WHAT IS A “BOG?�

A BOG is free to vote as they see fit unless they are instructed by their squad how to vote on certain matters. Squads should avoid telling a BOG how to vote on issues because certain information may come up on the floor that would change the perception of the whole situation and the BOG would still have to vote

Some squads tell their BOG how to vote in elections. A good BOG will vote the way they feel that their organization would want them to vote, even though they personally might not agree with it.

When referring to the Virginia Association of Volunteer Rescue Squads, a BOG is the Board of Governor or sometimes referred to as a Delegate who represents the squad or crew at the Spring BOG Meeting and the Conference Meetings. This person is either elected or appointed by their squad or is the President or Chief Operations Officer of the squad.

Remember, a BOG is representing their entire organization and should not take that responsibility lightly.

What are the responsibilities of the BOG? They should attend all of the meetings of the VAVRS which take place on Thursday, Friday and Saturday during the Conference. Each BOG must sign in each day at the tables in front of the meeting room at the Virginia Beach Pavilion. Take notes as to what transpired during each of these meetings so a report can Official

VAVRS President Rickey Hodge Submitted by VAVRS President Rickey Hodge Welcome to Virginia Beach and the 81st VAVRS Conference! It is truly an honor to serve you as President. This past year has been very good for your Association and I encourage you to take full advantage of this week’s activities. Continuing Education hours all week, the many vendors that are in the exhibit hall and don’t forget the BOG Meeting Thursday at 1230 PM and the Friday and Saturdays Meeting. Remember to receive a trophy your BOG Representative must attend the meetings. Also the Opening Ceremony is set for Wednesday evening at 7 pm at

the Virginia Beach Conference Center. On Thursday at 4 pm is the 2nd Annual VAVRS Picnic at Camp Pendleton. That will be a great time for wonderful food and fellowship. Don’t forget the parade on Friday night and the Awards/ Memorial Service on Saturday at 4pm. Again, welcome to Virginia Beach and please remember to thank our vendors for supporting your Association. Many thanks to Ford Wirt, Ronnie Slough, Jack Jones and Mike (aka as Bennie) Moore. After all these years we still call Mike Bennie. Some things are hard to change as Bennie was an awesome CoChair of this event for many

years. I look forward to having our Chaplain Emeritus Page Entsminger with us at all of our events. Page has had some medical issues over the course of the summer and I am so glad he is with us this week. One particular event that will be talked about is the EMS Memorial Service coming back to Virginia. I’m sure Kevin Dillard will talk in great detail about this and hopefully answer any and all questions you have. If I can assist you or you have a concern, please contact me and I will do my best to correct the problem. Have a GREAT CONFERENCE!

VAVRS Vice President Kim Craig Submitted by Kim Craig, VAVRS Vice President I hope that everyone had a great summer and took the time to enjoy family, friends, sunshine and warm weather. I welcome you to the 2015, 81st VAVRS Conference. A lot of planning went into this event. Please take the opportunity to thank each of the Conference Committee members. There are a lot of seminars being offered and I hope that each of you will take advantage of this educational opportunity. It has been a privilege to serve as your Vice President of the VAVRS this past year. I have attended several district meets, committee and Executive Committee meetings, Legislative Day at the General Assembly, Governor’s Advisory Board meetings, and VAVRS events. Working with the committees has reinforced to me that it does take a team and hard work to get things done. Please get involved, make it known what committees you are interested in. When VAVRS speaks, State Legislatures and other state and local organizations listen.

was amazed to learn of the Prescription Drug and Heroin Abuse in Virginia. 2013 reports in Virginia show that Heroin use is on the increase. Information just released by the State Health Commissioner is, in 2014, an average of 1.5 people died each day from a fatal prescription opioid overdose in Virginia. Preliminary data released by the Health Commissioner shows in the first six month of 2015 a 24.8% increase in heroin overdoses compared to the first six months in 2014. In August of 2013, the Commonwealth of Virginia submitted its Prescription Drug Abuse Reduction Strategy to the National Governor Association (NGA). The development of the strategy was facilitated by team members including the Secretary of Health and Human Resources, the Secretary of Public Safety, Virginia State Police Superintendent and Director of Department of Health

