Val de Vie Estate
Moves Onwards and Upwards T
he progress with the infrastructure on Val de Vie Phase 2 has been phenomenal and promises to continue its momentum with the recent announcement regarding the investment company, African Rainbow Capital (ARC), which has acquired a 20% stake in Val de Vie Investments. While ARC – founded by billionaire and established businessman Patrice Motsepe – has thus far made investments in other industries, this deal marks the firm’s first investment in the country’s residential property market. ARC is jointly headed by Johan van der Merwe, CEO of Sanlam Investments, and Johan van Zyl, former CEO of Sanlam, and is a subsidiary of Sanlam’s empowerment partner Ubuntu-Botho Investments (UBI). This deal will support future development of the estate, and will enable faster completion of projects that are currently under way, such as the construction of a bridge over the Berg River that will connect with the R45 provincial road.

ARC founder Patrice Motsepe commented in the media: “We see immense value in Val de Vie and are pleased to be involved with this worldclass development and its visionary team. Last year, I had the privilege of attending the Sentebale Royal Salute Polo Cup at Val de Vie and I was impressed by what the estate has to offer.” In the past year, we have seen tremendous growth at Val de Vie, and we anticipate that the deal with ARC will positively support the development of Phase 2. The benefits thereof are, however, not limited to Val de Vie and its residents. As an economic driver in the Cape Winelands, Val de Vie is committed to the support and upliftment of less privileged communities in the PaarlFranschhoek Valley and the greater Winelands region. There is incredible synergy that exists between our current outreach programmes and Motsepe’s philanthropic interests.
The Val de Vie Foundation Trust has started supporting local projects, and homeowners have gone on the first field trip to one of these projects to witness the work being done in the community. The work of the foundation will be promoted more actively among the homeowners in the coming months. From March 2016, the Val de Vie Management Company has also taken on the management of the Pearl Valley Homeowners Association and business operations of the Pearl Valley Development Company. They have been facilitating the integration of the functions where economies of scales are achievable, including security, landscaping, facilities management and estate management. Both Val de Vie and Pearl Valley trustees are serving on an “inter-estate” subcommittee, tasked to explore and unlock synergies between the estates, reciprocal

Although South Africa has seen many families and individuals emigrate to various parts of the world, there are likewise high numbers of families and individuals moving to the Western Cape from other provinces – a trend that has casually been termed “semigration”. According to New World wealth analyst Andrew Amoils, the Winelands region, including Paarl, Franschhoek and Stellenbosch, is the fastest-growing area in the country among millionaires.
usage of facilities and other benefits for homeowners. The two estates are in a unique position to “join forces” and to benefit from their respective complementary strengths. Looking at other property developments, Mantis Collection, a shareholder in the Pearl Valley Development Company, commenced with the construction of the 80-room hotel in May this year. The first phase of 40 rooms are sold out and completion is expected to be in March 2017. The Val de Vie collection of lifestyle offerings will be complemented soon with the release of the first phase of retirement units in Val de Vie Phase 2. Some imminent enhancements to the public amenities across the two estates include outdoor routes for mountain bikers and trail runners, and three more parks at Pearl Valley. Other projects on Pearl Valley undertaken by the management company include landscaping

improvements, especially around estate entrances, electronic metering of the potable water, an extensive clubhouse revamp in 2017 and planning for the possible moving of the security fence from its existing line to include the boma and entire equestrian farm inside the estate. Several improvements to the security system are also being done, such as biometric access and guest code systems. We also informed you recently of the new traffic circle that will be constructed by the Val de Vie developer at the R301/Kliprug Road intersection. A new service called Hey Jude was launched recently. It is a lifestyle app homeowners can use as the personal assistant they’ve always wanted, which lives conveniently in their pocket. Convenience such as tracking down an elusive product and organising a child’s birthday would be a great help for the busy person. This service also includes an on-site concierge service reserved
for Val de Vie and Pearl Valley residents. Services include anything from errands such as airport transfers to collecting dry cleaning and delivering important documents. The concierge is located at the Polo Pavilion and operates from Monday to Friday between 9am and 5pm. We are also working on a project to offer a transport solution and shuttle service on the larger estate.
Moving forward We are pleased that a strategic approach is followed to glean maximum benefit from the joining of the two estates in a measured and consultative manner, and that we will reap the benefits in appreciating property values and better quality of life. Morne Bosch Chairman

Joining Forces to Uplift the Paarl-Franschhoek Valley As the late professional tennis player Arthur Ashe once put it, “From what we get, we can make a living; what we give, however, makes a life.” And the truth of these words is echoed at Val de Vie, which appropriately means The Valley of Life in English. With a heart for giving back and from a point of authentic generosity, the purpose of the Val de Vie Foundation is to offer youth and leadership development, to enable access to education, to facilitate job creation, and to carry out projects of social and spiritual concern for the relief of communities in distress in the Paarl-Franschhoek Valley.

