Businesses and HOAs in Southern Nevada are SAVING WATER and MONEY!

With cash incentives for nonfunctional turf conversion projects being reduced next year, it’s no surprise that businesses and HOA communities across the valley are taking advantage of the current rebates while they can.

Businesses, HOAs and multifamily properties can still receive the current rebate of $3 per square foot for the first 10,000 square feet of grass converted and $1.50 per square foot thereafter for projects completed by the end of 2024.

The Sunrise Villas HOA took advantage of the current rates and removed nearly 53,000 square feet of grass in May through the SNWA’s Water Smart Landscapes program. That conversion project alone will conserve more than 3.8 million gallons of water annually.

Starting Jan. 1, 2025, the rebate for such projects will be reduced to $2 per square foot for the first 10,000 square feet of nonfunctional grass CONVERTED TO DRIPIRRIGATED TREES AND PLANTS, and $1 per square foot thereafter.

The changes to the cash rebate program come as a state-mandated deadline to of the grass managed by homeowner

supplies. Despite last year’s great winter, the river remains in a federally declared shortage condition that reduces Nevada’s allocation for the third consecutive year.

Some businesses, HOAs and other nonsingle-family properties across the valley have already taken a major step towards compliance with the law, but there is still a considerable about of useless grass that needs to be removed before the deadline.

Once fully implemented, the conservation law will help Southern Nevada save 9.5 billion gallons of water annually. Additional information about both Nevada law and the SNWA’s Water Smart Landscapes rebate program is available at

This issue of the magazine focuses on our annual Washington, D.C. Fly-In. With more than 300 business and community leaders attending, this year will be our largest delegation in Chamber history. It is a great opportunity for the Vegas Chamber to convene, connect, and lead Nevada’s business community to champion the needs of our state.

This annual trip to our nation’s capital has been instrumental in moving the needle for Nevada on several key areas: infrastructure, public safety, tourism, water, education, and workforce development. One example of the effectiveness of this trip is the new Interstate 11 connecting Las Vegas to Phoenix. The designation of this new highway and its funding were a direct result of the

Vegas Chamber’s engagement on Capitol Hill and the relationships we have built with Nevada’s Congressional delegation and other key decision makers.

VEGAS CHAMBER ANNOUNCES ENDORSEMENTS FOR GENERAL ELECTION

The Vegas Chamber announces its list of endorsements for the General Election. The endorsements include Nevada State Senate, State Assembly, Board of Regents, State Board of Education, Clark County Commission, Clark County Board of School Trustees, and City Council races along with recommendations for two State Ballot Questions.

The selections are based on each candidate’s voting record on the Chamber’s priority bills (if incumbents), stated positions on policies important to businesses, understanding of issues impacting employers and the regional economy, commitment to student achievement and educational excellence, as well as willingness to work with the Vegas Chamber and the business community on a variety of issues.

Candidate endorsements are decided by the Vegas Chamber’s Government Affairs Committee, comprised of 30 members representing a vast array of employers from several different industries. Government Affairs Committee members interviewed approximately 100 candidates, discussing policy positions and priorities, knowledge of business issues, and vision for the region and state.

The Vegas Chamber will make its final endorsements in the coming weeks including for the Mayor of Las Vegas.

STATE BALLOT QUESTIONS

The Chamber endorses state ballot questions that impact employers, employees, and their families.

• State Question 1: “Yes”

If passed, will provide clarity in governance oversight and the ability to reform the Nevada System of Higher Education Board of Regents.

• State Question 5: “Yes”

If passed, will create sales tax exemption on diapers.

The Chamber’s list of endorsed legislative candidates includes 39 races for the Nevada State Senate and Assembly. Endorsements are based on the candidates’ understanding of the significant challenges small employers and entrepreneurs face, track record (if incumbent) of working with the Vegas Chamber, and pledge to preserve Nevada’s special pro-business climate that cultivates job creation and prosperity in our state.

