Activities 1. UN Open Working Group on Suitable Cities, Human Settlements & Sustainable Transport 2. DELGOSEA Conference "Five Years ASEAN Chapter: Perspective for the Development

On 29 November 2013, UCLG ASPAC Executive Bureau and Council Meetings were successfully conducted in Colombo, Sri Lanka. Attended by more than 90 participants, the meetings endorsed the following: (1) 2014 Budget and Activities; (2) UCLG ASPAC to continuously involve in GOLD IV focusing on priorities of local and regional governments for Hab itat III; (3) Hamamatsu City as the next host of UCLG ASPAC Executive Bureau Meeting (9-10 June 2014); (4) Further development cooperation for joint programmes with Ministries including the Ministry of Home Affairs of Indonesia, other institutions and Cities Networks; (5) Endorsement of a representation of one lady mayor or councilor as the Co-President in the structure of UCLG ASPAC Presidency, and (6) Approval for the creation of working groups on glob al agenda, women in governance and local economic development. Apart from these six points, the meetings also welcomed the National Association of Capital and Provincial Councils of Cambodia (NACPC) as a new member of UCLG ASPAC. In these one day-meetings, Dr. Jatin V. Modi officially handed the Presidency over to Mr. Syed Muhammad Asghar Shah Gillani for a period of one year. Words of appreciation to Dr. Modi have been expressed for his support to the organisation starting from IULA ASPAC then UCLG ASPAC. As a new President of UCLG ASPAC, Mr. Gillani hoped that all members will support and work together with him to enhance the organisation.

A HAPPY NEW YEAR 2014!

ASPAC President, Dr. Jatin V. Modi, for the dedication during his presidency. Dr. Modi from All India Institute of Local SelfGovernment (AIILSG) officially started his presidential period on October 4, 2012, with his election held during the UCLG ASPAC's Jakarta Congress. During his incumbency, he strongly supported the Secretariat's programmes.

He actively participated in UCLG ASPAC members' activities, and showed a great encouragement on mutual partnership among members. We are very sure that Dr. Modi's contribution to local governments will endure as he has a deep passion in the development of Asia-Pacific region. We wish him a remarkable success going forward!.

At the same time, we would also like to welcome our new President, Mr. Syed Muhammad Asghar Shah Gillani, from the Local Councils Association of the PunjabPakistan (LCAP). He officially succeeded Dr. Modi in the UCLG ASPAC Council Meeting in Colombo, Sri Lanka. Prior to this current post, Mr. Gillani was the second Vice President of UCLG World during 2013 and was elected as the President of LCAP for three times (2006,2008,2010). He believes that the principle of good governance will enhance the capacity of local governments and looks forward to cooperating with all UCLG ASPAC members.

Empowering Local Governments on Water and Sanitation Services Asia-Pacific region with more than 4.2 billion people poses a tremendous challenge to the ability of cities and local governments to deliver basic services. The UN has noted that 2.5 billion people live without improved sanitation and 1.1 billion people still practice open defecation.

Reflecting these challenges, UCLG ASPAC and the Federation of Sri Lankan Local Government Authorities (FSLGA) organized the International Workshop on “Empowering Local Partnership for Better Sanitation and Water Services� on 27 November 2013, in Colombo, Sri Lanka. The workshop was held in conjunction with the Executive Bureau and Council Meetings.

The workshop focused on identifying innovative financing approaches for better sanitation and water services delivery. With tension on partnership, the session also shared best practices from other local governments in financing water, waste and sanitation. Participants obtained more knowledge on financing basic services as well as building partnership with private in public services delivery. They were fully aware that local governments often have low capacity to raise resources even for day-today operations of basic services and have even greater difficulty in finding capital funds for investments. Having alternative resources to financing basic services becomes even more important for local governments as to improve living standard for their community.

Regional Consultation with Local Governments Towards a Post-2015 DRR Framework

UCLG ASPAC and UNISDR jointly organised the Regional Consultation with Local Governments to discuss the successor framework of HFA on 27 November 2012, in Colombo.

Attended by more approximately 100 participants from local governments and associations across Asia Pacific, it succeeded to deliver inputs from local governments for further framework Disaster Risk Reduction (DRR) in HFA2. The new framework of HFA2 will be different with the previous HFA as it is designed with local actors as a primary implementer. The successor will ensure that DRR is a core function of local governments with consistent budget allocation and staffing.