hese operations are made possible with funds generated by third-party contributions; the homeowners’ association (HOA) levies on Val de Vie’s Phase 2 developments such as the Gentleman’s Estates, La Vue and Le Domaine; events; and property sales. As of the beginning of 2015, one percent of all property sales and five percent of all new-phase HOA levies have been put towards the Val de Vie Foundation. To date, more than R10-million has been raised, and it is expected that another R100-million will be added to this over the next eight years. Since Val de Vie’s inception in 2006, we have placed a strong focus on giving back to the larger community. Established on what was then known as Kliprug Farm, Val de Vie undertook the process of re-housing 109 men, women and children to address the needs of resident farm labourers who

were living in overcrowded dwellings that lacked basic amenities. We purchased homes for them in Paarl, at a total cost of R7-million at the time, having consulted with these individuals to ensure that we provided them with what they required – homes close to amenities and schools.
Valley of Abundance Val de Vie regularly hosts charity events, such as the annual Cintron Pink Polo, last year’s Sentebale Cup (which saw Prince Harry participate in a game of polo for a good cause) the Laureus Polo Cup and the Veuve Clicquot Masters. A golf day and dinner was held at Pearl Valley in April to showcase an initiative to uplift communities in the Paarl-Franschhoek Valley. This joint initiative between Val de Vie Foundation beneficiaries, the non-profit
organisations Valley of Abundance and the Valcare Trust, aims to empower communities in the area through job creation, entrepreneurship and social development. Projects that currently form part of the initiative focus on caring for communities through, for example, feeding projects and caring for the needs of the vulnerable; empowering people with skills development and training; and giving purpose through Christian faith-based outreaches. “It is important to note that these projects are not once-off, stand-alone efforts, but form part of a planning process that’s being developed in collaboration with the local municipality, communities, business, churches, non-profit organisations and other role-players,” says Johan Duraan, CEO of Valley of Abundance. Potjiekos Competition What better way to celebrate country living than with a real “plattelandse” potjiekos competition? Val de Vie’s Social Committee had its first official social event for the estate’s residents – and it was a great success! On 16 April, more than 130 residents and children came together at the Polo Pavilion’s French Quad to camp out with family and friends for a sunny Saturday’s “braai and potjie”.

ore than 60 households entered to compete to see who could cook the tastiest potjie – and our Val de Vie residents did it in style! It was a beautiful day of community building, meeting neighbours and simply having a feast. Staying true to Val de Vie tradition, the Polo Club had two teams out on the field to entertain guests while they cooked. Live music had everyone tapping their feet, and the smell of our favourite South African food in the air had mouths watering while black pots sizzled over hot coals. It was a fun day for the whole family. Nothing was wasted – all surplus food was donated to a local children’s home. Jumping castles kept the little ones busy as they spent the afternoon playing and running around the polo field. The panel of judges included Kurt Darren as well as Zian Oosthuizen and Laurinda from NOOP Restaurant, who counted themselves fortunate to taste all of the contenders’ delicious recipes. Waterwise Water-Wise
Water-Wise Estate Living We find information on water everywhere, from flyers, news articles and school projects to waterrestriction notices and increased water bills. This short article aims to explain where the estate’s water comes from, what the status of our dams is, how water restrictions are determined, and what we can do as individual homeowners and collectively as a HOA. An update on the state of our dams by Alba Brandt
W
e are part of the Western Cape Water Supply System, which means our Wemmershoek Dam is part of a larger integrated system of dams, rivers and pipelines. This system supplies greater Cape Town, Paarl, Stellenbosch, Wellington, Swartland, West Coast, and irrigators (including agriculture) from Berg and Eerste River, Riviersonderend Catchment and Breede Water Management Area.
This means that a lot of homes, farms and businesses depend on water from this system. Because it is one system, everything everyone does affects everyone else. If the pool of someone in Hout Bay leaks, it affects Val de Vie’s water supply; if someone at Val de Vie irrigates excessively, it affects people in Vredendal. It also means the average dam level of 35,1% is what we should really focus on.
To better understand dam levels in relation to long-term averages, the Department provides a graph that demonstrates dam levels in a comparative manner (graphs are available via links provided below). For instance, the Theewaterskloof Dam’s graph shows that we are currently “moderately low” at 32%, with absolute minimum level of about 10%. This graph also shows that the levels are currently much lower than they were at the same time last year, which was 53,2%. This gives an indication of how much rain we will need to get back into the “average” dam-level zone. To manage water availability, the Department of Water Affairs
has a very sophisticated model that simulates water movement. It calculates (using different scenarios) how much water we have (dam levels), how much water we use (consumption) and how much we will get based on weather forecasts. (Of course it leaves some room for the possibility that we may, in fact, get nothing if it does not rain.) Of the variables (dam levels, evaporation, water consumption and rain), the only one we have control over is consumption. So if the model predicts that we may run into water trouble, the best starting point is to reduce the amount of water we use – which means water restrictions. We already have Level 2 water restrictions, and the Department H6R001

