The region has been a preferred destination for international visitors from the United States, Canada, and the rest of the world since the fifties and has become equally attractive to boaters due to the vast variety of services and amenities available here. Banderas Bay features four marinas in the region, each unique for its own array of features, providing boaters several docking options, according to the particular area they wish to explore. A broad variety of first-class service providers, technicians, and specialists in nautical needs are available locally, and many are listed in the pages of this publication. Many important boating brands have local branches or can provide direct connection to their affiliates in Mexico City, Miami or San Diego. GETTING HERE

DOCUMENTATION Before traveling to Mexico, it is important to know the requirements and new rules and regulations established by the government.
INTERNATIONAL CLEAR IN AND OUT All vessels must formally CLEAR IN and OUT of Mexico at their FIRST and LAST port of entry with the Port Captain, Immigration, Banjercito (Armed Forces Bank), Customs and Department of Health and also pay the nominal fee. You are obligated to have the IMPORTATION PERMIT for your vessel when you arrive in Mexican waters. International documents required include boat registration, vessel title, proof of insurance, passport for each passenger, importation permit and crew list.

For stays longer than 180 days, apply at the Mexican consulate in your country for a provisional visa before you come to Mexico. Once you have applied for it, you can change to Temporary Resident or Permanent Resident. Once you are in Mexico and your 180 days has expired, you CANNOT extend your stay or apply for a provisional visa.
DOMESTIC CLEAR IN AND OUT Notify the Port Captain when sailing from port to port within Mexican waters. In some ports, this may be done over the radio or at an authorised marina office. However, some ports still require written notification filed at the Port Captain’s office. There is NO FEE to clear in and out at a domestic port, and hiring the services of a ship’s agent is optional.
TEMPORARY IMPORT PERMIT (TIP) A temporary import permit is required to enter Mexico, regardless of the length of stay. This document makes your boat legal in Mexico, and it is also required by marinas, haul-out- facilities and for importing repair parts.
The TIP for the vessel is issued by Banjercito and is good for 20 years. This is a guarantee that you will not sell the boat in Mexico. Both Vilma Habelloecker of Vilma’s Yacht Services and “Paperman” ( Juan Arias ) can handle all documentation services for a fee, including fishing licenses, immigration and driver’s licenses. Gather current weather info via the Internet, SSB radio, HAM radio and subscribed weather services. Internet access is very good along most of the Mexican coastline, and many cruisers have chosen to subscribe to Telcel’s banda ancha (broadband) service (details at www. telcel.com) and check reliable weather websites such as the following:

RADIO Radio is the primary means of gathering weather info while at sea. When coastal sailing in the USA, use VHF (very high frequency), which provides line-of-sight reception up to about 20 miles. Most VHF radios are already programmed to receive NOAA weather on Channels WX-1 or WX-2. When out of VHF range or outside US waters, use SSB (single sideband). SSB enables vessels to get weather faxes and voice weather broadcasts, send and receive email, listen to news when out of FM 12

range and talk with cruisers who may be hundreds of miles away. FYI: Weather faxes require either a dedicated fax machine or a computer with adequate software to decode the fax via microphone input to the sound card or a high frequency modem. Marine bands and weather transmissions include USB (upper sideband), LSB (some HAM bands are lower sidebands) and AM radio stations. Some SSB transceivers will transmit on HAM in an emergency, but in other cases operators need a general class or HAM license to do it legally. WWV Fort Collins, CO, broadcasts Pacific high-seas weather warnings at 10 minutes past the hour. Many SSB and HAM networks provide weather for Mexico and the eastern Pacific.

PUNTA DE MITA A sandy bottom anchorage in front of the village of El Anclote provides protection from the prevailing northwest winds and swells. Good holding in 20 to 40 feet of water.

PUERTO VALLARTA 4 Marina Vallarta (20°39.82'N/105°15.06'W) Located only five minutes south of Puerto Vallarta’s International Airport, this marina offers the best access to Puerto Vallarta’s many amenities. See pg. 18 for more information.

This National Marine Park is a rock formation offering great snorkeling and diving, with deep drop-offs on the north. Explore underwater caves and tunnels, but take care not to damage underwater habitat or remove anything, as this is a protected area.
Boca de Tomatlán (20°30.76'N/105°18.93'W) This fishing village is just down the coast from Los Arcos National Marine Park. A mountain river

empties into the bay, providing a protected harbor for the local panga fishermen. Cruising vessels rarely anchor here, due to the steep beach gradient. However, this is a great lunch stop during the calm weather from November to June and a place to practice bow and stern anchoring techniques with a stern anchor on the beach. It is also the last village on the south easily accessible by car or bus. Traditional grocery stores and shops offer basic supplies.