LEADING THE CHARGE FOR NEVADA

The Vegas Chamber is returning to our nation’s capital this month with the largest and broadest-based delegation in history. More than 300 Nevadans will join the Vegas Chamber in Washington, D.C. including business, non-profit, education, and government leaders as well as Nevada elected officials. The Vegas Chamber is proud to convene, connect, and lead this group on policy issues that are important to the future of our state.

THE PURPOSE OF THE ANNUAL WASHINGTON, D.C. FLY-IN IS TO

• Strengthen relationships with Nevada’s Congressional delegation.

• Develop working relationships with key members of Congress outside Nevada.

• Demonstrate that Nevada’s leaders are united as we come together to advocate on several important federal policy issues to benefit the economy and the entire state.

“By coming to Washington, D.C., we as our state’s leaders reinforce our commitment to moving Nevada forward by building strategic relationships and engaging in dialogue with Congressional Members, collaborating with well-respected think tanks, and sharing best practices with peers from national trade associations,” says 2024 Vegas Chamber Chairwoman Betsy Fretwell.

Throughout the Fly-in, the Vegas Chamber will facilitate substantive and meaningful conversations between members of the business community, federal policy makers, Nevada’s Congressional delegation, and representatives from other states that serve on important congressional committees.

“Throughout the week, we will connect with federal policy makers, convene together as a united business community, and lead on a robust federal agenda that benefits all Nevadans,” says President and CEO of the Vegas Chamber Mary Beth Sewald.

Chamber members will hear from several high-profile speakers including U.S. Congressman Jim Jordan, Chair of the U.S. House Committee on the Judiciary; Curtis LeGeyt, President of the National Association of Broadcasters; and Alex Lasry, Deputy Assistant Secretary for Travel and Tourism, International Trade Administration, U.S. Department of Commerce. The caliber of these keynote speakers highlights the important role that Nevada’s plays in federal policy discussions.

During the Fly-in, Chamber members will engage in conversations with federal agencies, national trade associations, and think tanks such as American College of Emergency Physicians, American Enterprise Institute, Brookings Metro, National Association of Homebuilders, Teach Plus, and the U.S. Chamber of Commerce to share insights on important policy issues that impact Nevada’s business community. These presentations will provide attendees the opportunity to learn how federal public policy issues and legislation can impact Nevada’s employers, employees, and families.

“The Vegas Chamber convenes and leads on a federal agenda that addresses important policy issues and identifies pragmatic and practical solutions on topics such as transportation infrastructure, tourism, healthcare, economic development, education, and workforce development,” states Vegas Chamber Government Affairs Committee Chairman Hugh Anderson.

FEDERAL PRIORITIES THAT WILL BE DISCUSSED ON THE FLY-IN INCLUDE:

• Increasing federal investment in water infrastructure to help manage the ongoing drought challenges that the Lower Colorado River Basin states are facing.

• Expansion of I-15 between Los Angeles and Las Vegas.

• Funding for Interstate 11 to connect Las Vegas to Phoenix.

• Opposing the transportation and storage of nuclear waste at Yucca Mountain.

• Accessing federal resources to expand workforce training programs and economic development initiatives.

• Increasing Nevada’s share of federal grant dollars.

• Advocating for policies to increase the release of public lands for economic development, housing development, and conservation in Southern Nevada.

EVENTS:

The Vegas Chamber will also host several evening events including the Welcome Reception at the Presidential Suite at Union Station and the Nevada State Dinner Gala at the Conrad Washington Hotel, to create opportunities to build

relationships within our group and with decisionmakers in Washington, D.C.

The Chamber will once again host its popular Vegas Night at the Capitol where the Chamber will welcome more than 800 guests including Members of Congress, Congressional staffers, members of the Biden Administration, think tanks, policy groups, and trade associations.