Our water comes from the Wemmershoek Dam, currently at 50,7% full, which looks great in comparison to Western Cape average dam levels of 38,5% (as at 27 June 2016). The beautiful rain in June raised the average dam levels by nine percent.

Water-Wise Waterwise continually monitors the water situation, with Level 3 restrictions the only available tool if the situation worsens. This could be similar to load shedding, where water is only available at certain times during the day. For instance, water may be available early in the morning and in the evenings, forcing households to fill buckets for use during the day.
Estate water management This leads to the question of how we can best contribute to reduce water consumption – both as individual homeowners and as the collective HOA – and prevent further water restrictions. As the HOA, we have done a number of things, including: ● Implemented an automated water reading system to provide early detection of bursts and leaks; ● Reduced irrigation by 50% in response to the current water shortage; and ● Planted mostly water-wise plants in public open spaces,

such as Cynodum grass which is an indigenous, low-maintenance grass type. The HOA is also actively promoting the use of a local variety of grass (Cynodum), on the polo field, with one of the main reasons being reduced water consumption.

From a household perspective, a study done in 2010 indicated the average South African household’s water consumption is as follows:

On average, the best strategy to reduce water consumption would be to: ● Consider water-wise gardening; ● Manage your pool to reduce evaporation and detect any leaks early on; and ● Add water consumption as a criteria when buying or replacing toilets, shower heads, baths, dishwashers and washing machines.
● Some toilets have 13L cisterns, while others have 6L cisterns. ● Shower heads’ flow varies between 7L and 15L per minute. ● The average amount of water used to wash dishes – • By hand: 107L • By eco-efficient dishwasher: 15L. We have a collective duty to use our water resources responsibly, and with a growing population and more droughts predicted by climate change it is sensible to start carefully considering how (and for what) we use this limited resource.

In case you missed it, here is the article by journalist Catherine Zachariou telling us more about the ideas and inspiration behind the curated look of Val de Vie resident Denise McCallum’s home. A true eye for detail turned a home into a masterpiece.

W
hen they moved to a new city, this adventurous couple wanted a home that would be both welcoming and relaxed. They got just that. Denise and Ray McCallum run their own company. Their home is a newly built threebedroom, three-bathroom single-storey house with an open-plan dining and living area plus kitchen. The architect also included a wine storage room. The large dining-room table comfortably seats eight guests – perfect for Denise’s famous dinner parties. Having built more than 16 houses, Denise and Ray are experts in creating dream homes. This doesn’t mean that any project is less nerveracking than the last – especially when your home-to-be is in an entirely new city. “We had been contemplating a move to the Cape for some time and, having lived on golf courses for many years, decided to look for an estate that offered something else,” says Denise. “We had heard and read about Val de Vie Estate in the Franschhoek Valley, visited the area and decided that this was it. It took three years to eventually get all our plans in place, and we finally moved in in March 2014. As stressful as it can be, building allowed us to create a home that’s the perfect size and design for our relaxed lifestyle.” Once their house, designed by E Design Studio, was complete, the couple enlisted the expertise of their friend, interior decorator Di Grobler of Diane Grobler Interiors. “I met Di in 1993 when she assisted me in decorating our apartment in Umhlanga, and since then she has helped to decorate all our homes. Di is based in KwaZulu-Natal but I feel comfortable with her,” explains Denise.

“Building allowed us to create a home that is the perfect size and design for our relaxed lifestyle” “As we know each other so well, it was easy and fun to decorate this home,” says Di. “Denise and Ray aren’t afraid to say ‘yes, let’s do it’; this inspired me when selecting fabrics and furniture. They wanted a relaxed, clean and contemporary style, so I kept to neutral tones and introduced colour in the accessories and art.” Denise also wanted lots of cupboard space to house her impressive shoe collection, so they designed a glass-paned shoe cupboard at the entrance of the main bedroom. The architect added a dividing wall between the main bedroom and en suite to ensure privacy, but also to allow for more cupboard space. The open-plan kitchen flows into to the dining room and sitting area. “Denise loves to cook and creates wonderful table settings, so this has to reflect in her home,” says Di. Val de Vie

The open-plan layout of the dining area allows the couple to interact with their guests even while in the kitchen. The stools are from Weylandts and the ceiling lights from Con Amore Home. The collaboration between Di and Denise seems to have been an effortless one. Did they face any challenges? “Nothing major,” laughs Di. “I did struggle to find the perfect finishing touch for the pyjama lounge and study.” The solution came in the form of an over-scaled wallpaper mural by Rebel Walls from St Leger & Viney. This area is now Denise’s favourite spot to work and, most importantly, unwind.