Participants of the Regional Consultation supported the new framework of HFA2 and the notion of local governments as the primary implementer of DRR. However, local governments have limitations that can hinder the implementation of DRR including lack of legal/policy/institutional mechanism, financial resources, technical capacity, coordination, information and knowledge of practical solution.

other cities and local governments on how they manage the constraints. Furthermore, participants also affirmed that their awareness in DRR has increased by attending and following the discussions. Receiving this positive feedback, UCLG ASPAC plans to follow up the workshop by establishing a working group for local governments in preparing the global agenda of Post 2015 including DRR and HFA2. As part of its cooperation with UNISDR, UCLG ASPAC has supported the translation of the LGSAT (Local Government Self-Assessment Tool) from English into Chinese and Nepali.

DELGOSEA Regional Workshop and Monitoring Following Siam Reap meeting on August 2013, DELGOSEA network members and Standing Committee (SC) reconvened in Jakarta for the “Regional Workshop on Building Cooperation Between DELGOSEA and ASEAN.” During November 12-13, the

delegates discussed various issues starting from network consolidation, the structure of local government in respective member countries, to best practice replications.

The regional workshop also included the SC meeting in which agenda covered the election of a new Chair and Vice Chair. Mr. Khajohnkiat Nipatpokai, Mayor of Lamphaya City, Thailand, and Ms. Yvette Yap from League of Cities, Philippines (LCP) were elected to respectively hold the positions. On this event, the network was also proud to announce its first member from Laos.

Aside, the initiative of an Advisory Board of government representatives for the SC implied a step forward for DELGOSEA. The Board aims at providing political and technical advice to the network as well as providing a dialogue platform for national government representatives in charge of local government in their respective country.

A monitoring mission to DELGOSEA’s project site was also carried out on November 2013. Carlos Schubert from European Union visited two of the five DELGOSEA project countries, Thailand and Indonesia. From November 19-22, he met several DELGOSEA’s partners in Thailand, starting from Bangkok where he talked with National Municipal League of Thailand; Pakkret where he examined an old-restored economic district; and finally to Chiang Rai where he evaluated waste management problems.

that had been responsible for DELGOSEA, and later followed by a field visit to one of the Best Practices’ Replication Cities, Wakatobi. Waste management had been the issue here as well.

Overall, the monitoring mission focus on sustainability issues which he has observed during his visit.

The World Culture Forum: From Words To Action!

The World Culture Forum: The Power of Culture in Sustainab le Development took place in Bali from 24 to 27 November 2013. It was convened at the initiative of Dr. H. Susilo Bambang Yudhoyono, President of the Republic of Indonesia.

UCLG was present in the World Culture Forum with Bernadia I. Tjandradewi (Secretary General, UCLG-ASPAC, based in Jakarta) and Jordi Pascual (coordinator of the Committee on Culture, based in Barcelona) who delivered speeches, respectively in the sessions “International Governmental Organisations” and “Cultural Democracy and Civil Society.” Our main contributions to the World Culture Forum can be summarised as follows: (i) Cities and local governments are spaces in which development happens; (ii) International or national models of development need to be elaborated and implemented in close cooperation with cities and local governments; (iii) Development needs to include an explicit cultural component, based on heritage, diversity, creativity and the transmission of knowledge; (iv) Culture needs to be operational in development plans of cities; (v) A good guide to the elaboration of long-term cultural policies for cities is the Agenda 21 for culture (www.agenda21culture.net).

The World Culture Forum completed with the Bali Promise, an interesting document approved by the participants that (a) calls for measurable and effective role and integration of culture in development at all levels in the UN post- 2015 Development Agenda; (b) underlines that culture is a driver, enabler and enricher of sustainable development; (c) strongly recommends that the cultural dimension of development be explicitly integrated in all the Sustainable Development Goals. that its programme and its conclusions are very well-aligned with the priorities of UCLG in the cultural field for the next years, which are: (1) Presence of more ASPAC members in the Committee on Culture, identifying good practice and offering new opportunities for cooperation; (2) An active participation in the ASPAC Congress in Taipei (September 2014) and the World Congress of UCLG of Haikou (November 2013); (3) Promotion of the presence of culture in the UN Post-2015 Development Agenda and the Sustainable Development Goals; (4) Reinforcement of the Global Task force for Habitat III; (4) Success of the Mexico Award, which gives visibility to the very best cultural policies that have contributed to sustainable development; (5) Elaboration of a new Agenda 21 for culture (to be approved in early 2015), which will be oriented towards the implementation of policies and will promote networking, with more exchanges (peer-review, expertise) among the best cities.