At the Nevada State Dinner Gala, Congressman Dan Newhouse (WA-4) will be honored with the Nevada Business Champion Award by the Vegas Chamber for his partnership and advocacy for the needs of our region.

Congressman Newhouse has been a strong advocate in Congress for businesses both large and small. He has been a leading voice on Western issues in Congress and has been an advocate on a variety of issues as Chair of the Western Caucus.

CELEBRATING FIVE YEARS OF EXECUTIVE WOMEN’S COUNCIL

Established in 2019, the Vegas Chamber launched the Executive Women’s Council (EWC), as an organization committed to elevating women’s careers to the highest levels in the workforce and community through educational events and relationship-building.

Led by a steering committee of dedicated volunteers, EWC hosts quarterly events aimed at exploring new and innovative businesses, featuring strong female leadership, and equipping members with new insights to meet their career and life goals. Additionally, EWC hosts social and networking events, including one with the Vegas Young Professional (VYP) Plus women leaders. Among recent past events have been “The Women Behind the Bowtie,” a presentation by Fontainebleau executive leaders at their Lafontaine Room; “Building Courageous Females Through Sports,” a moderated discussion of professional, college, and high school women’s athletic team coaches at the UFC Performance Institute and “A Tour of the LVMPD K-9 Program with the Women of Metro.”

LEADERSHIP FOCUSED ON CHILDCARE CRISIS

Access to quality childcare is crucial for Nevada’s workforce, yet it is one of the most significant challenges facing families in Nevada. The Vegas Chamber Leadership Foundation in partnership with the U.S. Chamber Foundation, hosted a symposium in July to explore childcare challenges and potential policy solutions. According to a recent report by Lending Tree, Nevada families spend the most on childcare in the nation relative to income.

The panel included Executive Director of the Nevada Governor’s Office of Economic Development Tom Burns; State Senator and Chair of Senate Committee on Finance Marilyn Dondero Loop; Clark County Commissioner Marilyn Kirkpatrick, and Early Education Program Manager at United Way of Southern Nevada Shanell Townsend.

WHY THIS IS AN IMPERATIVE FOR OUR COMMUNITY:

• The demand for childcare in Nevada is high, with over 65% of all children coming from households where both parents work.

• 74% of children ages 0-5 do not have access to licensed child care.

• Childcare costs are a huge concern and, in Nevada, are more expensive than college tuition.

Based in the firm’s Nevada and Washington, D.C., offices, Brower uses his more than 30 years of experience both as a first-chair litigator and senior government official to represent clients in federal and state investigations and regulatory matters, highstakes litigation and crisis management. He most recently served as chief global compliance officer at Wynn Resorts.

Prior to joining Brownstein and Wynn, Brower served as a senior FBI executive, spanning two administrations, where

he worked closely with high-ranking officials in the U.S. Department of Justice, the U.S. intelligence community and with key leaders on Capitol Hill. As head of the FBI’s Office of Congressional Affairs, Brower served as chief liaison to Congress on critical oversight and investigations issues, including the 2018 reauthorization of FISA 702 authority for which he received a National Intelligence Meritorious Unit citation from the director of national intelligence. Previously, as the FBI’s deputy general counsel, he led and managed more than 100 attorneys and staff responsible for a diverse portfolio of legal matters, including litigation, privacy, procurement, compliance and ethics.

Beyond his recent service at the FBI, Brower has a long history of distinguished public service. At the federal level, he has also served as the U.S. attorney for the District of Nevada, and as both general counsel and inspector general at the U.S. Government Publishing Office. At the state level, he served as an elected member during five regular sessions of the Nevada Legislature, where he was chairman of the Senate Judiciary Committee. He has also served on the Nevada Gaming Policy Committee.

SB305: NEVADA MANDATES RETIREMENT SAVING PLANS FOR MOST EMPLOYERS

Nevada will soon become the latest state to implement a retirement savings program for private-sector workers, joining thirteen other states that have taken similar actions to address the retirement savings crisis in the United States.

