Missing in America will honor, inter 24 in ceremony Patrick McCallister FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
Missing in America Project – Florida is interring 24 in a ceremony at the South Florida National Cemetery, Lake Worth, on Nov. 6. “We have 16 Army (veterans and spouses), one Marine Corps and seven Navy,” said Paul Markonni, team leader in the Veteran Voice coverage area. It’s coincidental that there are no Air Force or Coast Guard interments. Five of the individuals are spouses, 19 are veterans. This ceremony is demarked Call to Honor #22. As in this is the 22nd interment Missing in America Project – Florida teams have arranged with the National Cemetery Administration.
Coming interment service The upcoming interment is unusual in that it’s a mid-week service. “We’ve always done them on Saturdays before,” Markonni said. “This one we’re doing on a Wednesday.” The following weekend is Nov. 9 and 10. There are numerous Veterans Day events planned throughout the Veteran Voice coverage area that weekend. The public service will start at 10 a.m. The cemetery is at 6501 State Road 7,
in Lake Worth. Before the service the Palm Beach Sheriff’s Office will escort the veterans and spouses from 5900 State Road 7, Target Wellington South Store, to the cemetery. Those who wish to join the motorcade must be at the starting location by 8:30 a.m. for a safety briefing. The escort will leave at 9:15 a.m. The veterans to be interred served throughout most of the 20th century. “We have World War I (veterans), World War II, Korea and Vietnam,” said Markonni. The individual who’s waited longest for interment died in 1968.
Missing in America getting results Funeral homes and medical examiner offices have unclaimed remains of cremated individuals, called cremains. Missing in America volunteers search through their records seeking veterans and qualifying family members for interment at national cemeteries. Nationally the Missing in America Project started in 2007. If it fails to find surviving families, it has an agreement with the National Cemetery Administration to inter the remains of veterans and their qualifying family members. So far Missing in America has visited 2,364 funeral homes and found 4,537 veterans and qualifying family members
needing interment. A few hundred of those went to surviving family to inter. The remaining ones, 4,194, were interred in national cemeteries by the project members. Searches for veterans’ unclaimed remains in Florida started in 2009, but ran into a rough patch for a couple years. State laws made it difficult for funeral homes to work with the Missing in America to allow its volunteers to search through unclaimed remains, or to turn over those of veterans qualified to be interred at national cemeteries. The Florida Legislature passed a bill to smooth out that problem and Gov. Rick Scott signed it in 2013. On average, Markonni said in previous interviews, about 25 percent of those unclaimed cremated remains at funeral homes and medical examiner offices are veterans. Markonni said surviving family members are typically unaware about their veteran relatives’ status as unclaimed. However, Markonni, who started at Missing in American in 2014, said he’s found cremains that have awaited interment since the mid-1950s. In cases like that, surviving family members are almost impossible to find. For more about volunteering for or donating to the Missing in America Project, visit www.miap.us. To contact Markonni, email him at pmarkonni@comcast.net.

Suicide stats
State Senate hears that veterans still taking own lives at rates above national average age group — 32.3. Florida’s adult suicide rate was 18.8 per 100,000 in 2017.
Suicide is getting attention

Patrick McCallister FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
The Florida Senate Committee on Military and Veterans Affairs and Space started its legislative year with a harsh bite of reality sandwich. The rate of Florida veterans dying by suicide is higher than the national average. The committee had its first meeting for the 2020 legislative session on Wednesday, Oct. 16. Daniel “Danny” Burgess Jr., the executive director of the Florida Department of Veteran Affairs, put up a graphic showing that Florida has a rate of veterans dying by suicide at 33.6 for every 100,000. The national rate for veterans is 31. The overall national rate of deaths by suicide is 18.1, but that number doesn’t separate the adults and children populations. The veterans’ population is all adults.