There’s a nice anchorage for one or two vessels on the west side of the bay at 20°24.56'N/105°40.70'W, situated behind a rock outcropping in front of two concrete shacks in 20 feet of water over sand. A small anchorage in front of beach homes to the northeast at 20°24.60'N/105°40.34'W provides a nice resting spot.
6 Las Ánimas (20°30.45'N/105°20.70'W) Located two miles west of Boca de Tomatlán, Las Ánimas offers very accessible anchorages and a pier for loading and unloading passengers. It features a white sandy beach and thatched-roof restaurants. Anchor close to shore in 10 to 20 feet of water over sand. Anchorage for one boat is available a half mile east of Las Ánimas at 20°30.61'N/105°20.35'W. Watch for submerged rocks in the area.

Quimixto (20°30.28'N/105°22.18'W) This oceanfront village with beach restaurants has a small river that leads up the valley to a waterfall. Rent a horse to ride up to enjoy the sights. The small anchorage can handle many boats, but watch for rocks close to the beach.
7 Majahuitas (20°30.49'N/105°23.45'W) This little white-sand beach and cove is home to a private all-inclusive resort. Not an overnight anchorage, but a great stop to enjoy the view and snorkel on the west side of the cove in underground tunnel formations just to the left.

Punta Boca (20°30.43'N/105°24.14'W) Tiny cove with anchorage for one vessel. It’s perfect for a beach picnic and snorkeling.
8 Yelapa (20°29.47'N/105°26.60'W) This is the most well-known village on Puerto Vallarta’s South Shore. Good anchorages are available on the southeast side in 20 feet of water over sand. Water taxi service is available to the beach. Enjoy seafood restaurants, a traditional village and a hike or horseback ride upriver to a mountain waterfall. The following remote anchorages west of Yelapa offer picturesque seclusion: Manzanillas (20°29.44'N/105°29.39'W), La Cueva (20°29.01'N/105°34.30'W) and Chimo (20°28.96'N/105°34.67'W).

Los Corrales (20°24.56'N/105°26.60'W) This small, hidden bay lies a half mile east of the lighthouse (El Faro) in Cabo Corrientes. It provides protection from northwest winds and swells and

APTAIN ROBERTO LÓPEZ AISPURO’S relationship with the sea is directly related with his place of origin, Mazatlán. His interest in sailing national and international waters led him to enroll at the city’s prestigious Nautical Merchant School, where he pursued a career as a naval pilot, thus beginning his journeys throughout the world. After a twelve-month internship aboard British ships, he worked for the Línea Mexicana company, sailing routes throughout Central America, the Mediterranean, the North Sea and Asian routes along the Pacific. Working in an industry where timing and scheduling are paramount, his professional life has been one of challenges. He recalls a Manzanillo - Tokio run in which he attempted a orthodromic route along the Bering Sea’ cold winds and high tides in order to cut down his travel time by 24 hours, allowing him to deliver his load on schedule. “There are times in which facing challenging experiences at sea make you wonder whether the work is worth it or not. I always think it is.” In 1988, after sailing international routes for several years, he was named Port Captain in Mazatlán, subsequently holding the same position in important Mexican ports, such as San Blas, Topolobampo, Cancún and Cabo San Lucas. 16

The Port Captain’s office works closely with all marinas in the region, clearing all vessel arrivals and departures. Capt. López Aispuro’s the following advice for all vessels arriving at our destination: Have a previously-established arrival place.
Capt. López has been Puerto Vallarta’s Port Captain since the beginning of 2014, where he is the region’s highest-ranked authority. His office is responsible for guaranteeing security of all vessels in the region through ongoing security inspections, registration, and weather forecast analysis.

His first visits to Banderas Bay took place by boat, when the original Mexican Ocean Racing Circuit (MEXORC) regatta went from San Diego to Acapulco. Eventually, the biennial race modified its route to end in Puerto Vallarta, and he began visiting more regularly. “I have fond memories of Marina Vallarta from my teenage years,” he recalls. “At the time, it was considered the best marina in Mexico’s Pacific Riviera.”

Marina Vallarta is now administered by Bay View Grand, one of the most prestigious and recognized developers in Mexico (www.bayviewgrand.com.mx). As such, the new harbormaster is part of a new team that looks forward to the challenge of updating the marina and its services to meet the needs of today’s sailors. “Marina Vallarta’s location has no match,” he is quick to point out. “We are only minutes away from Puerto Vallarta’s International Airport, and the neighborhood is full of life, with extraordinary restaurants, shops and galleries and nightlife, not to mention one the most important marine sporting goods store in all of Mexico.”

Pablo Fernández was appointed as the new Marina Vallarta Harbormaster just as we were sending this edition of Vallarta Nautica to press. The unfortunate timing only allowed us to connect with him briefly via telephone, to discover a bit of his background and learn preliminary details about his goals as he begins this new venture. We look forward to his arrival in Puerto Vallarta! Originally from Acapulco, Pablo became interested in sailing as a child, largely inspired by his father and grandfather, both avid sailors. With such closeness to the sport, it was not uncommon for him to participate in dinner table conversations with them about promoting and improving nautical activities throughout Mexico. 20

Pablo kept close ties with MEXORC, eventually becoming part of its oversight team, helping coordinate regattas from 1996 to 2014. He also participated in the organization of Regata Copa México 2010, 2012 and 2014, an experience that gave him tremendous insight on the challenges of large-scale nautical events and their association with local marinas.

