Florida’s grown since the 1980s, and the National Guard has shrunk. That’d be one thing if Guard members were doing less. But, they’re doing more than ever. That math worries adjutant general, Maj. Gen. James Eifert. “When you add into the fact of that equation that our National Guard force structure has not allowed us to keep pace with our population growth, it’s a significant challenge for our governor to be able to have the forces at his disposal on Florida’s worst days,” he said. On Oct. 12 Eifert gave the Florida Senate Committee on Military and Veterans Affairs, Space, and Domestic Security its annual update on the Florida National Guard. He said the SARS-CoV-2/COVID-19 pandemic has laid bare just how thin Florida’s share of National Guard units is. The Florida Department of Health reported the first cases of COVID-19 in the state on March 1, 2020. “Just last week was the first day where in the last 20 months we did not have Soldiers on duty in response to the COVID-19 pandemic,” Eifert told the committee. He added, “At one point we had almost 3,000 Soldiers activated.” There are about 12,000 members of the Army and Air National Guard in Florida. In all the Florida National Guard put in more than 660,600 total man days for pandemic response alone. “To put that in perspective, if you were to take all of the domestic response taskings from Hurricane Andrew in 1992 to the present day, those totaled about 750,000 man days,” explained Eifert. “So, over the course of 20 months we did almost 30 years of business calling up our Soldiers and Airmen from their families and their employers to serve our state.”
“Between 10 and 15 percent of our force is essentially activated for our federal mission.” Maj. Gen. Eifert The pandemic response was a state mission — Gov. Ron DeSantis called up and was in command the Guard. “At one point (Guard members were at) almost 47 different testing sites around the state administering 5.6 million tests,” Eifert said. “And more recently, this year, vaccinations have been a big part of our responsibilities assisting the Department of Health and various contract agencies in administering vaccines to the citizens of Florida to the tune of about 1.5 million from our sites.” But the Florida Army and Air National Guard also has ongoing federal missions and deployments. Shortly before Eifert’s presentation to the Florida Senate 957 Guard members were deployed under the president’s command for federal missions. “We sent out the door almost 600 Soldiers this past weekend mostly going over to the

Central Command area of responsibility,” Eifert told the committee. “And so now we’re up to over 1,500 Soldiers deployed (for federal missions). We’re about to return a bunch that are coming back from the Southwest border. Over 300 have been deployed there for a year. And actually a week ago we just sent another 250 to replace those 300, so we’re not getting them home much faster than we’re sending them out the door.” Eifert clarified the Florida Guard members sent to the Southwest border were and are under federal callup. Some states have sent their National Guard to Texas at Gov. Greg Abbott’s request. Florida has sent state troopers, but not Guard members. In all 1,257 Florida National Guard members are scheduled for federal deployments through to the end of this year. Eifert showed state senators a graph illustrating how federal deployments are straining the Florida National Guard. From 1992 to 1997 there were no federal deployments and the force size slowly diminished. “Back in the ‘90s we were really what we had always been, and that was a strategic reserve called up in case of a significant world war,” Eifert said. “Ever since then, though, ever since the early (part of) 2001, our Guard has become an operational reserve, not a strategic reserve. What that means is we’re constantly deploying Soldiers and Airmen to meet our federal responsibilities. As the size of the military is drawing down and our task seems to not decrease, the reliance on the National Guard and reserves has significantly increased.” Between 2010 and 2015 the state’s National Guard did 14,168 work days in state activation. It did more than 2.7 million
work days in federal activation. That’s an average of about 45 days a year for each Florida Guard member. From 2016 to 2021 that dropped to nearly 2.1 million work days in federal activation. But, during the same time work days in state activations increased to 834,000.
“So if our force structure were proportional like you see around the rest of the country, we’d have about 25,000 Guardsmen instead of the 12,000 that we currently have.” Maj. Gen. Eifert Eifert said getting more Guard in Florida is the only solution to the problem. “It has been my number 1 priority as the adjutant general to try to get the National Guard Bureau to allocate more force structure to our state,” he said. “We can easily fill it with the recruiting base that we have in our state. We just don’t have the positions to put our Soldiers and Airmen in to be able to recruit to them.” He explained to the state senators — “Florida’s now the third most populous state in the country and we’re ranked 53 out of the 54 in terms of the proportion of our Guardsmen to our citizens.” Eifert added, “In the past 30 years our population doubled while our force structure declined. And yet you see other states like Alabama whose force structure is greater than Florida’s and yet we’re five times the population of Alabama, so it simply does not make

