Governor’s Challenge going from planning to doing Patrick McCallister
ANALYSIS FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
In 2019 Gov. Ron DeSantis accepted an invitation from the White House to take a central role in reducing deaths by suicide among Veterans. Soon individuals and organizations will be able to participate. “We accepted the state-level Governors Challenge to Prevent Suicide among Veterans and their Family Members at the end of 2019,” Lauren A. Stentz said at the most recent meeting of the Florida Veterans Council. Stentz is the Florida Governor’s Challenge suicide prevention and research specialist. The council — which is an umbrella group made up of Veterans service organizations — had its last regular meeting on Jan. 21. As everyone knows, 2020 was the year the world learned a new lexicon — pandemic, zoonosis, novel coronavirus, SARS-CoV-2, and, yes, COVID-19. Those terms came along with a new drumbeat — social distancing. Even with those challenges, the Florida Department of Veteran Affairs rolled up its sleeves and got to work on the joint initiative of the federal Department of Veterans Affairs and Substance Abuse and Mental Health Services Administration. Stentz told the council that the state Veterans department, FDVA, created working groups to examine the patterns of death by suicide among Veterans and family members in Florida, figure out plans to address them, then to turn the plans into actions. “Now is the time we’re fleshing out those plans and implementation,” she told the council members.
Death by suicide among Florida Veterans In a phone interview after the meet-
ing, Stentz told Veteran Voice that while nationwide the rates of death by suicide among Veterans seem to have held roughly steady from 2017 to 2018 — the last year of reported data — Florida saw 577 known Veterans’ deaths by suicide the latter year. “Which is actually up from 2017,” she said. “There were 512 in ‘17 and 577 in ‘18.” The rate of deaths by suicide among Veterans nationwide is 32.0 per 100,000. “In Florida, we are at 36.8 per 100,000,” explained Stentz. In 2019 the VA separated National Guard and Reserve Veterans who’d never been federally activated from other Veterans for counting suicide rates and numbers in the annual “National Veteran Suicide Prevention Annual Report.” That reduced the reported daily count of deaths by suicide among Veterans from about 20 to about 17 a day. However, the separating wasn’t nefarious to make it look like sudden progress happened as some have publicly hypothesized. It was done to develop better information to design responses for the Guard and Reserve Veterans. The “National Veteran Suicide Prevention Annual Report” has tracked data from 2005 forward. The “2020 National Veteran Suicide Prevention Annual Report” states the average number of daily deaths by suicide among Veterans in 2018 was 17.6. That’s up from 17.5 in 2017. Nationally 6,435 Veterans are known to have died by suicide in 2018, which was up by 36 from 2017. That compares to 46,510 adults known to have died by suicide the same year. While Veterans make up about 7 percent of the adult population, they accounted for about 14 percent of the known deaths by suicide in 2018. In 2018 the age-adjusted rate of deaths by suicide among male Veterans was 1.3 times that of non-Veteran men, the same as in 2017. The rate of deaths by suicide among female Veterans was 2.1 times
that of non-Veteran women, which was down from 2.2 times in 2017.
What can Floridians do? Stentz said the Florida Governor’s Challenge groups are readying to release information that include ways Floridians can help reduce deaths by suicide among Veterans at the FDVA’s website, www. floridavets.org. She said it’ll likely be up on the website by the end of March. “At the very least, an individual Veteran or ally could help to decrease the stigma of death by suicide among Veterans by talking about it,” she said. Normalizing talking about wellbeing and picking up on signs of suicide risk in others and oneself are key. “We’re going to be putting out a list of red flags,” said Stentz. Important, too — “Not just learning how to recognize if someone is suffering, but ‘here’s a list of resources to call on,’” Stentz said. In the future there’ll likely be opportunities for Veterans to volunteer to help others. “The third level is getting involved in Veteran peer support,” said Stentz. The “2020 National Veteran Suicide Prevention Annual Report” is available to read at www.mentalhealth.va.gov. Veterans experiencing any mental-health crisis can call the Department of Veteran Affairs’ Veterans Crisis Line at (800) 273-8255, extension 1. Veterans can also contact the crisis line by texting 838255, or by visiting www.VeteransCrisisLine. net. Friends and family members can also call the Veterans Crisis Line if they’re concerned about a Veteran. Additionally, Florida Veterans can call the Florida Veterans Support Line, which can give local referrals, at 1 (844) MyFLVet, (844) 6935838. If a Veteran seems to be immediate danger, call 911 and stay with the person.

