S N E Z I T I C S S A L C SECOND On October 10, different national minorities travelled from Mindanao and Southern Tagalog to participate in the Lakbayan 2016 to forward their calls to the Duterte government. The University of the Philippines Los Baños was designated as a stopover for the thousands of delegates. As a host for the minorities, the University Student Council requested for the use of Copeland Gymnasium to house the thousands of delegates for Lakbayan 2016 and amidst the Loyalty Day festivities, the UPLB administration declined the USC’s request, citing reasons that it would hamper classes being held in the gymnasium.

National minorities of the Philippines made up more than 40 indigenous groups all over the country. This constitutes about 14% of the national population or over seven million people.

National minorities are distinct peoples, with cultures, political structures, economic systems, and spiritual beliefs different from that of the predominant Filipino majority.

They are descendants of people who refused to surrender to Spanish and American conquest, and rejected the Spanish and subsequently American colonial rule and neo-colonialism.

They trace their ancestral origins to the land on which they live and their cultures are rooted in their land. They are conscious of their identity as distinct peoples, independent of the colonized, Westernized, and the predominant Filipino majority.

All national minorities share reverence for their ancestral lands. To them, land is the totality of life.

It is the center or core of all aspects of their life – economic, political, cultural, and spiritual. It is sacred.

For national minorities, the concept of owning land by means of paper, much less the buying of land to own it or the selling of land for money, is an alien idea. They believe that land cannot be owned by anyone because life itself comes from the land. It is this belief that was exploited by colonizers, governments, private individuals, and corporations to dispossess national minorities of their lands.

The concept of ancestral domain only came about as a result of their displacement from and dispossession of their land still continuing today. They

lay claim to the lands to correct the centuries-old injustice brought upon them. They lay claim to the land in order to exist as peoples.

The struggle for ancestral domain is at the center of the struggle for self-determination. For national minorities, autonomy, freedom of religion, and selfadministration. It spans every aspect of indigenous life-control of the land and its natural resources, selfgovernance, inter-personal and inter-community relations, protection of the environment – life in its totality. This way, national minorities will be able to reap the fruits of their lands and their labor.

The choice of theme for the 98th Loyalty Day Parade is quite ironic for their lack of hospitality to the national minorities who came to the university. The UPLB administration shrugging off the idea of trying to block the Mangyans from joining the Loyalty Day parade just shows how much service to the people the University is giving.

The USC may have faults in miscalculating the bureaucratic process of the University. Especially when the student institution had the luxury of time to have a dialogue on September 30.

in the program for Loyalty Day especially when preparations for Loyalty Day were held as early as July.

However as UPLB administrators, they should know better what to do in cases like these.

The struggle of different national minorities in the country is a huge concern. What University officials do not see is that students can learn something from different national minorities. As the national university shall we close our doors to our country men in dire need of help? Has the pride of being an Iskolar ng Bayan para sa Bayan just become a slogan? Action speaks louder than words and UPLB officials have already made their choice of what transpired on October 10.

The treatment of national minorities in the University speaks a lot about our UPLB officials. For one, they are treated like second-class citizens in their very own country. Who are our national minorities compared to Emperor Hirohito and Empress Michiko of Japan? Their bloodlines are not a “luxurious” as these Japanese royalty. Who are our national minorities compared to foreign exchange students from Nagoya University, University of Tokyo, Korea’s Far East University, Czech Republic’s Czech University of Life Sciences; and USA’s Michigan State University?

Keeping our national minorities here, even for a day would not give benefits to the University. Lastly, who are our national minorities compared to Bill Gates, who is willing to fund a research project worth $20 million?

Our national minorities come from the poorest of the poor, they do not have the “riches” that Gates has.

When “Rekindling the UPLB spirit in the service of humanity” has just become a meaningless slogan and mere rhetoric, then UPLB has a problem. The challenge for the Iskolar ng Bayan is to be vigilant towards the actions of the UPLB administration. A lot has happened during the past months and UPLB administrators are all but unfazed. Students should call them out when they drown out the cries of the masses for the Iskolar ng Bayan can make waves of change that would topple down UPLB administrators from their ivory towers. For the inaction that UPLB administrators have done towards our national minorities, the students can provide. [P]

More than a thousand members of national minority groups from Southern Tagalog and Mindanao regions converged and were welcomed

by UPLB students on October 12, as they march into Manila with calls to end the militarization of their communities, defend their ancestral lands, and rescind infrastructure projects that have gravely affected their communities.

Led by the UPLB University Student Council (UPLB USC), Youth Advocates for Peace with Justice (YAPJUST), Rise for Education – UPLB, Samahan ng Kabataan para sa Bayan (SAKBAYAN), and Republika Katagalugan, the Southern Tagalog leg of Lakbayan ng Pambansang Minorya para sa Sariling Pagpapasya at Makatarungang Kapayapaan pushed through inside the confines of University of the Philippines Los Baños (UPLB) last October 10-12, 2016.

“More UPLB students are expected to join the ranks of the youth in support of the broader call for the indigenous peoples’ general demands such as the right to self-determination and ancestral lands,” said Chantal Jade Puse, YAPJUST spokesperson.

Last year, around 300 students held a ‘grand salubong’ for the 700 Lumad after the unrest involving the killings of Alternative Learning Center for Agriculture and Livelihood Development (ALCADEV) executive

director Emerito Samarca, and Lumad leaders Dionel Campos and Bello Sinzo.