South African Tax Residents with Assets in Offshore Jurisdictions
Your assets are currently sitting in an offshore structure that may have been the best structure at the time you put them there. But with all the changes in legislation and global sharing to combat illegal activity, your structure may no longer be best to service your changing needs. At a worst-case scenario, your structure may now be falling under what is considered to be a tax-evasive bracket when it was once a perfectly good, tax-efficient structure.
F
or many years, countries around the world (and more recently South Africa) have engaged in the automatic exchange of financial information in order to tackle offshore tax evasion and other forms of non-compliance. The Organisation for Economic
Co-operation and Development (OECD) has been increasingly active in facilitating automatic exchange by creating the legal framework, developing technical standards, providing guidance and training and seeking to improve automatic exchange at a practical level. In 2010, the US tax authorities enacted

the laws known as the Financial Accounting Tax Compliance Act (FATCA), requiring 30% of the gross amount of certain US connected payments made to foreign financial institutions to be withheld, unless such financial institutions agree to perform specified due diligence procedures to identify and report information about US citizens/nationals that hold accounts with them to the US tax authorities. Many jurisdictions, including South Africa, have decided to implement FATCA on an intergovernmental basis and, more specifically, to collect
and exchange the information required to be reported under FATCA. Many of these jurisdictions have also established automatic exchange relationships with other jurisdictions outside of the US, which themselves are introducing similar rules.
South Africa, SARS and global information sharing In a global attempt to combat tax evasion, there are now more than 80 countries around the world, in most well-regulated offshore jurisdictions (including the UK, Switzerland, The Channel Islands, Isle of Man,
BVI, and South Africa), that have signed automatic exchange of information agreements. South Africa signed the bilateral exchange of information agreement in 2013. The automatic exchange of information between foreign financial institutions (including banks, trust companies and investment institutions) and SARS will commence in October 2017. These countries recognise that, through the adoption of a common approach to automatic exchange of information, offshore tax evasion can be tackled most effectively while minimising costs for governments and financial institutions.

Expert Advice In broad terms, financial institutions report information to the tax authorities in the jurisdiction in which they are located. The information consists of details of financial assets they hold on behalf of taxpayers in other jurisdictions with which their tax authorities exchange information. The tax authorities then exchange that information. The financial information with respect to reportable accounts includes interest, dividends, account balances, income from certain insurance products, sales proceeds from financial assets and other income generated with respect to assets. Reportable accounts include accounts held by individuals, entities (which include trusts, partnerships and foundations) and passive entities. With the strong support of the G20, the OECD, together with G20 countries and in close cooperation with the EU and other stakeholders, has developed the Standard for Automatic Exchange of Financial Account St James Ad.pdf

The result of the new global information sharing regime will be that there will no longer be anywhere to hide in respect of undeclared assets held offshore. Never before has the world seen regulatory and tax change quite like the past five years. Information technology has also made things easier from the point of view of cross-border data collection, and financial institutions globally will now routinely share information with tax authorities around the world. In the case of South African residents, this information will end up in the hands of SARS. Those concerned about the status of their offshore holdings in light of the above legislation

There is a short window of opportunity to have a health check done on your offshore structures and investments to ensure they are compliant with current tax laws. Last Market of the Season
On 10 April, we celebrated the final Market of the season in the autumn sun. It was also the last polo tournament of the season, and guests were treated to the final while enjoying delicious food, activities for the kids and award-winning Val de Vie wine.
W
e always dread saying goodbye to summer, when we shy away from the cold and the polo field becomes quiet. The Val de Vie Market provided a chance to soak up the last weekend of polo and summer fun. Jumping castles, sand art and balloon art had the little residents of Val de Vie smiling all day. The sweet-sounding voice of Evelyn Hart created a joyful atmosphere while guests were entertained by the exciting polo tournament. Newton & Co added to the fun as the four-piece band performed some of our favourite covers next to the field. Ashton’s Art Gallery showcased 60 paintings from 25 of South Africa’s top artists. It was inspiring to view authentic works of art upon entering the foyer of the Pavilion. Guests were treated to Cintron South Africa’s natural energy drinks and an entertaining photo booth, wishing guests a happy hibernation until the muchanticipated Cintron Pink Polo SA in November. Maison Bak launched its website to the residents of Pearl Valley and Val de Vie Estate, offering a delivery service of fresh breads, fullcream cheeses, handmade chocolate, local produce and even craft beer. Well done to team Kristan for winning the Strathmore Tournament, and to Charl du Plessis’s horse Nemo for winning Best Playing Pony. A word of thanks to everyone who joined us. We’re very excited about what’s to come in spring, promising more family fun Sundays in the Valley of Life.