ILL-FATED CHARGE Gen. Pickett’s troops advance into history doomed to defeat at Gettysburg Mary Kemper STAFF WRITER
mkemper@veteranvoiceweekly.com
Confederate Gen. George E. Pickett had a checkered career, it could be said. But he did have help in the most unlikely places, as well as coming across future foes. As we will see, his connections included some of the top people in commerce and military. He was born on this day in history in 1825, in Richmond, Va., one of the scions of an old, moneyed family of Huguenot origins. He worked for a time as a law clerk, but at age 17 was appointed to the United States Military Academy. He graduated last in his class of of 59. Normally this would have doomed him to some obscure post at a low rank forever, but Pickett had the fortune to graduate just as the Mexican War was getting under way. During the Battle of Chultepec, then Lt. James Longstreet (more on him later), a good friend, handed him the colors, after which Pickett made it over a wall and emplaced the flag on the roof of the palace, signifying its surrender. (More on Longstreet later.) In 1853, Pickett challenged a fellow junior officer, future Union general Winfield Scott Hancock, to a duel; (they had met only briefly when Hancock was passing through Texas). Hancock declined the duel, a response not unlikely as dueling had fallen out of favor at the time. Pickett’s marriages were interesting. In January 1851, Pickett married Sally Harrison Minge, the daughter of Dr. John Minge of Virginia, the greatgreat-grandniece of President William Henry Harrison, and the great-great-granddaughter of Benjamin Harrison V, a signer of the United States Declaration of Independence. Sally died during childbirth that November, at Fort Gates, Texas. During his posting to Fort Bellingham, Wash., Pickett married a Native American woman of the Haida tribe, Morning Mist, who gave birth to a son, James Tilton Pickett

(1857–1889); Morning Mist died a few months later. “Jimmy” Pickett made a name for himself as a newspaper artist, before dying of tuberculosis at the age of 32 near Portland, Ore. Several years later, he married third wife and widow, LaSalle Corbell.
Gettysburg From the Mexican War on in, Pickett received relatively rapid promotions, especially when the Civil War began. Like Gen. Robert E. Lee, he was a staunch Virginian, and serving in the Union was anathema. After he resigned his commission in the U.S. Army, he was promoted to brigadier general, commanding the Rappahannock Line, involved in several campaigns both famous and obscure. At the Battle of Gaines Mill, he was shot off his horse and received a shoulder wound, which kept him out of action for 3 months. When he returned to active duty, he was given a division under his old friend Longstreet. Pickett’s division arrived in Gettysburg on July 2, 1863. Gen. Robert E. Lee’s intention was to capture the Union cen-

ter, located around the Copse of Trees on Cemetery Hill (see map). This was the substance of his order to Longstreet. Longstreet did not want to attack the position, thinking, correctly, the Confederates did not have either the manpower nor the ammunition to achieve victory. Nevertheless, Pickett was ordered on his famous charge, which everyone knows ended in disaster. More than half of Lee’s men were killed or wounded. It was regardless, one of the pivotal points in the war. The Confederates never recovered, either militarily or psychologically.
Beyond Gettysburg After the Battle of Gettysburg, Pickett commanded the Department of Southern Virginia and North Carolina. In February, Pickett was ordered to capture New Bern, North Carolina from Federal forces. The subsequent battle saw defeat for the Confederates.
Pickett wound up ordering the execution of 22 North Carolina deserters. Afraid of retribution, he fled to Canada — only to return with the promise of none other than Union commander U.S. Grant that he wouldn’t be prosecuted. Pickett and his troops lined up with other Confederates at the surrender at Appomattox. After the war, Pickett became an insurance agent and farmer. He died in 1875, but in typical Pickett fashion, there was one last twist. A monument to him was emplaced in Hollywood Cemetery (!) in Richmond, but somehow his remains were not found, and remain so to this day. Pickett always lamented the loss of so many of his men at Gettysburg. He blamed Lee and Longstreet for it. Though, at one point, asked by reporters why Pickett’s Charge failed, Pickett frequently replied, “I’ve always thought the Yankees had something to do with it.”