Suicide is personal The state veterans’ department recently hosted eight meetings across the state in an initiative called Forward March. There’s another story about that in this issue of Veteran Voice. Burgess said one
of the most poignant moments of the listening tour was meeting a grieving mom. “We met, along our Forward March journey, we met a Gold Star Mom who lost her son to suicide,” Burgess told the committee. “It was Veterans Day and it was just a couple months after he had discharged from the military in the Air Force.” Burgess visibly paused. “His…his, uh, experience was the transitioning. Losing that identity and taking that uniform off and trying to find that new purpose.” He added, “So, that was really eye-opening, tragic and sad.” Earlier in the meeting, Burgess said the months following discharging from the military are the most sensitive time in a veteran’s experience toward ensuring her or his success.
Suicide is societal The federal Department of Veteran Affairs released its 2019 National Veteran Suicide Prevention Report in September. It analyzed data from 2005 to 2017, the last complete year of records. The report does show Florida’s youngest, and presumably most recently discharged, veterans are at the highest risk
for death by suicide. To illustrate, among all 18- to 34-year-olds in the state the rate of death by suicide was 15.2 per 100,000 in 2017. Separating veterans, theirs was 43.6, nearly three times higher than the combined average of all 18- to 34-yearolds. In 2017 there were 512 Florida veterans — under the VA’s new reporting guidelines of who’s a “veteran” — who died by suicide. That means 16 percent of Florida adults who died by suicide in 2017 were veterans. That’s 1.4 veterans a day who died by suicide in the Sunshine State in 2017. The youngest veterans, those 18 to 34, were the smallest group of deaths by suicide in Florida in 2017 — 51 — but they had the highest rate. Those ages 35 to 54 accounted for 121 of the deaths by suicide in the Sunshine State that year. The 55- to 74-yearold veterans accounted for 205 of deaths by suicide that year in Florida. Those 75 and older 134. The suicide rates among all of Florida’s veteran cohorts were high by eyepopping amounts in 2017. Among those 35 to 54, the rate was 35.6 for every 100,000. For those 55 to 74, the rate was 31.4. The rate goes up in the 75 and older
“This is certainly a state of emergency,” Burgess told the committee. “It’s a crisis and it’s something we need to rally around.” Burgess highlighted the efforts of the Florida Veterans’ Care Coordination Program, 1-844-MyFLVet. “We’ve been partnering with organizations like the 211 hotline,” Burgess said. The Crisis Center of Tampa Bay runs the state 844 veterans’ hotline in conjunction with the state’s other 211 operators. There are 14. If a veteran anywhere in Florida calls the Florida Veterans Support Line, she or he automatically goes to a local 211 operator who can transfer her or him to the bank of veterans working at the Crisis Center of Tampa Bay. Last year the state legislature nixed a $2.1 million funding request for the Florida Veterans’ Care Coordination Program to take the Florida Veterans Support Line statewide with local veterans in all 211 systems. However, the center got a $435,000 state grant through the Florida Department of Veteran Affairs and was able to make the line that used to serve only the Tampa Bay area available statewide, although veterans from Pensacola to Key West who call are talking to veterans in Tampa Bay. “They have a great model,” Burgess said. “They’re working hard to connect veterans to a veteran and help them in a crisis. It alleviates and deters what ultimately could be a tragic situation.” Sen. Gayle Harrell, who represents Marin and St. Lucie counties and is on the veterans affairs committee, recently filed SB 104. The bill would, if passed by the legislature and signed by the governor, would create permanent funding for the Florida Veterans’ Care Coordination Program and get veterans in call centers throughout the state.

We want YOU! WWII posters were the social media of their day
David Vergun
DEPARTMENT OF DEFENSE
A proliferation of colorful and striking posters emerged as, in effect, the social media of the time during World War II. Perhaps the most iconic was the Uncle Sam poster, created by James Montgomery Flagg and captioned: “I Want You for the U.S. Army.” Flagg actually created the poster during World War I, and due to its enduring popularity, it was used again during World War II with some minor modifications. The British, however, originated the Uncle Sam concept in 1914, with their own finger-pointing war hero — Lord Kitchener — depicted. Its caption was “Your Country Needs You,” an idea Flagg borrowed to create the Uncle Sam version. However, posters and oth-
er incentives were not quite enough to entice a sufficient number of enlistees, so in World War II, as in World War I, Congress found it necessary to draft men into service.
