SNWA rebate helping businesses switch from thirsty evaporative cooling systems

Businesses have long used evaporative cooling systems to keep indoor temperatures down, especially during the hot summer months.

But those thirsty systems use up a lot of water in the process – probably far more than most people might realize.

In fact, evaporative cooling systems rank as the second largest consumer of Colorado River water in the Las Vegas Valley behind only grass lawns, and make up about 10 percent of our region’s consumptive water use.

Converting those thirsty evaporative coolers to highefficiency hybrid systems, which combine dry and evaporative cooling, can slash water use by an average of 50 percent.

The Forum Shops at Caesars Palace recently made the switch, a move that will save a whopping 17 millions of gallons of water each year.

In Southern Nevada, where 90 percent of the water comes from the drought-stricken Colorado River, those savings can make an enormous impact when it comes to stretching our small sliver of the river even farther.

For businesses still on the fence about shelving their water-intensive cooling systems over cost concerns, there’s never been a better time to make the switch.

Businesses can receive a cash incentive of $475 per ton of cooling capacity converted through the hybrid cooling systems program. But properties that act quickly can more than double that rebate.

Through a federal grant, commercial and multifamily properties can receive an additional $550 per converted ton while the funding lasts, bringing the total cash incentive to $1,025 per ton. When the grant funding runs out, the incentive will revert to $475 per ton.

Converting from evaporative cooling to high-efficiency hybrid cooling systems will save The Forum Shops at Caesars Palace more than 17 million gallons of water each year.

There’s no annual cap on the WET incentive, and the rebate cannot exceed 50 percent of the conversion costs.

A WELCOME MESSAGE FROM CHAMBER PRESIDENT AND CEO

Making great things happen for our community is one of the Vegas Chamber’s highest priorities. For a city to succeed, it needs leaders who are engaged and collaborative in solving problems and pursuing opportunities. The Vegas Chamber is the intersection where Nevada leaders connect and plug in.

The Washington D.C. Fly-In is a perfect example of how the Vegas Chamber connects, convenes, and leads to improve our state. This year more than 300 business, non-profit, education, and government leaders joined us to advocate for the needs of Nevada. The relationships built through this trip – with leaders in our nation’s capital as well as between fellow Nevadans – have created strong alliances that have positively moved the needle in our region in areas including health care, transportation, workforce, education, economic development, public safety, and tourism. You can see highlights about our Washington, D.C. Fly-In in this edition.

Another example of engagement and collaboration is our exciting announcement that the Vegas Chamber will move its headquarters to the new City of Las Vegas Civic Plaza in September 2025.

As an anchor tenant in the new Civic Plaza, the Vegas Chamber brings the business community in closer proximity to local government and the resources and relationships it offers to benefit employers and entrepreneurs.

Relocating the Vegas Chamber at the City of Las Vegas campus better serves the Las Vegas business community by more conveniently connecting Chamber resources with City business and economic development services. It also allows our members to more easily plug in to important public and private sector conversations to help spur the economy and job creation.

I look forward to sharing more information about our new offices and how they will enhance your membership value in the upcoming months.

Thank you for being a member of the Vegas Chamber. I look forward to seeing you at our Board of Trustees Installation Luncheon on December 12, 2024 and Preview Las Vegas on January 16, 2025.

Sincerely,

At Nevada State Bank, our business clients have direct access to our decision makers. Whether you’re looking for financing* to grow your business or insight on streamlining your accounts, we’ll work with you to help you make informed financial decisions about your business. ELECTION SECURITY WITH NEVADA SECRETARY OF STATE CISCO AGUILAR IN WASHINGTON, D.C.

Orecently interviewed Nevada Secretary of State Cisco Aguilar during the Chamber’s advocacy trip to Washington, D.C. The discussion focused on Nevada’s efforts to ensure safe and secure elections while maintaining accessibility for voters. Aguilar emphasized the state’s leadership in implementing the Voter Registration & Election Management Solution (VREMS), which has unified election management across Nevada’s 17 counties. The system streamlines operations, enhances transparency and builds confidence in the election process.

Aguilar highlighted the critical role poll workers play in upholding democracy, referring to them as the “unsung heroes” of the electoral system. He encouraged Nevadans to volunteer, noting the state’s need for individuals willing to support election efforts. To protect these workers, Nevada has passed legislation making it a felony to harass or intimidate them, creating a safer environment for all involved.

