A WELCOME MESSAGE FROM CHAMBER PRESIDENT AND CEO

Convening leaders, engaging in important conversations, and connecting our members to each other and the community is what the Vegas Chamber does. And this month, there are plenty of opportunities for you to engage.

One of the most consequential races in the 2024 election is selecting the next Mayor of the City of Las Vegas. Join us for the Vegas Chamber’s City of Las Vegas Mayoral Debate on July 31. Hear directly from the two candidates, former Congresswoman Shelley Berkley and City Councilwoman Victoria Seaman about their visions for the City and perspectives on issues impacting small businesses, workforce, and economic growth. Vegas Chamber Chairwoman Betsy Fretwell will moderate the debate and focus the discussion on issues important to the business community. I look forward to seeing you at this important event.

Finding affordable childcare in our community is another issue important to employers. A recent report revealed that 74% of Nevada children ages 0-5 do not have access to licensed childcare. More than 65% of Nevada children reside in households where both parents work and need access to childcare. Plus, the high cost of childcare creates a barrier for bringing more parents into our workforce as childcare is often more expensive than in-state college tuition.

On July 23, the Vegas Chamber’s Leadership Foundation will convene a conversation with several national and local leaders about how we can address this issue. This symposium is a partnership with the U.S. Chamber of Commerce Foundation. It will focus on the barriers to accessing quality and affordable

childcare, as well as solutions that we can adopt, including employer-supported childcare, that can address this significant problem. Please join us for this discussion.

SEWALD JOINS U.S. CHAMBER OF COMMERCE BOARD

The U.S. Chamber of Commerce held its 555th Board of Directors meeting on June 12, 2024, which included the installation of the Vegas Chamber’s President and CEO Mary Beth Sewald.

The board of directors is the organization’s governing and policymaking body, and its members represent all regions of the country, business sizes, and sectors

The agenda was packed with insightful speakers and dynamic panels, including topics like the 2024 race and global perspectives, setting the tone for a productive year ahead. The day culminated in a rooftop reception at the historic Hay Adams, where more connections were made and visions were shared.

The U.S. Chamber of Commerce Board of Directors meetings are held regularly to discuss and strategize on key economic and business issues affecting the nation. These meetings bring together top executives from various industries to provide insights and guidance on policy decisions. Key topics typically include regulatory reforms, trade policies, and economic growth initiatives. The board also reviews and sets the organization’s priorities and actions to advocate for the interests of American businesses.

Amy Badain, is a compassionate leader deeply rooted in the Las Vegas community. Serving as the local codirector of Once Upon a Room at Sunrise Hospital, she has dedicated her efforts to bringing comfort and joy to families during challenging times. Through Once Upon a Room, she transforms hospital rooms into vibrant and welcoming spaces, providing solace and hope to patients and their loved ones. Amy has a long-standing commitment to youth development and community engagement, having served as a Girl Scout leader for over a decade and as the Chairman of a Bay Area Education Foundation. Through these roles, she has empowered countless young people to reach their full potential and advocated for quality education and opportunities for all. She is committed to making a difference and creating meaningful connections in Nevada.

Walter Flores-Aguirre Walter, moved here 15 years ago from El Salvador. He is the only one from his family in the US. He worked for ten years in concierge services with MGM. He started with NY Life and also has his own finance consulting business. It has helped empower teens with career skills. He started volunteering at events for LC. Peter invited him to join the board. Has also joined the CSN Business School board. He was enthusiastic about joining DEI. He is also being asked to be a part of a DEI effort at CSN.

CITY OF LAS VEGAS 2024 MAYORAL DEBATE

The Vegas Chamber will be hosting the City of Las Vegas 2024 Mayoral Debate with Shelley Berkley and Victoria Seaman on July 31 at the Golden Nugget Hotel & Casino, which will be moderated by Chamber Board of Trustees Chair Betsy Fretwell.

