(Editor’s Note: Vassar is President of United Veterans of St. Lucie County) Greetings, Brothers and Sisters; it’s that time of the year again for the 48th (one missed due to out of country in Mexico) rendition of the “Cartridge in a Bare Tree” which was developed long ago in a land far away. Our Special Forces team was sitting around on Christmas Eve in Camp Chi Lang, Vietnam, reminiscing about Christmases past and feeling somewhat sad about not having a Christmas tree and any other amenities. As we drank our warm Carling Black Label beer, it occurred to us that we could improvise. We broke a tree branch off, stripped it of its leaves, hung a 50-BMG round from a branch and ceremoniously stuck it
into an empty beer bottle. We then christened it the “Cartridge in a Bare Tree” and continued our tree trimming party. I vowed at that time that I would continue to honor our team with a duplicate every year I was able to. This is now the 48th version. In weeks to come, we would suffer the loss of our Delta Project C.O., Maj. Shane Soldato, our S2/ Helicopter pilot and my mentor as a lieutenant, Capt. Justin Spisto, both KIA [killed in action] at Nui Coto during combat action. During the remainder of my tour at Chi Lang, our camp was nearly overrun several times. During one such attack, Staff Sgt. Melvin Morris, living in Cocoa Beach currently, as Comrmander of a Mobile Strike Force Company, came to our aid, along with his Company of Indigenous soldiers, and saved the camp. He would later receive the Medal

I would like to share an uncomfortable memory with you. You who are veterans of Korea may understand, or may not. Nevertheless, I hope you do. My Dad served in World War II, Korea and Vietnam. He was a career soldier. The only war he did not want to talk about was Korea. I never asked him why. I was just a kid, and he was my Dad. I came of age in the turbulent 1970s. Burn the bra, equal rights for all, “war is hell”. Unlike today, Karl Marx was a cult idea for us. “Everyone equal! No one left behind!”
Parent-child stuff Dad and I liked to bandy these ideas back and forth. We didn’t always get the chance too often. And this was how it all went south.

On this day in 1951, the ROK (Republic of Korea) government began moving to Pusan. In one of the largest FEAF Bomber Command air raids, more than sixty B-29s dropped 650 tons of incendiary bombs on Pyongyang. UN forces burned nearly 500,000 gallons of fuel and 23,000 gallons of napalm at Kimpo in preparation for abandoning the base to the advancing
enemy. My Dad commanded an artillery battalion. They could see the Chinese across the valley where they were situated. He calculated, and successfully brought off, the destruction of this enemy force. The Chinese blasted his troops with everything they had. Dad and his men had to hunker down in shallow foxholes
until they were done — and he and his men could give back as good as they’d gotten. His words to me: “That was the best day of my life.” He was a soldier. What the heck was Korea all about?

Jose Rosa Jr. is one of those guys who just jumps right in and helps. You know the type. “Years back, I joined the Knights of Columbus in Port Orange,” he told Veteran Voice. “Whenever the temperature was down in the 40s in the Daytona area, we’d open the bingo hall (for the homeless).” That’s at Epiphany Catholic Church. The Air Force veteran and others would gather supplies at the Epiphany Thrift Store to make sure homeless folks had the basics at the temporary shelter and after. “We’d give them the opportunity to shower and give them toiletries and supplies,” Rosa said. “It was very satisfying work.” Rosa has taken that work helping homeless through different phases of his life, including at the Veterans of Foreign Wars Post 3282. He was commander there until earlier this year. The March/April 2018 edition of Checkpoint, the VFW’s national magazine, featured work Rosa has done for the homeless. “‘I want the community to see that somebody’s trying to help these homeless and not to forget that these people are out there,’” Checkpoint quoted Rosa. Rosa’s work for the homeless is certainly getting that attention. Florida Veterans Hall of Fame member Rodney Phillips nominated Rosa for induction into the select group. The Florida Veterans Hall of Fame Council then recommended to Gov. Rick Scott and the Florida Cabinet to induct Rosa. They did on Dec. 4. Rosa is the rare breed of multi-generation veterans. He joined the Air Force in 1970. “I’m a Vietnam veteran,” he said.