Accessibility was another key point. Aguilar explained that Nevada has balanced election security with voter accessibility. With two weeks of early voting and a comprehensive mail ballot

system, every eligible voter in Nevada has the chance to cast their vote. He noted that the EASE system allows overseas voters, tribal members and disabled individuals to participate in elections more easily.

Aguilar also discussed how VREMS not only improves election security but assists in managing voter rolls more effectively. With cybersecurity threats on the rise, the system is designed to protect against vulnerabilities while ensuring transparency. Aguilar said the new technology enables the state to deliver faster election results, allowing officials to focus on processing ballots more efficiently.

As Nevada prepares for the upcoming presidential election, Aguilar expressed confidence in the state’s readiness. He pointed out that Nevada’s battleground status raises the stakes, but voters can trust that their ballots will be counted securely and accurately. With the VREMS system and strong leadership in place, Nevada is positioned to ensure a smooth election process.

For more information on VREMS, visit https://www. nvsos.gov/sos/elections/vrems-project

2024 WASHINGTON, D.C. FLY-IN: A MILESTONE FOR NEVADA ADVOCACY VEGAS CHAMBER

The Vegas Chamber’s 2024 Washington, D.C. Fly-In has officially concluded, marking a significant milestone for Southern Nevada’s business community and its ongoing efforts to strengthen relationships with federal policymakers. With more than 300 attendees— the largest delegation to date—this year’s Fly-In included business leaders, elected officials, nonprofit representatives, and community stakeholders, all united in their mission to convene, connect, and lead the charge in advocating for the future of our region.

Building Connections in Washington, D.C.

The Fly-In is an annual tradition that offers a unique opportunity for Southern Nevada’s leaders to meet with national policymakers, gain insights into legislative developments, and ensure Nevada’s voice is heard at the federal level. This year, the event was especially significant, assembling the largest and most diverse group in the Fly-In’s history Together, they made tremendous strides in building relationships with key decision-makers, discussing critical issues facing Nevada, and shaping the state’s future through collaborative efforts.

The event kicked off with a welcome reception at the Presidential Suite of Union Station, one of Washington, D.C.’s most iconic landmarks. This gathering brought together Nevadans from a wide range of industries to network and engage in meaningful conversations. Notable speakers at the reception included Sandra Douglass Morgan, President of the Las Vegas Raiders; Janet Uthman, Vice President of Public and Government Affairs at Cox Communications; and Steve Hill, President and CEO of the Las Vegas Convention and Visitors Authority (LVCVA).

The Honorable Congressman Jon C. Porter, President & CEO of Porter Group, also addressed attendees, emphasizing the importance of building strong relationships in Washington to support Nevada’s business community. Lieutenant Governor Stavros Anthony further urged attendees to maximize their time in the nation’s capital to advance Nevada’s priorities. Mary Beth Sewald, president & CEO of the Vegas Chamber, opened the reception with remarks capturing the spirit of the Fly-In: “This journey is about more than just meetings. It’s about connecting Nevada’s business community with the decision-makers in Washington to ensure our state’s future success. Together, we’re here to convene, connect, and lead.”

Engaging Policy Discussions

Throughout the week, attendees participated in a series of impactful sessions addressing pressing issues for Nevada. One standout session focused on the Federal Policy’s Impact on Healthcare, exploring how current and proposed federal policies influence healthcare access, affordability, and quality in Nevada. With healthcare being a major employer and essential service in Southern Nevada, this session provided valuable insights into how the state can improve healthcare delivery.

Another key session centered on Housing Affordability and Availability, one of Southern Nevada’s most urgent challenges. Attendees discussed the role of the federal government in supporting housing initiatives, as well as the importance of local and state policies to encourage affordable housing development in the region. Other key topics included Economic Growth and Development, Education and Workforce Innovation, I-15 Interstate Expansion and Infrastructure, Small Business Advocacy, as well as Technology and Innovation in Nevada.

One of the most anticipated events was the White House Policy Briefing, where Vegas Chamber attendees engaged directly with senior White House officials. Focused on the theme of “Investing in America,” the briefing provided an overview of federal efforts to drive economic growth, create jobs, and improve infrastructure across the nation, with special emphasis on Nevada. At this exclusive policy briefing, our President and CEO Mary Beth Sewald expressed her deep gratitude to the White House for their partnership in advancing Nevada’s priorities. “We truly appreciate the open dialogue and engagement with the White House that helps us tackle the most pressing issues for our region,” she said to start the briefing. Jackson Spivey, Senior Advisor at the Office of Public Engagement, played a pivotal role in organizing the briefing, ensuring that Nevada’s business concerns were addressed at the highest levels.