‘We Can Do It’ Wartime posters were not just about military recruiting. Attracting women to military-industrial factories to produce planes, tanks and munitions was epitomized by artist J. Howard Miller’s “We Can Do It” poster, which featured a woman in a red and white polka-dot headscarf and blue shirt flexing her bicep. The “We Can Do It!” poster Other wartime posters were aimed at those on the home front, emphasizing the importance of buying war bonds; rationing gas, fuel and clothing; and urging Americans to make do with less so troops would have enough.
Some posters emphasized security, the most iconic being the poster by artist Seymour R. Goff depicting a sinking ship and captioned: “Loose Lips Might Sink Ships.” Perhaps the most famous artist to produce a poster was Norman Rockwell, who illustrated a soldier manning a gun, captioned: “Let’s Give Him Enough and On Time.” The message was aimed at Americans on the home front who were encouraged to give to the war effort and to scale back consumption so that factories could prioritize arms production. Although Rockwell painted some posters, he was much better known for illustrating “Saturday Evening Post” magazine covers in support of the war effort.
The enemy in pictures Many posters depicted the
enemy as menacing. One striking poster illustrates a missile with USA stamped on the fin and “MORE PRODUCTION” written on the body. Its target was a swastika set in the red circle of Japan’s Rising Sun flag. It was produced by an artist in the War Production Board. After World War II, posters continued to be used by the military, two iconic ones being the Marine Corps’ “We Don’t Promise You a Rose Garden: The Marines are Looking for a Few Good Men,” published in 1971; and the Army’s “Be All You Can Be,” illustrated in a great variety of posters that came out at various times during and after the Vietnam War. Today, the military continues to produce posters, not just to attract recruits, but also to send messages to troops, such as instilling values, promoting safety and preventing sexual assault.

Into the sunset, into a new day With transcontinental telegraph, Pony Express rides off into history Mary Kemper STAFF WRITER
mkemper@veteranvoiceweekly.com
On Oct. 24, 1861, the Civil War was in its earliest stages. The first Battle of Bull Run — or the First Manassas, depending on whether one was Union or Confederate — had been fought only in July. All eyes were on the war. But happening behind the scenes was a monumental leap in technology on the scale of nothing less than the development of steam engines. It was the joining up of the entire country on one continuous telegraph system. Communications were instantaneous from coast to coast. No longer would it take months to share news and information. No longer would it even take days, the fastest span of time supplied by a group of legendary riders.
The Pony Express Telegraph had been around since the 1830s, but separated into eastern and western networks. In 1848, the California Gold Rush changed the situation. California’s population grew by leaps and bounds, especially after it gained statehood in 1850. Progress in the territory was stymied by slow communications with St. Louis, which was the hub of commerce between east and west. Fast mail was key. Stagecoaches, the traditional mail carriers, took weeks to travel from St. Louis to Sacramento. Throughout the 1850s, various ways were looked at for faster mail service. A relay system such as the Pony Express was proposed, and investors would sign on, only to back away at the last minute. Finally, three businessmen, William Russell, Alexander Majors, and William B. Waddell, became the founders of the Pony Express. They were already in the freight business. At the peak of the operations, they employed 6,000 men, owned 75,000 oxen, thousands of wagons and warehouses, plus a sawmill, a meatpacking plant, a bank and an insurance company. Russell, Majors, and Waddell organized and put together the Pony Express in two months in the winter of 1860. The undertaking assembled 120 riders, 184 stations, 400 horses, and several hundred other personnel during January and February 1861. From weeks to deliver mail, the relay riders took 10 days to get to California. At its peak, there were 120 riders. More

than 180 stations were positioned 10 miles apart, each housing fresh horses. Mail pouches were specially designed to be as lightweight as possible, with locks in place. Each rider carried a rifle. They rode night and day. Begun in July 1860, in a short 18 months the Pony Express would fade into history.
Adios to a legend Though the three founders of the Pony Express had sought a government contract, their efforts were unsuccessful, because the government was already busily contracting with telegraph company owners to hook up the country once and for all. With $40,000 from the U.S. Treasury, construction began in early 1860. Finally, on Oct. 24, 1861, the completed line officially opened at a ceremony at Salt Lake City.