As he begins his new tenure, many of the slips in the marina are already undergoing major improvements. “The boats sailing to Vallarta today are increasingly larger. We are looking at improvements that will allow us to handle vessels of up to 200 feet, along with world-class improvements that will bring Marina Vallarta back to its heyday in Mexico’s finest sailing destination.”

UAN SEBASTIÁN ESTRADA was invited by Marina Nuevo Vallarta Director, Emilio Oyarzábal García, to accept the harbormaster position in 2005, when the marina began operating. Estrada was already familiar with the challenges involved thanks to a close relative, who had been a harbormaster in the region during the 80s, allowing him to become acquainted with the area.
When asked about Marina Nuevo Vallarta advantages, he is quick to highlight its privileged location. Being almost completely surrounded by land, it is largely protected from surges. In addition, being just minutes away from Puerto Vallarta’s International Airport allows for quick access to the city and many important Riviera Nayarit destinations. He advices reserving your dock in advance, particularly from October to May, when space for arriving vessels is in high demand.
“My nautical upbringing has been shaped by the experience I’ve had prior to, and after becoming harbormaster. Some emergencies, such as hurricane threats, have provided unparalleled learning experiences with all the preparations involved, including dock reinforcement, boat relocation and collaborating with local authorities,” he explains.

H I L E WAT E R - R E L AT E D activities have been present throughout his entire life, Dick Markie’s nautical adventures began in 1990, when he sold his sporting goods stores and prepared his boat to travel around the world. His journey brought him to Mexico’s west coast and then to Panama, but he decided to return when he was persuaded to open and run Marina Mazatlán, where he remained for three years. It was in 1998 that he arrived in Nuevo Vallarta to oversee the design and construction of Paradise Village Marina. “The owner charged me with a single task at the time: to build and run the best marina in all of Mexico. I’ve lived here ever since, and I feel very fortunate to have his complete support,” he comments. His efforts have paid off. Thanks to consistent dedication and an excellent team, Paradise Village was named one of “the 100 best marinas in the world” by Show Boats International Magazine in 2010. The following year, the marina was chosen to host the Pan American Games and earlier this year, Paradise Village Marina hosted the International Sailing Federation’s Laser World Championship, a seven-week event that brought together over 400 competitors from 58 countries. 28

Conveniently located at the North Shore of the Banderas Bay, in the town of La Cruz de Huanacaxtle, it is one of the largest marinas in Latin America, with 354 slips ranging from 31’ to 400’ and a capacity of up to 600 vessels. It also offers one of the largest marine travel lifts in Mexico, able to handle boats weighting up to 150 tons. Marina Riviera Nayarit is the only marina in Mexico to receive Blue Flag certification. RIGINALLY FROM Mexico City, Rafael Alcántara came to Puerto Vallarta in 1994 to enjoy his honeymoon and was charmed by the destination on the spot. With a degree in management under his belt, he worked in the restaurant industry, leading to an invitation to oversee the docks and vessels at Flamingo Hotel in Marina Vallarta. It was there that he started an epicurean club for yacht owners and his love for the nautical world began.
At this time, he received an invitation from Vallarta Yacht Club founder, Jim Ketler, to manage the organization and structure its finances. Under Rafael’s supervision, the Vallarta Yacht Club increased its membership to over 600, and began hosting the first international sailing events in Banderas Bay. Rafael became the Marina Riviera Nayarit at La Cruz Harbormaster in December, 2008, shortly after the marina had been inaugurated. “My relationship with the nautical was born out of the friendships I have with my clients. It was completely coincidental, and yet, I keep learning from this interesting world every single day.” 32

OCATED IN Marina Vallarta, Opequimar Marine Center is one of the most complete shipyards in Mexico’s Pacific Coast. It features 25 slips, a safe storage facility with capacity for over 200 boats, and full-service maintenance and repair. It is the only boatyard in the Puerto Vallarta area. Opequimar opened its doors to the public on February 21, 1980, positioning itself as the first major facility of its kind in the region with a travelift, fuel dock and slips. Through time, they expanded their offerings with paved, shaded areas to provide additional dry storage. There are 34 full-time employees at Opequimar, and eight independent contractors, each with their own team of specialists in mechanics, soldering, painting, fiber glass, and so forth. On any given day, an average of 120 workers tend to the vessels that schedule repair and maintenance at Opequimar. An active participant in the region’s nautical tournaments, Opequimar has its own Capri team that participates in monthly regattas. In addition, they sponsor many of the large events that take 34

place in Banderas Bay, such as the Banderas Bay Regatta, and the San Blas, La Cruz and Puerto Vallarta Fishing Tournaments, among others. Given their location, a close working relationship between Opequimar and Marina Vallarta is inevitable, and it provides an added advantage for those interested in the marina’s excellent location. Opequimar can provide the service and maintenance to vessels docked at Marina Vallarta, while Marina Vallarta can complement the dry dock’s limited docking facilities, which are mostly available to their dry dock customers.