Congressional Delegation

Attendees also heard from members of Nevada’s Congressional delegation, including Senator Catherine Cortez Masto, Senator Jacky Rosen, Congresswoman Dina Titus, Congressman Steven Horsford, and Congressman Mark Amodei. These meetings offered attendees the chance to discuss federal policies affecting Nevada and advocate for solutions to benefit the state’s economy, infrastructure, and workforce.

Senator Cortez Masto, a longstanding advocate for Nevada’s families and businesses, discussed topics ranging from healthcare to public safety. Senator Rosen emphasized the importance of federal support for Nevada’s growing tech and innovation sectors, while Congresswoman Titus highlighted the critical need for continued investment in Southern Nevada’s tourism and hospitality industries. Congressman Horsford and Congressman Amodei both focused on workforce development initiatives, emphasizing the need to ensure Nevada’s businesses have access to the talent required to sustain long-term growth.

Cultural and Networking Experiences

In addition to policy discussions, Fly-In attendees explored Washington, D.C.’s rich history and culture. A private tour of the U.S. Capitol and Library of Congress, led by Congressman Jon C. Porter, gave participants a unique glimpse into the legislative heart of the nation. The Fly-In also featured a Spouses Program, offering a full schedule of events for spouses and partners. Highlights included a private guided tour of the National Portrait Gallery Museum, lunch at Succotash Prime, a visit to Tudor Place, and lunch at Founding Farmers Fishers Bakers on the Georgetown waterfront. Nevada State Dinner Gala: Celebrating Success

The Fly-In concluded with the Nevada State Dinner Gala, held at the prestigious Conrad Washington, D.C. Hotel. This annual event celebrates the progress made throughout the week in advocating for Nevada’s future. Former Speaker of the House Newt Gingrich delivered a keynote address that provided valuable insight into the current political landscape and emphasized the importance of strong, collaborative leadership.

One of the highlights of the gala was the presentation of the Fly-In Founders Award to Congresswoman Dina Titus. Recognized for her dedication and leadership in growing and strengthening the D.C. Fly-In, Congresswoman Titus has long been an advocate for Southern Nevada and instrumental in amplifying the state’s voice in Washington.

A huge thank you goes to Lillian Santos-Stables, Regional Community Outreach Manager at Southwest Airlines, and the entire Southwest Airlines team for their incredible support as our keynote sponsor! Their generosity truly soared with an amazing giveaway to Table 12—free round-trip flights for everyone at the table to any Southwest Airlines destination. Leaders from community organizations, businesses, education, and government meet in Washington DC to share ideas and discuss Nevada’s top priorities. Thank you Mary Beth Sewald and team for fostering such an inclusive environment for networking and learning. I will take so much with me as we continue to build partnerships in Las Vegas.”

Shaping Nevada’s Future

As the 2024 Washington, D.C. Fly-In concluded, it was clear that the relationships built and insights gained will have a lasting impact on Nevada’s future. The conversations held during policy briefings, congressional meetings, and networking events will continue to shape the Vegas Chamber’s advocacy efforts for months and years to come.

As President & CEO of the Vegas Chamber Mary Beth Sewald stated during the White House Policy Briefing, “The open dialogue and engagement with the White House have been instrumental in advancing key priorities for Nevada. The collaboration we’ve seen this week between federal policymakers and our business community is exactly what we need to tackle the most pressing issues for our region.”

Halkyard, Chief Financial Officer for MGM Resorts International, succeeds longtime Smith Center Chairman Don Snyder, who steps down after more than 20 years in the position.

“We’re delighted to have Jonathan Halkyard, a great friend of The Smith Center, as our new Chairman,” said Myron G. Martin, The Smith Center’s President and CEO. “Las Vegans should feel confident knowing the city’s nonprofit performing arts center remains in extremely capable hands as its Board of Directors enters its next phase of existence.”

Halkyard has served two stints on the Board – from its pre-opening phase until 2014, when he moved to North Carolina, and again beginning when he returned to Las Vegas in 2021.