It was another glorious, sunny day in Central Florida as the Gen. Daniel “Chappie” James Jr. Chapter held its 3rd Annual Charity Golf Tournament at the luxurious Shingle Creek Golf Club in Orlando. The Golf Tournament serves as the major funding engine supporting the chapter’s Scholarship program. During this year’s tournament, nearly 60 players joined us on this picturesque day. For those of you not familiar with them, the name Tuskegee Airmen refers to those individuals who participated in an Army Air Corps program during WWII to train African-Americans to fly and maintain combat aircraft. Now known as Tuskegee Airmen Incorporated (TAI), one of its goals is
to instill in the youth of this country an interest in aviation (and STEAM) — initially through the EAA’s Young Eagle program. In order to accomplish that goal, the chapter (for almost four decades) has provided annual scholarships to students in the Central Florida area. Indian River Colony Club in Viera understands duty to country. The 55+ golf community is largely comprised of military Veterans, and IRCC members are known for their ongoing practice of donating to an assortment of Veterans causes and charities. Collectively, they embody the community motto of “service to those who served.” Recently, a $2,500 grant by the IRCC Foundation was awarded to St. Francis Reflections Foundation, in support of the national We Honor Veterans program. The program, developed in coordination with the U.S. Veterans Administration, provides recognition and support for local Veterans receiving hospice or palliative care. Volunteers work to create a tribute for participating Veterans in a personalized pinning ceremony with family and friends that includes special recognition items from their service branch and a capitol flag. After researching the particular

Most of today’s young whippersnappers in the U.S. armed forces weren’t even a blink in their parents’ eye back on this Oct. 21, 1983. That was the date the U.S. invasion forces to the island nation of Grenada in the Caribbean, at their request, to put the kibosh on Cuban plans, with financing and backing from the USSR, to put their own base there. Though it had been more than 20 years since the Bay of Pigs standoff, Cuba still dreamed of having its own influence in the region against the U.S. The idea was for the Cuban government to utilize the former British colony as a holding place for arms, artillery and other military equipment, complete with a major airport. Eastern Caribbean nations fully understood the implications of the communist threat and called upon the United States for help. The response was Operation Urgent Fury, a multinational, multiservice effort. When the task force set sail on that day, commanding officers of the U.S. Navy ships had not yet been told what the mission in Grenada — to evacuate U.S. citizens, neutralize any resistance, stabilize the situation and maintain the peace — would be.
Background: Civil strife Having only achieved its independence from the United Kingdom in 1974, Grenada’s first president leader was Sir Eric Gairy, who proved to be unpopular, causing street violence throughout the island, and by 1979 was ousted in favor of Maurice Bishop, head of the People’s Revolutionary Government. (No prizes for guessing the inspiration for that name.)
Airport becomes focus of alarm Though the Point Salines International Airport had been constructed by a consortium of British, Canadian, Libyan and other nations, it was not until the Bishop government decided to expand the facility to include a much longer runway. According to Wikipedia.org (sourced): “Grenada was accused of constructing facilities to aid a Soviet-Cuban military buildup in the Caribbean based on the 9,000-foot (2,700 m) runway which could accommodate the largest Soviet aircraft, such as the An-12, An-22, and the An-124. Such a facility would enhance the Soviet and Cuban transportation of weapons to Central American insurgents and expand Soviet regional influence. Bishop’s government claimed that the airport was built to accommodate commercial aircraft carrying