Tokio Marine Polo Classic The Polo Pavilion is the ultimate venue for a grand corporate event. The Val de Vie Events team welcomed 180 guests from Tokio Marine Group, from different regions of Brazil, on their company’s incentive tour to South Africa – and what a magnificent autumn day it was.

okio Marine, the first insurance company established in Japan in 1879, is a global insurance group, spanning 469 cities in 37 countries and specialising in comprehensive insurance solutions for life, health, property and casualty. The company brought its top brokers to South Africa for an experience they would never forget. It was a day filled with joy and laughter as guests sipped on Val de Vie wine and MCC while watching a polo match on the perfectly styled terraces. Lunch in the French Ballroom followed. The talented and creative Heike, with her team from Fleur le Cordeur, created the beautiful floral explosions, while Something Different Concepts and Shows did the branding and decor. With the theme “African Diamonds”, the trip was divided into four events named after some of the most precious stones found on the continent; Tanzanite, Golden Jubilee, Earth Star and Cullinan. The group toured the Cape

The scene was set at the exclusive Val de Vie’s Polo Club, the site of the famous Veuve Clicquot Masters Polo, and where Prince Harry has participated in his Sentebale event. In this scenario we prepared a game that seems to have come directly from a movie, with a beautiful woman. hree all-female teams competed fiercely for the trophy. Several of the players were from the Paarl and Franschhoek area, while some travelled from polo clubs further afield to enter a team. A couple of our residents and Val de Vie Polo Club members also entered and made their debut in the tournament. Both games were fast and exhilarating, featuring the likes of Jocelyn Spilsbury and our youngest player on the field, the talented Josephine Susman. The final victory went to Perlitas de Polo, who fought every minute to come out on top. Winners: Perlitas de Polo (Beredine Odendaal, Jocelyn Spilsbury, Camilla Harris, Kelly Mathias) Runners-up: Polo Bears (Jenny Perkel, Dominique Thoenes, Josephine Susman, Tessa Moxon) Third place: The Hedonists (Julia Pilbeam, Maud Germann, Karen Lewis, Jessica Henrich) Well done to the girls – and thank you to all the members who coached, supplied horses and supported the teams! End of Season Polo Club Ball 2016
The 2015/2016 Val De Vie polo season proved to be one of our best yet. The level of polo developed tremendously, new members played in their first tournaments and a record number of tournaments were played. The Polo Club celebrated the end of the great season with its second annual Polo Club Ball, hosted at the Val de Vie’s Polo Pavilion. Polo Club Captain Gavin Watson shares a couple of memorable moments from the past season.
W
ithout a doubt, the outstanding highlight of the season was the Sentebale Trust polo match. It was an honour for Val de Vie to host this match, in which HRH Prince Harry competed. Although on a couple of occasions he took a rather close look at our fields, he thoroughly enjoyed his stay at Val de Vie. Members of the Val de Vie Polo Club who participated in this event included Martin Venter, Hannes Pickard, Rupert Hackwell and Adamu Atta. The polo match was followed by a gala dinner and auction, and the proceeds raised all went to the Sentebale Trust, which assists underprivileged children in Lesotho.

Polo Captain’s Report The event took quite a bit of planning, and was a huge success enjoyed by all who attended. Other major events that Val de Vie is becoming well known for are the Cintron Pink Polo, which is in aid of breast cancer and coming up again in November this year, and the Laureus Sports Foundation Challenge. This was the first time the Laureus event was held at Val de Vie Estate. Many sports celebrities and a host of influential business people were in attendance. It was an honour to see Val de Vie’s Ryk Neethling announced as an ambassador for the Laureus Foundation. This year’s Veuve Clicquot Masters Polo was bigger than ever and held in the format of a tournament. The tournament consisted of six 12-goal teams. Val de Vie Polo Club was fortunate to have more than seven of the country’s top polo players participate in the tournament, treating the crowds to some of the best polo in the country. Polo players from the South African squad included Tom De Bruin(7) as SA captain, Dirk van Reenen(5), Selby Williamson(5), Leroux Hendricks(5) and Davie Evans(4), as well as “legends” such as Buster Mackenzie(5) and Doug Lund(4). After a week of very exciting and competitive polo, Adamu Atta’s 5th ChukkaTeam, inclusive of two exciting, talented players from Argentina, ran out comfortable winners. It’s wonderful to see that the Veuve Clicquot event is growing year by year, both on and off the field. Next season, starting again in October, our polo events promise to be even bigger and better, with great polo and exciting, innovative off-the-field activities that will have huge spectator appeal, organised by the Val de Vie events team. The Club played host to 17 weddings and a number of corporate functions over the past seven months – it has become very fashionable to have a polo match as part of a couple’s wedding, where the two teams salute the bride and groom before the match kicks off. Every month, the Club has hosted at least one tournament with two divisions. Some of these featured up to nine teams taking part, and the polo was fiercely competitive. No one team was dominant during the season. Teams such as Val de Vie, Basillius, One Zone Polo and Ornatus Sed Ignarus all collected silverware at various tournaments through the season. During the latter part of our season, we also held our first ladies’ polo tournament, which was a great success. It will no doubt grow into one of the premier ladies’ events in the country. Polo in the Western Cape is growing, and Val de Vie is now regarded as the largest polo club in South Africa, with more than 40 members. Val de Vie