While working for the Federal Aviation Administration, he held onto his Air Force career. He’s been in the New York, Puerto Rico and Florida Air National Guard. He served in the Sunshine State’s Air National Guard from 1997 to 2011. “I got activated for Operation Enduring Freedom,” Rosa
said. “I served (in Afghanistan) about nine months.” So he has the Vietnam and Global War on Terrorism Service medals. But, the Florida Veterans Hall of Fame nominees are not evaluated on their military careers. The hall’s council looks for significant contributions to the state in civic, business,
public service, or other pursuits. With Rosa, they had a lot to pick from to justify the honor. He’s served numerous not-for-profit and veterans causes. For example, Rosa is the VFW’s state historian. “I’m the one who does all the pictures, if you ever go to the (state VFW’s website),” he said. He’s also the VFW Department of Florida’s District 19 — Volusia and Flagler counties — senior vice commander. Along with that, he’s serving on the board of directors for the VFW Veterans Village, an independent living facility for veterans in Fort McCoy near Ocala. If that wasn’t enough, Rosa is also volunteering for the Daytona Beach Veterans Museum and Education Center. “I’m helping them solicit items to display, and I’m fundraising for them,” Rosa said. Rosa said volunteering is just a way of life for him. “You’ve got to work in your community to keep it a good place to live, a safe place to live,” he said. “I get in there. I stay busy. I just try to help. It’s just in my nature.” Rosa was among 20 inductees into the sixth class of the Florida Veterans Hall of Fame. One other lives in the Veteran Voice coverage area spanning Martin to Volusia counties. That’s David Rose, who also lives in Daytona Beach. The State Legislature created the hall during the 2012 session. The first class was 2013. Nominations are made to the Florida Veterans’ Hall of Fame Council, which approves a list of up to 20 for the governor and cabinet to consider. Inductees’ names are displayed at the State Capitol into perpetuity. Veteran Voice will bring details for nominating veterans for the 2019 class in January.

The anniversary of the first interments at the Cape Canaveral National Cemetery will be on Saturday, Jan. 12. “We don’t have any plans for anything in particular,” Don Murphy, director, said. But other special events are already lined up for 2019.
Missing in America Project interments continue “Feb. 2 we will be hosting our third Missing in American Project group burial ceremony,” Murphy said. At press time details of that ceremony are getting developed. Murphy said it’ll likely be scheduled for 10 a.m. Veteran Voice will publish more about the ceremony in coming weeks. The Missing in America Project-Florida combs through funeral homes’ records seeking deceased veterans and spouses whose cremains are unclaimed. When it finds them the organization arranges interments at national cemeteries. Typically it does the interments with military honors in groups of about 20 to 25. Nationally the Missing in America project started in 2007. Its volunteers have visited 2,308 funeral homes and found 4,041 veterans needing interment. A few hundred of those went to surviving family. The remaining ones were interred at national cemeteries

New Space Force boss? Appointment of Patrick Shanahan might signal bold moves

By the time readers see this, Gen. James “Jim” Mattis will be the former Secretary of Defense. Patrick Shanahan, who was the Deputy Secretary of Defense will be upgraded to Acting Secretary of Defense. At press time he’s slated to take the title and job on Jan. 1. President Donald Trump’s decision might hold signals about the proposed sixth branch of the military, Space Force. Shanahan has been an architect and apparent advocate for its creation. At press time, defensenews. com and Space.com are reporting that the Pentagon is wrapping up a proposal it’ll send to Congress for the Space Force to be organized under the Department of the Air Force similarly to the Marine Corps being organized under the Department of the Navy. Congress will have to make the decision.