This month, the Mangyan of Mindoro, Dumagat from different parts of Southern Tagalog, Pala’wan of Palawan, the Lumad and Moro from Mindanao, journeyed hundreds of miles to forward their calls. They were joined by indigenous groups from Northern Luzon.

‘Fight for self-determination and just peace’ National minority groups, which make up 15-20% of the total population, are marginalized on social, economic, and political aspects.

According to Arnel delos Santos, a Dumagat and spokesperson of Bigkis at Lakas ng mga Katutubo sa Timog Katagalugan (BALATIK), they march because of the “continued suppression of their right to self-determination and plunder of ancestral lands due to large scale mining and infrastructure projects”.

Projects such as the Laiban Dam and Pacific Coast City project will affect 28,000 hectares of land covering nine barangays in Rizal and Quezon and 81,000 hectares of lands across Aurora and Quezon, respectively.

“Rural communities and ancestral lands have endlessly been the subject of destruction to give way for said development projects,” said delos Santos.

Meanwhile, government initiatives such as the National Greening Program (NGP) wherein the government aims to plant 1.5 billion trees on 1.5 million hectares of land from 2011 to 2016, and Executive Order 79 (EO 79), which contains reforms on mining policies similarly threaten their ancestral lands and traditions.

“The promise of ecological balancing and reforestation due to NGP only meant an increasing displacement of our communities along with the EO 79 which only serves the foreign business and not the affected communities and ancestral lands,” added delos Santos.

Similar victims of militarization, displacement Occupying the Lakbayanis’ colorful banners and placards is the call for just and lasting peace rooted in the constant militarization in their communities.

“Reports of harassment and threats continue to pile. Oplan Bayanihan, the institutionalized counter-insurgency

program of former President Benigno Aquino III, has only meant to be a massive attack on the national minorities,” delos Santos said.

The Dumagat leader’s father, Nicanor delos Santos, was similarly a victim of counter-insurgency program Oplan Bantay-Laya under President Gloria Macapagal-Arroyo. He was shot dead in December 2001 by military men while bringing food to fellow participants of the International Human Rights Day commemoration activity in Antipolo City, Rizal.

“We are similarly victims of displacement, plunder and attacks on our land and livelihood that our compatriots in Mindanao face and we aim to put at the fore,” he said.

‘UPLB admin’s insincerity and hypocrisy’ However, as the first contingent from national minority groups arrived at the campus, they were blocked by administrators and university police.

By Monday, October 10, a delegation of Dumagat, Palaw’an and Mangyan was barred from entering the Student Union (SU) building and Palma Bridge. According to UPLB USC Vice Chairpeson Shaira Marie Patricia Cledera, the administration reasoned that there are security issues and that

the campus was holding activities for the Loyalty Day. The administration, which was since aloof to give lodging for the groups, was engaged through a dialogue with the USC and the All UP Academic Employees Union – Los Baños chapter (AUPAEU-LB). The former remained firm on letting the groups stay at the halls of the Jamboree grounds just outside the main campus.

UPLB Chancellor Fernando Sanchez reportedly said that if given enough time, they will grant permission for the use of the main campus for the lodging and activities of the Lakbayanis.

“It is ironic that the UPLB administration is shutting off its gates to our fellow national minorities while enjoying the Loyalty Day themed, “Rekindling the UPLB’s Spirit in the Service of Humanity” … especially that UP’s mandate is to serve the Filipino people along with those who are muted and marginalized,” said Edmar Alladin Oducayen, councilor of College of Arts and Sciences Student Council (CAS-SC) and coordinator of Youth Advocates for Peace with Justice (YAPJUST).

BOR disqualifies 4 UP Prexy nominees

Four out of ten candidates for the 21st University of the Philippines President were disqualified for not meeting the minimum requirement that a candidate “should be able to serve the full term of six (6) years before reaching the age of 70”.

The Office of the Secretary of the University (OSU) and the Board of Regents (BOR) released a statement on October 5, stating the disqualification of four UP Presidency candidates due to age restriction.

The BOR disqualified four candidates based on the agreed upon age limit of 70 years old set during

the 686th Meeting held on June 14, 1961. This is based on section 13 of the Republic Act No. 9500 or UP Charter of 2008 which states that (j) “to elect the President of the University for a single term of six (6) years following a process of democratic consultation with the university community based on guidelines set by the Board.” This means that although the UP Charter of 2008 did not set a specific age requirement for the UP President, the BOR has the power to set the guidelines on the election of UP President.

UP Diliman Chancellor Michael Tan, one of the 4 candidates disqualified told the BOR in a letter that “it is wrong to discriminate against senior citizens who have much to contribute,” Tan added that he wouldn’t take any further actions. Despite his disqualification, Tan assures that “my vision statement will continue to guide me and my colleagues in all we do, a vision clear and bold to take us to 2020 and beyond.” [P]

An open letter to the UPLB admin regarding the use of facilities for Lakbayan 2016

An open letter to the UPLB Administration and Chancellor Sanchez on areas designated for the Lakbayan ng Pambansang Minorya authored the UPLB University Student Council cosigned by various student institutions, alliances, fraternities, sororities, organizations, and formations in UPLB. The University of the Philippines has served as training ground of some of the foremost nationalist Filipinos worthy of reverence. With a mantra of honor and excellence, it is mandated to give education that would serve the interest of the Filipino people – an education that interrogates the root causes of societal problems, one that amplifies the voice of Philippine society’s muted sectors, especially that of the indigenous people’s.