The Chamber has traditionally held a luncheon debate for the Mayor’s race following the Primary Election. This year, saw Berkley and Seaman coming out as the top two candidates from the Primary Election and they will be moving forward to the General Election in November. The Las Vegas Mayoral Election will be one of the most closely watched races this year in Southern Nevada. The

Mayoral Debate will provide Chamber Members the opportunity to learn more about the candidates’ vision, goals, and plans for the future of Las Vegas.

The Primary Election saw Berkley and Seaman emerge as the top two candidates from a crowded field of 15 candidates. As they prepare for the next phase of their campaigns, both candidates are focusing on engaging with the community and sharing their visions for the future, which they will expand upon at the City of Las Vegas 2024 Mayoral Debate.

The reality is that the next Mayor of Las Vegas will face several important issues that are being discussed throughout Southern Nevada and the im-

pact that it will have on the community’s future. Several critical issues include how to effectively address affordable housing concerns, aligning programs and services to help address the growing homelessness population by working in collaboration with the Chamber and other stakeholders. Additionally, addressing the city’s infrastructure and public works priorities as it relates to enhancing the quality of life for residents. The next Mayor will also need to continue to focus on economic diversification and workforce development in order to build a more resilient economy and prepare for future opportunities and economic challenges, along with the role that the City should have in K-12 public education. These challenges will significantly impact the future of Las Vegas, and the upcoming City of Las Vegas 2024 Mayoral Debate on July 31 will be an important moment for voters to assess each candidate’s approach to these critical issues.

IMPORTANT FAQS:

Will the Chamber be endorsing in the Mayor’s Election?

Yes, the Chamber will be endorsing after the Mayor’s Debate in late Summer/early Fall. The endorsements are based on each candidate’s voting record on the Chamber’s priority bills (if incumbents), stated positions on policies important to businesses, understanding of issues impacting employers and the regional economy, commitment to student achievement and educational excellence, as well as willingness to work with the Vegas Chamber and the business community on a variety of issues.

Candidate endorsements are decided by the Vegas Chamber’s Government Affairs Committee, comprised of 29 members representing a vast array of employers from several different industries. Government Affairs Committee members interviewed approximately 100 candidates, discussing policy positions and priorities, knowledge of business issues, and vision for the region and state.

Who can purchase a ticket for the Debate Luncheon?

Tickets and tables may be purchased by Chamber members only. Non-members are not eligible to buy tickets to the luncheon. Tickets can be purchased at VegasChamber.com

Who can vote in the Mayor’s Election?

Only residents that reside in the City of Las Vegas and registred to vote may vote for Mayor. If you live in unincorporated Clark County or any other local city such as North Las Vegas or Henderson, you are not eligible to vote in the Mayor’s race.

Is the Mayor’s seat a partisan race?

No, all city council races are non-partisan in Southern Nevada per Nevada Revised Statutes. The General Election will not indicate any candidates party affiliation on the ballot.

Q: Tell us about your recent promotion and also what the company provides?

A: Synopsys is a leader in Silicon to Systems design solutions. It currently focuses on three main areas: Silicon Chip Design, Silicon IP, and Application Security (Cybersecurity). I work in the Application Security sector of the company. I am new to the tech space and even newer to the AppSec space. In my current role, I conduct implementations for new customers and provide premium support for enterprise customers.

• I developed and run a Belonging Initiative for my business unit, serve in the leadership for our Global Women’s Network, and was recently elected as Global Operations Lead for our Women in Security Consulting ERG. In a predominantly remote workspace with colleagues around the world, the extracurricular groups I am involved in serve to connect, engage, build, and nourish our communities. In our women’s groups, we provide educational opportunities, resources, and support to the women working in our male-dominated space.

