E-Commerce Training Workshop: Building Capacity of Cities to Develop Local Potencies
One of inspiring sessions in e-Commerce Training Workshop, 7-9 May 2018, Hangzhou.
UCLG ASPAC’s newly established Committee, Belt and Road Local Cooperation (BRLC), organised its first e-Commerce Training Workshop from 7 to 9 May 2018 in Hangzhou, the city co-leading the BRLC Committee. The approximately 40 policy makers from 15 different countries, such as Indonesia, Japan, Korea, Malaysia, Pakistan, Philippines, Finland, and Bolivia were warmly welcomed by Mr. Li Qiangyu, Deputy Secretary General of Hangzhou Municipal Government and Mr. Huang Lei, Senior Director of Alibaba group at the opening ceremony. Key participants were very much enlightened through discussion in various
topics, such as the ease that e-commerce brings to business, new development opportunities eWTP brings about, detailed introduction on the practice and institutional innovation of cross-border e-commerce development in Hangzhou (by Mr. Shi Huangkai, Deputy Director of China (Hangzhou) Cross-border e-commerce Comprehensive Pilot Area Steering Committee), analysis on the ecosystem of e-commerce from different perspectives (expert lecturers from Tmall Global, Cainiao Network, Ant Financial and Fliggy), and success stories of global e-commerce (representatives from sing,* Semir, and mistine). Knowledge of participants was also enriched through field visit to Alibaba Exhibition Hall, study tours to Hangzhou cross-border Trading Town, Hangzhou HEMA Supermarket and Jiaxing Cainiao Warehouse. >> Field visit to warehouse enriching participants knowledge of e-Commerce Training.
They also gained first-hand knowledge of convenience and high efficiency brought by cross border e-commerce, new retail mode, mobile payment and smart logistics. Participants benefited immensely from the carefully designed curriculum, and were deeply impressed by the in-depth study tours. Dr. Marcelino Pandin, Policy Advisor of UCLG ASPAC who attended the Training, said that his deepest impression of the program can be summarised into three key words: inspiration, innovation and institution. Alibaba Group was inspiring and innovative on how to benefit from digital platform and take advantage of e-commerce to create the inclusive economy. This workshop was very educational and informative with sharing from Alibaba of their good experience. Mr. Juha Ala-Mursula, Director General of Oulu Business, Finland, said that the training program was very well organised and it successfully incorporated real cases which could be valuable references to understand full experience of the city in developing e-Commerce. He further
mentioned that there were many SMEs in Oulu, which could surely benefit a lot from the new retail model of Alibaba platform. Oulu wished to have a more in-depth and expansive cooperation with Hangzhou through BRLC platform. The other participants also expressed their deep satisfaction for this training workshop. They cordially thanked BRLC for the efforts in organising the activity. They expressed their commitment of more involvement and anticipation to attend future activities the committee would launch. Sustained and insightful interaction and amicable communication forged deep bonds and greatly promoted the cross-border friendship. In class, participants were actively engaged and the atmosphere was lively and enthusiastic. >>

Outside the class, trainees opened up and interacted warmly with each other. The three-day program has struck up lifelong friendship among trainees and also left deep and fond feelings towards Hangzhou. The three-day e-Commerce Training Workshop came to a satisfactory conclusion. Mr. Dong Zude, Director of Foreign & Overseas Chinese Affairs Office of Hangzhou Municipal Government and Mr. Huang Lei, Senior Director of Alibaba Group, attended the closing ceremony held in Alibaba Xixi Campus, and awarded certificate of completion to every participant. Following the Training, Dr. Marcelino Pandin transferred the lessons to other UCLG ASPAC members in Jakarta who did not have the opportunity to visit Hangzhou for the training. Members attended the follow-up training in Jakarta include the representatives from Jakarta City Government as the host, Bogor and South Tangerang.