We were fortunate to acquire the services of Gary “Sipho” Spilsbury as our Club Professional this past season. He assisted with all aspects of the game – particularly umpiring, which helped both new and established members understand the very complicated rules of polo. Polo is a dangerous sport but the Club was very fortunate in that none of the members incurred any serious injuries this season. Kevin Rixon’s Polo School for beginners, held every Tuesday afternoon, is extremely popular. New and potential players can experience the adrenaline rush of the game. A lot of credit must be awarded to the Servest ground staff – Derek and Eugene – who worked tirelessly to keep the fields in immaculate condition. In the event of the restaurant being closed for functions held at the Pavilion, the Club would like to invite all homeowners to visit us at the Polo Clubhouse next to the Pavilion, where they can meet fellow playing residents
The members celebrated the end of the season in style with a black-tie dinner at the Polo Club Ball. Pearl Valley Golf Club Captain’s Report Val de Vie welcomes Chris McCann as the new Golf Club Captain, elected at the Golf Club Annual General Meeting on 14 April. We wish our outgoing Club Captain Evert Nel and outgoing committee member Terry Gilmour all the best, and thank them for their contribution to the club. Their hard work, dedication and support have been greatly appreciated. It played out at Pearl Valley and Paarl Golf Club. The ladies travelled from all parts of the country and presented us with an excellent opportunity to showcase our wonderful course. We remain a popular choice for corporates, and have hosted the Mercedes Trophy, Southern African Tourism Services Association and the Els for Autism Foundation golf day, among others. The Pearl Valley Open, in conjunction

with Boland Golf Union, played out on 29 May, followed by the PGA Pearl Valley Pro AM on 30 May. The latter was organised by Terence Valentyn (Golf Operations and Retail Supervisor), as part of his third-year PGA Apprenticeship Programme. He did a superb job and should be congratulated on a great day as we received only compliments from all who visited us on the day.

Hollow tining started on 24 April and was successfully completed on 30 April. Recovery has been superb because of the glorious May weather. The course has been very busy and we’ve received many compliments from our visitors.
The first committee meeting was held on 31 May, and Mike Westman (Golf Course Superintendent: Golf Data) was invited to outline winter projects: Tee levelling on the 2nd and 7th has

The Pearl Valley Captain’s Charity is an ongoing fundraising initiative that sees golfers, should they sink their ball into the water on the 13th hole, liable for a small fine. This hole, with its breath-taking views of the Simonsberg Mountain, is an absolute showpiece of our golf course. Funds are also raised via various member initiatives and Pearl Valley has also made a contribution. During the 2015/2016 period, the Captain’s Charity raised a combined total of R506 000 for the Drakenstein Palliative Hospice, which currently has 400 patients under its care (of which 20% are children).
Tournaments The National Senior Ladies hosted a successful three-day tournament from 16 to 18 May.

Seed growing will take 12 weeks and can only go ahead from September when the warmer weather will provide peak growing conditions for bent and will hopefully aid controlling Poa annua grass. The golf cart path replacement programme is under way, with several already back in operation. Information signs for the Audubon Project will be installed. The Audubon Cooperative Sanctuary Programme

Junior Captain Lloyd Phillips is keen to start a match-play tournament for our juniors and teenagers, which will be discussed at the next committee meeting. Congratulations to our newly elected committee members: Shoona Burman (Ladies Captain), Aliki Brunt, Ross Callaghan, Lizanne Heydenrych, Riz Majid and Ivor Morgan. At the first committee meeting held on 5 May, Ivor Morgan was unanimously elected as our Chairman.

After acquiring her instructor qualification in the United Kingdom, she worked for a year in Italy with the famous Olympic show-jumping riders, brothers Pierre and Raimondo D’Inzeo.

