The quality of K-12 education is one of the region’s top issues. It touches everyone in our community because students are our future workforce. They deserve the best education we can provide them.
That is why the selection of the next Clark County Superintendent matters greatly to the entire community. We need a new leader with a proven track record of positively improving student achievement – not by just a little – but truly move the needle on classroom success.
In February when the Clark County Board of School Trustees ended the tenure of Superintendent Jara, the Vegas Chamber immediately called for a national search to find the next leader of CCSD. Many of you were at the State of the Chamber and Board of Trustees Installation Luncheon and heard this call to action. And from the very enthusiastic reaction from the audience, many of our members and community leaders fully agree.
This issue of Taking Care of Business focuses on the current state of K-12 in Las Vegas and the need for a national search to find the next superintendent.
Why is a national search so important?
The Superintendent is responsible for overseeing an education system that has a profound impact on every aspect of our community and economy. We should look as broadly as we can to find the very best new leader for the sake of the 300,000 students in CCSD and those that will follow them.
To help in this mission, the Chamber is recommending that the board create a Community Advisory Committee consisting of a wide range of stakeholders like teachers, parents, business leaders, and other key community partners. The Community Advisory Committee should conduct a series of townhalls to
seek important community input.
Our community should have a say in the selection of the next Superintendent. The Vegas Chamber will continue to be a strong advocate and voice on behalf of our children and the community.

VEGAS CHAMBER CALLS FOR NATIONAL SUPERINTENDENT SEARCH

The Vegas Chamber, along with several other business, labor union, and community organizations have joined together to strongly urge the Clark County Board of School Trustees to conduct a comprehensive national search to find the next school leader. A national search should be open to local leaders and current CCSD administrators who would like to be considered for the position.
With the departure of Clark County Superintendent Dr. Jesus Jara, our community has a true opportunity to take a hard look at the current state of CCSD, determine where CCSD is excelling, and identify the key challenges that the School Board and community leaders want the next superintendent to address such as reading and math proficiency, career and college readiness, chronic absenteeism, and teacher vacancies.
“Student achievement should be the core focus of the superintendent conversation,” Vegas Chamber
President and CEO Mary Beth Sewald said during testimony to School Board Trustees. “Currently, insufficient numbers of our students are graduating career or college ready. This is harming students and putting them at academic and economic disadvantages.”
WHY IS A NATIONAL SEARCH SO IMPORTANT?
The role of CCSD Superintendent carries a tremendous amount of leadership responsibilities in a wide range of areas: academics, organizational management, personnel management, labor negotiations, legislative advocacy, operational management, board management, and building community trust. A national search will allow CCSD Trustees to cast a wide net and look at a variety of leaders locally and from across the country who have the highest qualifications and track record to take on the role.
The CCSD Superintendent needs to have high-quality executive experience to effectively manage an annual budget of more than $3.5 billion; nearly 305,000 students, 17,500 teachers, nearly 4,700 paraprofessionals, 1,000 administrators, and 383 schools.
Finding the best next leader with the ability to successfully handle so many diverse leadership roles is a tall order. Yet, our students – and future students – are counting on us to be ambitious in this quest.
“Whoever the School Board selects for this role should not be predetermined,” said Sewald. “This decision is far too important to be limited by geography, familiarity, or expediency. To set artificial barriers by only looking at local candidates will only disenchant and disenfranchise the community.”
A national search gives the School Board and the community the opportunity to explore what schools in other parts of the country have done to tackle education challenges and bring new innovative practices to CCSD. Are there leaders who have significantly increased college and career readiness? Are there leaders who have improved reading and math scores? Are there leaders who have increased teacher recruitment and retention?
It is also a chance for the School Board and community to consider the qualities they want in the next

superintendent. A strong, engaging, and proven leader who inspires teachers, is trusted by parents, and collaborates with the community are qualities essential for the success of CCSD. Additionally, overseeing the operations of the school district including building construction and facility maintenance, transportation, food services, school safety, among many other types of operations are areas of expertise much needed in the superintendent role. Will we be able to find the right person who embodies all of these qualities? Or is it time to reimagine the superintendent role and CCSD management structure? These are questions Trustees should consider.
In this quest, the type of search firm hired by the School Board is important. The Chamber believes that prospective search firms should demonstrate their track record of successly identifying and securing quality candidates for other districts, as well as the results of those searches. Additionally, the Board should not limit itself to search firms that only specialize in education professionals. Opening up the process to executive search firms that may bring in candidates who excel in large organizational leadership and operational management would expand the pool of possibilities.