The Nevada Employee Savings Trust, effective July 2025, requires most employers to provide a retirement savings plan for their employees or enroll them in a state-sponsored plan or a chamber of commerce 401(k) plan according to the Nevada Senate Bill 305:

• Employers with an existing retirement program are exempt.

• Employers with less than five employees are exempt.

• Employers in business for less than 36 months are exempt.

• Employees are automatically enrolled by default at 120 days of employment.

• Employees may elect to opt-out.

Details surrounding the employer penalties have not yet been outlined.

Employers will likely register with the state and set up automatic payroll deductions for their employees. If the employee does not act, they will automatically be enrolled in a payroll-deduction individual retirement account with after-tax

earnings and default into a diversified investment. Employees can stop or increase contributions or take a distribution to meet financial emergencies. However, the employee must meet the qualified distribution requirements to avoid tax and penalties. Members of the board have yet to finalize the details, given many options to consider.

Employers may also consider a 401(k) plan such as the Vegas Chamber 401(k) plan as an alternative. A 401(k) plan may be appropriate over the State Plan, including but not limited to Tax Credits of up to $5,000, higher contribution limits, actively managed investment options, pre-tax contributions, loan options, and employer contributions.

The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB305 mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider.

The U.S. Small Business Administration (SBA) announced the release of its new Business Resilience Guide, a comprehensive resource for small business owners who may not be familiar with disaster preparation. The guide, which has six sections to plan and recover from disasters, includes best practices and template forms to help mitigate disasters for America’s entrepreneurs and help them build back stronger.

“Small businesses are vital to local economiescreating jobs and providing essential products and services, which is why the SBA is committed to ensuring they can survive and recover quickly from natural and other disasters,” said SBA Administrator Isabel Casillas Guzman. “At a time of increasing economic impacts from climate change and natural disasters, SBA’s new Business Resilience Guide equips business owners with the tools and strategies they need to strengthen their operations and preparedness, recover from disruption, and build resilience.”

This easy-to-follow guide helps business owners through creating a robust resilience plan, covering crucial areas such as:

Paul Anderson is the Senior Vice President of Industry & Government Affairs at Boyd Gaming, where he oversees the company’s legislative and regulatory efforts. As a member of the Nevada Legislature, Paul served as the Assembly Majority Leader from 2015 to 2016, working with Governor Brian Sandoval to pass critical educational and economic reform legislation. Paul also helped lead the legislative special sessions that secured funding for Raiders Stadium, the expansion of the Las Vegas Convention Center, and the Tesla Gigafactory.

LAS VEGAS CONVENTION CENTER COMMEMORATES RENOVATION MILESTONE

In August, the Las Vegas Convention and Visitors Authority (LVCVA) commemorated the installation of the final piece of structural steel in the $600 million renovation of the Las Vegas Convention Center’s (LVCC) legacy campus.

Traditionally known as a topping out ceremony, the event featured LVCVA’s workforce, community leaders and construction partners signing the 50foot beam before it was lifted by crane and placed in the structure above what will be the facility’s new main entrance. The milestone underscores a commitment to meetings and events in the destination, and by extension, continued economic growth in Southern Nevada.

Following the $1 billion West Hall expansion in 2021, a renovation of the convention center was launched in 2023 to extend the West Hall’s contemporary design, architecture, and customer experience to the legacy campus. While work on the South Hall was completed this January, construction in the Central and North Halls will continue through 2025, with construction designed to minimize disruption to tradeshows in the building. New design elements will include an expansive Grand Lobby main entrance, extension of the West Hall’s signature exte-

and the creation of a climate-controlled interior concourse between the North and South Halls.