Tagged as the National Minority, our katutubo continue to be victims of land grabbing, militarization and various human rights violations committed by the very entities that should be protecting them.

In a national event entitled Lakbayan ng Pambansang Minorya para sa Sariling Pagpapasya at Makatarungang Kapayapaan, the country will witness a nationwide movement of indigenous people marching at hundreds of kilometers length to Manila, written in placards and drawn in musty fabric their condemnation of the killings of their people, burning of schools that they

have built in wooden shed, and militarization of their communities, and state violence and intervention that insult their right to selfdetermination.

We are hopeful that they may be allowed to set up camp at UPLB Copeland Gymnasium on the dates aftermentioned. We hope that we may be united in this endeavor as we uphold UP’s motto of “Honor and Excellence,“ and its mandate to serve the people Padayon!

UPLB 98th Loyalty Day : ‘in the service of humanity’ WORDS l RAINELLE AVERION

The University of the Philippines Los Baños (UPLB) celebrated its annual Loyalty Day last October 10, with the theme: “Rekindling the UPLB sprit in the service of humanity”.

The parade was spearheaded by the UPLB Reserve Officers Training Program (ROTC), followed by the Philab Band, marshals (parade committee), management committee (administration), alumni jubilarian classes (classes ending in one and six), executive offices, colleges and schools, outside agencies/ institutions/ organizations, and various student organizations, fraternities, and sororities.

More than just a parade The UPLB Loyalty Day traces its roots back on October 18, 1918. 193 out of 300 then University of the Philippines College of Agriculture (UPCA) students enlisted in the Philippine National Guard (PNG). It was an army established in 1917 by the Philippine Assembly which consists of non-professional fighters to work for General John Pershing in Europe during the World War I (WWI). Additionally, 27 out of 37 professors enlisted as well, in which two are women.

On November 11, 1918, a truce between the Allied and the Central Powers was signed in Compiègne, France, ending the four – year long WWI and stopped the volunteers from fighting in the war.

Adjutant General Jones and Former President Manuel Quezon did not fail to see the volunteerism of UPCA students and professors. Since 1921, the events of October 18, 1918 led to the yearly

celebration of UPLB Loyalty Day. 2016 Alumni Awardees For this year’s Loyalty Day celebration, the Alumni Awardees include Senator Juan Miguel F. Zubiri of BS Agribusiness Management ’90 for the UPLB Alumni Association (UPLBAA) Presidential Award; Simeon A. Cuyson of BS Agriculture ’58 for Nelia T. Gonales (NTG) Service Award;nine awardees for the UPLB Outstanding Alumni Award; three Outstanding Golden Jubilarian awardees.

Ten awardees from the College of Forestry and Natural Resources, seven from the College of Agriculture, five from the College of Human Ecology and College of Development Communication, four from the College of Public Affairs, three from the College of Engineering and Agro – industrial Technology, two from the College of Veterinary Medicine and College of Economics and Management, and one from the School of Environmental Science and Management were their respective colleges’ College Distinguished Alumni.

The Talavera Family, Mercado Family, and Toledo – Ducusin Family with five, eleven, and five family members representing various batches, respectively are the recipient of this year’s Multi – Generation UPLB Alumni Family Recognition award.

With the Lumad and Moros arriving on October 12, an estimated total of 2500 participants together with student and faculty formations held a solidarity and send-off program. Initially, UPLB USC Chairperson Merwin Jacob Alinea asked Mr. Robert Visco, assistant to the Vice-Chancellor of Community Affairs, if the Freedom Park can be used instead due to the large size of the delegation.

Among other reforms, ACEUP Diliman was able to abolish the “no work, no pay” policy on contractuals, according to ACEUP representatives in the ikotUnyon.

“Hindi lang dapat sa Diliman, kung ano yung nakakamit naming panalo bilang ACEUP, dapat pati sa iba’t ibang CUs [constituent universities] maramdaman din ng mga non-UP workers,” Bautista said regarding the expansion of ACEUP in all CUs in line with its current goal to establish a technical working group (TWG) system-wide.

On November 2015, the UPLB Animation Studies Program was officially launched under the College of Arts and Sciences, Department of Humanities during the 43rd CAS Foundation Day Celebration.

Faculty, students, and organizations gathered to witness the beginning of a landmark event--this was the first time an Animation course was to be offered in a UP Campus.

According to the course proposal forwarded to the Office of the Chancellor, the UPLB CAS Animation Studies Program is an innovative, immersive, and interdisciplinary structure that provides a worldclass pedagogic and scholastic space where animation can thrive as a platform; where art and science converge; creativity and technology connect; the imaginative and methodical commune; and the emotional and logical collaborate.

A 14.4 million budget was approved for facilities and infrastructure with a plan to construct an Animation Studio in the basement of the CAS Bldg. The UPLB Animation Studio shall be composed of stateof-the-art laboratories for animation, post-production, and visual effects.

According to CAS Dean Lansigan, construction of the Animation Studio would begin this coming November.

With a vision to be recognized as the Center of Excellence in Animation in the Philippines and the leading exponent of Filipino animation in the world, the program started its implementation in the second semester of AY 2015-2016. The first batch of enrollees under COMA 193: Introduction to Animation (open to non-Com Arts students) was supervised by Rudyard Contreras Pesimo, then instructor of the Department of Humanities and one of the proponents of the Animation Studies Program.

According to the Department of Humanities, Rudyard Contreras Pesimo was not renewed as an instructor due to the reason he cannot commit full time. COMA 193: Introduction to Animation was not offered for the first semester of this academic year. Ms. Leonora Fajutagana, head of the Department of Humanities, declined for an interview.