First Lady revives Joining Forces Patrick McCallister
ANALYSIS FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
In April of 2011 the employment situation for Veterans was dire. Veterans spent 2010 with unemployment in the high 8s and 9s. The next year wasn’t starting any better. Come April, then first lady Michelle Obama and second lady Jill Biden came out swinging. They announced the White House initiative Joining Forces, an effort to expand the number of Veteran-friendly schools and workplaces to tackle a host of problems including employment. Now Biden as the incoming first lady has announced Joining Forces is back after a four-year hiatus. Biden talked about it in a recent video conference call with Veterans- and military-support organizations, such as the Elizabeth Dole Foundation. “We’re going to build on what we learned during the Obama-Biden administration,” Biden said in the conference call. “We’ll continue to listen and work with you making sure your experiences and expertise are the North Star of this effort, and that starts today.” Biden tapped Rory Brosius to lead the revived Joining Forces. She’s married to a Marine Corps Veteran. Brosius served as the deputy director of Joining Forces during its first incarnation. She also served as a senior advisor to Jill Biden during the 2020 presidential campaign.
Joining Forces
The Obama administration’s electronic archive has a number of pages related to Joining Forces, including a primer at www.obamawhitehouse.archives.gov/ joiningforces/about. While the forthcom-
ing iteration of Joining Forces will likely have variations from the first, the original aims were listed as — Bring attention to the unique experiences and strengths of America’s service members, Veterans, and their families. Inspire, educate, and spark action from all sectors of society — citizens, communities, businesses, nonprofits, faith-based institutions, philanthropic organizations, and government — to ensure service members, Veterans, and their families have the opportunities, resources, and support they have earned. Showcase the skills, experience, and dedication of America’s service members, Veterans and their families to strengthen our nation’s communities. Create greater connections between the American public and the military.
Blue Star Parent
Biden brought to the previous and the current Joining Forces her experience as a stepmother to a servicemember, Beau Biden who served in the Delaware Army National Guard from 2002 to 2015. He was in the middle of serving in Operation Iraqi Freedom when his father was inaugurated as vice president in 2009. President Joe Biden has stated he believes Beau died as a result of invisible injuries from serving in support of Operation Iraqi Freedom. The younger Biden deployed to Joint Base Balad on Nov. 19, 2008. The base had a burn pit that reportedly went through about 147 tons of waste a day as late as 2010. In at least one speech Biden attributed his adult son’s glioblastoma — brain cancer — to toxins released into the air by Joint Base Balad’s burn pit. Veteran Voice hasn’t seen anything to
indicate whether Jill Biden agrees with her husband’s belief their adult child died as a direct result of his service. Veteran Voice has also seen no evidence either has claimed the status of Gold Star Parent.
Educator
Biden is, famously, a devoted educator. Among other things she’s taught at high schools and community colleges. Her dissertation that earned a doctor of education degree, Ed.D., was “Student Retention at the Community College: Meeting Students’ Needs.” Two connected aims of the previous Joining Forces, as stated at the archival website, were: Promote expanded education opportunities that: –Ease transferability for military-connected students. –Increase job training opportunities for military spouses and Veterans. Support the academic achievement of military children by enhancing awareness of the unique needs of military children and families. It seems likely the current incarnation Joining Forces will emphasize educational aspects of servicemembers’, military families’, and Veterans’ lives. On the conference call Biden said reviving Joining Forces and putting the full weight of the White House behind it was something she’d wanted to do for a long time. “That’s the promise I made to you on the campaign trail — that we would relaunch Joining Forces and get to work on Day 1,” she said.

Florida Senate committee gets to work for Veterans and military families aim, Wright explained, is to get Veterans Florida involved in recruiting employers to participate in the SkillBridge program. The Florida Legislature created Veterans Florida — a direct services organization within the Florida Department of Veterans Affairs — during its 2014 session. Along with being tasked to attract more Veterans to stay in or move to Florida, it’s also responsible to create programs to encourage their employment and entrepreneurship.

The Florida Legislature is already at work getting ready for the state’s whirlwind 60-day legislative session. That starts on March 2. The Florida Senate Committee on Military and Veterans Affairs, Space, and Domestic Security had its first meeting on Jan. 12. Sen. Tom Wright, whose district includes parts of Volusia and Brevard counties, is continuing as the chair. New this year is Sen. Gayle Harrell serving as the vice chair. Her district includes parts of St. Lucie and Martin counties. Wright took time on Jan. 20 to give Veteran Voice an exclusive interview about the coming legislative session. Among bills Wright hopes to pass this year is SB 568, Veterans Employment and Training.
SkillBridge support The bill, SB 568, directs Veterans Florida to “serve as the state’s principal assistance organization under the United States Department of Defense’s SkillBridge program.” Wright explained, “Any military member with 180 days left in service can elect to take the SkillBridge program.” Servicemembers who request to participate in the SkillBridge program can, if approved, work for select employers in apprenticeships and internships for up to 180 days. They receive military pay during that time. For example, Sparton Corporation in Volusia County, is one of