Professions. A workgroup was formed and organized into four subgroups with a focus on four key areas: 1) monitoring, 2) education and training, 3) enforcement and 4) disposal. These subgroups developed objectives and recommendations through a series of meetings. The workgroup recommended the creation of a Statewide Task Force on Prescription Reduction. The task force was created to recommend immediate steps for the epidemic of prescription drug and heroin abuse in Virginia, with the goal of improving public safety and public health. The group would oversee the implementation of the recommendations contained in the strategic plan, refine and add recommendations as necessary, and provide an evaluation report with further recommendations on a biennial schedule to the Governor. The Task Force operated using the same subgroups. Changes were (Continued on page 23)

made and Legislative bills were developed. One of the bills that has been developed allows pharmacists to dispense naloxone (narcan) without the patient having to see the doctor first. Pharmacists also can dispense the drug to people not at risk of overdose themselves but have a worry of a family member or friend overdosing. It can also be dispensed to First Responders such as Law Enforcement. This has been a positive move for the Commonwealth with the increasing number of Heroin abusers. On July 31st I was invited to attend the Virginia State Recruitment and Retention Network during the Virginia State Firefighters Association Conference, in Hampton, Va. I served on a panel discussing and sharing ideas on programs and initiatives aimed at increasing membership and participation in our volunteer organizations. Some of the ideas shared were top actions that organizations are using for the retention of volunteers, what are the reason volunteers leave and can anything be done about it, what recruitment and retention experiences work and which ones fail. Consensus of the panel for retention of volunteers were how important it is for organizations to recognize volunteers for what

they do and offer training to the them by letting them advance in their certifications and sending them to training events. There was discussion on why volunteers choose to leave an organization. It was felt that some of the reasons are there is no advancement within the organization, leave to attend school or military, realized that they are not interested in Fire and/or Rescue and moved to a career position. There is no better way to recruit new members than to challenge each member of the organization to sell themselves by talking about what they do to make a difference in someone’s life. Other important recruitment tools are to offer classes within the organization and use social media. There are resources to help agencies with Recruitment and Retention. VAVRS offers advice and counsels organizations in need through the Recruitment and Retention committee and the Volunteer Management

Committee. There has been so much done over the year. I want to Thank all the Officers, Junior Officers, committees and District VP’s. It has been a busy year and there have been many accomplishments. I am so pleased that the Kids Rescue Camp is being offered here at Conference. There is no better way to entice our youth into the world of EMS than to expose them to what we do. Please take the time from your busy day to visit the exhibitors at the Virginia Beach Convention Center. Every year the vendors take time from their schedule to come to Virginia Beach to display their equipment and supplies so that you, as a provider, can be better informed on new innovative ideas and equipment. Again thanks to each and every one of you for attending conference. I wish all teams luck in their competitions. Looking forward to serving VAVRS as we move forward. Conference

VAVRS District-1 Activities & Special Message Submitted by Steve Southworth August 3, 2015

Goshen First Aid Crew at our July District-1 Meeting On July 26, 2015, our District-1 meeting was successfully hosted by the Goshen First Aid Crew in Rockbridge County. Goshen’s crew led by EMS Captain/President Linda Arnold did an outstanding job organizing and implementing the event, especially being such a small agency. We had 90 members representing 13 agencies in attendance, along with (8) District-1 life members. We were honored to have had the following state VAVRS officers join us: Kim Craig, Steve Grayson, Cecil Leach and Page Entsminger. The day was filled with fellowship, challenging competitions, a delicious lunch, and a full meeting agenda; followed by our competition awards presentation. Staunton-Augusta RS won 1st place in Senior ALS, Covington RS won 1st place in Senior BLS and Stuarts Draft RS won 1 st place in Junior BLS. Stuarts Draft RS won 1st place in Extrication; Patrick Scott with Staunton-Augusta RS won 1st place in EVOC; Waynesboro FAC presented the best Activity Report and Staunton-Augusta RS received the Vice-President’s award. Our annual Bennie Rice Award for the most points scored for the EMS competitions throughout the year was presented by VAVRS Past-President Ronnie Slough to the Covington Rescue Squad volunteer members.

Elizabeth Provost (Buchanan Rescue Squad), was voted in as the newest Life Member for our district. Also during our July meeting, the following members were voted in as our new district officers for the 2015-2016 year: Vice President-Patrick Scott (Staunton-Augusta RS), Alternate Vice President-Steve Southworth (Wintergreen RS), Treasurer-Bobby Varner (Falling Spring RS), and Chaplin-Della Hylton (Buchanan RS). Other district officers will be appointed by Patrick following his oath of office in September. Congratulations and God speed to all of our leadership team! Our District-1 plans are continuing to advance toward our 1st Super CE Day, which will be held at the Dabney Lancaster Community College in Clifton Forge on Saturday, October 10, 2015. This project was born out of my 2014 VAVRS Leadership Challenge; however, our district Training and Recruitment Team grew the plans far exceeding my expectations. District-1 Training Officer Kate Burton has done an amazing job with the website, advertisement and speaker line-up. If you are looking for an opportunity to obtain quality category-1 CE hours, plan to join us for this event. Registration will begin on-line August 31st. Check out the event at www.vavrs1ceday.squarespace.com. Our next District-1 Meeting is scheduled to be held at the Covington Rescue Squad on Sunday, October 25, 2015. The volunteer members of Covington RS have been very involved in both District-1 and VAVRS Conference competitions throughout the years, and we are looking forward to them as our host. I have proudly served VAVRS as the Vice-President of District-1 for the past two years. I have enjoyed being part of such an incredible organization, from both the district and state level. As VP, I have experienced being a member of the VAVRS Executive Board, and the Legislative and Finance committees. I have learned invaluable leadership lessons from an abundant of people, who have served VAVRS unselfishly for decades. I am looking forward to staying involved with VAVRS, although I plan to take a step back and focus more on my family, serving at a local level, as well as doing what I truly enjoy, which is teaching EVOC. Thank you to all the wonderful fire and rescue folks I have met on this journey, and of whom I call my friends and extended family.