With 14.4 million pesos, the program is yet to find professors who will teach the course. [P]

Employer - employee relationship According to Balanquit, contractuals in the University do not stipulate for employer - employee relationship. They are ambiguously tagged as job orders, non-government workers (NGWs), or non-UP workers in the different constituent universities (CUs). Operating under contract of service and not government service, they do not receive labor benefits and privileges conferred to regular employees.

However, according to a 2012 report of Vice President for Administration Maragtas S.V. Amante on the UP System website, non-regular workers, although without employer - employee relationship, are still considered government employees occupying nonplantilla positions.

An article on the Academic Employees Union - Los Baños website dated November 15, 2015 asserts that so-called NGWs and non-UP workers qualify for employer - employee relationship based on the labor law fourfold test.

‘Kontra Kontrata’ An ad hoc committee was formed during the Kontra Kontrata forum to supervise the formation of ACEUP - Los Baños. The committee held its first meeting on October 10 to frame the initial plan on the said formation, including the recruitment of members.

Ngayon, para ma-notice ay kailangan ng gumawa ng mga videos at i-post ito sa social media. For example, video ng dyoga, ng mga kumakalog na niyog (salamat at pinagpala), na may sing-alog pa. Pero bakit?

Marahil ito ay paraan upang ipayahag ang sarili, ngunit sa paningin ng karamihan ay ipinaglalandakan lang ng babae ang kanyang katawan upang makakuha ng atensyon at papuri sa mga tao.

Dito nakasalalay ang hanapbuhay at tirahan ng mga tao. Sa kasalukuyan ay marami pa rin na mga magsasaka at mangingisda ang nakakaranas ng pandarahas na siyang patuloy na nagtutulak sa karamihan na lumaban para sa kanilang mga karapatan.

Epekto ng Demolisyon Lubhang naapektuhan ang mga residente ng Maragondon Cove sa Cavite sa mga demolisyon na ipinatupad sa kanilang lugar. Hindi lamang tirahan kundi pati hanapbuhay ang nawala sa karamihan sa kanila. Mula sa 600 na pamilya ay 285 na lamang ang mga natitira roon ngayon.

Noong 2013 nagsimulang angkinin ni Maria Teresa Virata ang lupa nila. Ito ay para sa bagong negosyo na itatayo roon ng pamilya Virata at ni Henry Sy. Ang power plant na ito ay ibinanabalak pang palawakin hanggang 1000 megawatts.

Patuloy ang pagtututol ng iba’t ibang grupo tulad na lamang ng POWER-JUST at KALIKASAN People’s Network for the Environment (PNE), kasabay ng mga residente ng kalapit na nayon. Subalit ayon sa POWER-JUST, ang pagtutol nilang ito ay sinalubong ng militarisasiyon.

Ang Batangas ay isa sa mga lugar sa Pilipinas na maraming naitayong power plant. Sa kasalukuyan, nariyan ang SEM-Calaca Power Plant, ang 135-mw Southern Luzon Thermal Energy Corp. ng Ayala Corp at Phinma Group, at ang coal-storage facility sa nayon ng Ibaan.

Noong Agosto 16 ay pinagbabaril si Raul Esco, isang miyembro ng Kilusang Magbubukid ng Bondoc Peninsula (KMBP) sa Hacienda Matias sa Bondoc Peninsula, Quezon Province.

Isang peasant leader sa Isabela ang namatay sanhi ng pamamaril noong Setyembre 7. Si Ariel Diaz ay chairperson ng Danggayan Dagiti Mannalon ti Isabela (DAGAMI), isang

peasant organization sa probinsya ng Isabela. Siya rin ay lider ng Inter-municipal Peasant Alliance Against Foreign Landgrabbing at coordinator ng Unyon ng Manggagawa sa Agrikultura sa Isabela.

Sinasabing ang dahilan ng kanyang pagkamatay ay may kinalaman sa usapin ng lupa.

Nitong Oktubre 10 ay isang lider magsasaka sa Compostela Valley na nagngangalang Jimmy Saipan ay binawian din ng buhay matapos rin pagbabarilin ng mga di pa nakikilalang mga salarin. Si Saipan ay Secretary General ng Compostela Farmers Association (CFA) sa Compostela Valley. Tutol rin siya sa pagmimina sa kanilang lugar. Minsan na siyang sumali sa taunang Manilakbayan caravan na nilalahukan ng mga magsasaka at mga katutubo.

Mariing kinokondena ng Kilusang Magsasaka ng Pilipinas (KMP) ang mga karahasang ito laban sa mga magsasaka. Sinisisi ng Secretary General ng KMP na si General Antonio Flores ang mga militar sa lugar. Itinanggi ito ng mga militar at sinabing tutulong sila sa imbestigasyon upang malaman ang katotohanan sa pagkamatay ni Saipan.

Naging epektibo ang mga pagkitil sa paghahasik ng takot sa mga residente at mga magsasaka sa mga nabanggit na lugar. Maliban sa pamamaril ay ginamit rin ang death threat sa pananakot, tulad ng nangyari sa Brgy. Butanguiad.

Kaguluhan sa Matias Noong 2015 ay ipinamahagi na ang Hacienda Matias sa mga magsasaka. Nakatanggap sila ng Certificate of Land Ownership Award (CLOA) na katunayan ng kanilang pagmamay-ari sa lupa at siyang pinanghahawakan nila hanggang sa ngayon. Sa kabila nito ay hindi nagpatinag ang pamilya Matias; hindi nila pinayagan ang mga magsasaka na tumira sa hacienda kahit nakasaad sa batas na hindi na sa kanila ang lugar.

