekends. My kids curse my name like I did my dad’s name. It’s just what we do and who we are and what we know. Then I go to the State Capitol and I have to wear suits and stuff, it is so different.” In the future, Cox sees some uncertainty. After getting nowhere, Wise called staff members from the Nebraska Farm Bureau, which manages the Nebraska Disaster Relief Fund. The Foundation began working with Cedar County Commissioner Craig Bartels who lives near Belden, Nebraska. “There is a good chance that at least two bridges, if not more, will need to be replaced in Cedar County,” said Bartels. “We have several miles of road in Cedar County that is completely washed out and in need of repair. With all the rain that continues to fall, and all the mud, it is hard to fix those well-traveled roads, and now the less traveled ones are in need of repair, too.” Two months after floods devastated Nebraska causing billions of dollars of damage, road crews are working hard to repair
3,300 miles of roads that were closed due to flood damage. According to the Nebraska Department of Transportation website, it is estimated that 27 state bridges were washed out or damaged. The number of county bridges damaged is still unknown. It costs a lot to load a bridge and transport it across the country, but Jesse Wise put the pieces together. The cost to get the bridge to Nebraska is
being split by Wise Services and Recycling, who donated the bridge; Neff Crane Rental, who donated their crane time to load the bridge onto a truck; and Read Transportation, who is transporting the bridge from Culpeper to Coleridge. play.” “The number one occupation in 37 of our states is driver,” said Cox. “Truck, Uber, taxi, bus, delivery, you just take them all and that’s the number one job in 37 of our states.” But automation in the
trucking industry is about to eliminate a lot of those jobs, he said. Technology that automatically drives trucks from one destination to the next is nearly ready and in the next ten years two-thirds of the trucks on the roads will have no driver, he said.
Cox went on to stress how critical it will be for the state, as a whole, to position itself to weather these challenges as jobs shift and the landscape of the economy changes as a result of automation. Displaced employees are not likely to head off

to a university and amass tens of thousands of dollars in debt to become computer programmers for the Silicon-Slopes. This will force us to reimagine the way our system of higher education works. Tech education and career pathways will most likely be a key part of retraining these displaced workers and getting them back in the workforce. “I had a friend who recently retired,” Cox said. “He said when I graduated I had all of the knowledge I needed for the first 30 years of my career. That will never happen again. We routinely graduate people from college who do not have the information they need for the first year of their career.” According to Cox, this is not an indictment of the education system, but more an indicator of how swiftly the needs of the workforce and the economy is changing. Employees used to stay in the same career until they retired. Now people routinely change jobs and even careers. In closing Cox stressed that Utahns need to continue to lead in upward mobility. Utah has the highest rate of upward mobility in the nation, according to a Harvard study. Utah residents need to continue to focus on improving our own situation and not relying on the government to solve our problems. “Government is really bad at almost everything it tries to do,” Cox said. “I’m saying that because I’ve done it and after more than five years as a Lt. Governor and I’ve seen it. The government was always intended to be the last resort. We need to turn to one another to solve issues.”