Wuhan International Friendship Cities Summit Wuhan, located at the center of Central China held its International Friendship Cities Summit on November 20-22, 2013. At the round table session with the present of Wuhan Mayor, Mr. Tang Liangzhi, other mayors and senior city officials from all over the world expressed their views, progress and achievement in building ecological city of happiness and green urban development. Dr. Jatin Modi, President of UCLG ASPAC in his opening remark highlights the needs for policy makers to prioritise the poor in their development. He added that cities should take all the advantages of globalization for improving the quality of life of the people.

Mayors and participants jointly released the Wuhan Consensus for Building Ecological City of Happiness that highlights their intention to create ecological, livable and happy cities. These include the fundamental principles that city should be built and developed for the people. The city should also respect nature and optimise the ecological environment and have a harmonious and friendly social environment.

Participants also took part in the "Plant Friendship Trees" programme in which they planted trees at the area where the 2015 Garden Expo will be located. Wuhan will be welcoming the delegates to the 2015 China International Garden Expo under the theme of "Ecology, Technology, and Livelihood." On sunny Tuesday, December 3rd , 2013, six Guangzhou delegates paid a visit to UCLG ASPAC new Secretariat and the Jakarta’s City Hall. Not only having a short tour around the office, Mr. Zhijia Su, President of Guangzhou Municipal Committee of Chinese People’s Political Consultative Conference (CPPCC); along with his vice, Ms. Yini Chen; his assistance, Mr. Cong Li; the Director General of Committee for Education Science Culture Health and Sports of CPPCC, Mr. Wenyao Li; and also Mr. Fuchum Wang, Deputy Director General of Foreign Affairs Office of Guangzhou Municipal Government, and his staff member, Mr. Yang Tian, involved in an engaging discussion with the hosts concerning the development progress of Guangzhou.

Numbers of valuable insights were shared between Jakarta and Guangzhou City Governments since they are facing similar problems, such as in traffic management and air pollution.

Mr. Su shared Guangzhou’s government strategy to reduce 20.000 cars per year by applying an auction system for the citizens who intend to buy new cars. They also encourage their citizens to use electric bike instead of the fossil-fueled engine.

Jakarta Government, who is still struggling to develop a good integral public transportation system, expressed their interest to learn more those strategies of Guangzhou that are applicable for Jakarta.

Subsequently, it raised a notion to build a solid partnership between both governments which will be facilitated by UCLG ASPAC, including best practice and even officials exchanges.

Prior to the visit to Jakarta, Guangzhou delegates were touring to Surabaya city, whose sister city connection with Guangzhou has been lasting for more than 8 years.

As a pilot city replicating one of the DELGOSEA’s Best Practices-the Marikina’s Eco Saver Program, Tarakan has successfully developed its own scheme under the name of TALING (means Environmental Savings). Recently, the city's government had introduced the greenish icon of TALING to the public.

The idea was inspired by the prior Tarakan Government’s visit to the Kitakyushuu Waste Management Training in Japan. The government had in mind to intensify the project’s promotional activities by utilising this icon.

The main activity of TALING is the Waste Bank movement, where once a week, school children have to bring recycle wastes such as plastics bottles, cans, etc, to their school to be weighed by the personnel of the Junk Shop. They will get points that can be converted into money and go directly to their saving accounts (for this, the Tarakan Government collaborated with the local banks).

According to the data provided by the DELGOSEA in 2012, there are only 36 local schools in Tarakan which have undertaken this project. It’s only 34.6% from the actual target of 104 schools in the city. Therefore, the government expects that the use of the icon in the campaign would attract more attention and interest of institutions to implement the project. To build-up strategy, Tarakan Government even plans to distribute the ‘waste bank’ dolls to the pupils who have the highest Waste Bank points.

Since its establishment in 2012, TALING has been the key contributor for the city to receive several environmental awards including one ADIPURA, the most prestigious national award in Indonesia, and nine ADIWIYATA for the greenest and cleanest schools in Tarakan.