Sa pagsisimula ng taong 2016 ay nagtamasa ng kasaganaan ang ilang magsasakang may hawak na CLOA. Ang mga wala namang hawak na CLOA ay nagdesisyon na hindi na ibigay sa mga landowner ang hati sa ani sapagkat hawak na ng gobyerno ang hacienda.

Nitong Oktubre 7, nagsampa ng mga kaso ang mga landowner laban sa mga benepisyaryo.

Kasama sa mga kasong ito ang diumano’y pagnanakaw ng mga niyog. Hindi naman nagpatinag si Maribel Luzara, ang president ng KMBP. Subalit makalipas ang ilang araw ay nag-iba na ang kanyang himig. Dahil sa mga naganap noong Oktubre 10 ay may mga magsasakang piniling lumisan kaysa madamay sa mga pamamaslang.

Kinumpirma ni Luzara ang pamamayani ngayon ng takot sa mga residente at mga magsasaka.

Ang mga death threat na natagpuang nakapaskil sa iba’t ibang bahagi ng lugar ay naglalaman ng pangalan ng pitong magsasaka at banta sa kanila na ibalik ang lupang diumano ay kanilang inangkin. Nakalagay din sa paskil na gawa ito ng New People’s Army (NPA) na siya namang itinanggi ng grupo.

Tinawag itong “black propaganda” ni Ka Cleo del Mundo, tagapagsalita ng NPA Apolonio Mendoza Command.

Karahasan sa Maralita Nakakalungkot isipin na ang mga magsasaka, na tanging hangad lamang ay maibigay ang para sa kanila, ay patuloy na nagiging biktima. Kung hindi pinagkakaitan, sila naman ay pinapaulanan ng bala. Ang mga mangingisda naman ay pinapaalis sa kanilang mga lugar na siyang nagiging sanhi ng kawalan nila ng hanapbuhay. Sa halip na irespeto ay ganoon na lamang ang pagmamaliit at pandarahas sa mga taong responsable sa produksyon ng pagkain ng mga Pilipino.

Ang mga maralita ang unang pinagbabalingan ng karahasan pagdating sa usapin ng lupa at salapi. Sadya sigurong nakabibingi ang tunog ng pera sapagkat ito ang dahilan kung bakit hindi marinig ang iyak ng mga naaapi. Nagkakawatak-watak ang mga Pilipino habang nasa sariling bansa.

Samu’t sari man ang kwento ng landgrabbing sa mga mangingisda at magsasaka, iisa lamang ang kanilang panawagan: ibigay ang lupa na nararapat sa kanila. [P]

“San ka nag-aaral?”

“UPOU. University of the Philippines, Open University.”

“Aaah…” sabay tango ng ulo. “Ano yun?”

“Anong ginagawa nyo dun?”

Ngingiti sila, tatawa ng konti. Medyo awkward. Medyo nakakapressure. Alam kong kahit na sagutin ko ang tanong nila ay makakalimutan din naman dahil itatanong ulit sa akin sa susunod na magkita kami, “Saan ka nga pala ulit nagaaral?”

Hindi kumportable kaya nagdadalawang isip pa ako kung ipapaliwanag ko pa nang maayos o kung pabiro ko na lang sasagutin para matapos na. Kung tinatamad ay pasimple ko na lang sasabihing, “Sa bahay.”

“UP sya pero online. Bale, sa internet ako nag-aaral.”

“Ahhh… Edi pano yun? Puro mga video yung mga lesson? Mahirap ba?”

Kahit iba-iba ang mga nagtatanong, ay halos iisa lang ang kanilang sinasabi.

At dahil wala namang nakakapansin, iisa na lang din ang aking mga sagot: “Puro PDF.” Bawat linggo may panibagong assignment na kailangang ipasa,

discussion forum na kailangang salihan, mga module na kailangang basahin. Araw-araw gising, hilamos, sipilyo, PC – kailangang mabasa ang announcements, masiguradong walang timered quiz, at katulad na lang sa lahat ng mga UP campuses, kailangang makahabol sa binigay na deadline. Sarili lang ang kailangang intindihin.

Wala kaming linalakad na C-Park, O-Park, at F-Park. Wala kaming Elbi Square na pinupuntahan. Ang meron kami’y mga course site imbis na classroom para sa bawat subject, at PE1 kung saan kailangan mong kunan ang sarili mong nageehersisyo sa loob ng bahay. Minsan din ay napaisip na lang ako, “Ano ba ‘tong pinaggagawa ko?”

Kapag estudyante ka ng OU, madalas ay makikita mo lang ang istatwa ni Oble kapag may exam. Doon kayo sa may palayan ng IRRI. Sa dulo ng palayan na iyon ay naroroon ang headquarters ng UPOU campus at sa entrance nito ay ang bagong patayo na Community Hub, ang isa sa mga pwedeng tambayan kung ayaw mong palay ang makatabi mo ng upo.

Karamihan sa mga estudyante ng OU ay may mga anak at trabaho na. Madalas

ay naroon sila para makuha ang kanilang Master’s o ‘di naman kaya’y PhD. At paano naman ako? Paano ako napadpad sa OU? Nag-UPCAT. Hindi natanggap. NagOU. Nahuli sa pagbuo ng Plan B. Wala kasi akong ibang kinonsidera na unibersidad.