In addition to a national search for superintendent, seeking input from the broader community is essential to not only find the right person to become the next superintendent, but to also set this new leader up for success.
CCSD has many different types of “customers”: students and parents; teachers, administrators, support staff and other CCSD personnel; elected officials and government agencies; the business community; non-profit partners; employers; and taxpayers. Each of these constituencies is looking for specific qualities in the next leader. Our community wants a say in this process.
To accomplish this goal, the Vegas Chamber is recommending the School Board appoint a Community Advisory Committee with representatives from each of these groups. The Community Advisory Committee, along with School Board Trustees, should assemble a series of town hall meetings across the district to invite public input.
Giving the public the opportunity to bring their perspectives to the search – and listening to their feedback – will help the School Board identify qualities the community expects in the next leader.
Inviting the community to be part of the process and giving them a forum to offer constructive feedback sends the message that the Superintendent is an important community leader and their voice maters.
NEXT STEPS AND CALL TO ACTION
The Vegas Chamber will continue to be a strong voice to advocate for a national search. We will testify to School Board Trustees about this imperative, and will continue to work with community partners to amplify this position.
Additionally, the Vegas Chamber and its Leadership Foundation will host a Symposium on Education on Thursday, April 11 at The Orleans from 7:30-10:30 AM. This will be an opportunity to hear from thought leaders from Nevada and the United States about the state of K-12 and need to move the needle on education in our community. LAS VEGAS’ CONVENTION INDUSTRY STARTS 2024 STRONG
After a sensational year of marquee events and new investments that helped garner global attention and drive visitation, the Las Vegas meetings and conventions industry is off to a strong start in 2024 as visitors combine business with the iconic Las Vegas experience.
Las Vegas welcomed 6 million convention attendees in 2023, up from 5 million last year and approaching the record high of 6.6 million in 2019, according to data published by the Las Vegas Convention and Visitors Authority’s (LVCVA) Research Center. In January, CES and World of Concrete, two of Las Vegas’ most significant tradeshows, kicked off the calendar year by welcoming nearly 200,000 attendees combined. The Las Vegas Convention Center (LVCC) is expected to surpass last year’s convention numbers with 51 scheduled trade shows that will bring an estimated attendance of 1.3 million in 2024.
International business travel to Las Vegas will also continue to improve. Total international visitors to Las Vegas in 2023 were approximately 4.7 million, a 39 percent increase from 2022, and overall directinternational airline capacity to Las Vegas is already more than 92 percent recovered. Approximately one-third of CES 2024 attendees were international.
Convention business is a significant part of Las Vegas’ tourism economy, driving Sunday through Thursday visitation to help fill over 156,000 hotel rooms. Las Vegas now offers 15 million square feet
of total meeting and convention space throughout Southern Nevada —more than any other U.S. destination.
Las Vegas offers opportunities for tradeshow organizers and attendees to enjoy the entire destination, and that ripple effect shows itself when business travelers add a concert or sporting event to their visit or attach a day or two of leisure to their business trip. Data has shown that when tradeshow organizers host an event in Las Vegas, they generally receive a nine-percent boost in attendance compared to other destinations.
Las Vegas further positioned itself as the premiere place to do business with the recent launch of its new advertising campaign, “Not Invited,” which champions the destination’s ability to support unrivaled creative energy, optimism, and ambition for meetings and conventions. Las Vegas also received national recognition when the Wall Street Journal named the LVCC the number one convention center in the U.S.
The Venetian Convention and Expo Center and Mandalay Bay Convention Center ranked third and seventh respectively.
As Steve Hill, president and CEO of the LVCVA, mentioned at PREVIEW, the destination’s all-important meetings and conventions sector is poised for continued growth in 2024 as visitors pair business with a one-of-a-kind Las Vegas experience.

