Northeastern Counseling Center Position Opening May 2019 mental health case manager Northeastern Counseling Center, the Uintah Basin community mental health and substance abuse treatment center, has an immediate opening for a full-time mental health case manager in the VERNAL office. This individual will assist clients in gaining access to needed medical, social, educational and other services. This individual will also provide face-to-face skills services aimed at improving the client’s daily living and life skills, increasing compliance with medication regimen and reducing symptoms that may interfere with clients functioning. Preference may be given for college course work in social work, psychology, health education, community education, community health services, or nursing. This individual must have the ability to communicate effectively in oral and written form; advise and counsel others effectively; prepare and present case histories and progress reports; prepare and present training materials; must possess a valid driver’s license and have a good driving record with transportation experience; be at least 21 years of age; must be able to pass a Criminal Background Screening. This is a full-time position with a generous benefit package. Wage is $15.00/ hour. Position is open until filled. make Uinta Basin crude oil more competitive by doing away with the 7.5 percent sales tax the industry currently pays on equipment and materials. However, the tax break would cost Utah an estimated $48 million per year that legislators would have to find a way to backfill around. Those discussions began this week when a legislative interim

committee heard discussion on the bill in Salt Lake City. Lobbyists say the Uinta Basin industry is hobbled by tax constraints while a boom in the Permian Basin is setting new records, returning over $1 billion to New Mexico State coffers in 2018. The tax break under discussion won’t solve all of the Uinta Basin’s challenges related to marketing waxy crude without rail or pipeline transportation to refineries. Oil and gas producing com-

panies would still face a 5-7 percent severance tax. However, it’s a step in the right direction according to Rikki Hrenko-Browning, president of the Utah Petroleum Association. “Producing crude from the Uinta Basin is more expensive than from some other competing basins,” HrenkoBrowning said. “Removing the sales tax is an important piece of the puzzle in addressing that challenge and making the Basin more competi-

tive, but on its own will not immediately solve the lack of transportation infrastructure out of the Basin.” State Senator Ron Winterton, who represents Daggett, Duchesne, Summit, Uintah and Wasatch counties, says SB 201 is gaining traction among Utah lawmakers and is now a priority for the coming 2020 legislative session. “In (interim) committee on Wednesday, I was overwhelmed to see the support of the committee to proceed to study the bill more fully and they recommended to make this bill a priority committee bill.” Sen. Winterton added that its rewarding that legislators on the committee are gaining a deeper understanding of the Uinta Basin’s economy. Cost of Production Rough estimates of the cost to move crude from the Uinta Basin to the U.S. Gulf Coast refining market by rail are in the $18-$20 per barrel ballpark, which is more expensive than the cost of pipeline transport available in other basins. This leads to smaller margins for Uinta Basin producers, HrenkoBrowning said. However, there are optimistic operators here that believe they can develop economically viable long-term markets outside Utah in spite of higher transportation costs. “Companies evaluate a number of factors in deciding where to deploy capital - economics are certainly the priority, but many other factors are also evaluated and SB201 would provide a strong message that oil and gas are valued in the State of Utah,” she said. Rail discussions underway Over several years of evaluation dating back to the 1980s, experts have identified rail as the preferred method due to the fact that the waxy crude produced here solidifies at about room temperature. This increased cost makes pipeline transportation more expensive than rail, according to the Uinta Basin Railway website, http://uintabasin-

railway.com/. Although Uinta Basin producers ship about 80,000 barrels per day by truck to refineries in North Salt Lake, this method is more expensive and creates more emissions than rail. The preferred rail route to connect the Basin to the nation’s railway system is over Indian Canyon to Helper. This route is endorsed by by the Seven County Infrastructure Coalition. The website states the new rail line will bring jobs, create a more diverse economy and increase road safety. Air emissions / ozone Asked about other challenges facing the Basin’s oil and gas industry, HrenkoBrowning said every oil play in the nation faces unique challenges. In Utah, ozone is at the forefront. “The industry is actively engaged in efforts to reduce ozone levels given the Basin’s longstanding struggle with inversions and elevated wintertime ozone levels,” she said. Colorado Another important part of the interim committee meeting related to a new law passed by the Colorado Legislature this year that gives local governments more control over where drilling takes place. Industry groups were opposed while proponents said it allows state officials to focus more on health and safety concerns. Hrenko-Browning believes it sends the wrong message and has begun to limit oil and gas development in the state. “I do believe that other western basins, and hopefully Utah, will benefit from the recent changes to Colorado’s oil and gas regulation,” she said. “The changes resulting from SB 181 are sweeping and have resulted in operators saying that they will no longer invest into the state. Some localities have announced moratoriums on new drilling while they create new rules, a process which can take months or years.”