Wrong move. Hindi nakapag-apply sa ibang kolehiyo kaya napahaba ang bakasyon at 2nd term na nang makapagaral ulit. Freshie pa lang ay delayed na.

Freshie pa lang, nakatanggap na ng tres.

Freshie pa lang sawi na.

Gayunman marami akong naging unang karanasan sa OU. Sobrang kaiba siya sa nakasanayan kaya sobrang nanibago. 12 units lang ang maximum kada term, mas konti pa sa tinakda na GE Reform. Nang mapatupad ang academic calendar shift sa OU, napahaba na naman ang aking bakasyon. Nagpahapyaw din sa amin ang SAIS, at prinoblema rin namin ang walang awang shopping cart nito. Walang mga nabasag na pinto.

Hindi kinailangan dahil hindi nagtagal ay binalikan din namin ang una naming online registration system.

Nangangapa lang ako noon dahil walang ibang karanasan na

mapagkukumparahan. Pero kung sabagay, lahat naman ng freshie ay nangangapa lang hindi ba?

Saka ko nga lang napagtanto kung gaano talaga kaiba ang OU sa ibang UP campus nang makapag-cross register ako dito sa UPLB. Pati ang mga tuhod at binti ko ay nabigla.

Ang iilang hakbang sa loob ng bahay, na madalas nakapantulog pa, ay naging halos limang minutong lakad papuntang Physci na nakababad sa araw. Siguro ay sobra na rin akong kinulang sa ehersisyo sa halos tatlong taong nakaupo at nag-aaral sa harap ng computer. Physci pa lang ay pagod na ako.

Noong unang linggo ko sa Elbi, habang naglalakad papuntang Copeland kasama at kausap ang aking kaibigan, napatigil sya. Tinignan niya ako at tinanong, “Hinihingal ka ba?”

“Hindi naman,” ang sagot ko sa kanya. Hinihingal ako, in denial lang.

Ang mga klase ay puno ng mga estudyanteng pasimpleng nagkukwentuhan, naghahagikgikan, at nagsusulat ng kanilang mga notes. Isa sa mga karanasan na

nakakapanibago para sa akin: pagsusulat ng notes.

Nakakamiss rin palang may lecturer ka sa harap mong ipinapaliwanag ang lesson imbis na paulit-ulit mong pinipilit ang mga mata mo na basahin ang mga salita sa screen ng PC mo dahil nawawalan ka na ng pokus.

Mas maingay. Mas matao. Pero sa huli ay nasanay din naman.

Sa Elbi ay ramdam mo na ang mga estudyante ay iba’t-iba ang pinanggagalingan at iba’t-iba rin ang ipinaglalaban.

Parang naging freshie ako ulit.

Nahirapan kung saan lulugar; nangapa ulit. Mas aktibo ang buhay dito kaya naman medyo nawindang ako nang mawala ang tahimik na nakasanayan.

At napagtantong sa tagal kong nalugmok sa katahimikan, sa tagal kong nasanay na PC lang ang karamay, nakalimutan ko na ang kahalagahan ng ingay, ang kahalagahan ng kapwa, ang kahulugan ng kapwa. At sa pagtungtong kong muli sa harap ni Oble, dun ko napagtanto ang sagot, anong ginagawa namin sa OU? Tulad niyo, ang gampanan ang pagiging iskolar ng bayan. [P]

Marahil ay narinig mo na ang mga bulung-bulungan at mga usap-usapan. Maaaring narinig mo na ang mga matatalim na pahayag ng ating Pangulong Duterte patungkol sa pagbalikwas ng Pilipinas sa Amerika, tila isang pamamahayag ng pamamaalam ng isang sinisinta.

Laman ng balita ang kabikabilang puna ng Amerika, European Union, at United Nations kay Pangulong Duterte tungkol sa kampanya, sa pakikidigma nito kontra droga. Tila nagpantig ang tenga ng ating pangulo, at nag-udyok ito na magbitiw ng matatalim na salita, salitang yumanig sa interes ng itinuturing nating “kaibigang bansa”. Paalam Amerika, European Union at United Nations. Paalam sa libulibong donasyon at tulong na iniaabot niyo sa isang bansang nagdarahop, sa isang papaunlad na bansa, “Third Word” country ika nga nila.

Marahil ay narinig niyo na rin ang mga katagang, “Third World problem, eh!” Marahil ay mapapaisip ka kung bakit nga ba tayo atrasado bilang isang bansa. Bakit nga kaya may mga

pagkakahating geopolitikal sa mundo? Bakit nga kaya?

Malamang sa malamang, may sagot ang Amerika, bilang isang maunlad, kapitalista, at industriyal na bansa, tungkol sa sunud-sunod na tanong na iyan.

Oo nga naman, ang pahayag ng Pangulo ay isang malungkot na pangyayari para sa Amerika, ang Amerikang “pinagkakautangang loob” ng bayang Pilipinas na nagugat pa noong 1898. Kasaysayan.

Nakasalamin ito sa kasaysayan, kasaysayang sinulat at inukit ng mga nagwagi. Tagapagligtas daw ng Pilipinas ang Amerika noong panahong iyon mula sa Espanya. Ngunit kung susuriin, tila isang gantimpalang pinamigay ang Pilipinas mula sa naunang sumakop dito; tila isang hiniram na bagay na inangkin, binenta at pinagpasapasahan dahil tapos nang gamitin. Niligtas ang bayang mahina at atrasado ng isang bansang malakas, mayaman, makapangyarihan.