Only two days later, the Pony Express was disbanded. Mail would be carried via the Transcontinental Railroad, and all other communications traveled like lightning on the new national telegraph system.
Indelible history An 1860 ad for Pony Express riders read thusly (Wikipedia): “Wanted: Young, skinny, wiry fellows not over eighteen. Must be expert riders, willing to risk death daily. Orphans preferred.” They had to endure all the extremes of southwestern weather, and Indian attacks as well. Only once was a mail pouch delayed on delivery. The young knights of the West were quickly replaced by the cadres of engineers of the telegraph. But both have earned an undying place in our unique history.

Forward March Patrick McCallister FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
Daniel “Danny” Burgess Jr. marched in with a good report. Burgess, the executive director of the state veterans department talked at the inaugural meeting of the Florida Senate Committee on Military and Veterans Affairs and Space for the 2020 legislative session. That was on Wednesday, Oct. 16.
Forward March kickoff Burgess led his talk with an update on the Florida Department of Veteran Affairs’ recent factfinding tour, Forward March. “Forward March was a big undertaking that we began on March 29 with the governor’s support,” Burgess told the committee. Gov. Ron DeSantis, a Navy veteran, assumed office in January. He appointed Burgess to lead the state veterans’ department. “It was about a five month process where after the kickoff we went around seven other locations across the state of Florida to identify gaps in services, to find ways that we can break down barriers to communication and help all
State Senate told about progress forward thanks to fact-finding tour
these veterans organizations, veterans services, community leaders work together,” Burgess said. “We’re all fighting toward the same goal.” After the inaugural meeting at the University of South Florida, Tampa, Steve Murray, the communications director at the state veterans department, explained to Veteran Voice— “We’re bringing together the providers of veterans benefits and support. We’re sharing best practices. We’re identifying redundancies and we’re looking for gaps in (assistance) coverage.” For example, as Murray explained, several organizations in a county could be offering veterans homelessness-prevention programs, but not employment assistance. “Often the left hand doesn’t know what the right hand is doing,” he said in the previous interview. “Eight of us may be doing the same thing, but none of us are doing something else.”
Meetings across the state Burgess told the Florida Senate committee the listening tour that followed the kickoff was unexpectedly successful. “From the Panhandle down to South Florida, we covered it,” he said. “We’re proud to have
touched over, well over, 1,000 people between all our meetings collectively.” In a phone interview after the committee meeting, Murray said there were Forward March meetings in Pensacola, Jacksonville, West Palm Beach, Ocala, Miami, Port Canaveral and Sarasota.
Report to follow Burgess said now that the Florida Department of Veteran Affairs has talked to veterans across the state it’ll use the knowledge gained. “It doesn’t end there, in fact the real work kind of begins now,” he said. “Because we collected all that data, all that information now we’re going to go and put it in a report.” That report will go to the state’s decisionmakers. “We’re going to present it to everybody here (the State Senate veterans committee) to the cabinet, to the (Florida House), to the entire (Florida Senate).” With the aim to make the report an action-starter. “That’s kind of a road map for how we every year can best improve our state and how we can solidify our status as the most veterans-friendly state in the nation,” Burgess said. “I saw the draft recently. It’s going to be a really great report.”
The Florida Department of Veteran Affairs will issue the Forward March report in November.
Newsletter coming Burgess said one idea that came out of the Forward March meetings is getting implemented by the state veterans’ department without delay. “There’s a new newsletter coming,” he said. “One of the things that came out of Forward March was the need to raise awareness to what (the Florida Department of Veteran Affairs is) doing.” Along with information about the state veterans’ department, the newsletter will highlight veterans organizations. “We’ve got all these organizations, but if nobody knows about it what does it serve?” Burgess told the committee. He added that when he was a member of the Florida House of Representatives, e-mail newsletters were a necessity. “I found it the most effective communication my office put out,” Burgess said. To sign up for the newsletter, and to track veterans-related bills during the 2020 legislative session, visit www.floridavets. org.