Paramedic Exchange 2015 Khemaies Sbouri (photo below) Hello ladies and gentlemen, let me introduce myself as part of the Paramedic Exchange 2015 short. My name is Khemaies Sbouri, I am 35 years old and I live in Wolf Hagen, in the state of Hessen. I work gGmbH for 6 years as a paramedic with the German Red Cross ambulance service Kassel, my master station is in Wolf Hagen. My hobbies are riding motorcycle, go with the metal probe and derFußball club BVB 09 of the farther I am for many years volunteer work at the volunteer fire department, and I drive truck by the way, I am very Technickbegeistert, And like airplanes and helicopters. I am really happy that I can participate in the exchange, and I'm very curious about what to expect, from conversations with participants who were allowed to participate in the program already, I have only good and interesting

part, I am very interested in how the ambulance service is Built with them, and I am glad the interfaces such as trauma centers and hospitals to visit. Also, I'm looking forward to getting to know the US and am very excited about everything what to expect. Stefan Thiel (photo above) Hello, my name is Stefan Thiel, I´m 38 year´s old, I´m married with my wife Jördis since last year and we have a daughter 4 month old. Her name is Mariella Viktoria. I´ve two brothers, one of them is my twin and the other is 4 years younger. And I´ve wonderful parents they live in my house. I´m working since 1995 for the German Red Cross in Kassel. I have my education here in the Company finished. I love my job very and I´m so happy for doing this job. My hobbies are motorcycle driving and electric RC-Model flying with helicopter and airplanes. Wishes for exchange: to see the real USA. First time in USA. I am very curious what to expect. To see your work in live with your paramedic system, the big ambulance, fire trucks…..so everything typical American.

Yasin Yilmaz (no photo) My name is Yasin Yilmaz and I was born in 1982 in Gรถttingen. I have a little sister who was born in 1993. After finishing the high school in 2003, I did my community service and began studying archaeology. During my time at the university I thought about changing my profession, so I chose to become a paramedic. I started the apprenticeship as a paramedic in 2011 at the Red Cross School in Kassel and finished it at the rescue station in Kassel. Since 2013 I'm working at the ambulance station in Vellmar. I like hanging out with friends, playing video games and reading. Wishes for the exchange: I hope to experience the country and the people in the USA since I've never been there before. I would like to see as much of the country as possible and have a good time. Holger Zarberg (photo above) Hello dear Americans! My name is Holger Zarberg. I am 44 years old. Married for 10 years with Saskia, she is 33 years old. I am for 33 years in the German Red Cross. Beginning in the Youth Red Cross with 12 years. As a fulltime job since 1996. Volunteering there since 1986. In my spare time I am training First Aid rescuers. My job before this period was chimney sweeper. We have a house and two bunnies. I am very curious how the emergency services in the USA works. I would like to look behind the scenes. Of course, I am happy now to be able to participate for the paramedic exchange 2015. Unfortunately, I've never been to the USA. I like to smoke a good cigar and reading books. And I am looking forward to meet many new and great people. I hope we have a good time, and may next year welcome you. If we can help you with any questions, please let me know.

District 9 Submitted by Ruth Stanley, Glade Spring VLSC District nine held their BOG meeting on July 18th, it was hosted by Bristol Life Saving Crew. The District 9 Memorial Service was held remembering 10 members of District 9 squads. Elections were held and Dwayne Stanley was elected District VP for another year and Ruth Johnson was elected Alternate VP for

another term. While most of Dwayne's officer will stay the same, District Training Officer Jim Coulthard decided he would like to step down, he was training officer for many years and his service to the district is greatly appreciated. The new training officer is Mike Mason of Washington County Life Saving Crew. Several squads from District 9 will be attending the conference and competing in various contests.

It was a stifling hot day and a man fainted in the middle of a busy intersection. Traffic quickly piled up in all directions, so a woman rushed to help him and someone called 911. About the same time she knelt down to loosen his collar, I emerged from the crowd, pushed her aside, and said, "It's all right honey, I've had a course in first aid." Dear Greg, Yes, be very careful how you word your questions to students. For example, while covering the orthopedic chapters in an EMT class I was describing a patient that had a deformity to his left lower leg and walked with a pronounced limp due to his left fibula and tibia are radically arched. I turned to one of my students and asked, “What would you do in a case like this?” “Well,” ponders the student, “I suppose I’d limp, too.”