Owned and operated by the LVCVA, the LVCC offers 2.6 million square feet of dedicated exhibition space amongst four halls. In 2023, the LVCC hosted 48 conventions with approximately 1.2 million attendees and was named number one among The Wall Street Journal’s list of the 30 best convention centers in the U.S. Meetings and conventions are vital to Southern Nevada, boosting weekday visitation and keeping room occupancy rates high when leisure visitors are less likely to be in town. Convention attendance in Las Vegas climbed to 6 million and contributed more than $15 billion to the local economy in 2023. The convention sector in Las Vegas also directly supported more than 67,000 jobs in our community, contributing $3.7 billion in wages.

Thanks to our resorts offering unparalleled experiences, amenities, and world-class customer service, Las Vegas has earned its reputation as the leading meetings and convention destination. The renovation of the LVCC demonstrates Las Vegas’ commitment to providing the world’s premier tradeshows with an experience that will inspire them to return year after year.

APPLIED ANALYSIS SHARES ECONOMIC OUTLOOK

In August 2024, at the Vegas Chamber Chairwoman’s Luncheon, Brian Gordon, Principal at Applied Analysis, shared insights on Nevada’s economic landscape. The in-depth presentation covered consumer confidence, challenges from increased interest rates and debt, how Nevada’s consumer confidence stacks up against other states, and the Southern Nevada economic outlook for the next several years.

At present, the fundamentals of the Southern Nevada economy remain relatively stable despite global and national challenges that are on the horizon. Las Vegas is a tourism-dependent economy, and that has the potential to be a double-edged sword. The robust pace of visitor spending across the board has helped to drive the industry forward and stabilize the local economy. However, broader economic concerns about consumers’ ability to maintain the current pace are starting to emerge, particularly as savings rates have declined and consumer debt has increased. Over the long-run, Southern Nevada has demonstrated its resiliency to emerge stronger in response to the ebb and flow of the market.

The local housing market remains a key area of focus for locals and newcomers. Home prices – in the forsale and for-rent segment – have generally held their ground and attainability remains a topic of interest. With elevated mortgage interest rates relative to the post-pandemic era, many are locked into their current housing situation and unlikely to move. This has limited overall housing availability, which stands at just over two months of effective inventory, and it has also firmed up pricing.

STICK TO THE PLAN: LESSONS LEARNED IN BUDGET PREPARATION

The 2021 biopic King Richard tells the story of how Richard Williams helped his daughters Venus and Serena become two of the greatest tennis players ever to compete in the professional women’s circuit — and all that success started with a plan.

After Richard witnessed the presentation of a $40,000 check to the winner of a tennis tournament, he went home and wrote a 78page plan for how he was going to raise tennis champions. Everything that he did from that point forward was driven by his 78-page plan. Even though the plan was difficult to follow and at times caused him to make extremely controversial decisions, he stuck to it.

Working On — Not In — Your Business

Financial budgets for a business are not unlike a 78-page plan for raising tennis champions. It all begins with the commitment to take the time to work on your business, not just in your business. In a typical small business, the founders are usually heavily and actively involved in every aspect of the company management. However, as the company continues to grow and flourish, the founders find it more difficult to keep up with all of the challenges that arise as they continue to work in the business. The commitment to work on the business, including the preparation of a focused budget, is forgotten along the way.

Those who do have the discipline to focus on the preparation of the budget will realize that it frees them from making many future decisions, as those will have already been addressed in the budget preparation process. The budget serves as a guide for what you will and will not spend money on. It helps you decide what new products to introduce into the business, or when to hire additional employees. It will also help you anticipate and react to the cash flow challenges you’ll invariably experience as your company grows.

Analyze, Forecast, and Adjust

Unlike Richard Williams, you may need to adjust your plan as time goes on. I have watched many companies survive challenging periods (such as the Great Recession of 2007-2009) simply because they were able to react to the changing economic environment quickly and decisively. The reason they were able to react so efficiently was because they had a malleable budget in place. They were able to adjust budgeted expectations based on the changes in the economy, then identify changes that needed to be made in the business. Not only were these companies able to survive, but many of them flourished — all thanks to having a budget in place that allowed them to analyze, forecast results, and adjust for different strategic moves.