Kung ang pagkagalit at pagbibitiw ng maaanghang na salita ni Pangulong Duterte, na parte ng kalikasan niya, ay

mauugat lamang sa pagpupunang nasambit sa kampanya laban droga, mas dapat siguro nating pagtuunang-pansin bilang mga iskolar ng bayan para sa bayan ang mas malalim na pagtingin dito.

Ang tulong pinansiyal ay nagbabalat-kayo upang pagtakpan ang mga pansariling ekonomikal na interes ng Amerika.

Matapos ang mga nagdaang tutang administrasyon, ang pagtindig ni Pangulong Duterte laban sa imperyalismong US ay isang nakakagalak na bagay para sa bayang nagnanais ng tunay na soberanya at patrimonya. Sa kanyang pahayag, kasama rito ang pagtigil ng mga aktibidad ng militar, pagpapaalis sa base ng militar sa Mindanao, at pagpapalis ng patrol na Amerikano sa West Philippine Sea. Isang importanteng usapin din ang pagpapahayag niya ng kanyang pagkiling sa Tsina at Rusya. Lahat ng ito ay mga

pahayag pa lamang mula kay Pangulong Duterte, pahayag na hindi natin alam kung bunga lamang ng inis at galit o ng isang kritikal at radikal na pagtingin.

Ngayon, wala pa ring konkretong aksyon tungkol sa kanyang mga salitang kontra Estados Unidos.

Kung may pagkalas sa Amerika, mayroon din siyang pag-anib sa Tsina at Rusya, na kapwa ay mga imperyalistang bansa. Hanggang ngayon, wala pa ring paglilinaw kung bakit nga ba ganito ang kanyang nais.

Marahil ay narinig niyo na ang paulit-ulit na sinasabi sa atin na ang pag-unlad ay hindi masama, na ang pag-unlad ay para sa ikabubuti rin nating lahat. Pagunlad nga bang maituturing kung nakadepende pa rin ang bayang Pilipinas sa ibang bansa? Kelan nga kaya tunay na magigiging malaya ang bayan? Kelan nga kaya tunay na nasa kontekstong Pilipino ang kaunlaran? Marahil ay narinig mo na ang mga bulung-bulungan at mga usap-usapan. Nakaugat ang lahat sa isang sosyo-historikal na konteksto, hamon sa ating mga iskolar ng bayan ang malalim na pag-unawa ukol dito. [P]

MUMBLINGS “Student” center?

Malaki, malawak, at ilang taon nang nandyan. Hindi nga lang ito yung utang mo – eeeengggkkk, wrong guess!

Ilang taon na lang siguro ang hihintayin natin bago ipasok sa isang renovation project ang Student Union building, at ayon sa UPLB admin, ililipat na raw sa dating UPLB Post Office ang tinutukoy nitong student center. Sa totoo lang, ilang taon na ring nasa panaginip ng UPLB admin ang pagpaparenovate dito. Maglilimang taon na ko sa kolehiyo, wala pa rin.

Noong una, banta pa lang ito sa USC, Perspective at TERC na lumipat sa basement para sa pagsasaayos na ito. Ang kalalabasan, lalaki naman ang mga opisina ng OSA sa taas.

Problema ito ng ating mga institusyon, dahil sa basement, may panganib na bumaha gaya nang nangyari noong mga nakaraang taon.

Ngunit mukhang nagbago na ang iskript – tuluyan nang ilalabas ang mga ito sa gusali, at itatayo sa panibago umanong Student Center. Wala pang ibang binanggit ang UPLB admin kundi na mayroon nang blueprints, at isasama sa tatawaging “Academic Zone”. Hanggang wala pa ito, patuloy pa rin ang paggamit ng SU para sa mga aktibidad ng estudyante.

Ang tanong ko na lang – o ang dapat na lang natin itanong – ano pa ang mga detalye ng gagawing “student center” na ito? Kaya ba nitong mapunan ang pangangailangan ng mga estudyante sa kanilang

mga gawain sa loob at labas ng unibersidad, at makakapagsilbi rin ba ito bilang lunan ng aktibidad kahit sa mamamayan? *** Naalala ko noong freshman pa lang ako: inayawan namin ang paglipat sa basement ng mga opisina. Malamok at binabaha sa basement – pero hindi ito ang mas malalim na usapin.

Dinisenyo ng Pambansang Alagad ng Sining na si Leandro Locsin, ang SU ay inimodelo sa puno ng Dao sa tapat nito, na ibig sabihin daw ay ang paglalapit nito sa kanyang mga bisita at kawani. Katulad ng lagpas-dantaon nang puno ng Dao, ilang unos na rin ang hinarap ng gusaling ito; mula sa mga sunog noong 1970s, pagsasara ng University Food Service sa Los Baños noong 2000s, at pagkasira mula sa habagat noong 2014, magiting itong bumangon muli sa tulong ng mga mag-aaral at mga magigiting na manggagawa ng pamantasan.

Sa loob ng ilang taon, nagsilbi ang Room 10 at Room 11 sa ikalawang palapag ng SU bilang sandigan ng mga mag-aaral. Maraming mga patnugot, manunulat, at liderestudyante na ang hinubog ng mga opisinang ito, na siya ring nagluwal ng ilan pang mga kampanya at paglaban sa represyon sa loob at labas ng paaralan.