Las Vegas Global Economic Alliance (LVGEA), with partnership from public and private community organizations, provided 17 business leaders from around the globe an up close and personal immersion into the wideranging advantages of doing business and living in Southern Nevada.
The program, LOCATE Las Vegas, was timed to coincide with Super Bowl LVIII and included tours of the region’s amenities, conversations with business, government, and civic leaders and was capped off by attending the Super Bowl, which further cemented Las Vegas’ position as the Sports Capital of the World.
“It was clear our initial LOCATE Las Vegas effort exceeded the expectations of all of our attendees,” said Tina Quigley, President and CEO of the LVGEA. “To be able to leverage one of the most high-profile sporting events in the world to show off what makes our region such an attractive location to relocate or expand a business was remarkable. This was a true community effort with all our sponsors and partners, and the impact on these visiting business leaders was significant.”
Participating private sector partners included the Vegas Chamber, Howard Hughes, Caesars Entertainment, MGM Resorts, LVCVA, Merrill, Budget Suites of America, Hard Rock Hotel & Casino, Cox, Allegiant, Republic Services, and Wynn Resorts. Public sector partners are Clark County, the City of Las Vegas, the City of Henderson, and the City of North Las Vegas. Activities the guests experienced included meetings with Governor Joe Lombardo, interacting with current companies to learn about Nevada’s business environment, workforce pipeline, and entrepreneurial ecosystem, touring Red Rock Canyon, and presentations on quality-of-life elements that make the Las Vegas region one
of the most sought after destinations in the country— including the natural setting of the Red Rock Canyon National Conservation Area, parks, schools, universities, churches, arts, and other cultural amenities.
“In my State of the State address last year, I said that Nevada was open for business — and I meant it,” said Governor Joe Lombardo. “Since then, we have generated $5 billion in new economic development, created thousands of new jobs, hosted the Super Bowl and Formula One, and led the nation in annual employment growth. By working with business and industry partners across the state, we’ve been able to begin telling the Nevada story, which is one filled with exciting opportunities and potential. Regional initiatives like LOCATE Las Vegas allow our state to continue critical economic development work.”

CASH-FOR-GRASS REBATE PROGRAM
If your business, HOA or multifamily property still has thirsty, nonfunctional grass sucking up water and money, there’s no better time than now to upgrade it to drought-friendly landscaping.
The Southern Nevada Water Authority (SNWA) recently approved changes to the Water Smart Landscapes rebate program that will decrease cash incentives for non-functional grass conversion projects on non-singlefamily properties. Starting Jan. 1, 2025, the rebate for such projects will be reduced to $2 per square foot for the first 10,000 square feet of nonfunctional grass converted to dripirrigated trees and plants, and $1 per square foot thereafter.
Businesses, HOAs and multifamily properties can still take advantage of the current rebate of $3 per square foot for the first 10,000 square feet of converted turf and $1.50 per square foot thereafter for projects completed by the end of 2024, so those property owners are encouraged to act before the rebate changes take effect.
These changes come as a statemandated deadline to remove nonfunctional grass in the driest city in the nation draws nearer. The Nevada
Legislature in 2021 passed a law that prohibits the use of Colorado River water to irrigate non-functional, decorative turf -- the decorative grass found along roadways and medians, in front of and around businesses and some of the grass managed by homeowner associations starting Jan. 1, 2027.
Businesses, HOAs and other non-singlefamily properties across the valley have already taken a major step toward compliance with the law by converting more than 10 million square feet of turf to drought-friendly landscaping in just the last two years alone.
There’s still plenty of grass that needs upgrading before the law goes into effect, and increased demand for the program may drive up costs for plant materials and landscape installation services as the deadline to comply with the law nears.
To maintain aesthetics and plant diversity, the converted landscaping must include at least 50 percent living plant cover at maturity to qualify for the rebate. Reaching that benchmark is even easier these days thanks to an additional SNWA rebate aimed at bolstering the valley’s climate-stressed tree canopy.
For Southern Nevada, grass irrigation remains the largest consumptive use of water from the Colorado River, which provides 90 percent of our water supplies. Despite last year’s great winter, the river remains in a federally declared shortage condition that reduces Nevada’s maximum allocation for the third consecutive year.
As part of the SNWA’s Water Smart Landscape Rebate program, property owners can receive $100 for every new qualifying tree planted during a grass conversion project. The SNWA approved $10 million in funding for the tree rebate program to support the planting of up to 100,000 new trees across the valley.
Once fully implemented, the conservation law will help Southern Nevada save 9.5 billion gallons of water annually.