30 years ago, as a young CPA, I took a course on how to help companies navigate the inevitable challenges that occur when the company starts to grow. I have watched the lessons I learned in that course repeat themselves over and over in companies that didn’t properly plan for their future. Budgeting can feel like a shot in the dark the first few times that it is done. However, consistent and dedicated attention to a budget, along with a willingness to review and revise the budget periodically, will prove that the time and effort spent on it was invaluable.

Much like Richard Williams never could have predicted just how far his daughters’ stars would rise, we don’t know what the economy will look like in the future. However, there is no doubt that a thoughtfully prepared budget will help a company identify changing times and react quickly if it sees a change in the marketplace.

DISCOVERY CHILDREN’S MUSEUM

AWARDED A $250,000 GRANT

FROM THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES (IMLS) For the Third Consecutive Year Chamber of Commerce Executives

This grant will support the innovative “Desert to the Stars” project, an interactive climber exhibit that explores the natural environment of Southern Nevada.

Out of 347 applications and 115 recipients, the “Desert to the Stars” project was recognized for its exceptional merit and innovative approach to fostering lifelong learning and community engagement. Building on previous grants, the project team will continue to work closely with partners to incorporate visitor feedback and ensure a welcoming environment, clear learning goals, and visitor safety.

“Desert to the Stars” will be themed to the natural environment of Southern Nevada and will achieve five key goals:

1. Promote curiosity and exploration of the natural environment.

2. Strengthen gross motor skills and physical activity.

3. Modulate excess sound in the Museum.

4. Provide a welcoming, accessible environment for all ages and abilities.

5. Prioritize the safety of all guests.

The “Desert to the Stars” exhibit will feature various activities, including the fabrication of exhibition components, the development of programs and materials for families and school groups, the production of signage, and the installation of the components for public viewing. This new centerpiece exhibit will promote curiosity, enhance learning efficacy, and strengthen gross motor skills in a safe and educational environment. The gallery experience will be designed to meet the interests of families, children from birth to 12 years old, caregivers, and educators.

The exhibit will expand visitors’ understanding of what lies beyond the city limits of Las Vegas. DISCOVERY’s Desert to the Stars will be unique in its site-specific construction and content, focusing on Southern Nevada’s history, geography, flora, and fauna. Immersive technology using interactive LED panels will bring the desert, forest, mountains,

clouds, and space into virtual reality, introducing technological literacies to young visitors while creating exciting anticipation about exploring the exhibit. As visitors climb upward, they ascend from the “desert floor” to the “sky and stars” while learning about environmental science, biology, and astronomy. Fabrication, installation, and evaluation of the reimagined centerpiece climber exhibit will occur over the next two years.

The IMLS Museums for America grants are highly competitive, providing invaluable support to museums of all sizes and enabling them to enrich their programs and enhance public service. With this funding, DISCOVERY Children’s Museum will embark on an ambitious redesign of its popular “Desert to the Stars” exhibit, incorporating new content around water conservation and sustainable practices.

Melissa Kaiser, CEO of DISCOVERY Children’s Museum, shared her excitement: “Receiving the maximum funding of $250,000 for the third consecutive year is a testament to the significance of our project and the dedication of our team. This grant will allow us to continue providing unique and engaging learning experiences for our community.” This is one of a few exhibits that will be getting a refresh at the Museum.

For over 34 years, DISCOVERY Children’s Museum has been a cornerstone of the community, offering enriching experiences for children of all ages, abilities, and backgrounds. The museum constantly evolves, embracing state-of-the-art exhibits and programs that ignite the spirit of discovery. “We are our community’s home for discovery,” Kaiser added, “and we are excited to continue our journey of empowering young learners through curiosity, innovation, and engagement.”