NETWORK OF SUPPORT
SUPPORTING OUR VETERANS
When Veterans experience emotional distress or a suicidal crisis, the Veterans Crisis Line provides them with the support they’ve earned.
Since its launch in 2007, the Veterans Crisis Line has answered nearly 2.4 million calls and initiated the dispatch of emergency services to callers in crisis more than 62,000 times. The Veterans Crisis Line anonymous online chat service, added in 2009, has engaged in nearly 294,000 chats. In November 2011, the Veterans Crisis Line introduced a text-messaging service to provide another way for Veterans to connect with confidential, round-the-clock support, and since then has responded to nearly 56,000 texts.
VA understands that our ability to reach Veterans in crisis depends on partnerships with community-based groups and individuals who have direct contact with Veterans every day. You can help ensure that all Veterans and their families and friends are aware of the Veterans Crisis Line and the vital service our specially trained staff provides. So how can you help a Veteran? • Make sure the Veterans you know and their families and friends are aware of the confidential Veterans Crisis Line, online chat, and text. • Distribute Veterans Crisis Line materials to Veterans and their loved ones. • Run an ad for the Veterans Crisis Line in your organization’s print or online publication. • Display an online ad on your website. • Send the Veterans Crisis Line phone and text numbers and online chat link to your members, Veterans, and their families and friends. • Host an event to promote the support and resources available for Veterans and their loved ones. Together we can honor our Veterans by making sure they get the support they deserve.
Veterans and their friends and family members who call or text the Veterans Crisis Line or access the online chat are immediately connected with a VA responder who is specially trained to handle a crisis. Some of the Veterans Crisis Line responders are Veterans themselves and understand the unique issues that Veterans experience. Responders are available by phone, online chat, and text 24 hours a day, 7 days a week, 365 days a year. Each VA Medical Center has a Suicide Prevention Coordinator (SPC) or team to ensure that Veterans receive appropriate services. When needed, calls from the Veterans Crisis Line can be referred to the coordinators, who follow up with Veterans and coordinate care for issues ranging from posttraumatic stress disorder (PTSD) and depression to readjustment challenges and sleeping problems. Suicide Prevention Coordinators and partner organizations continually engage Veterans and communities to raise awareness about the Veterans Crisis Line and VA’s broader suicide prevention and behavioral health resources. VA has established two centers that focus solely on suicide research. The VISN 19 Mental Illness Research, Education and Clinical Center in Denver and the VISN 2 Center of Excellence for Suicide Prevention in Canandaigua, N.Y., which houses the Veterans Crisis Line and online chat, both study factors that may contribute to suicidality and develop and test public health intervention strategies for suicide prevention.

AND OUR OBJECTIVE
Veteran Voice is a weekly publication designed to provide information to and about veterans to veterans and to the broader community. Veterans are an integral part of their Florida communities, which currently have individual organizations of their own, such as the Veterans of Foreign Wars, the American Legion, the Vietnam Veterans of America and many other groups with a narrow focus, but no convenient way to connect to a wider population of veterans and to the community in general within a limited geographic area, their community. The mission of Veteran Voice is to publish a weekly source of information that will provide, in one place, a listing of resources available to veterans, articles about changes in policies or organizations affecting veterans and events of interest to veterans as well as articles about veterans of interest to the general public. Veteran Voice LLC is organized as a partnership of experienced newspaper executives with an interest in veterans and in the communities of Florida veterans and friends. Veteran Voice is a start-up intended to address a perceived lack of information readily available to veterans on programs and policies affecting them and objective reporting of veteran affairs to the public. To our knowledge, and based on comments from leaders of local veterans organizations, there was no media or website currently meeting this need until the launch of Veteran Voice. We hope you agree, and will support this publication with your subscription. Without subscriptions there will be a limited number of people we can help, without which this mission will not be realized. As part of our commitment to supporting local veteran communities, we will donate 10 percent of our profits each quarter to qualified veteran charities recommended by you, our readers and subscribers. Please let us know what you think by emailing news@veteranvoiceweekly.com or mailing your comments to us at: P.O. Box 1487, Stuart, FL 34995-1487