MEET LA’ TORIA KERN: IMPACTING THE LIVES OF FOSTER YOUTH

WHALER’s Creation is a 501(c)(3) organization dedicated to providing support and life skills to youth transitioning from foster care into independent living. Over 20,000 foster children transition into adulthood every year. This population is associated with increased risks of homelessness, unemployment, incarceration, and difficulty succeeding independently.
Founder, president, and CEO of WHALER’s Creation, La’ Toria Kern, recognized this and was determined to create solutions while promoting healthy and successful lifestyles in younger adults. La’ Toria holds a master’s degree in arts management and a bachelor’s in fine arts (media/theater). This inspired her to create ‘History on Stage’ in Washington, D.C., the precursor to WHALER’s Creation. This organization provided a platform for older teens to receive training in the arts and encouraged community involvement in fostering and mentoring. Thousands of young people have gone on to use these skills in performance, media, and other careers.
Community involvement is vital to the success of young individuals transitioning to adulthood, and foster youth often require more support to overcome adversity. WHALER’s Creation relies on a community of foster/adoptive parents and mentors to help encourage success in all aspects of life. Young individuals are provided with education to promote job skills, increase financial literacy, and ensure housing and healthy meals. Advancing self-sufficiency is at the center of the program, which is done through teaching communication, teamwork, time management, and other crucial skills needed to succeed.
WHALER’s Creation provides lifelong connections through its community of foster parents, adoptees, mentors, and professionals. WHALER’s Creation is managed by a diverse, proactive board of directors. Staff and volunteers include former foster youth/ adoptees, chefs, entertainers, media professionals, social workers, business owners, lawmakers, students, and educators.

Small businesses in Las Vegas stepped up to ensure Super Bowl LVIII went off without a hitch for players, spectators, and fans across the nation.
From the broadcasts to the food and refreshments to the health and safety of players on the field, millions of American businesses—including small businesses—contribute their goods and services to put on the big game.
“When people come to Las Vegas, and they see all the glitz and glamour, they really don’t realize that Las Vegas is a small business town. Small business owners are the fabric of our community here, just like they are all over the rest of the country,” says Mary Beth Sewald, president and CEO of the Vegas Chamber of Commerce.
“The NFL has opened the doors to our small business community, giving them an opportunity to benefit, and that’s going to lead to even more economic impact throughout our entire community,” said Sewald

New Chamber data reveals economic value of Super Bowl activity across America
40 MARCH 2024 TAKING CARE OF BUSINESS U.S. Chamber of Commerce Launches New Initiative:
As the nation geared up for the most anticipated sporting event of the year, the U.S. Chamber of Commerce released new data underscoring the economic impact generated by Super Bowl LVIII across the country. This is a part of a new initiative launched by the U.S. Chamber — “Brought to You by American Business”— that showcases how businesses of all sizes are behind America’s favorite cultural and sports events and highlights the jobs and growth created.
The Chamber’s analysis calculated the anticipated economic benefit from the Super Bowl for all 386 U.S. metro areas. The host city of Las Vegas and Clark County saw the biggest economic benefit, and people across the country gathered at local restaurants, ordered pizzas, purchased fan apparel and invested in new electronics that support local businesses and boosted local economies.
The U.S. Chamber estimated the Super Bowl would create at minimum an additional $215 million in spending for the Las Vegas economy from purchases of food, drinks, hotel rooms, and memorabilia by an estimated 150,000 visitors coming to town for the game.
Based on a large survey of the American public conducted by the National Retail Federation, fans across the country spent $17.3 billion on the Super
Bowl this year for things such as food, drinks, apparel, decorations, and other purchases. The U.S. Chamber of Commerce used this figure to determine spending by residents in 386 locations according to their populations.
For example, Anchorage, Alaska likely saw an additional $24 million in spending, while Punta Gorda, Florida likely got a $12 million boost. Fans in Davenport, Iowa generated an additional $23 million; Syracuse, New York saw $39 million and Walla Walla, Washington saw $3.7 million in increased spending.
“Every year the Super Bowl is an economic force, driven by American businesses, both big and small, national and local,” said Curtis Dubay, Chief Economist at the U.S. Chamber of Commerce.
“From local vendors selling game-day snacks to the companies that make the 11.2 million pounds of potato chips that will be consumed during the game, the Super Bowl is a great example of the power of businesses to serve their customers. The Super Bowl and lifelong memories it creates for millions of fans couldn’t happen without American businesses providing the goods, services, and hospitality to pull it off—and in doing so they create jobs and growth in Las Vegas and across the country.” Click here to read more