tourists.” On Oct. 16, deputy prime minister Bernard Coard seized power from Bishop, but proved to be even more repressive and unpopular. Coard was ousted by a military junta that was allied to Cuba, who threw then Governor General Paul Scoon into house arrest. He, together with the Organization of Eastern Caribbean States, requested help from the U.S.
Invasion The invasion began at 5 a.m. on Oct. 25. American paratroopers arrived directly by transport aircraft from bases in the eastern United States, and Marines were airlifted to the island from the USS Guam offshore. Vice Admiral Joseph Metcalf III, Commander of the Second Fleet, was the overall commander of American forces, designated Joint Task Force 120, which included elements of each military service and multiple special operations units. Fighting continued for several days, and the total number of American troops reached some 7,000, along with 300 troops from the Organization of American States, commanded by Brigadier Rudyard Lewis of Barbados. There were several Navy SEAL Team Six reconnaissance missions, from one of which four Sailors were lost at sea, along with missions by Delta Force.
Daring mission According to Wikipedia.org (sourced): “The last major special operation was a mission to rescue Governor General Scoon from his mansion in Saint George, Grenada. The mission departed late at 05:30 on 25 October from Barbados, resulting in the Grenadian forces being already aware of the invasion and they guarded Scoon closely. The SEAL team entered the mansion without opposition, but BTR-60 armored personnel carriers counter-attacked and trapped the SEALs and the governor inside. AC-130 gunships, A-7 Corsair strike
planes, and AH-1 Cobra attack helicopters were called in to support the besieged SEALs, but the SEALs remained trapped for the next 24 hours. At 19:00 on 25 October, 250 Marines from G Company of the 2nd Battalion, 8th Marine Regiment landed at Grand Mal Bay equipped with amphibious assault vehicles and four M60 Patton tanks; they relieved the Navy SEALs the following morning, allowing Governor Scoon, his wife, and nine aides to be safely evacuated at 10:00 that day. The Marine tank crews continued advancing in the face of sporadic resistance, knocking out a BRDM-2 armored car.[35] G Company subsequently defeated and overwhelmed the Grenadian defenders at Fort Frederick.” It was all over by Nov. 1.
‘Urgent Fury’ assessed No military campaign is without cost, and Grenada, though on a smaller scale, was no exception. American forces sustained 19 killed and 116 wounded; Cuban forces sustained 25 killed, 59 wounded, and 638 combatants captured. Grenadian forces suffered 45 dead and 358 wounded; at least 24 civilians were also killed, 18 of whom died in the accidental bombing of a Grenadian mental hospital. However, the mission was accomplished, though criticized in many quarters. American students from St. George’s University were rescued and spared the fate of the very recent Iranian hostages. October 25 is a national holiday in Grenada, called Thanksgiving Day, to commemorate the invasion. St. George’s University built a monument on its True Blue campus to honor the American servicemen killed during the invasion, and marks the day with an annual memorial ceremony. Numerous problems with communication, both among U.S. and allied units, highlighted a push for improvement in the following years.

State Veterans nursing homes are bouncing back from the SARS-CoV-2/COVID-19 pandemic. Kind of. The pandemic, which is still present in Florida, is leaving a legacy that’ll linger for a long time at the Veterans homes. “We had a $79 million loss due to COVID last year, in that fiscal year, of which $72 million was paid from (the State Homes for Veterans Trust Fund),” said James “Hammer” Hartsell, the executive director of the Florida Department of Veteran Affairs. “So, I used the bank’s money to pay to keep us going, keep us going, and provide phenomenal care, which we did.” Hartsell was speaking to the Florida Senate’s Committee on Military and Veterans Affairs, Space, and Domestic Security on Oct. 12. He was giving the committee its annual update on the state Veterans department, which runs the network of state Veterans nursing homes. The state now has seven with the opening of the Ardie R. Copas State Veterans’ Nursing Home in Port St. Lucie. The FDVA also runs a state Veterans assisted living facility and is nearing opening of an eighth nursing home. The Emory L. Bennett State Veterans’ Nursing Home in Daytona Beach is also in the Veteran Voice coverage area.
Homes emptied The Florida Department of Health announced SARSCoV-2/COVID-19 reached Florida at the beginning of March last year. On March 11 the state Veterans department closed the tap to visitors and new admissions to the homes. They’ve since reopened cautiously. Despite closing the proverbial gates, residents got COVID-19. Close to 100 have died. Other Veterans were moved out of the homes under various circumstances such as family decisions. The Ardie R. Copas State Veterans Nursing Home was still under construction when the pandemic started. Its flag raising was on Aug. 27. At press time Veteran Voice hasn’t received information about

