LOCALISE SDGs: Insights from the Eastern and Western Parts of Indonesia

LOCALISE SDGs, a collaboration between UCLG ASPAC and APEKSI, serves as a common ground to discuss innovation and share networks related to SDGs implementation. In the Indonesian context, SDGs implementation is regulated under Presidential Decree No. 59/2017 on the Implementation of SDGs Achievement. The implementation at the local level is also regulated by the Minister of Home Affairs Regulations No. 86/2017 and No. 7/2018 stipulating that SDGs indicators shall be integrated into a local development plan (RPJMD). The LOCALISE SDGs team conducted training that has reached out to the capital cities of the provinces as well as local training in the western and eastern parts of Indonesia and found insights from both areas. From intensive discussion conducted throughout the training, it was found that provincial governments in the eastern part of Indonesia, such as Maluku and South Sulawesi, are in the initial stages of incorporating the SDGs into their Local Action Plans. The Provincial Government of Maluku, for example, is currently in the initial stages of developing an action plan and needs more knowledge on the SDGs. East

Nusa Tenggara (Nusa Tenggara Timur/NTT) Province is further advanced; they are currently redeveloping their local action plan after submitting the first draft. In contrast, most of the provincial governments in the western area have completed the local action plan. Ensuring funding is available for the action plan has become another challenge local leaders need to face. Some municipal government participants of the local training mentioned difficulties in facilitating the intersection between the local action plan on SDGs and the local development plan. They explicitly mentioned the need for guidance to insert SDGs targets and indicators into specific local programmes and activities, not to mention the availability of data feeding to SDGs indicators. Responding to that, LOCALISE SDGs, through local training, has discussed the intersection between the local action plan on SDGs and the local development plan that provincial and municipal governments have been mandated. The LOCALISE SDGs team has designed its programmes and activities to support local governments in Indonesia in incorporating SDGs targets and indicators in local action plans and, further their local development plans based on the baseline survey conducted earlier. Insights gathered throughout the training activities will be utilised to complement training materials, to build more in-depth understanding on the SDGs and their implementation at the local level.
