Eco city kitakyushu Kitakyushu’s Smart Community Project and its Contribution towards CO2 Reduction
Yuji KATO CLAIR Singapore (The Japan Council of Local Authorities for International Relations)
Introduction to Kitakyushu
• Area : 500 ㎢ • Population : 1 million • Tokyo = Shanghai = 1,000 ㎞
From “Grey City” to “Green City” Present Environment
Pollution in 1960s “Seven Colors Skies and Seas”
Smart Community Project The stage for the project : Higashida area in Kitakyushu
Outline of the Higashida area (as of Mar, 2013) Area :120ha Residents : 1,000 Companies : 50 Employees: 6,000
Smart Community Project Objective To implement pilot program (field trial) that aims to achieve efficient energy management and CO2 reduction of residents and c ompanies residing within the area. Main Schemes • Scheme 1 : Eco friendly power supply • Scheme 2 : Energy Visualization • Scheme 3 : Dynamic pricing
Project Commencement : FY 2010
Smart Community Project
Targets 1. CO2 reduction : 50% 2. Peak cut* : 15% *Reducing electricity consumption within the area during peak times (in comparison with the average consumption rate with other areas in the city). Peak time = periods of time in a day where most electricity is being used summer : mid day winter : morning and night
Smart Community Project Scheme 1 : Eco friendly power supply Cogeneration
Renewable energy
(Produces electricity and heat)
(hydrogen, solar, wind)
Utilize waste heat in factories
Power supply to Higashida area
Smart Community Project Scheme 2 : Energy Visualization
Smart meter : measure electricity consumption hour by hour
In-house display : placed in each household. Displays electricity consumption and energy-saving tips
Smart Community Project Scheme 3 : Dynamic pricing Change price of electricity to 1. meet supply and demand 2. shift/cut consumption “peaks”

Smart Community Project Result② : Peak Cut Periods
2012 Summer
Reduction rate of electricity - 18.1% consumption in Peak time ~- 22.2%
2012 Winter
2013 Summer
- 18.1% ~- 21.1%
- 18.8% ~- 20.2%
(compare to general area)
Electricity consumption (peak time) reduced by about 20%.
Smart Community Project Outcomes from result Local government policies (visualization and dynamic pricing)
Change Resident’s mindset and behavior
Big impact Energy saving and CO2 reduction
Smart Community Project Participation & Involvement Feedbacks from Residents “Easy to know how we could contribute to energy saving.” “I became to be aware of my electricity usage.” “I look forward to next month’s electricity bills.”
Smart Community Project Next step : Expand to overseas Exporting infrastructure to Surabaya industrial complexes, utilizing tech nologies and expertise gained from the Smart Community Project.