whether the first residents have been admitted, but it is likely they have not. Refurbishment of the old federal Department of Veteran Affairs’ nursing home at Orlando’s Lake Baldwin was underway when the pandemic started, too. Hartsell said that in February last year — before the pandemic reached Florida — the existing facilities were full as always. “We were at 98 percent capacity in our nursing homes,” he told the State Senate. “And we were excited about opening two new homes, because we knew we were going to get them to 98 percent capacity in rapid order. “And then COVID hit. And you can see our census decline. It went down, down, down until about January, February of this year, 2021, and that’s the low point. We were at 62 percent census.” The State Homes for Veterans Trust Fund gets money from different sources, including federal dollars for residents. With fewer residents, less federal money flowed into the state’s Veterans nursing homes. However, there wasn’t a proportional reduction in operating expenses for the fewer residents. Indeed, the homes had to create wings for COVID-19 positive residents and provide them with more intense care.
Homes refilling Near the early part of 2021 COVID-19 vaccines rolled out. The health department reports about 11.3 million Floridians
have received the full regimen of vaccinations. Another 1.7 million have received at least one dose of the two-dose vaccines. Additionally, monoclonal antibodies, mAbs, and other treatments have decreased COVID-19 hospitalization and fatality rates. The state Veterans nursing homes started refilling through the year. “But the good news is we’re up to 67 percent — we see a slow, steady increase,” Hartsell told the Florida Senate. “We have people on our waiting list at (the Ardie R. Copas and Lake Baldwin homes). People can’t wait to get into those nursing homes, and we will get them in there when we get our staffing higher and all onboard.”
Vaccines are helping Residents at the nursing homes were vaccinated against COVID-19. However, famously, the SARS-CoV-2 B.1.617.2, Delta variant, hit Florida. The World Health Organization dubbed it the Delta variant on May 31. It was noteworthy for being more contagious that previous lineages due to a mutation that gave it a more efficient peplomer, spike protein code, than the original SARS-CoV-2. “I mean I had about 80 or so Veterans who are fully vaccinated who got Delta variant in a nursing home and they’re all fine,” Hartsell said. “They got sick, they got a cold, and they’re all back in their rooms.” Hartsell continued — “The vaccine worked on those

Gayle Harrell, who represents Martin and St. Lucie counties, asked about the staff getting vaccinated. “But also, I’m very interested in knowing, as state employees are they under the federal mandate for institutions or employment where you have to be vaccinated?” she said. “That has become an issue in many of our local hospitals and nursing homes in our area. What is the vaccination status as that’s been rather controversial?” Hartsell said Veterans homes’ staff will almost certainly have to be vaccinated. “Yes, ma’am, since we are subsidized under the federal government for our nursing homes, we are under the (Centers for Disease Control and Prevention) mandate to have vaccinated staff,” he said. “We have not got the guidelines yet, the rules on how to do that, so it’s not been directed to do that (yet).” Hartsell added — “So, I’m not trying to dance around it, but right now we do not have a vaccine mandate in our nursing home staff. Because it has not been promulgated yet from the federal government exactly what needs to be done. The intent is clearly there, and I would like to see all my staff vaccinated. Because I want to protect my Veterans as much as possible. I really do.”
Staffing problems The state Veterans nursing homes had about 1,100 positions before hiring for the Copas Home began. The FDVA was in no hurt for keeping those positions filled. “On Feb. 20th (2020), when I said we were 98 percent ca-