Jeju Youth Forum 2013

From October 24 to 28, 2013, 125 high school students from 19 cities in nine countries gathered in Jeju Island to participate in the Jeju Youth Forum. distribution. All selected participants shared their stories in an attractive way that includes the use of various entertaining forms such as playacting, signing, and video dubbing.

They enjoyed not only discussing international issues but also experiencing Jeju’s culture and nature, making Jeju-style pottery, watching a show, putting on a talent show with home-town introductions, and a local tour.

Starting as the Asia Youth Forum in 2010, the Jeju Youth Forum has seen an increase in the number of participants every year: 96 participants from 12 cities in five countries in 2010, 103 participants from 16 cities in five countries, and 110 participants from 17 cities in seven countries in 2012.

This event aims at encouraging students to be a more active and productive generation and to get involved with as many events as possible.

Jakarta's 2013 World Royal Heritage Festival

The Jakarta Capital City Government in conjunction with the Communication Forum of the Archipelago’s Royal Palaces (Forum Silaturahmi Keraton Nusantara) hosted the World Royal Heritage Festival in the National Monument square Jakarta from 5 to 8 December 2013. The Festival was featured by series of activities such as opening ceremony, seminars, workshops, exhibition of sacred heirloom artifacts, royal culinary festival, traditional dances and royal dress show, as well as royal culture and arts carnival. The Festival was participated by 169 royal palaces from Indonesian archipelago and foreign royal representations from Malaysia, Singapore, the Philippines, Brunei Darussalam, Japan, Norway, Denmark, Sweden, United Kingdom, Portugal, and South Africa.

The World Royal Heritage Festival was held as a joint effort to preserve diverse cultures of the Indonesian archipelago, especially traditional royal legacies that enrich the unity of the Republic of Indonesia based on the official national motto “Bhinneka Tunggal Ika”, an old Javanese phrase translated as “Unity in Diversity”. By hosting the World Royal Heritage Festival, the Jakarta Administration specifically targeted the development of Jakarta’s image as the city of culture, a melting pot where people from all parts of Indonesia and international communities can live in harmony as well as to promote the city as one of the major tourist destinations in Indonesia.

showcasing various workshops on keris (kris) making by Kandjeng Atmo, batik workshop by the Association of Indonesian Batik Cooperatives, jamu (traditional herbals) workshop by Dr. Hj. BRA Mooryati Soedibyo, and gamelan (traditional musical instrument) workshop by Kandjeng Radityo.

Cultural parade commemorated as the main attraction of the closing day on 8 December. The parade highlighted by the participation of Governor Joko “Jokowi” Widodo and his Deputy Basuki “Ahok” Tjahaja Purnama in the decorated Bala Krama Jayakarta horse-drawn carriage that circling the National Monument square, along with 169 representatives of royals throughout the country as well as 11 royals from overseas.

The visitors were really enthusiastic in enjoying the unusual scene of the city’s leaders donned royal suits similar to those of Pangeran Jayakarta—the ruler of Jakarta in the early 1500s—and cheering on the floats of each participant in the Festival. * By: Enggar Ferry Wib owo Sugiharto, an international cooperation officer of Jakarta Capital City Government.

Please Welcome Secretariat's New Family Members!

We are pleased to welcome our new accountant, Mr. Didik Sujatmiko and a new intern from South Korea, Ms. Kang EunSook, to join our secretariat team this year!

For Didik, UCLG ASPAC is not the first organization he has joined with. Before his enrollment in our organisation since 6th November 2013, he’s been involved in several organisations for humanity such as Church World Service and Pulih Foundation.

His decision to join UCLG ASPAC is bolstered by his dream to contribute more in the development of human welfare. He also wants to fulfill his noble vision towards this organisation, which is to increase the accountability and transparency of UCLG ASPAC. By working in our organization, he wishes to pursue a balance life between work and contribution to society at the same time.

Whilst for Ms. Kang who joined us in mid October 2013, she has another interesting story to share. Back in NHRCK, she’s dealing with the promotion of gender equality, the issue which also carried by the UCLG ASPAC. That's the main encouragement for her to join us here. Besides, she wants to learn about local government’s cooperation in Asia Pacific and best practice methods to be implemented in her home country.

Upon the completion of her internship, she wishes to improve her administrative skill and knowledge about local government’s roles in dealing with development issues.