Q: What is a brief history of Palm Mortuaries and Cemeteries, and what services does it provide?
A: Palm Mortuaries and Cemeteries has been serving Las Vegas and the surrounding community since 1926. Our original owner was Anna Parks, who is featured at the Clark County Museum. We started as one funeral home in the valley and now have ten funeral homes and six cemeteries, with land purchased for future growth. We believe in serving our community and giving back to our community.
Q: Can you share an inspiring workplace story?
A: In my profession there are so many heartfelt stories to share, but one that will always stay with me is the work of my team during the pandemic. While businesses were forced to shut down and sent employees home, my team had to work every day of their lives for almost two and half years straight. Prior to the vaccine being available, they put themselves in harm’s way to help others in their
worst time of need. We unfortunately witnessed more deaths during this time than imaginable, but the entire team woke up every morning to serve. I’m incredibly grateful always for the work we did during this time.
Q: Can you share a favorite book, movie or quote, and explain why it’s your favorite?
A: My favorite read of 2023 was Atomic Habits by James Clear as it demonstrates small changes and habits to implement daily for long-term improvement. It is such a practical way of viewing your day to day that results in big changes.

VEGAS CHAMBER LAUNCHES CANDIDATE ACADEMY
On February 24, the Vegas Chamber successfully hosted its inaugural Candidate Academy, a one-day intensive course tailored for community leaders seeking to bolster their understanding of campaign fundamentals for state and local elections.
Distinguished political experts led sessions focused on essential areas such as fundraising strategies, effective messaging techniques, voter engagement tactics, data analytics utilization, and grassroots campaigning methodologies. All these topics are invaluable for new and upcoming candidates no matter what type of campaign the candidates decide to run.
A cohort of 13 candidates, representing diverse political affiliations and vying for positions ranging from the Clark County School Board to the State Senate, graduated from the academy. Their commitment to bipartisan engagement and willingness to collaborate with our experts despite differing political perspectives was commendable. The list of speakers also included experienced
representatives from both sides of the aisle with a wide range of strategies for candidates to be the most successful no matter the party.
It is important to note that participation in the academy does not imply an endorsement by the Vegas Chamber. Nevertheless, we take immense pride in equipping qualified candidates with the necessary tools and insights to uphold the standards of excellence in our region’s elected offices.
The candidates not only expressed gratitude for the information shared by the speakers for the event, but at the dedication of time each speaker and individual involved contributed. Over the total eight hours of speakers, our candidates were able to network, ask vital questions, and form valuable relationships with each other.,
We extend our sincere appreciation to all participating candidates for their active involvement in this program. Together, we aim to foster a collaborative legislative environment that values the perspectives of the business community.

APPLICATIONS OPEN FOR LEADERSHIP LAS VEGAS
Applications for the Leadership Las Vegas program are open now. Leadership Las Vegas is Southern Nevada’s premier community leadership development program. Through the 10-month experience, class members develop new perspectives on the community by exploring the inner-workings of Las Vegas, including its greatest strengths and most challenging issues.
The program begins with a three-day opening Gateway retreat where the class gets to know each other. Through monthly day-long sessions, the class hears from area experts and leaders, and participates in interactive tours, simulations, and other exclusive activities. At the end of the program year, class members join a network of leaders committed to using their talents and strengths to improve Southern Nevada.
Through a competitive application and interview process, Leadership Las Vegas selects 60 executives and accomplished professionals from a wide range of industries and local businesses who want to make a positive impact in the community.
Since its inception in 1986, Leadership Las Vegas has graduated more than 1,600 leaders, many of whom have gone on to the top of their industry and moved into significant roles in business, community organizations and government.
Distinguished Leadership Las Vegas alumni include U.S. Congressman Steven Horsford, Formula One Las Vegas Grand Prix COO Betsy Fretwell, Governor’s Office of Economic Development Executive Director Tom Burns, MGM Resorts International President and CEO Bill Hornbuckle, Las Vegas City Councilman Brian Knudsen, Nevada Supreme Court Judge Linda Bell, and District Court Judge Tierra Jones, among many others.
The Leadership Las Vegas program is overseen by the Vegas Chamber’s Leadership Foundation of Greater Las Vegas, a 501(c)(3) non-profit dedicated to expanding the leadership capacity in Southern Nevada by developing civic leaders who are knowledgeable, prepared, and dedicated to serving as catalysts for positive change and growth in the community.