The national Veterans Small Business Week is Nov. 1 to 5. The Small Business Administration annual event started in 2013. Stu Smith, chairman of the Space Coast chapter of the Florida Association of Veteran Owned Businesses, FAVOB, has been making the rounds to ensure Brevard cities issue proclamations recognizing Veterans Small Business Week. “I reached out to all the mayors and city managers,” Smith said. “One of the big things we do in advocating the (Veteran-owned) businesses — we want (local governments) to be aware we’re here to reach out to us if they need a supplier who meets their supplier need.”
Florida Association of Veteran Owned Businesses Back in 2016 Mack Sasser III, who’s now on the state executive board of FAVOB, got in touch with Veteran Voice with an enthusiastic story pitch — it was an exciting time for Veterans’ entrepreneurship, and the upstart FAVOB was there to be part of it. Veteran Voice was sold and did a story. Back in 2010 then President Barack Obama signed an executive order creating the Veterans Small Business Development Task Force. The task force got to work and a couple years later some relatively new federal programs gaining momentum to help Veterans who had, or were

pacity, I had 11 open nursing positions,” Hartsell told the committee. “Eleven. Yesterday I had 111. That’s a big percentage increase in that area. So, and again, I’m trying to hire the same people everybody else is trying to hire.” During the meeting Harrell asked Hartsell, “Can you give us a little bit of an insight — and our salaries are so low compared to other facilities — give us a little insight into what you’re doing in recruitment and what can be done to increase

That state-created not-for-profit was charged, among other things, to get Veterans into entrepreneurship training and help them navigate available assistance programs. Veterans appear to have responded. FAVOB — a private not-for-profit — now has three chapters stretching shore-toshore in Central Florida — the Space Coast, Orlando, and Tampa. Smith said he was sold on FAVOB the moment he heard about it. Smith owns FacilitationWerks! in Brevard. “I went in the Army from Brevard County,” he said. That was in 1986. Smith said he was in the military for six years, eight months, eight days. He lost track of the hours and minutes. When he got back to the Space Coast he was doing the job thing. That was going well. Until 2008. “I literally was laid off during the Great Recession on a Friday,” he said. “I put my business together on a Monday.” Smith wasn’t alone. A lot of folks, including Veterans, figured out there wasn’t a job market at that time, so started businesses.
Veteran entrepreneurship According to the SBA there are about 2.5 million Veteran-owned small businesses, which is defined as 500 or fewer employees. In context, there are about 18 million Veterans making up 7 percent of the adult population. There are

COVID has devastated that population of available pool of people who are doing those jobs in both hospitals and in nursing homes. And that’s across the nation, not just in Florida.”

But, even the most cautious numbers show that Veterans are slightly more likely to become entrepreneurs than their non-Veteran peers, and that’s what’s often reported in the press. Journalist and Air Force Veteran Joe Wallace reports at militarybenefits.info, “The Small Business Administration (SBA) issued a report in 2017 noting that 9% of all U.S. companies are Veteran-owned. That adds up to more than two million businesses with five million employees and nearly $200 billion in paychecks each year.” FAVOB reports there are about 181,000 Veteran-owned businesses in the Sunshine State.

He added that about 17 million already live within 30 miles of the state’s 1,350 miles of coastline — in hurricane-prone areas. “When you look at what can happen with both global warming and increased severity of hurricanes, it’s a significant challenge to our state,” said Eifert. “Over the past 70 years, Florida’s been the (fifth) most disaster-prone state in respect of FEMA-declared disasters.” The third most in terms of damage from natural disasters per household.

So, that’s the slice of that federal, of that overall, pie that belongs to the National Guard. That 450,000 are allocated to the 54 states and territories by the National Guard Bureau.” Eifert said he’s worked with Florida’s congressional delegation to change how the National Guard Bureau calculates force size allocations to states. While the state’s congressional delegation works on that, he’s taken on a lonely mission of knocking on doors. “The National Guard Bureau decides where those forces are located using a fairly complex algorithm of deciding where it goes, and frankly some of it is so outdated that it has not kept up with the demographic shifts of our country,” Eifert said. “And that’s been my argument to both the chief of the National Guard Bureau, the director of the Army National Guard, to anybody who’ll listen to me when I come and knock on their office.”