Exploring Pearl Valley Returning to local soil, she successfully competed in various multi-discipline events, with show jumping always her first love. Although no longer competing, she continues to invest in her professional development. She is one of 10 candidates from all the Group IX countries chosen to attend the esteemed Fédération Equestre Internationale coach and tutor courses. She has attended the Level 1 and 2 International Coaches course, the International Level 3 Show Jumping Coaches course, as well as the Level 3 Tutors course. As a National Master Judge with about 14 years’ experience in the Equitation discipline, she has many judging appointments across South Africa. Bartlett is heavily involved with equestrian education and, as a founding member of the standards-generating body, she is on the task team mandated by the Quality Council for Trades & Occupations to develop the coaches’ pathway for equestrian coaches in our country. She is also the lead person for the SA Equestrian Federation representing the National Coaches Commission in liaison with SASCOC.
Training Programmes The REC Equestrian Academy offers full- and part-time Sector Education Training Authority/ SETA-accredited skills programmes, as well livery, riding lessons and trail rides for both residents and non-residents. The skills programmes are aimed at providing specialised education for those who wish to make a career working with horses. The post-matric courses have grown out of a demand by young people for a facility where they can spend time learning about the care and keep of horses while developing their riding skills to individual capability levels. Part-time courses are popular with horse owners who wish to improve their knowledge of horse care and handling of the horse, both mounted and dismounted. Full-time students spend a year or two at the Academy attending lectures and practical training by experts.
Programmes currently run are the Stable Groom Skills (NQF Level 1), Professional Groom Skills (NQF Level 2), Stable Master Skills (NQF Level 3), Commercial Equestrian Coach Skills (secondyear modules, NQF Level 4) and Sport Horse Management Sills (second-year modules, NQF Level 5). All programs are registered with the Department of Education and is endorsed by the SETA. In an exciting development, the Academy recently launched the e-learning Stable Management programme, providing more South Africans – especially those who are unable to attend full-time because of work or financial constraints – the opportunity to improve their equine skills and to attain
a formal certificate endorsed by the Department of Higher Education. E-learning is also perfectly suited for individuals with informal experience (i.e. stud grooms on breeding farms) but no formal skills as well as matriculants, because learning can be done at home at own pace. Discussions are also under way with the International Italian Equestrian Federation, with the view to introducing these e-learning programmes into Europe.
Meet the Experts All the Academy staff are not only well-qualified with many years’ experience as equestrians, facilitators and assessors but more importantly they are motivated to maintain the very high standards for which the Academy is known. Students who attend courses do so because of a genuine love for horses and the prospect of turning a dream into a reality, and the Academy boasts an excellent pass rate. Nicky Bartlett is the Deputy Director of the Academy and specialises in life coaching, mentorship and special needs support. She lectures, facilitates, assesses and coaches. She holds the International Level 1 and 2 Equestrian Coaches qualification and has successfully competed in dressage, showing, show jumping and equitation. Besides being a National Equitation Judge and Registered External Assessor, she holds degrees in education and special needs, is a post-graduate in media studies and also a neuro-linguistic practitioner.

Exploring Pearl Valley lessons with great success, and assists as deputy yard manager. Her two assistants Timothy and Tanya are both completing their second-year studies in equestrian trail guiding. First-year candidate teachers are on hand to assist with “Edutainment” riding lessons for the little ones, often under six years old. These first lessons focus on balance, as young riders are still too small to control their ponies safely. Young pupils have their own teacher who ensures that learning takes place in a safe, fun environment. Once young riders have developed a balanced independent seat, they graduate to Jackson and Van Wyk for a more formal riding education. All the coaches hold current Level One First Aid Certificates. The Academy is about much more than stabling and recreational riding. It should be celebrated that such a facility forms part of our estate lifestyle experience. The REC Equestrian Academy at Pearl Valley has garnered a reputation both locally and overseas as a world-class equestrian training facility with an excellent pass rate, managed by highly skilled and passionate experts. “We attribute our success to expert tuition and dedicated students gaining handson experience in a professional working yard with access to a variety of horses and interaction with the riding public”, says Rosemarie. Security Report: Youth Mischief Ensuring every resident’s safety and peace of mind is Val de Vie Estate’s number-one priority. The Val de Vie team, under the guidance of Thorburn and the Security Committee, has worked hard to earn the title of South Africa’s safest estate and to live up to this reputation. It is also the main reason why homeowners invest in the estate. In order to protect this valuable investment, we take estate security very seriously and no situation is treated lightly. Louis de Jager, who has retired as Full Colonel and as Provincial Head: Western Province Crime Intelligence, has been appointed as Val de Vie Estate’s full-time Risk Manager. We welcome him to the estate and will be publishing his quarterly report in the Grapevine Magazine.
T
he safety of each resident is the HOA’s main focus and responsibility. The HOA cannot, however, protect each homeowner’s personal belongings, and we urge residents to take responsibility for their personal safety by taking care to close garage doors, and lock windows and doors when going away and after hours. During the winter school holidays we were compelled to dwell on some sensitive yet critically important issues that have a direct impact on the sense of safety, security and peace of Val de Vie Estate. The disruptive behaviour of some of the children on the estate over recent weekends – consisting of nocturnal “pranking” activities such as “tok-tokkie” and “egging” as well as smashing of windows – has become unacceptable. Children who aim to “test” security operational staff and procedures, which are geared for worst-case scenarios, are putting themselves at risk, and we must plead that parents on the estate discipline their children, and educate them on respect for fellow residents and the security system that is designed to keep them safe. While some would argue that “boys will be boys”, the extensive experience from our team indicates that this behaviour shows the first steps