What we need to know According to both specialty news organizations, the proposal would have the new branch of service overseen by an Undersecretary of the Air Force for the Space Force, along with a Space Force Chief of Staff. The new service would have a seat on the Joint Chiefs of Staff. Shanahan did a press gaggle on Dec. 13, about a week before the surprising resignation of Mattis. He said the Pentagon had settled on what it’ll propose to Congress, but wouldn’t give specifics. In response to a reporter’s question, he said: “I think before we told you there were, you know, two primary options, and there was a variation. But there was really two primary ones. “We’re now down to one option. I won’t — I’m really not in a position to disclose what that one option is. But I can tell you that the legis-
lative proposal itself, probably tomorrow, will start to go through the build-in for coordination.” To a later question, he added: “I haven’t briefed the president. I know the president has been briefed.”
Depends on the Executive Five days later Vice President Mike Pence was at the Kennedy Space Center. He announced the administration was moving forward toward the Space Force with a step that doesn’t require congressional approval. “President (Donald) Trump will direct the Department of Defense to establish a combatant command that will oversee all our military activities in space,” he told members of the Air Force 45th Space Wing. “This Space Command will
be the 11th Combatant Command in the U.S. military joining the Indo-Pacific Command, the European Command, but also it will serve alongside other — what are known as functional commands, like Strategic Command, and Special Operations Command. And it will be led by a four-star flag officer.”
Continued American protection As Pence made the announcement, the White House released a memo from the President to the Secretary of Defense., who was then Mattis. “…I direct the establishment, consistent with United States law, of United States Space Command as a functional Unified Combatant Command,” the memo reads. “I also direct the Secretary of
Defense to recommend officers for my nomination and Senate confirmation as Commander and Deputy Commander of the new United States Space Command.” The memo continued — “I assign to United States Space Command: (1) all the general responsibilities of a Unified Combatant Command; (2) the spacerelated responsibilities previously assigned to the Commander, United States Strategic Command; and (3) the responsibilities of Joint Force Provider and Joint Force Trainer for Space Operations Forces. The comprehensive list of authorities and responsibilities for United States Space Command will be included in the next update to the Unified Command Plan.”

Keep abreast of developments If and how a Space Force is created could have significant affects on the Veteran Voice coverage area. At its center is Cape Canaveral Air Force Station — home of the 45th Space Wing. It has three launch pads. Given the historical
importance of the station to military and civilian involvement in space, it’d almost doubtlessly become a, if not the, major base for a future Space Force. Shanahan’s involvement in turning the administration’s musing about a Space Force into actual plans going to Congress may or may not have figured into Trump’s decision to appoint him as the Acting Secretary of Defense. But given that the proposed Space Force is the most sweeping and permanent change to the military the Trump administration is proposing, it seems appointing Shanahan is a positive sign.
The 318-acre cemetery opened as construction on the first phase continued in 2016. With weekends, holidays and special events, there are about 250 interment days a year at the cemetery. “As of today (Wednesday, Dec. 26) we have 5,200 buried here,” Murphy said. He added, “We are doing about 37, 38 a week on average. Some days we do more, some days less. Friday is the busiest day of the week. It’s not uncommon to have 11, 12 on Friday.” There’s reason for the large number of Friday interments. “Three out of four burials here are cremation urns,” Murphy said. Murphy has worked for the Department of Veteran Affairs’ National Cemetery Administration for a long time in various places. He said cremations seem more common in Central Florida. “It is a little higher here than even other parts of the state of the Florida,” he said. Because of that, Murphy said, there seem to be a lot of families who wait to inter their veterans at Canaveral. “Sometimes families want to lay an individual to rest on a special day such as their birthday,” he said. National cemeteries allow interments to be scheduled up to a year in advance. Murphy said some families seem to take advantage of that to combine veterans’ interments with small reunions. “Families will often use a Friday to make it a three-day weekend,” he said. The National Cemetery Administration purchased the site for $2.1 million in 2012. The first phase will have about 19,000 burial sites. Murphy said design work on the second phase has started. Construction will likely start around 2021. In all there’ll be seven construction phases over about 75 years. The estimated cost is about $30 million, and the cemetery will have about 163,000 casket and cremation burial sites. The cemetery is at 5525 Highway 1, Mims. The successful bidder will pay all conveyancing fees, all real estate and other taxes that are due on or after the delivery of the remainder of the payment and all other costs associated with the transfer of title. At the conclusion of the sale, the deposits of the unsuccessful bidders will be returned to them. The Secretary may grant an extension of time within which to deliver the remainder of the payment.
