Localise SDGs Project: Our Contribution from Local Level to National Level

Launching of the Home Minister Decree on Localising the SDGs UCLG ASPAC, in its continuous effort to assist local governments in localising SDGs, believes that getting involved in local and national stakeholders’ action plan is essential in the success of implementing sustainable development. UCLG ASPAC, thus, through LOCALISE SDGs Project, has collaborated with sub-national and national stakeholders in Indonesia to materialise SDGs implementation in the country, through various ways, from conducting focus group discussion with local governments to facilitating the Consolidation on Local Midterm Development Planning and socialisation of Minister of Home Affairs Regulation No.7 Year 2018 on Strategic Environmental Assessment (SEA) for Local Mid-term Development Plan (RPJMD), conducted on 15-16 May 2018. Under the LOCALISE SDGs Project, UCLG ASPAC undertook its role in realising sustainable development by providing support for government in national level. UCLG ASPAC facilitated the Consolidation on Local Mid-term Development Planning and the launching of Minister of Home Affairs Regulation No.7 Year 2018 on
Strategic Environmental Assessment (SEA) for Local Mid-term Development Plan (RPJMD), an event hosted by the Ministry of Home Affairs on 16 May 2018 in Bidakara Hotel, Jakarta. The establishment of Minister of Home Affairs Regulation No.7 Year 2018 is paramount, especially as it was conducted in parallel with the process of 171 local governments in Indonesia holding local elections and preparing their new local plan (RPJMD) utilising SEA, one of planning tools and requirements to prepare Local Midterm Development Plan. UCLG ASPAC facilitated the national government in order that the regulation can serve as guidance for local governments to formulate the scenarios of 17 SDGs integrated into local mid-term development plan. >> Welcome remarks from Directorate General of Local Development of the Ministry of Home Affairs
The event was attended by hundreds of participants from ministries and provincial /district governments as well as representatives from associations of local governance in Indonesia (APPSI, APKASI, APEKSI, ADPSI, ADKASI, and ADEKSI). Indonesian Minister of Home Affairs, Mr. Tjahjo Kumolo, and EU Ambassador to Indonesia, Mr. Vincent Guérend, delivered the opening speeches and highlighted the LOCALISE SDGs Project implemented by UCLG ASPAC together with APEKSI. Launching of the Home Minister Decree on Localising the SDGs Focus Group Discussion (FGD) on Localising SDGs and Multi-Stakeholders Partnership was conducted by Bappenas (National Planning Agency of Indonesia) and UCLG ASPAC from 15th to 16th May 2018 in Surabaya. The event served as a platform for knowledge sharing between government, development practitioners, and academia on SDGs at local level as well as for stimulating partnership in achieving SDGs. Mayor Tri Rismaharini of Surabaya City, in her opening remarks reported the progress of SDGs implementation in the city. Mayor Risma mentioned several local initiatives supporting the achievements of Goal 3 (Health), 9 (Innovation), 10 (Reduced Inequalities), among many, are providing free health service for citizens, establishment of a small-medium enterprise program called “Business Kampung,” and attainment of equal Human Development Index for all areas in Surabaya.
The discussion session highlighted the importance of international partnerships and networks for local governments, such as how networking feeds into innovations towards local solutions and, in turn, will increase interdependance among local governments. In addition to this issue, the vertical and horizontal coordinations need to be improved. Thus, local governments may control the origins and causes of the forces as possible consequences that may arise. During these sessions, local governments shared and cooperated with each other based on their similarities and differences. The FGD also aimed to receive feedbacks from local stakeholders on several training modules developed by LOCALISE SDGs team and Multistakeholders Partnerships Guideline prepared by an UNU’s research officer. At the end of the FGD, participants agreed to continue their involvements in the multistakeholders partnership program. They are also committed to increase mutual benefits on each partner whom was engaged in the program. UCLG ASPAC congratulated the Indonesian Ministry of Home Affairs for the launching; and also great cooperation and support provided by Directorate of Foreign Politics and International Development Cooperation, Ministry of National Development Planning/Bappenas, GIZ Indonesia, APEKSI, and local government of Surabaya for the success of FGD event.