Sa isang panahong wala pang cell phone, free data, at text, ang SU ang naging tipunan ng mga

Kwento pa nga ng mga ilang dumadalaw muli sa campus, dito na sila natutulog upang mag-workshop para sa susunod na mga rali, o aabot ng magdamag sa miting. Ang UPLB Orgs na nakaukit sa semento sa may Molawin Creek ang naging tipunan ng mga kasapi ng UPLB Student Organization – isa sa unang organisasyon sa UPLB, na kung babasahin ang konstitusyon, ay nagsilbi bilang isang governing body sa sektor ng mga mag-aaral noong Batas Militar.

Bukod pa siyempre ang naging tawag na sa gusaling ito – Student Union – na siyang nagluwal din ng Katawang Tagapag-ugnay ng Mag-aaral, at ang Aggie Green and Gold; na mas kilala natin ngayon bilang USC at Perspective.

Hindi na maitatanggal ang makasaysayang ambag ng gusali ng Student Union sa kasaysayan ng kilusang estudyante ngayon sa UP Los Baños. Sa

panahong humaharap tayo sa panibagong mga polisiya at panahon, ang SU ang naging saksi at kanlungan nito. *** Kung ang Dao, nanatiling malakas sa gitna ng mga natural at gawangtaong unos, hindi rin kaya ang SU? Kung humihingi ang UPLB admin ng mga kontribusyon mula sa mga mag-aaral, magiging mahalaga na kasama ang mga mag-aaral sa bawat hakbangin nito – kasama rito ang

konstruksyon ng kung ano mang istruktura.

Lumang tugtugin na ang maging magulang sa lunan ng pagtanda at pagkatuto. Gaya ng nakaraan, mapapatunayan lamang ng mga mag-aaral ang kakayahan nito sa pamamagitan ng pagkakaisa.

Sa huli, hindi lamang isang gusali ang SU – kundi ekspresyon ng kaisahan at lakas ng nagkakaisang mag-aaral at mamamayan. [P]

“Are you sure you really want to do this?” my girlfriend asked for the third time. Small trickles of sweat started to form on her forehead as she gripped even more tightly to my arm. A sign of apprehension, I thought. After all, it took me weeks of convincing and pleading before she agreed to finally do this with me.

“I have wanted to do this ever since I laid my eyes on you. You know I have never done this before. I want to experience my first time with you,” I said while I slowly caressed her hair.

It comforts her. If we have extreme arguments, I just have to slide my hand onto her hair and say I am sorry.

“Okay. I trust you. I will do this because I love you,” she said. She looked me in the eye for a brief moment as if she was looking for reassurance within them.

The look on her face is giving me second thoughts. She really loves me. I can see it in her eyes. I am suddenly not sure anymore if I can do this with her but that is what the text message had said. I must do it. I have to follow the Divinity.

I am a UP student. I am rational and not the type to fall into hoaxes over the internet. That is until one day I received a text message from someone who refers to himself as the Divinity. I was in my Hum 2 class when it happened. It was still taught into a large lecture class that time so naturally, I was distracted by many things to fully focus on the lesson. And then my phone vibrated. I received a text message from an unknown number.

Unlike the usual pranks from unknown numbers, this one was longer and not written in a jejemon manner. It read, “Hi Jolo. I am the Divinity. You probably do not know me and only heard of my name just now but I know you. I have been watching over you for quite some time. Right now, I can see that you are struggling to get through with that boring class. I know, though, that you have a chicken burger inside your bag. Why don’t you take it out your bag and just put it on your desk?”

It was downright creepy. I looked around me to see if there is anyone that

might probably pranking me. However, everyone is preoccupied with their own agendas so it is unlikely that the Divinity is among my Hum 2 classmates.

Out of curiosity, I looked inside my bag and to my surprise, there is really a burger inside. It looks like a week old and I probably have forgotten to eat it.

Another text came, “No, Jolo. It’s not what you’re thinking. I am not asking you to eat it.

I just want you to put it on your desk.”

Although I am still crept out by the text message, I figured that there will be no harm in trying. I reached for the burger inside my bag and put it on my desk. It does not smell bad for a week old burger but you can see green molds starting to form on the surface of the bun.

“Are you eating that?” asked my seatmate pointing to my burger.

“Uhm, no,” I blurted out.

“Oh thank you! I am starving. I have not eaten lunch yet,” he said as he grabbed the burger and ate it rapidly, not minding the green molds on the

surface. After a few minutes, however, he started shaking uncontrollably and bubbles started forming in his mouth.

The teacher took notice and she dismissed the class one hour early so she can take my seatmate to the infirmary.

I was feeling guilty as I went outside the classroom. Then another text from the Divinity came.

I am a UP student. I am rational and not the type to fall into hoaxes over the internet. That is until one day I received a text message from someone who refers to himself as the Divinity.

“I told you. I knew you were bored from that class and you wanted to escape. I gave you what you want. You

were dismissed one hour earlier than the usual.”

I replied, “That was not what I wanted.

Don’t text me again or else I’ll report you to the police!”

A quick reply from the Divinity followed, “It’s too late Jolo. You already began following me by listening to my first request. If you don’t follow my next request, someone might get hurt.

Remember, I am just watching.”

Although, I am not someone who gets scared easily, the text was threatening. Out of impulse, I replied, “What do you want me to do next?” to which the Divinity replied, “It will be a simple task. Later tonight, bring your girlfriend to Soft Pillow Hotel. Rent a room and tell her you finally want to do it. Once inside the room, tell her that you left something in the car and then leave her. Come back for her the next day.”