“I’m honored to step into the role of Chairman, building upon the incredible work and legacy of Don Snyder, who is truly an inspiring leader,” Halkyard said.

“As a Board, we’re focused on staying true to the mission of The Smith Center, which is all about inspiring audiences through great performances, enriching experiences and engaging educational programming,” Halkyard continued. “I’m passionate about the power of the arts to inspire and bring people together and look forward to working with my fellow board members – along with Myron and his great team – to continue enriching the lives of residents in our community.”

Snyder, who helped steer The Smith Center through its critical early fundraising, planning and construction phases, will continue to serve on the Board of Directors’ executive committee, in his new role as Immediate Past Chair.

Martin praised Snyder’s immeasurable contributions to The Smith Center through the years. “For the past 25 years, Don and I have been – to use his words – locked at the hip. Our dream in the desert became an amazing reality thanks to his heroic efforts, and our city owes him a great debt of thanks.”

Snyder said, “I’m excited to have Jonathan Halkyard in place as the new Chairman of the Board. I’m looking forward to continuing our work together alongside Myron and the rest of the Board and The Smith Center’s leadership team. I am thrilled to congratulate Jonathan.”

JUNIOR ACHIEVEMENT

OF SOUTHERN NEVADA INSPIRATION CENTER IS NOW OPEN FOR BUSINESS

Grand opening festivities, including the traditional ribbon-cutting ceremony, marked the launch of the Junior Achievement of Southern Nevada Inspiration Center. The multimillion dollar center is the new hub of activities for the nonprofit organization’s transformative efforts to teach K-12 students and young adults about the “business of life,” so they become financially responsible adults. Programs cover financial literacy, workforce development and entrepreneurship and bridge the gap between what students learn in school and application to the real world.

Located at 4440 E. Tropicana Ave., the 40,000-squarefoot renovated building houses Betty’s JA BizTown and JA Finance Park. These Junior Achievement capstone programs are designed as cities with businesses, stores, utilities and municipalities that teach youth to find their place in the job market and manage their finances, respectively. Schools have started bringing students, and there has been overwhelmingly positive feedback from students and teachers.

To administer the programs, Junior Achievement relies on business community volunteers and other supporters, who also share professional and life experiences with students – most from at-risk neighborhoods. Additionally, there are still great ways for companies, foundations and individuals to sponsor Betty’s JA BizTown or JA Finance Park storefronts and business categories and other awareness opportunities.

With its “city within a city” areas and other versatile space, the Inspiration Center provides a unique venue for meetings and events, and Junior Achievement values partnerships to host such forums.

For information about getting involved with Junior Achievement and the Inspiration Center, a tour or event opportunities, call 702-214-0500, visit https://jasnv.org/ or email michelle.jackson@ja.org.

This prestigious recognition, awarded by leaders in the California business community, celebrates companies that exemplify exceptional innovation and leadership in their industries.

She received her B.A. from Stanford University, focusing on International Relations and Philosophy. During her undergraduate studies, she assisted scholars at the Hoover Research Institution think tank in analyzing disease migration in developing nations. The Orange County Business Journal “Innovator of the Year” recognized Jennifer, her passionate young team, and their inspiring company mission.

SB305: EMPLOYER RETIREMENT SAVING PLAN MANDATE FOR NEVADANS

Nevada will soon become the latest state to implement a retirement savings program for private-sector workers, joining thirteen other states that have taken similar actions to address the retirement savings crisis in the United States. The Nevada Employee Savings Trust, effective July 2025, requires most employers to provide a retirement savings plan for their employees or enroll them in a state-sponsored plan or a chamber of commerce 401(k) plan according to the Nevada Senate Bill 305:

• Employers with an existing retirement program are exempt.

• Employers with less than five employees are exempt.

• Employers in business for less than 36 months are exempt.

• Employees are automatically enrolled by default at 120 days of employment.

• Employees may elect to opt-out.

Details surrounding the employer penalties have not yet been outlined.

Employers will likely register with the state and set up automatic payroll deductions for their employees. If the employee does not act, they will automatically be enrolled in a payroll-deduction individual retirement account with after-tax earnings and default into a diversified investment. Employees can stop or increase contributions or take a distribution to meet financial emergencies. However, the employee must meet the qualified

distribution requirements to avoid tax and pentalties¹. Members of the board have yet to finalize the details, given many options to consider. Employers may also consider a 401(k) plan such as the Vegas Chamber 401(k) plan as an alternative. A 401(k) plan may be appropriate over the State Plan, including but not limited to Tax Credits of up to $5,000², higher contribution limits, actively managed investment options, pre-tax contributions, loan options, and employer contributions.