The aim is to help members of the military mentally transition to civilian workplaces as they exit the service. Wright introduced the bill on Jan. 12. At press time it hasn’t been scheduled for a hearing. It also doesn’t yet have cosponsors in the Senate or companion bill in the Florida House of Representatives. The
Wright said another aim for the state senate’s Veterans affairs committee this year is continuing to fund the Alternative Treatment Options for Veterans bill the Florida Legislature passed last year. The bill authorized the state Veterans department to contract with educational institutions and nonprofit organizations to provide certain alternative treatments for Veterans with post-traumatic stress and traumatic brain injuries. “We’ve got some great results going on now,” Wright said. “We’re looking to fund that one more year.” Among the alternative treatments covered by the bill are: accelerated resolution therapy, which is similar to neuro-linguistic programming; equine therapy; hyperbolic oxygen therapy; music therapy; yoga; and service-animal therapy. Wright said he’s particularly excited about results he’s seen with service animals. “It’s crazy, dogs can sense a problem before a person knows about the problem,” he said.

Army develops new Arctic regional strategy The Army recently completed a new Arctic strategy that aims to protect assets in the region as it continues to recalibrate its forces around the world to deter near-peer adversaries. Chief of Staff Gen. James C. McConville said the strategy mainly focuses on Alaska, and could upgrade its two-star headquarters into an operational headquarters. Other plans include establishing a Multi-Domain Task Force as well as an Arctic-capable brigade in the region. “Optimizing the employment of our forces and being able to demonstrate our capabilities through combined exercises and power projection are critical,” he said during an Association of the U.S. Army Noon Report. In October, senior leaders announced the Army was developing a new framework to help integrate and synchronize the service to meet regional requirements, all while providing predictability during training and modernization efforts.

Memorial project seeks to honor fallen at Cape Canaveral National Cemetery Donn and Jeanne Weaver
COMMUNITY COORDINATORS MONUMENT TO HONOR THE FALLEN
The Cape Canaveral National Cemetery (CCNC) in Mims, opened five years ago. Soon there will be 10,000 Veterans and spouses interred there in honored rest. Although relatively few have been to the site, there is a very special Memorial Path lined with shade trees in a beautiful area near the Columbarium and Wall of Honor. Besides a place to reflect and share memories with family members, the Memorial Path is also designed to permit special monuments with carefully and tastefully crafted restrictions to be built with non-government funds. By December 2020, four such monuments were installed to honor specific services such as the Seabees and
Korean War. There is one yet missing: A Monument to Honor the Fallen in all wars and military related service.
Working toward Memorial Day dedication In January 2019 a yearlong process to get CCNC, VA Regional and finally national approval for such a monument began. One year later, this month a fund-raising and fabrication project was launched with a goal of possible dedication at the May 30, 2021 Memorial Day Ceremony at the CCNC. Within less than two weeks, more than $5,000 of funds and in kind support was raised with a total of $18,500 needed to complete the mission. The Companies involved who
have offered discounts are: • Bronze: American Bronze of Stanford FL • Granite: Rudyz Granite of Brevard FL • Granite Engraving: CSpray Engraving of Cocoa, FL The Monument measures 34 in. wide x 22 in. deep x 24 in. high in front, and 30 in. high in rear. It will be a beautiful addition to the Memorial Path when completed. It will also be a permanent Marker to reflect the Honor and Sacrifice of those who have and will pay the ultimate price of freedom. According to CCNC records as of early December 2020, there are Veterans resting at the new cemetery who have been killed in action in recent conflicts, but this will sadly likely change in the months and years ahead now that East Central Florida has its one National Cemetery.
About the project CCNC serves five counties and supports families from all over the country who choose to have their Veteran and Veteran spouse loved ones interred there. The project is a community effort coordinated by two Gold Star Parents — the authors Donn and Jeanne Weaver (757-871-6576). Their son, 1LT Todd W. Weaver, was killed in combat in Afghanistan on Sep 9, 2010. He rests in Section 60 of the Arlington National Cemetery, but families of our future fallen heroes now have the option to keep their loved ones’ memory close at the CCNC. The Monument to the Fallen will forever serve as a reminder of the ultimate price of freedom which all Veterans risk, and which some will pay.