• I also serve as the current Chair of the Vegas Young Professionals, Nevada’s largest young professionals community. We support our members by providing opportunities in four core areas:

1. Social/networking through events like our monthly mixers.

This will set you apart from many others, and it is noticed. Building your network can serve you in so many ways, from forming beautiful lifelong friendships to curating a support system that is eager to help when you find yourself in a pinch. Whether you need help from a colleague in your current role, are looking for your next role, or you’re jumping into a new career, people will remember your kindness and your curious energy, and they will want to help you out.

POST-ELECTION PERSPECTIVE WITH

NEVADA SECRETARY OF STATE

FRANCISCO AGUILAR

Nevada Secretary of State Francisco V. Aguilar, in conversation with Paul Moradkhan, Senior Vice President of Government Affairs for the Vegas Chamber, discussed the recent Primary Elections and emerging policy issues at the June 2024 Vegas Chamber Chairwoman’s Luncheon. As part of the dialogue with the Chamber members, Secretary of State Aguilar highlighted the success rate of Chamber-endorsed candidates, emphasizing that 92% of them were victorious in their Primary Election, underscoring efforts to inform voters effectively.

The focus for him and his staff was on enhancing election efficiency and capacity. Secretary of State Aguilar noted that Clark County had 95% and Washoe County had 97% of mail-in ballots prepared by Primary Election Day. The Secretary emphasized the importance of adhering to state election laws that were established before the current administration. He also highlighted the collaborative efforts with the Attorney General and the Governor’s Office to refine election processes, while ensuring compliance with legal requirements.

In Nevada’s election model, Secretary of State Aguilar discussed the coordination required with local officials across 17 counties, each managing its elec-

tion operations independently as directed by state law. This decentralized approach, he argued, helps safeguard against risks associated with centralized control. Despite the decentralized management, state oversight is crucial to ensure compliance with statutes and maintain election integrity. Secretary of State Aguilar also addressed challenges related to voter engagement timing, particularly evident after the presidential primary affected turnout in House elections.

Another topic of discussion was SilverFlume, which is Nevada’s primary business engagement platform and maintained by the Secretary of State. He elaborated on its role in simplifying corporate filings and improving accessibility for small businesses. Secretary of State Aguilar noted recent investments in SilverFlume that have reduced backlogs and enhanced service efficiency, supported by federal funding for system upgrades.

In addressing procurement challenges, Secretary of State Aguilar emphasized collaborative efforts to align systems with business needs, reflecting Nevada’s commitment to supporting economic growth through effective government-business interactions.

UNIQUE FEATURES ADDED TO RETIREMENT PLANS IN 2024 AND 2025

usiness-sponsored retirement plans are becoming complex with many upcoming changes. The SECURE 2.0 Act has many provisions for the 2024 and 2025 plan years. Here is what you need to know:

• Matching Contributions on Qualified Student Loan Payments: Employers may consider qualified student loan payments when determining a participant’s plan match. This will affect plans starting on or after January 1, 2024.

• Changes to Long and Part-Time Employee Eligibility Rule: Eligibility rules are extended for employees working at least 500 hours over 12 months and shorten the number of consecutive eligibility computation periods needed to enter the plan from three to two years. Entry dates are on or after January 1, 2025.

• Changes to the Hardship Provisions for 403(b) Plans: For 403(b) plans, removes the requirement to first take all available loans and allows for hardship withdrawals from earnings on deferrals and other sources. Likely to start Q3 2024.

• Terminal Illness Distributions: Plans may permit distributions to terminally ill participants; deferral sources and safe harbor sources may be restricted based on the participant’s age and employment status. Likely to start Q3 2024.

• Higher Catch-Up Limit Applicable at Age 60 and through 63: Catch-up-eligible participants attaining ages 60 through 63 during the plan year

will be permitted to defer to a higher catch-up of 150% of the regular catch-up amount in effect for the year but not to exceed $10,000. Effective January 1, 2025.

• Expansion of Auto Enrollment in Retirement Plans: No later than January 1, 2025, requires eligible automatic contribution arrangement be added to all 401(k) and 403(b) plans established on or after December 29, 2022, unless an exception applies.