The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB305 mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider.

¹IRS Publication 590-B. Distributions from Individual Retirement Arrangements.

²No more than 100 employees received compensation of $5,000 or more in the preceding year, and the employer didn’t offer a plan covering substantially the same employees during the previous three tax years.

This information was developed as a general educational guide, but it is not intended as authoritative guidance or tax or legal advice. Each plan has unique requirements, and you should consult your administrator, attorney, or tax advisor for guidance on your specific situation. · Attract and Retain Talent

· Valuable Tax Credits/Deductions

MAYOR’S FUND FOR LAS VEGAS LIFE

Public-Private Partnerships Key to Success of the Mayor’s Fund for Las Vegas LIFE

Popular in major metro areas across the country, mayors’ funds are unique vehicles that allow the public sector to support critical initiatives of local governments, recognizing the value of publicprivate partnerships that can more quickly and efficiently advance programs that enhance quality of life, especially for underserved populations.

Here in Las Vegas, we are fortunate to have the Mayor’s Fund for Las Vegas LIFE that was started in 2017, and today, continues to provide transformative funding for select City of Las Vegas programs.

Over the last year, the Mayor’s Fund for Las Vegas LIFE, thanks to donations from the public sector, has underwritten two street hockey camps for city youth, giving kids the opportunity to participate in a sport to which they may not otherwise have access. The Mayor’s Fund underwrote the installation of five murals in the Historic Westside, honoring the legacy and history of the community, while building community pride.

The Fund underwrote dozens of trees for parks in central and east Las Vegas, contributing to the city’s “Going Green for Good Health” initiative to plant more trees in areas of the city most impacted by the urban heat island.

The Mayor’s Fund finalized funding for a third Arrow Shuttle at the Courtyard Homeless Resource Center to transport those experiencing homelessness to critical medical and social services appointments. Also at the Courtyard, the Fund continues to underwrite enhancements to the pet facility to ensure pets of guests, who are lifesaving companions, also have access to services and facilities that keep them healthy.

And most recently, the Fund is actively engaged in raising funds for the Carolyn Goodman Education Legacy Fund for early childhood education programs, to honor the legacy of Mayor Goodman beyond her three terms as our city’s leader.

VEGAS CHAMBER ANNOUNCES RELOCATION TO CIVIC PLAZA

Lease approved by City Council in unanimous vote

Today, the Vegas Chamber announces it will be moving its headquarters to the new City of Las Vegas Civic Plaza in 2025. The Vegas Chamber and the City of Las Vegas are entering into a lease agreement for 13,000 SF of office space for up to 20 years.

The Las Vegas City Council approved the lease in a 7-0 vote at its meeting on October 2. The lease was signed by the Vegas Chamber President and CEO Mary Beth Sewald and will by signed by City Manager Mike Janssen in the coming days.

The Vegas Chamber is the largest business association in Nevada and serves as a resource and advocate for businesses throughout Nevada. By relocating the Vegas Chamber onto the City of Las Vegas campus better serves the Las Vegas business community by more conveniently connecting Chamber resources with City business and economic development services.

The Chamber is scheduled to move into the new office space in September 2025.

“As an anchor tenant in the new Civic Plaza, the Vegas Chamber brings the business community in closer proximity to local government and the resources and relationships it offers to benefit employers and entrepreneurs,” said Mary Beth Sewald, president and CEO of the Vegas Chamber.

“We are proud of this partnership between the Vegas Chamber and the City of Las Vegas that will create more collaboration to support the Southern Nevada business community. We thank Mayor Goodman, City Manager Janssen, and the City Council for all their support to get this accomplished,” said Betsy Fretwell, Chairwoman of the Vegas Chamber’s Board of Trustees.

“The city of Las Vegas is known around the world as an exciting destination for fun, travel and business,” Mayor Carolyn G. Goodman said. “We are ecstatic to welcome the Vegas Chamber, and the more than 4,000 members they represent, to the government corridor in downtown Las Vegas and the new Civic Plaza.”