to juvenile delinquency, with all the signs to culminate in an eventual criminal record or tragedy. Disturbing someone’s peace and quiet with “tok-tokkie” may well be regarded as humorous but does not take into account the right of others to go about their lives and business in an undisturbed manner. Neither does “egging” take into account the disruption – not to mention the costs – of arranging, supervising and paying for contractors to clean up the mess and actual damage. This is time and money that could have been utilised much more productively elsewhere. Sneaking around on the new development after dark in order to test security reaction (although thankfully occurring only once so far) is about as dangerous as it can get with poor vision, building rubble, holes and ditches. Tactical response staff with a trained dog and weapons reacting to a “ perimeter breach” can result in tragedy. Getting caught, hurt or handed over to the police for the law to take its course is simply not worth it, and I conclude with a sincere call to all parents on the estate to please make sure their children refrain from getting involved in such activities.
As a resident, I reiterate that we are all affected by inconsiderate and disrespectful behaviour of any individual living on the estate. When are levy payments due, and how does the extra levy affect me? First day of the month, in advance. When you buy a plot from 1 September 2012 in the extra levy phase, you have a four-month grace period from date of transfer to do your planning and to start building before the extra levy is applicable. When building starts, you then have an additional 11-month period to complete the project, in which the extra levy will again not be applicable.
How do I update my personal information with the HOA? Please update your personal information on the Val de Vie Community Portal. For more information, please contact the HOA at hoa@valdevie.co.za.
How and when can I do my security gate enrolment? New HOA members: Gate enrolment can only be done after the property has been registered in your name, during office hours at the HOA reception. Proof of identification is required.

Landowners who are in the planning phase may request the building control office to motivate an application for a remote. Remotes can be ordered, and paid for, at the HOA reception.
How and when do I obtain my post-box key? A post-box key can only be obtained after the property has been transferred into your name, during office hours at the HOA reception.

How often is postage sorted?
Grass carp, kurper, and bass have been stocked in our dams. Fishing is only allowed on a catchand-release basis. Please respect these resources.
How do I gain access to the picnic area? The HOA picnic area is located on the banks of the Berg River, on the northern side of the estate. Access to the river frontage and the picnic area is controlled, and only possible to residents via pre-programmed remote controls (with the same remote as for inner lane booms). Access is only possible via three gates – the southern gate, the gate at the picnic area and the northern gate. Access is limited to non-motorised transport, during daylight hours only.

It is the homeowner’s responsibility to apply for a dustbin once Drakenstein occupation is issued. Use your SG number as a reference, and phone the Drakenstein Municipality on 021 807 4715.
Workers: All domestics, gardeners, au pairs, butlers, etc., need to be enrolled, with necessary identification documents. Valid work permits are mandatory for foreign workers.
Our refuse removal is done weekly by the Drakenstein Municipality. We form part of its “purple zone”. For collection days, please refer to the schedule at www.drakenstein.gov.za.
How many pets are allowed?
The estate is part of the municipal door-to-door recycling service. Each week, on the same day as your refuse removal, your recyclable material will

Postage is retrieved from town, and sorted daily. You will receive a notification slip in your box for parcels that are too big for the box. These letters/ parcels need to be signed for and collected during office hours at the HOA reception.
New tenants: Enrolment can only be done after tenants obtain approval from the HOA. Copies of identification documents and rental agreements must accompany completed enrolment forms.
No more than three animals may be kept per unit with a limit to two animals of a kind,
be collected. All you need to do is put your “dry” recyclable waste into the free clear bag you are provided with, then place it next to or on top of your refuse bin, ready for collection. Homeowners can also make use of the paper and glass banks at the Maintenance Centre.
